Introduction and welcome address by Mr. Nils-Håkan Carlzon: Mr. Carlzon welcomed all members present to the 5 th Annual Meeting of the General Assembly in Liberec, Czech Republic. Due to the continued success it has been necessary to add another day to the World Championship Festival 2017, which resulted in the General Assembly meeting moving forward to the Sunday. He thanked the Organisers of the World Championship Festival for making it possible to hold the meeting in the Hotel Babylon in Liberec. 2. Members entitled to vote: The Executive Secretary informed the meeting that there were (6) Branch Members and (9) Single Members attending. Proxy Votes are not accepted at meetings of the WADF. Apologies received from:- Guido de Smet Vice-President David Stevenson Ambassador Canada In accordance with the WADF Constitution the number of votes on the floor from members attending plus the extra votes for registered dancers = Minutes of the 4 th Meeting of the WADF General Assembly (21 st November 2016) Proposed SA MAE EST, Seconded Energ Dance Centre Ikoo FIN, For = 75 Against = 0 Abstentions = 4 Minutes confirmed as correct. 4. Matters arising from the Minutes of the 4 th Meeting of the WADF General Assembly (21 st November 2016)genda. There were no matters arising from the Minutes of the 5 th AGA, 2016 but covered by other items on the 5. The Chairman will accept a proposal that the order of business may be changed: Proposed FDO, Seconded SA MAE For = 79 Against = 0 Abstentions =0 Carried unanimously.

2 Minutes of the 2017 Annual Meeting of the General Assembly - 19 th November Correspondence: a. The President had received an from Francoise Bernard, who being a delegate was invited to address the meeting. Francoise Bernard explained to the meeting that in the WADF Rules and Regulations Section 2 Item Reimbursement and per diem for officials were confusing for judges invited to WADF Events lasting longer than two days. The President answered by informing the meeting that in 2013 the event in Liberec was not held over many days, when the Regulations were first written. Due to the fast expansion a dispensation had been agreed with the organiser for the Judges daily fee to be reduced. This had been added to all WADF material, including the International Adjudicator Seminar Power Point, but for some reason this had fallen between the chairs with regard to the Rules and Regulations document in the website. It was confirmed to Francoise Bernard and the meeting that this will be attended to and that invitation to WADF Events longer than two days this will be clearly stated. 7. Finance a. WADF Accounts for the period 1 st July th June 2017 i. Report of the WADF Finance Controllers. The Executive Secretary read the report of the Finance Controller, Roman Filus, to the meeting. ii. Acceptance of the WADF Accounts (1 st July th June 2015) There being no questions raised to the Finance Controller or the Managing Committee it was Proposed DSF SWE, Seconded SAT CZE For = 79. Against = 0 Abstentions = 0. The finances were unanimously accepted. 8. Meetings of the Managing Committee: As in previous years the President informed the meeting that the Managing Committee had continued to meet, as and when necessary, by Skype during the past twelve months so as not to burden the federation with unnecessary expenses of travel and hotel costs for a face-to-face meeting. The Managing Committee works on a honorary basis on behalf of the WADF 9. Reports Managing Committee: a. President (Mr. Nils-Håkan Carlzon) The President presented his report on the screen so that everyone could follow as he read through the paragraphs. A copy is attached to these minutes. b. Miss. Irina Shmalko (Solidarity) Miss. Irina Shmalko commenced her report by thanking the Ambassadors for their continued support to the WADF and suggested that a meeting of the WADF Ambassadors in Moscow was on the table for consideration. She explained to the meeting the reasoning behind the need to start National Events with the assistance of the Ambassadors in their countries, to take the federation forward to the next stage. As it was the 5 th Anniversary of the WADF European Artistic Championships in Moscow in 2018 the opportunity was used to describe to the meeting how National Events can feed into Granted Events. c. Ms. Gordana Orescanin (Stage Dance) Gordana Orescanin informed the meeting that it is good that the MC does not always agree, which for a democratic federation is good for the future and the WADF. The Stage Dance department is growing just like the Street Dance which is proven by the entries here in Liberec and the event in Skopje. d. Mr. Marian Sulc (Technical) Mr. Marian Sulc presented the improvements in the technical department following a meeting with Ljubisa in Serbia. To explain the actual changes/improvements to the registration system Mgr. Ilona Sulcova, organiser of the World Championship Festival, was invited to address the meeting. Page 2

3 Minutes of the 2017 Annual Meeting of the General Assembly - 19 th November 2017 The delegates were shown step-by-step how the Age Groups, in various WADF Sections, could be divided when the registrations reach numbers that would be benefit from being split. The examples were taken from the entries received for the World Championship Festival. e. Mr. Guido de Smet Due to Guido de Smet being absent from the meeting he had sent a report, prior to the meeting, which was displayed on the screen and read by the Chairman. A copy is attached to these minutes. f. Executive Secretary (Managing Committee) At the 2016 Meeting of the AGA the Executive Secretary presented a Vision power point to the meeting showing that the federation belongs to the members. This year the same power point was presented with the subject matter based on the International Continental Development & Relationships that had been worked