1 23 August Australian National Championships Coaches Information Sheet Poomsae and Kyorugi Coaches who have registered to coach at the 2016 National Championships are advised that you need to be aware of the following information regarding the rules that will be enforced at the Championships. Any changes to this information will be handed out at Registration. Administration The competitions are scheduled to commence at 9:00am on the morning of the competition. The only exception is Saturday s competition as the official Opening Ceremony will take place with the Mayor of the Greater City of Bendigo doing the honours. This is scheduled to be completed by 9:00am with competitions commencing at 9:15am. We therefore ask that the players and their coaches for the first 6 rounds present themselves at marshalling by 8:30am and will be escorted through to their courts. They will then be requested to line up with their coaches at the opening ceremony with the dignitaries, officials and referees to take the oath. Following the opening ceremony the players, coaches and referees will return to their allocated courts and prepare for the commencement of the completion at 9:15am. Stadium Floor Plan A copy of the floor plan of the stadium has been provided below for you to familiarise yourself with the location of services and the layout for the competition area. Registration and Weigh-In Please ensure that you know your designated days for Registration and Weigh-in times. Registration and Weigh-In All belts 8-11 years, Masters and all Colour Belt Sparring Thursday, 25 August 5:00pm-8:30pm Black Belt Sparring Friday, 26 August 2:00pm-6:00pm Poomsae Saturday, 27 August 2:00pm-6:00pm Poomsae Sunday 7:00am-8:30am Weigh-In Allowance Black Belt Cadets, Juniors and Open there will be no allowance Black Belt children (8-11 years) 0.5kgs allowance Black Belt Masters (31+) 0.5kgs allowance Blue and Red Colour Belts (all ages) 0.5kgs allowance Players not making weight on their first weigh-in will be given a second chance within a two (2) hour window of their first weigh-in. What to Bring To Registration Players o STAL Membership or WTF GAL card. o Signed Player Code of Conduct form. o Signed Player Declaration Form.

2 Players competing on Saturday in a selection event must also provide: o Proof of Australian Citizenship (must be eligible to apply for or hold an Australian passport) o Copy of Kukkiwon Card or Certificate Coaches o o o o Marshalling STAL Membership or WTF GOL card Coaching accreditation card or certificate being either an STA Inc or TAL accreditation that was valid as at December 2014, or a current OTU coaching card or certificate. Signed Coach Code of Conduct and Pledge form. Coaches without all of the above memberships or accreditations will not be issued with a Coach Pass. Call for Poomsae and Kyorugi Players The name of players will be called by Marshalling three (3) times and thirty (30) minutes prior to the scheduled start of their match. If a player fails to report to Marshalling following a third call, the player will be disqualified. Please note that the disqualification of the player will be announced and shall be final. Poomsae Competition Rules Only registered coaches will be permitted access to the competition area. Coaches may escort their players to and from the courts when their players are competing. During competition there will be a designated waiting area for players and coaches. When a division has been completed, coaches are required to leave the competition area in order to prevent congestion. Coaches must not approach any referee on the courts during competition to discuss any issue. Coaches may raise concerns with the Technical Delegate, Mr Greg Butterworth. Coaches must not loiter around the competition area, especially behind or around the referees during competition. Coaches attire must be neat and tidy. They must wear a jacket or track suit top (No Dobok) and must be wearing close toed shoes. No photography or filming is permitted from the competition are. Coaches are not permitted to film their players from their coaches chair. Only official STAL engage photographers are allowed in the competition area. Sparring Competition Rules Please ensure that you have read and understand the following rules that the Kyorugi Referees will enforce. Child/Cadet Head and Face Contact Contact to the head and face will be refereed in accordance with the Child and Cadet Head and Face Contact policy, a copy of which is appended to this document. Please ensure that you have read and understood this policy and that coaches have conveyed it to their players.

3 Video Replay Video replays will only be used for the Black Belt cadet, junior and senior divisions. The following will be adjudicated using the video replay system. Kyong-go for opponent player falling or crossing boundary; Invalidate any Kyong-Go / Gam-Jeom's given to own player; Removal of points if Centre Referee gives a Kyong-Go and forgets to invalidate points; Add or Remove 3 or 4 points face; Addition of technical points if Corner Judges fail to add points; Invalidation of technical points if Coach believes Corner Judge made a mistake. Protests Protests are only available to divisions where e-head Guard are not used. That is all belts 8-11 years, Masters and Coloured Belt cadets, junior and senior divisions. Technical Issues No matches will be restarted due to technical issues. Three (3) Second Rule The WTF rule will be applied, or as a guide 3 kicks without touching floor. That is a player lifting the knee to block or impede an opponent s kick, or lifting the leg for more than 3 seconds without executing an attack will receive a Gam-Jeom. Falling Down Kyong-Go will be applied for each time the player falls down. Request to Stand Up The Referee will call for the player to stand up three (3) times 3 seconds apart after falling down. Referee Stop Contest (RSC) will be applied after 10 seconds. There needs to be a visible medical condition for medical time out. Attacking After Kal-Yeo Kal-Yeo is deemed to have occurred when the Centre Referee raises a horizontal arm and action begins after this time. Penalty applied will be a Gam-Jeom Yellow Card If a coach or player commits excessive misconduct towards a referee, judge or others, or does not follow the Centre Referee s commands, the Referee will declare a sanction by raising a Yellow Card. The Competition Supervisory Board will investigate the coach s or player s behaviour and determine if a sanction is appropriate.

