3 Context The classification system is the platform upon which every aspect of Inas activity is built It is what gives the organisation credibility and uniqueness It needs to be given much greater priority and attention
4 Context Classification is now a 2-stage process: 1. Primary Eligibility Assessment (Inas responsibility) 2. Sport Specific Classification (IF responsibility) Driven by IPC Classification Code that applies to all IF s & IOSD s

6 Question: We have Eligibility why do we need Sports Classification as well? If we want to join with the International Paralympic Committee (IPC) i.e. be eligible to compete in the Paralympics, we need to abide by the IPC rules The IPC rules say that: a)it must be demonstrated that the disability has an impact on the ability to play the sport
7 The disability must be shown to have an impact on the ability to perform the sport Example: Physical Disability A left handed person who has a right hand amputation Sport: Pistol shooting Olympics Sport: Swimming Paralympics
8 The disability must be shown to have an impact on the ability to perform the sport Intellectual Disabilities the disability is likely to impact on most sporting ability, but: We need to demonstrate this is the case We need to show what the impact is on each individual sport, as each sport has different sports intelligence involved Sports Intelligence (cognitive load) the types of intelligence you need to compete in different sports
9 The disability must be shown to have an impact on the ability to perform the sport Example 100m sprint low sports intelligence reaction time Basketball high sports intelligence reaction time, pattern recognition, memory, strategy etc. It is possible through classification to be eligible in one sport but not another this does not mean the athlete does not have Intellectual Disability

11 It must have a classification system to minimize the impact of the impairment on the outcome of competition In Inas we only have one class ID All ID athletes will compete in the same class together It is an IPC rule to have a classification system In the future, if all goes well and Inas sports grows there may be more than one classification group, the same as other disabilities

13 There must be systems in place to manage appeals and protests There must be a system in place to test people at the sporting event This system will have standard elements (generic), but other parts of it will be different for different sports (sports specific)

15 Background The working group was mandated by the IPC Governing Board and the INAS Executive Committee to develop an action plan on the basis of: a conceptual framework for the development of a sport-specific eligibility criteria system the provisions of the IPC Classification Code to ensure a sport-specific classification system. Following 2 years of collaboration and research, in November 2009, the IPC General Assembly voted in favour of the re-inclusion of Athletes with Intellectual Disability in the London 2012 Paralympic Games and beyond.

18 Sports intelligence Derived from different theoretical models psychology and previous research, the key components of intellectual functioning that likely have sport specific applications include: reasoning, working memory and learning, visual-spatial perception, reaction time and processing speed, attention and concentration, executive function. These components can jointly be referred to as sports intelligence.
19 Sports intelligence tests The current research is developing a number of tools to measure sports intelligence on a sport by sport basis. These include: Computer based tests (generic) On court/pool/track analysis (specific) In competition observation (specific)
20 Sports specific tests Scientific analysis of the results of the tests are used to create a profile of the athlete A standardised profile is also taken for nondisabled athletes A standardised profile is developed for all ID athletes in that sport By using this data parameters by which to identify an ID athlete will be agreed on a sport by sport basis
21 Where are we now? Since the IPC General Assembly, the research programme has continued with additional and refining the methodology. Most work has taken place with those sports chosen for London 2012, i.e. Athletics, table tennis and swimming Further analysis of the research data is needed and the joint working group will publish inclusion criteria in relevant sports no later than the date of the start of the London 2012 PG Qualification Period Table Tennis and Swimming are complete and final data from Christchurch is being worked on for athletics
22 Where are we now? The final decision on inclusion is the responsibility of the International Federation that has jurisdiction over the sport on the Paralympic Games programme. The inclusion of Athletes with an Intellectual Impairment will be in addition to the programme currently worked out for the other impairment groups. The inclusion of Athletes with Intellectual Impairments will NOT lead to a reduction of the number of participating athletes in other impairment groups.
23 Whose responsibility is it to move this forward? All members of the research group are volunteers. Expenses and equipment has been covered by joint funding by the IPC & INAS, and later by some individual sports federations. INAS is responsible for the initial eligibility, but it is the governing sports federations that must move the sports classifications forward funding is required
24 Where are we now April 2011 Primary Eligibility criteria applies to all Inas sports Sports Specific Classification criteria confirmed in Table Tennis (ITTF), Swimming (IPC), and Athletics soon (IPC) Research ongoing in Basketball, Rowing Next steps.alpine sports? Soccer/Futsal? The long term aim must be to develop sports classification in all Inas sports
25 Where are we now? There have been many changes to the process of Eligibility and Classification since the last General Assembly We now have around 2500 athletes registered for competition We have an International Eligibility Committee of 12 members We have 36 National Eligibility Officers (more than 20 nations still cannot currently register athletes) We have organised 3 Eligibility Workshops around the world
26 Where are we now? Inas receives approximately 250 new applications each year The system is entirely managed by volunteers More than ¾ of applications are returned because they lack critical information It takes an average of 90 minutes per application to complete the review process So.. Hundreds of hours are wasted each year assessing incomplete applications And. valid applications take longer, applicants get frustrated, and athletes miss events
27 Future Changes There are a number of problems with the current system: Confusion around terminology (Registration, Classification etc) Non-member nations can register athletes (eg NPC s) The current system is not currently funded We have no idea who is active/inactive Inas has no system for capturing other important athlete data, e.g. Doping control, performances To address this a single database system for athlete management will be introduced, including: The primary eligibility check Doping control requirements Fair play declaration In time it will also incorporate competition and performance tracking, records and rankings
28 Future Changes There will be a fee introduced for first application from 1 st May 2011 An annual renewal fee will be introduced from 1 st January 2012, but it will not be necessary to submit new evidence. Only athletes who pay the annual renewal fee will appear on the master list. Updated guidance notes and forms will be available The funds raised will help us develop a more professional approach Inas will make the system as accessible as possible e.g. Applications will be have an electronic application facility from May 1st, A template for the eligibility report
29 Fees First application Member nations 50 USD (40 Euro) per application Non-member nations 80 USD (65 Euro) per application Renewal Member Nations 30 USD (25 Euro) per application Non-Member Nations 50 USD (40 Euro) per application
30 A new suggestion/concept A provisional eligibility scheme for developing sports and athletes (ie. non World/Regional Championships) Same eligibility criteria, but less demanding in terms of evidence Athletes would not go onto the master list or appear in rankings Inas supported events Expectation that if athletes continue they will apply for full eligibility Possibility of a time limit