on and developed since the last AGA. Intercontinental Projections:- It was to be noted that the WADF has Supportive, Single or Branch Members in the Continental Areas of:- Africa, Asia, Caribbean, Central America, Euro Asia, Europe, North America, Nordic, Oceania and South America. Social Media outlets have been created for Members and Friends in these areas. With strength and wisdom it is easier to make decisions and plot a course. Having this in mind it had been easier to develop relationships with existing national organisations who are affiliated to other international organisations. Proof of this was born out by one of these organisations being represented at the AGA. The Executive Secretary presented another example to the meeting where a national organisation had added the WADF logo to their Certificates/Diplomas. Reports had been received of an aggressive nature towards dancers who choose to test their dancing skills in more than one international organisation. The WADF is open to all because there is only ever one looser in these situations DANCE. On behalf of the Managing Committee the Executive Secretary wished all members continued success with the WADF principles and thanked all those present for their continued support to the WADF, it was very much appreciated. 10. Reports WADF Committees a. Organisers Committee The Organisers Committee report had been coupled with that of Mr. Marian Sulz earlier on the agenda. 11. Election - WADF Managing Committee. a. Vice-President: (One position for a 3 year period in office) Nominations: Ms. Gordana Orescanin Proposed - University of Technology Koszalin, Seconded SAT - Slovakia For = 79 Against = 0 Abstentions = 0 Ms. Gordana Orescanin was duly unanimously elected as Vice-President of the WADF for a period of three (3) years, until the AGA Motions by the Managing Committee: Rules & Regulations a. Section 1 General Regulations To adopt the improvements made by the Managing Committee Age Groups: Mini Kids Juveniles I Juveniles II Junior I Junior II Youth I Youth II Adults Masters 7 years and under 8-9 years years years years years years years 35 and over Page 3

4 Minutes of the 2017 Annual Meeting of the General Assembly - 19 th November 2017 Masters can choose to dance against Adults if they so wish but can then not participate in the Masters age group of the same competition discipline at the same event. In Small and Large Teams plus Showcases for Masters it is allowed to enroll 25% Adults who are 31 years or over. Mixed Age Groups (all ages) The Chairman presented this item to the meeting explaining that the improvements are centred on the Adults and Masters age groups only, as all the others had been adopted at previous General Assemblies. There being no further questions or discussion it was Proposed CDSA/CAT, Seconded Sinclairs that the Motion be put to the meeting. For = 79 Against = 0 Abstentions = 0 The improvements to the Age Groups was carried unanimously. 13. Motions by the Managing Committee Divisions & Competition Rules a. To adopt the improvements made by the Managing Committee Lifts and Acrobatics: (across all WADF Departments/Divisions/Sections) It is allowed to use low lifts, separations, floor drop, side-by-side figures and similar in all Artistic Free style dances for couples. Mini Kids, Juveniles I & II are not allowed to perform lifts, of any kind, in any WADF discipline. The Chairman explained this item to the meeting and requested any comments for discussion from the floor. The SAT was of the opinion that lifts should be allowed for all age categories as it was their opinion that the coaches carry the responsibility for any mishap as they would have suggested the choreography in the first place. A lift would be considered even if the dancer made a jump with their hands on the shoulders of another. The Chairman intervened to explain that during his long experience within the dance world it had never been possible to define a lift. Gordana Orescanin put the argument that as a professor of dance what had been discussed till now would come under sport but this proposal only covers the age groups of Mini Kids and Juveniles, as illustrated in the rule. From her experiences it would be irresponsible of the WADF to suggest in the Rules that lifts would be allowed by these age groups. Marian Sulz brought the question of freedom into the equation by stating that the very reason he moved across to, and support, the WADF was because of the idea that dancers would not be confronted with endless rules, which amount to them not being able to do this and not being able to do that. Who would police such happenings satisfactorily? He recalled an incident from a previous event in Liberec, under the Rules and Regulations of another international organisation, when the Chairman of the event disqualified so many dancers for not conforming to the rules, which led to numerous problems with teachers and dancers after the event. As the further comments from the floor were supporting both points of view that had been made without any additional facts to the discussion the Chairman called for a vote on the motion Proposed SA MAE, Seconded Russion Dance Union For = 31; Against = 48; Abstentions = 0; the motion was lost. The text:- Mini Kids, Juveniles I & II are not allowed to perform lifts, of any kind, in any WADF discipline, is to be removed from all WADF documents. 