USADA U.S. Anti-Doping Agency PROGRAM GOALS The primary focus for the quad is to work toward being the number one team in the world. In order to move up in the medal tables, we must focus on building a sustainable infrastructure for talent identification, coaching and official s education, and athlete retention and development. Infrastructure needs constant reviewing and development, but over the course of the quad the focus shifts away from infrastructure needs and toward Tokyo Games preparation. Specific activities in pursuit of these program goals will include: Focus on infrastructure work Coaching Education and Athlete Pipeline Continue to work on regional coaching/competition centers Refine Coaching Education Level II materials Provide developmental camps for CP and VI athletes Review data of team selection procedures to improve process Prepare for 2019 World Championships Page 1 of 18

2 2018 NATIONAL TEAM U.S. Paralympics Track and Field will nominate National Team(s) for 2018, based on the criteria outlined below. Note: Results MUST be: recognized by the IPC / World Para Athletics, wind legal and on the 2020 Paralympic Games program. Athletes MUST hold a current IPC / World Para Athletics License and have a current International Classification before the standard is achieved. Note: Because WPA has not yet approved the final 2020 Paralympic Games program, the Tokyo forecasted list of events from the 2017 IPC Sport Forum will be used. The National Team will be adjusted (athletes will be added/removed) accordingly once the final program is published (anticipated February 2018). Nominated on January 1, World Para Athletics Championships Medalists (in 2020 Paralympic Games events) and; Athletes with one or more top five finishes in an individual event at the 2017 World Para Athletics Championships (in 2020 Paralympic Games events) and; Athletes who achieved the U.S. Paralympics Track and Field 2018 National Team A or B standard at an IPC / World Para Athletics Approved Event between January 1, 2017 and December 31, Note: Athletes who are nominated on January 1, 2018 based on the criteria above must also achieve the 2018 National Team A or B standard in one or more events by July 1, 2018 in order to retain their National Team status through the end of the calendar year. Nominated throughout 2018 Athletes who achieve the U.S. Paralympics Track and Field 2018 National Team A or B standard at an IPC / World Para Athletics Approved Event between January 1, 2018 and November 30, U.S. Paralympics 2018 National Team status applies for January 1, 2018-December 31, 2018 so long as the criteria above is met. National Team status and benefits are only conferred upon athletes who accept, sign and remain current with the U.S. Paralympics National Team Athlete Agreement. Athletes who meet a National Team standard during 2018, at an IPC / World Para Athletics Approved Event, become eligible for National Team benefits and will retain their National Team status through December 31, Athletes will be nominated to the team on the first day of the month following achievement of the National Team standard. Athletes nominated to the 2018 National Team(s) will be added to the USADA Registered Testing Pool and will be responsible for remaining compliant with all forms, updates and tutorials as required by USADA. More information regarding USADA can be found in Attachment E. Athletes nominated to the National Team(s) must have undergone international classification evaluation and hold an international Paralympic-eligible sport class as per the IPC / World Para Athletics master list and hold a current season license for Track and Field from IPC / World Page 2 of 18

3 Para Athletics (before the standard is achieved). Paralympics/Sports/Track-and-Field/IPC-Licensing 2018 National Team standards (Attachment A) are based on the following: National Team A: The third-place performance average from the 2016 and 2017 IPC / World Para Athletics Annual Best Performance Ranking List National Team B: The fifth-place performance average from the 2016 and 2017 IPC / World Para Athletics Annual Best Performance Ranking List ** National Team status may not be earned based on performances in relays or team events.** 2019 NATIONAL TEAM U.S. Paralympics will nominate a Track and Field National Team(s) for 2019, based on athlete performances from IPC / World Para Athletics Approved events during the 2018 competition season (January 1 December 31, 2018). Results MUST be: recognized by the IPC / World Para Athletics, wind legal and on the 2020 Paralympic Games program. Athletes MUST hold a current IPC / World Para Athletics License and have a current International Classification before the standard is achieved. NATIONAL TEAM BENEFITS National Team athletes MAY be eligible for the following benefits all athlete support recommendations submitted by the NGB are subject to USOC Paralympic Sport Performance Approval: 1. USOC Direct Athlete Support (Attachment B) 2. Track and Field Additional Athlete Support Programs (Attachment C) 2. USOC Elite Athlete Health Insurance program (Attachment D) 3. Air transportation (or ground equivalent), lodging, ground transportation, meal per diem, and coaching support at designated U.S. Paralympics Track and Field training and competition activities. 