FITA Office FRANÇOISE DAGOURET Projects Director Françoise is 38 years old and of French nationality. She received her initial University background in Planning and Economic Development and Management of Service Activities (postgrade). She lived and worked in the UK for 2 years and as a Managing Director of the Regional Cross-Country Skiing Centres Federation in the French Alps for 9 years. Françoise arrived in Switzerland in August 2000 and followed a one-year full-time international postgrade course in Management, Law and Humanities of Sport. After spending 18 months as a Project Manager at the World Anti-Doping Agency in Lausanne, she joined FITA in January A qualified professional ski-patroller, she also competed in cross-country skiing up to the national level. Francoise has the major portfolios in the FITA Office of Anti-Doping. 2 2 Executive Meeting The FITA Executive Committee met on 27 th /28 th September to review the operations of FITA, discuss current issues and plan the business agenda for the next Council Meeting in December. The Chairman of the Judges Committee, Mr Gian Piero Spada was invited to the first session where the selection of the Judges for the Olympics was discussed along with ideas for the development and progression of Judges from National to Continental to International status. Ugur Erdener, Jim Easton, Paul Paulsen, and Giuseppe Cinnirella at the end of the Meeting (photo by Terry Reilly) Major areas of discussion by the Executive Committee included: Status of each coming World Championships Continental Qualifying issues (see statement in this issue) Co-ordination of future events around the world to enhance media opportunities Universiades (just completed in Korea) and their importance to FITA Development in each Continent and the progress of the project in Oceania Financial and FITA Office Management to ensure that FITA business is sustainable over the next several years Committees will soon be asked for their 2004 budgets for the Council Meeting in December. TV and Internet opportunities ( and challenges) Review of ByLaws to be presented to C&R and Council. The impact of the WADA Code implementation. Issues discussed are next presented to Council in December. President Jim Easton in discussion with Gian Piero Spada on various processes possible in the educational career of Judges

3 3 Publications ARCHERY: ITS THEORY AND PRACTICE Taxus Baccata Books is pleased to announce that the classic work by Horace A. Ford, "Archery: Its Theory and Practice" is back in print. This book is perfect for the archery enthusiast and collector. Although minor improvements have been made in the past 150 years, the book still stands as a triumph "of a practical Work on Archery by a practical archer." Price for this paperback is $ Horace A. Ford is known as the greatest target archer of all time. He first picked up the bow in 1845, and a mere four years later won the Grand National Archery Meeting held in the United Kingdom. He proceeded to win an amazing and unmatched, eleven consecutive championships, and a twelfth "comeback" win. His high score (1271 in the Double York Round in 1857) remained archery's high mark for over 70 years. They cost 35 EUR / 35 USD and 5 EUR / 5 USD respectively + postage. The French version is under translation and should be available in spring. Questions & Answers WHY DON T WE SEE A LOT OF ARCHERY ON TELEVISION? This is a question frequently asked to FITA. Here is Terry Reilly s answer: FITA has spent a reasonable percentage of its budget on TV production this year for both the World Indoor and the World Outdoor events. We have a contract with European Broadcast Union (EBU) to give them a tape (either 1/2 or 1 hour) highlights for each event. No-one pays FITA any fees for these broadcasts. EBU members, which include most European stations, can obtain the footage free. As yet, FITA does not have a sponsor that will pay for the broadcast time. You, and your fellow countrymen, can assist by continually asking the TV stations to show FITA Archery. We also need to make our productions more interesting and we will be focusing on producing segments that create more human interest rather than continually showing matches.

4 4 Major Events DAEGU UNIVERSIADE From 21 st to 31 st August was held the 22nd Summer Universiade 2003 in Daegu, Korea. Along with the ten compulsory sports, Daegu proposed another three optional sports: archery, taekwondo and judo. Families from staff working for International Federations, WADA and IOC took part in a fun (and exhausting) day of team games. We were split into various groups so we could meet other people working in and around Lausanne and enjoy a social atmosphere with a little competition. As you can see, Caroline (behind the girl with the white cap and the sunglasses) is struggling hard with her husband, Laurie (extreme right of photo) in the tug of war. We can t remember who won and it didn t matter. The venue was at the UCI (Cycling) Center of Excellence at Aigle, about 40 minutes from Lausanne. This is an USD 8 million facility with indoor track, training areas, mountain bike tracks, administration, etc. built in cooperation with Lausanne City and the IOC. Teams from all over the world come here to train. Maybe we could aim for something similar?