14. International Council for Arts & Culture As the Chairman and the Executive Secretary had made references to the ICAC in other items of the agenda, it was put to the meeting that if there were no matters from the floor on this subject President and Executive Secretary would continue to discuss continued development with the WAPA in countries where it would be an advantage. Any other Business There were no outstanding items of Business that had not been covered by other items on the Agenda Annual Meeting of the WADF General Assembly The meeting was informed that the 2018 General Assembly will most probably be held in Liberec, Czech Republic during the 2018 World Championship Festival. All Members will be informed of the exact date, time and place according to the WADF Statutes in good time. 19. Close of Business In closing the 2017 AGA the President thanked Taps ILMA for providing the facilities to hold the 1 st five AGA s of the WADF and wished them continued success with the Granted Event in Liberec. 6 WADF Annual General Assembly 2017 Presidents Report It is with great pleasure that I hereby give the WADF Presidents report for the past year Managing Committee. The Managing Committee is in constant contact with each other. We use the opportunity to meet face to face at WADF events, but with the technology offered by the Internet, Skype, What s App & , we feel it would be a loss of time and money to have special meetings just for the Managing Committee. As President I am in regular contact with one or several committee members to solve problems as they turn up or to get ideas and proposals confirmed. There is a very good and friendly atmosphere within our Managing Committee. Sometimes we have differences in opinion in regards to various matters but with good spirit and an understanding in the direction we want to go, all matter are solved in a friendly way. I would like to take the opportunity to thank the Managing Committee for the dedicated work they are doing for the WADF. We are all working for a good cause without getting any fee for the work done. Thank you! Finance. As we have very limited costs for meetings and no fees paid for the work the Managing Committee carries out and in spite that we try to be extremely moderate in regards to membership and license fees our finances are very good as shown in the finance report. Members. The development of new members is quite remarkable. At the moment we have 495 members registered from 70 countries with new members arriving weekly. In 2013 our aim was to pass 500 members before our 5-Year celebration, we are well on track to achieve this goal. When we started 4 years ago the majority of the members were interested in the Artistic Couple Dance Department but what is most encouraging is that we are now adding members who specialise in our other Departments and activities. The 6 Departments are filling up with members specialised in Street Dance, Stage Dance, Ethno and Folk Dance, Artistic Cheer leading, Artistic Acrobatics and other interesting forms of Artistic Dance. Dancers Competitors. The development of new dancers attending our events is going hand in hand with the increasing number of members joining our family. We have almost registered dancers in our Master Soft system. This is of course a fantastic development in just over 4 years and I see no signs that it will slow down. On the contrary there are very clear signs that the network of especially Branch Members will continue to increase the registration of new dancers in an even higher rate. WADF World and Continental Championships, Recognised and Recommended Events. This year we have seen more events being classified as Granted than during the past years. Also the numbers of dancers participating at all events is increasing. The participation of dancers in our three largest departments, Couple Dance, Stage Dance and Street Dance is growing at a constant steady pace and so too is the quality of the dancers. Our largest competitions at the moment are the Solos

7 in the Artistic Couple Dance Department, there is no doubt that we are already the leading world federation in this field. No other international Federation comes anywhere near the numbers entering our Solo dance competitions. At the World Championships in Liberec we will see almost 100 dancers in each Juvenile and Junior age groups in the most popular dances. We therefore have to split the Junior and Juveniles age groups into I and II to make the competitions fairer. I would also like to mention that we are also attracting more and more competitors in our Street and Stage dance disciplines, in regards to the quality of the dancing we are experiencing an amazing development. The technique and artistry performed by our competitors is absolutely World Top class. All time high enrolments. Finally I would like to report that we have an all-time high enrolment situation at the World Championships here in Liberec. More than dancers from 150 member schools and clubs will perform almost enrolments in two halls over 6 days. Congratulations to all those involved in this fantastic success. 8 Report of Guido De Smet for the AGA of WADF in LIBEREC 19/11/2017 Dear Collegues, dear friends, First of all my apologies for not being in time to attend the meeting in person, travelling from one competition to another prevents me from being in time, but I will see you all from tomorrow morning. In the past year my attention and efforts were in first place helping to develop the WADF in Cyprus and to help Kiki Mattheou organising the Mediterrenean Championship last June. With the help of Kiki, her committee, Irina Schmalko and Yuri as a scruteneer, we managed to make this first competition in Cyprus a big succes. Further, together with Stuart Saunders, I persuaded our president to give us the opportunity to put also wheelchair dancing on our list of disciplines. A lot of wheelchair dancers are excluded from dancing in the IPC competitions because of the strict rules of gender and nationality. By giving these dancers the possibility to dance championships in a more free environment, we managed to have some dancers coming here in Liberec to get us acquainted with there disciplines. Stuart and I hope that this will be a start of a greater interest of the wheelchair community to join our WADF. This, my friends, concludes my report.