4. USOC Athlete Career & Education Program ( Resources/Athlete-Career-and-Education-Program). 5. U.S. Paralympics National Team uniform. EMERGING ATHLETES Athletes who meet the Emerging standard during 2018, at an IPC / World Para Athletics Approved event, may be invited to participate in selected U.S. Paralympics Track and Field Program activities as outlined below. Invitation is at the discretion of the Director, U.S. Paralympics Track and Field Emerging standards (Attachment A) are 25% (track events) or 40% (field events) back from the 2018 National Team B standard. Athletes nominated to the Emerging Team must be internationally classified by IPC /World Para Athletics OR nationally classified by U.S. Paralympics Track and Field and hold a Paralympiceligible sport class as per the IF and/or U.S. Paralympics master list and hold a current season license for Track and Field from IPC /World Para Athletics. 4 2018 PROGRAM ACTIVITIES The 2018 National Team(s) activities are outlined below. Athletes will be required to attend all 2018 activities included in their personal performance plan which will be developed in conjunction with the Director, U.S. Paralympics Track and Field. Each athlete is responsible for individual arrangements (including expenses) to attend these activities (i.e. travel, lodging, accommodation, entries) unless otherwise indicated in the activity listing or the athlete s personal performance plan (as applicable). National Team athletes are required to obtain a 2018 IPC /World Para Athletics License. National Team athletes should be registered members of their respective U.S. NGB (USA Track & Field). IF Approved/Sanctioned events are noted in the 2018 Program Activities listed below. 10 Attachment B 2018 U.S. Paralympics Track and Field Direct Athlete Support 1. DAS is processed monthly on the first Friday of each month. 2. Athletes are eligible for DAS at the beginning of the month following nomination to the National Team(s). 3. DAS is provided to athletes that are in compliance with 2018 Athlete Agreement obligations and personal performance plan obligations. If an athlete is not current with the agreement/plan obligations and/or USADA on the first day of the month in which the payment is being made, the athlete s payment will be withheld until he/she is compliant. 4. U.S. Paralympics will provide DAS for a multi-sport athlete in ONLY one sport at any given time. In conjunction with the respective NGBs/HPMOs the multi-sport athlete shall designate the primary ( A ) sport in which they wish to receive DAS. 5. Athletes sanctioned by USADA, WADA and/or the respective sport IF for a doping violation are not eligible for DAS, regardless of any National Team(s) status, during the period of such sanction. 6. Athletes sanctioned by the IPC and/or the respective sport IF for classification Intentional Misrepresentation are not eligible for DAS, regardless of any National Team(s) status, during the period of such sanction. 7. DAS will only be paid once the Athlete Support Designee Form has been completed and submitted (annual basis). 8. Athlete support is paid directly to the athlete. National Team athletes are responsible for understanding and maintaining their own eligibility status with other organizations where applicable (i.e. NCAA, NFHS, etc.), and may choose to decline direct athlete support payments in order to retain high school or collegiate eligibility. 9. DAS will only be paid to athletes who have a coach (see coach requirements in Attachment C). Athletes who do not have a coach must submit the yearly training plan with the Personal Performance Plan form (details outlined in Attachment C). Also, athletes without a coach must submit the results from the training plan for the prior month and the training plan for the next two months (details outlined in Attachment C) in order to receive DAS payment each month. Submit to: tina.cain@usoc.org or by fax: Athletes who are nominated on January 1, 2018 based on the criteria outlined on page 2 above must also achieve the 2018 National Team A or B standard in one or more events by July 1, 2018 in order to retain their National Team status through the end of the calendar year. 11. DAS will be reported to the IRS and is subject to federal and state income tax. Since no taxes are being withheld, athletes may have a tax liability at the time of filing tax returns and may want to consider setting aside some funds for this purpose. The USOC is not offering tax advice, but encourages athletes to speak with a tax professional to receive guidance regarding tax implications. 12. DAS payments are contingent upon maintaining consistent performance standards and competition results as well as complying with team obligations (e.g., proper communication, following travel policies, event commitments, etc.). 13. DAS is one payment regardless of the number of events in which the National Team Standards are achieved. Athletes who achieve the National Team standard in multiple events will only receive the highest (one) award amount. Page 10 of 18