6 Policy: Child and Cadet Head and Face Contact Policy No: Pol.006 V1.0 Policy Owner: Kyorugi Referee Committee Compliance: Mandatory Approved by: Board Document Type: External Category: Sport Effective Date: 25 July 2016 Next Review 25 July 2017 POLICY STATEMENT Intent To ensure the safety of Child and Cadet Division athletes in relation to head and face contact in sparring competition. Objectives To ensure that Sports Taekwondo Australia Limited (STAL) complies with the World Taekwondo Federation s (WTF) Junior Sparring Rules pertaining to the refereeing of Head Contact. To ensure that consistent rules are applied where Head Contact is made. Head Contact is defined as kicking to the head area above the collarbone as per the WTF Competition Rules Scope Kyorugi Performance Committee, Athletes, Coaches and Kyorugi Referees Policy Principles In all STAL sparring competitions including National Championships, State Championships and other sanctioned events, the rules concerning a kick to the head or face shall be as follows: 1. Children (11 years & under) all belts and Cadet (12-14 years) blue & yellow belts 1.1 Kicking to the head or face area is not permitted. 1.2 Any foot technique contacting to the head or face area which does not cause any injury shall be given a Kyong- go warning by the referee. 1.3 Any foot technique causing injury to the head area (abrasion, bruising, bleeding, jarring) shall be given a one point Gam-jeom penalty by the referee. The referee will immediately call the tournament physician to inspect the injured contestant. 1.4 Even in the absence of visible injury the referee may deem the contact to be excessive, and declare the appropriate penalty. If the kick to the head/face is powerful enough to warrant an eight (8) count, it shall be considered excessive, and a Gam-jeom penalty shall be declared. 1.5 The contestant who executes a kick to the head or face of the opponent which results in the inability of the opponent to continue due to the injury shall be declared the loser. The referee, with or without consultation with the tournament physician, shall determine if the injury is severe enough to prevent continuation. 1.6 Inability to continue because of fright, crying or loss of will following a kick to the head which did not cause injury does not constitute grounds for declaring the attacker the loser. 7 Policy: Child and Cadet Head and Face Contact 2. Cadet (12-14 years) black & red belts 2.1 Cadet black/red belt divisions will follow the head and face contact rules as prescribed in the WTF Competition Rules. 2.2 Cadet red and black belt division athletes must qualify at a State level championship using the same head or face contact rules prior to entering the National Championships or Australian team selections. 3. Junior (15-17 years) all belts and Senior (17 years & over) 3.1 The rules concerning head and face kicks shall be as prescribed in the WTF Competition Rules. ACCOUNTABILITIES Implementation: National Kyorugi Referee Committee Compliance: Board Monitoring and Evaluation: Chief Executive Officer Development and Review: National Kyorugi Referee Committee Interpretation and Advice: National Kyorugi Referee Committee ASSOCIATED POLICIES AND PROCEDURES WHO SHOULD KNOW THIS POLICY 1. All Sports Taekwondo Australia registered Referees, Athletes and Coaches are responsible for informing themselves of this policy. 2. The Board is responsible for the approval and maintenance of this policy. 3. The Chief Executive Officer is responsible for ensuring adherence to this policy. 4. The National Kyorugi Referee Committee is responsible for implementation of this policy. 5. The Kyorugi Performance Committee is responsible for educating athletes of this policy. 6. The Coaching Committee is responsible for educating coaches of this policy. HOW WILL THE EFFECTIVENESS OF THIS POLICY BE MEASURED? 1. The policy will be inserted in the Kyorugi Referee Course and disseminated to all current Kyorugi Referees. 2. The policy will be inserted in the Coaches Course and disseminated to all current Coaches. 3. All sparring Sports Members will have knowledge of the policy. 8 General Codes of Conduct These General Codes of Conduct outline the standard of behaviour that is expected of all people involved in taekwondo and includes competitors, instructors, coaches, officials, referees, administrators, parents/guardians (of child participants) and spectators. These General Codes of Conduct are to be read in conjunction with the relevant role-specific Codes. 1. Treat all persons with respect and courtesy and have proper regard for their dignity, rights and obligations. 2. Be ethical, fair, considerate and honest in all dealings with others (people and organisations). 3. Conduct yourself in a responsible manner relating to language, temper and punctuality. 4. Maintain a high standard of personal behaviour at all times and accept responsibility for your actions and behaviour. 5. Operate within the rules and spirit of taekwondo including national and state guidelines, constitution and policies, which govern STA, Member Organisations and Affiliates. 6. Do not use your involvement with taekwondo to promote your own beliefs, behaviours or practices where these are inconsistent with those of STA, Member Organisations or Affiliates. 7. Always place the safety and welfare of children above other considerations. 8. Comply with all relevant Australian laws (Federal and State), particularly anti-discrimination and child protection laws. 9. Refrain from any behaviour that may bring STA, Member Organisations or Affiliates into disrepute. 10. Show concern and caution towards others who may be sick or injured. 11. Be a positive role model. 12. Do not post material using social media that relates to the sport (including the organisations or people involved in taekwondo) that is offensive, defamatory, threatening, discriminatory, obscene, profane, harassing, embarrassing, intimidating, sexually explicit, bullying, hateful, racist, sexist, homophobic, inaccurate, misleading, fraudulent or otherwise inappropriate. 13. Abide by the relevant STA role-specific Codes of Conduct and understand the repercussions if you breach, or are aware of any breaches, of this Code of Conduct. Sports Taekwondo Australia Limited ACN

