Background The mining sector currently employs about workers and the coal sector about Mining growth further expected in the North West, Limpopo, Mpumalanga and Northern Cape Provinces. It is estimated that South Africa s in situ mineral wealth is worth some R20-trillion. Loss of life still a great concern as about mineworkers died in mine accidents since 1900 to date. The fatalities in the mining industry have dropped by 3% - from 127 in 2010 to 123 in Poor legacy of health management resulting in social and economic impact with suffering mine employees, families and companies facing potential multimillion rand claims. 3

Challenges Entrenching sustainable compliance culture in mining sector. Lack of visible leadership on health and safety matters at some mines. Major mines continue to be main contributors of accidents and occupational diseases. Elimination of repeat accidents. Failure to adopt leading practice. 15
Challenges (Cont.) Repetitive methane ignitions and flooding incidents. High CM dust results. Illegal mining incident in the East Rand. 16
OHS Improvement Measures Collaborate with MQA to enhance skills development: bursaries issued annually. - GCC and CM certificates of competency pass rate. - Training of OHS Representatives and Shop Stewards. - Artisan and Aide Development Programme. Implementation of Mine Health and Safety Summit Commitments: - OHS Action Plan. - TB/HIV/AIDS Action Plan. - Culture Transformation Framework. - Centre of Excellence. DMR supports the MOSH Learning Hub and Mining Company Health and Safety Improvement initiatives. 17
OHS Improvement Measures (Cont.) Chief Directorate: Occupational Health is operational. North West regional office split into two separate offices. Consider Administrative Fines up to R1 million. Finalization of guideline to withdraw or suspend Certificates of Competency. Review of MHSA to strengthen th enforcement and set minimum standards. MHSI with assistance of service providers will be conducting verification of mine sampling results. Arrange regional quarterly ti tripartitetit forum meetings to share on health and safety information. 18
OHS Improvement Measures (Cont.) MHSI has commenced with Ministerial Group Audits: Health - Airborne Pollutants. - Noise. - TB, HIV and AIDS. - Non-communicable diseases. - Change houses and hostels. Safety - Rockburst and Rockfall. - Trackless Mobile Machinery. - Rail Bound Equipment. Encourage visibility by Leadership and involvement on serious accident investigations. i i Engage industry on stoppage of unsafe working places or mines in terms of the MHSA and enforcement guideline. 19