12 Attachment C 2018 U.S. Paralympics Track and Field Additional Athlete Support Programs TRAVEL SUPPORT Athletes who are nominated to the National Team as of January 1, 2018 will be provided with travel support to attend a 2018 IPC / World Para Athletics Grand Prix competition(s) or an international IPC / World Para Athletics Approved Event if a Grand Prix event is not possible. U.S. Paralympics will fund and make all of the travel arrangements (flight, meals, housing, ground transportation, entries, etc.). The anticipated competition(s) must be outlined in the National Team Athlete s 2018 Personal Performance Plan. This funding is subject to the same requirements outlined in the DAS section (Attachment B). If all of the requirements are not met or an athlete cancels from the competition outlined in their agreed upon/signed Performance Plan, the athlete will be required to pay back the travel cancellation costs or DAS payments will be withheld for the remainder of the calendar year or until the correct sum is repaid whichever is applicable. COACHING SUPPORT/STIPEND The 2018 Coaching Stipend will only be paid directly to a coach approved by U.S. Paralympics. The 2018 National Team athlete can nominate their personal coach to the Director of High Performance, Paralympic Track and Field by submitting their Personal Performance Plan and other documents as outlined below. National Team athletes who are coached by a USOC or U.S. Paralympics Employee / funded Coach are not eligible for this benefit, but are required to submit the plan. National Team athletes may not nominate themselves nor any family member as their coach to receive the Coaching Stipend. If a National Team athlete does not have a coach or is unable to locate one, U.S. Paralympics will work with the athlete to help find an appropriate coach in their area. If a coach cannot be assigned, athletes must submit the required training documents each month (outlined in Attachment B and below). DAS will be held each month until the required training documents are received. The Coaching Stipend amount will be paid directly to the coach according to the chart outlined above in Attachment B. Coaches must submit the yearly training plan (details outlined below) with the Athlete s Personal Performance Plan form. After approval, the coach will receive a confirmation which will include the W-9 form, background check information, Safe Sport training, and invoice process. The payments can be processed only after the signed W-9 form has been submitted, a green light is issued for the background check and safe sport training is completed. Coaches will be required to submit an invoice each month along with a brief report of the results from the training plan for the prior month and the next month (details outlined below). Periodized yearly training plan general overview of training with focus areas for each month or six-week block (i.e., endurance, speed endurance, interval training speed, etc. race pace, competition, tactical training, strength training, volume throws/jumps, recovery, etc.) Monthly training report a brief overview of what the athlete did the previous month as well as a brief overview of what the athlete will do the next month. 13 invoice sent for July payment should include a brief overview of the results from training/competition from June as well as a brief overview of the projected training/competition plan for August. PERFORMANCE INCENTIVE SUPPORT / WORLD RECORD BONUS U.S. Paralympics Track and Field will provide a world record bonus incentive program for 2018 National Team athletes. World record bonuses will be awarded only for the events scheduled to be hosted at the 2020 Paralympic Games and based on results from IPC / World Para Athletics Approved events (outdoor events ONLY). Two thousand dollars ($2,000) will be awarded for each world record AFTER it has been approved/published by the IPC / World Para Athletics (according to the IPC / World Para Athletics Rules and Regulations). Athletes may only collect one world record bonus per event during their 2018 National Team term (i.e., athlete X can only receive one world record bonus payment for the Men s T11 100m, but athlete X will receive an additional