5 5 Judges JUDGES AND DOS FOR 2004 CHAMPIONSHIPS An /fax was sent by Caroline Murat on 1 st October asking the Judges to let us know their availability to officiate as Judges and DOS at the 2004 Championships. The forms are available on our website. The deadline is 15 th November World Records WORLD RECORDS NOT RECOGNISED A number of world records have not been recognised by FITA because the tournaments were not registered as a FITA event in the FITA Calendar. Archers have been then penalised not by FITA but by the organizing committee and/or their Member Association. Consequently, we are asking Member Associations to cooperate and register the event on the FITA Calendar. Thank you in advance for your cooperation. Archers can check the validity of an event by checking the FITA Calendar. A number of claims submitted to the FITA Office are delayed because of errors on the scorecards or the results sheets. With such an important process, we ask the organization or person submitting the claim to carefully check the information before sending it to the office. Delays can cause the record not to be recognized if another archer breaks the record soon after. Please note that all the World Records Claims need to be sent as per Article 5.5, Book 1, FITA Constitution and Rules no later than 10 days after the tournament and according to the format as found on the website: Member Associations Some space is reserved for the Member Associations. Please send your information before the 15th of each month if you will it to be published in the of the current month. 6 6 Anti-Doping News WORLD ANTI-DOPING CODE SCHEDULE Since the World Anti-Doping Code as been adopted by the FITA Congress in July, the schedule for implementation of the new rules has been planned as follows, in the period leading up to the Athens Olympic Games: October / November 2003: Review of the draft project by the FITA Medical and C&R Committees. Latest standards - List 2004 and Therapeutic Use Exemptions (TUE) - to be approved by WADA and then to be included in the new rules. Setting-up process for the FITA Registered Athletes Testing Pool December 2003: Submission of the new anti-doping rules for approval to FITA Council. Once approved the new rules should be enforced as of 1st April January March 2004: Information and Communication to Member Associations, appointment of the FITA TUE and Doping Panel by the Executive Committee Member Associations will have up to 13 th August 2004 (opening day of the Olympic games chosen by WADA as a symbol) to adopt their own anti-doping rules to the new World Code and FITA Rules. DOPING CASES Doping cases within Member Associations of which FITA has been informed of: Chile: The Court of Arbitration panel in the Van Lamoen/FITA case will meet on 2 nd October, France: FFTA has responded to FITA request for information. Spain: On 13 th August 2003, FITA has been informed about a positive doping test by the Spanish Ministry of Sport. However at the date of 25 th September 2003, no response has been given by the Spanish Archery Federation to FITA requests for information. Poland: The Polish Archery federation has responded to FITA requests for information. Polish archer Bartosz MIKOS is suspended to the date of 24 th August Belgium: The Belgian Federation has responded to FITA requests for information.

The system is designed for all FITA recognized tournaments and replaces the paper or submission for the registration of tournaments. The system is mandatory for tournament registration for all Member Associations. The system will only show the registered tournaments for which the National Federations have to pay the registration fee. An invoice will be send to the Member Associations as in the past at the end of the year, but the payment is now made after the tournaments.

9 9 Our rules state that an event must be registered at least 30 days before the start of the event. If the event is not on this calendar, a claim will not be recognized. Advantages for National Federations They can upload their calendar themselves and it will become live immediately (no confirmation from FITA is necessary). They make changes themselves. They renew their calendar easily by allowing duplication of old events with new dates to accommodate for yearly tournaments. This is a planning tool for national teams. Advantages for archers An up-to-date calendar of all FITA events worldwide An assurance that the events they will participate in are recognised by FITA for World Records and performance awards. Advantages for FITA Easier process for record verification. Easier accounting of the tournaments. Administration logins and passwords have been sent in December 2002 to every Member Association by and normal mail. 10 10 Visitors to FITA Office 1 SEPTEMBER Mr & Mrs Larguet Bouinaa Idaini Mr Larguet is the President of Moroccan Archery Federation, Vice President of The Moroccan NOC, President of the Technical Commision AFABA and Member of the FIBA Technical Commission. Moroccan Archery runs a series of events during the year all televised! 19 SEPTEMBER Danish NOC 16 members of the Danish National Olympic Committee visited FITA on the 19 th of September. The FITA Executive Director gave a presentation on the structure of FITA and its world wide operations. 25 SEPTEMBER Isako Koshino Japanese Olympic Committee International Relations Department Ms Koshino is completing a 3-month visit to the IOC where she worked in various departments of the IOC to strengthen personal relationships and better understand the operations of the IOC, NOC and International Federations. She was most interested in the development of the sport and was pleased when we notified her that Japan had gained 3 places in both Women and Men for the Athens 2004 Olympic Games. Immediately she returned to Japan, we received confirmation of the Olympic places for Japan.