9 Coach and Instructor Codes of Conduct In addition to STA s General Code of Conduct, you must meet the following requirements with regard to your conduct during any activity held by or under the auspices of STA, Member Organisations or Affiliates in your role as a coach. For the purposes of this Code of Conduct and to ensure consistency of terminology, STA defines coach to include the term instructor. 1. Place the safety and welfare of the students and competitors above all else. 2. Encourage and support opportunities for people to learn appropriate behaviour and skills. 3. Help each of your students and competitors reach their potential - respect the talent, developmental stage and goals of each person and compliment and encourage with positive and supportive feedback. 4. Display control and courtesy to all involved with the martial art and sport. 5. Adopt appropriate and responsible behaviour in all interactions. 6. Adopt responsible behaviour in relation to alcohol and other drugs. 7. Ensure your decisions and actions contribute to a safe and harassment free environment. 8. Do not tolerate harmful, inappropriate or abusive behaviour. 9. Maintain the required standard of accreditation and/or licensing of professional competencies. 10. Be honest and do not allow your qualifications to be misrepresented. 11. Operate within the rules and spirit of taekwondo, promoting fair play over winning at any cost. 12. Respect the decisions of referees, officials and administrators in the conduct of the sport. 13. Develop competitor respect for the ability of opponents and for the judgments of referees, officials and opposing coaches. 14. Wherever practical, avoid unaccompanied and unobserved one-on-one activity with people under the age of 18 years. 15. Ensure any physical contact with a person is appropriate to the situation and necessary for the person s skill development. 16. Follow the advice of a physician in determining when an injured competitor is ready to recommence training or competition. Sports Taekwondo Australia Limited ACN

I shall respect and abide by the Rules and Regulations of Sports Taekwondo Australia Limited, and other rules governing the sport of Taekwondo. I shall be free from any political, religious, racial or any other forms of prejudice at the Championships and respecting the spirit of sportsmanship and fairness. I pledge my commitment to the Coach and Instructors Code of Conduct and will ensure that these Championships are competed in a fair and respectful manner for all participants. I accept any sanction to be taken by Sports Taekwondo Australia Limited in case I violate this pledge. I acknowledge that this Code of Conduct may be superseded by any Code of Conduct that Sports Taekwondo Australia publishes. 12 Competitor Codes of Conduct In addition to STA s General Codes of Conduct, you must meet the following requirements with regard to your conduct during any activity held by, sanctioned or under the auspices of STA, Member Organisations or Affiliates in your role as a competitor. For the purposes of these Codes of Conduct and to ensure consistency of terminology, STA defines Competitor to include the terms student, player, opponent and athlete. Juniors: 1. Understand and participate by the rules. 2. Give your best at all times and participate fairly and safely. 3. Abide by decisions, without argument or bad temper. 4. Respect and co- operate with your coach, referees and officials. 5. Respect the talent, potential and development of fellow competitors. 6. Always be on time. 7. Care for and respect your uniform and ensure you always wear the appropriate uniform to training and/ or competition. 8. Do not engage in practices that affect sporting performance (e.g. alcohol, tobacco and drug use). 9. Respect and acknowledge the contribution of those who create the opportunity for you to compete. 10. Participate for your own enjoyment and benefit, not to satisfy the expectations of others. Seniors: 1. Respect the rights, dignity and worth of fellow competitors, coaches, officials and spectators. 2. Refrain from conduct which could be regarded as any form of harassment. 3. Respect the talent, potential and development of fellow competitors and do not deliberately provoke a competitor. 4. Care for and respect your uniform. 5. Be honest with your coach concerning illness and injury and your ability to train and compete fully. 6. Abide by the rules and respect the decision of the referees. Be courteous and use the correct process when seeking a rule clarification. 7. Co- operate with coaches and officials in relation to programs that adequately prepare you for competition. 8. Do not engage in practices that affect sporting performance (e.g. alcohol, tobacco or drug use).