payment if the world record is approved in the Men s T11 200m). Relay world record bonuses will be split/paid to each of the four athletes establishing the World Record ($500/person/relay event). PRIZE MONEY Prize money will be awarded based on results compared to the 2018 National Team A standard. IPC / World Para Athletics Approved Events hosted in the month of April: $4,000 Total-- $2,000/gender (1 st place = $800, 2 nd place = $600, 3 rd place = $400, 4 th place = $200) IPC / World Para Athletics Approved Events hosted in the month of May: $4,000 Total-- $2,000/gender (1 st place = $800, 2 nd place = $600, 3 rd place = $400, 4 th place = $200) Desert Challenge Games: $8,000 Total--$4,000/gender (1 st place = $1,600, 2 nd place = $1,200, 3 rd place = $800, 4 th place = $400) Page 13 of 18

14 Attachment D 2018 U.S. Paralympics Track and Field Elite Athlete Health Insurance (EAHI) All 2018 National Team athletes are eligible for EAHI. Upon meeting the criteria below eligible athletes will receive an from the USOC outlining the EAHI program benefits for further consideration. 1. Athletes must be currently training and competing to receive EAHI. 2. Athletes must sign and be in compliance with 2018 Athlete Agreement obligations and personal performance plan obligations. 3. Athletes are eligible for EAHI at the beginning of the month following nomination to the National Team(s). 4. EAHI will only be offered once the Athlete Support Designee Form has been completed and submitted (annual basis). 5. Athletes sanctioned by USADA, WADA and/or the respective sport IF for a doping violation are not eligible for EAHI, regardless of any National Team(s) status, during the period of such sanction. 6. Athletes sanctioned by the IPC and/or the respective sport IF for classification Intentional Misrepresentation are not eligible for EAHI, regardless of any National Team(s) status, during the period of such sanction. 7. The United States Olympic Committee, (USOC) National Governing Bodies, (NGBs) and the World Anti-doping Agency (WADA) Code have authorized USADA to test any athlete who: Is a member of a license holder of a NGB Is participating at an Event or Competition sanctioned by the USOC or a NGB or participating at an Event or Competition in the United States sanctioned by an IF Is a foreign athlete who is present in the United States Has given his/her consent to Testing by USADA or who has submitted a Whereabouts Filing to USADA or an IF within the previous 6 months and has not given his/her NGB written notice of retirement Has been named by the USOC or an NGB to an international team or who is included in the USADA Registered Testing Pool (USADA RTP) or is competing in a qualifying event to represent the USOC or NGB in international competition Is a United States Athlete or foreign Athlete present in the United States who is serving a period of ineligibility on account of an anti-doping rule violation and has not given prior written notice of retirement to the his/her NGB and USADA or the applicable foreign antidoping agency or foreign sport association Is being tested by USADA under authorization from the USOC, an NGB, IF, any NADO, WADA, the International Olympic Committee (IOC), International Paralympic Committee, (IPC), or the organizing committee of any Event or Competition. Some of these athletes may be added to the USADA RTP if they meet NGB, USOC, or USADA criteria. Athletes are notified by of their inclusion in the pool and rights and responsibilities as being a part of the pool. 16 Attachment F 2018 U.S. Paralympics Track and Field National Team Procedures & Obligations Track and Field Team Procedures Failure to comply with the Athlete Obligations listed below, violating the Athlete Agreement or not complying with the Resident Program rules and policies (if applicable) will result in a suspension of DAS, a fine or removal from the 2018 National Team. U.S. Paralympics Track and Field issued national team uniforms and competition gear must be worn at required competitions. U.S. Paralympics will provide DAS for multi-sport athletes in ONLY the multi-sport athlete s designated primary ( A ) sport. Track and Field Athlete Obligations Maintain compliance with U.S. Paralympics Athlete Agreement Maintain compliance with 2018 personal performance plan Failure to maintain a proper fitness level may result in removal from the 2018 National Team. Athletes who are nominated on January 1, 2018 based on the criteria above must also achieve the 2018 National Team A or B standard in one or more events by July 1, 2018 in order to retain their National Team status through the end of the calendar year. 17 Attachment G 2018 U.S. Paralympics Track and Field Resident Program U.S. Paralympics Track and Field implements a Resident Program at the Chula Vista Elite Athlete Training Center (CVEATC). Eligibility: Be at least 15 years of age (OTC policy). Be a current US Citizen eligible to represent the USA in the Paralympic Games. High School age applicants must be enrolled in high school and maintain a 2.7 GPA. Program staff will strongly recommend online courses or enrolling in private school to best facilitate both school and training requirements. Applicants who take college courses must maintain a 2.0 GPA. Be willing to submit to a complete health profile coordinated by USOC Sports Medicine including thorough medical history and comprehensive physical examination. Be able to take care of all personal needs (showering, dressing, eating, etc.). Athletes must have met the 2017/2018 Emerging or National Team standard. Resident Program athlete applications are evaluated each calendar year. Acceptance & Application Acceptance to the Resident Program will be at the sole discretion of U.S. Paralympics and all positions available in the Resident Program will not necessarily be filled. Evaluation of athletes for acceptance to the Resident Program will consider a wide range of factors including: Space availability. Meeting and maintaining a minimum emerging standard (Attachment A) per the athlete s specific event/sport class. Athlete s current home training environment. Potential for the athlete to medal at the World Championships/Paralympic Games. Projected effect/impact of the Track and Field Resident Program on the athlete s medal potential. Athlete s desire and willingness to commit fully to the training Resident Program. Training compatibility with other resident athletes. Relevant performance data from current quadrennium The Application and all necessary forms for the Resident Program are available at Any athlete who wishes to participate must apply and be accepted into the Resident Program. Program Description The Track and Field Resident Program hosted at the CVEATC is designed for athletes participating in the Paralympic throwing, jumping and sprinting events. Participant Responsibilities Each athlete participating in the program is required to: Cover his/her own expenses for moving to/from Chula Vista (U.S. Paralympics will provide travel for move-in only all other costs are the responsibility of the athlete/guide), Page 17 of 18

18 Agree to and follow the training program defined by the Resident Program Coach for that athlete, Develop short-, mid-, and long-term performance markers with the Resident Program Coaches (as well as Strength and Conditioning Coaches), pursue achievement of those markers, Attend all training sessions, competitions and other team activities (meetings, testing, community appearances, USOC-hosted special events, etc.) as directed by the Resident Program Coaches, Wear U.S. Paralympics uniforms, competition wear and other clothing at official competitions and functions as directed by the Resident Program Coaches, Provide his/her own clothing and equipment appropriate for training and competition (including shoes), except when required to wear U.S. Paralympics provided uniforms and competition wear, Agree to and abide by the rules of the CVEATC. Athletes participating in the program are specifically prohibited from soliciting training programs from external coaches without the consent and inclusion of the Resident Program Coaches. U.S. Paralympics and USATF have agreed to work collaboratively as determined to be advantageous to both programs by the program lead coaches. Removal from the Program Athlete participation in the program may be terminated at any time by U.S. Paralympics. Notice of removal from the program will be provided to the athlete in writing and will be effective immediately upon such notice or as specified in the notice. An athlete may appeal removal from the program pursuant to the USOC Grievance Procedures for U.S. Paralympics National Teams and Programs, provided as a part of the U.S. Paralympics National Team Agreement. Removal from the program may result from any of the following or any other reason determined valid by U.S. Paralympics: Failure to meet the requirements to qualify for the national team (annually) Failure to qualify for a U.S. team to the major international competition (such as World Championships or Paralympic Games) Failure to meet the performance markers or other elements of the athlete s personal performance plan Failure to comply with the U.S. Paralympics Athlete Agreement, USOC Code of Conduct, the CVEATC rules and guidelines or the requirements of the resident program Violation of the USADA Anti-Doping policies Persistent incompatibility with the National Team Coach and/or other resident athletes that detracts from the training or performance of any member of the CVEATC community Coaching Staff The Resident Program Coaching staff currently includes Jeremy Fischer (Jumps) and Joaquim Cruz (Sprints, Middle Distance, Distance and Relays programs).
