The Inuit of Labrador initialled their land claims agreement this past August 29th. They first filed their statement of claim back in 1977, but the negotiations were fast-tracked by the discovery of a massive nickel deposit in Voisey's Bay, near Nain, in Representatives of the Labrador Inuit Association (LIA), the Government of Newfoundland and Labrador, and the Government of Canada signed the agreement. Ratification by all three parties is expected to happen next spring. At the initialling ceremony, LIA's president, William Andersen the 3rd, stated that this event "represents the culmination of a long and difficult process and the FILE PHOTO dedication and commitment of our negotiators in achieving agreement and compromise on hard-fought issues." The LIA represents approximately 5,3 Inuit who live in five of Labrador's northern coastal communities (Nain, Hopedale, Makkovik, Postville and Rigolet) and in the Upper Lake Melville area of Labrador. Labrador entertainers. 72,5-square-kilometre Labrador Inuit settlement area called Nunatsiavut, which means "Our Beautiful Land" in Inuttitut. Nunatsiavut contains 15,8 square kilometres of land that the Labrador Inuit will own outright. A provision for the establishment of the approximately 9,6-square-kilometre Torngat Mountains Reserve Park Reserve within Nunatsiavut is also included in the deal. The Canadian government will pay $14-million as capital transfer to the Labrador Inuit, as well as $156-million for its implementation. However, the Labrador Inuit have to repay to Canada their negotiation loans in the amount of $5-million. The ensuing Nunatsiavut government, as well as five Inuit community governments, will be democratically responsible and financially accountable to the electorate. The Nunatsiavut government will be able to make laws applicable to the Labrador Inuit with respect to culture and language, education, health, and social services. They will also be able to have their own Inuit law enforcement system and Inuit court. In his congratulatory remarks to the negotiators, Makivik President Pita Aatami said, "This has been long in coming. We in Nunavik are very proud for our fellow Inuit in Labrador and now we can finally say that all Inuit in Canada have their land claims agreements." As the first Inuit land claims agreement, Nunavik's James Bay and Northern Quebec Agreement has been viewed as a model for other Inuit land claims settlements since it's creation back in The Inuvialuit of the Northwest Territories signed a deal with the federal government in 1984 and a deal signed between Ottawa and the Inuit Tapirisat saw the creation of Nunavut, six years later. The news had arrived that the overturned canoe used by Martha Kauki, along with her husband Joanassie Epoo, and two of their children: Victoria and Jacob, was found about ten miles off the northern tip of Labrador. They were last seen on August 15th, heading from Kuujjuaq to Kangirsuk, but were reported lost. With gale-forced winds in the area, a search and rescue operation was commenced with intensity. However, the sad time had arrived in which Nunavik had to accept that these four would not be returning. Pita Aatami, Makivik president, announced that all Makivik offices would be closed the following Monday in respect for Martha's funeral service. "This is a very hard time that the Corporation is going through right now," Pita Aatami announced. Besides being on the Makivik board of directors, Martha was on the Air Inuit board, the Avataq Cultural Institute board, and was an Inuttitut-English translator who was passionate about her culture and mother language. Although Martha's was the only body found, Kangirsuk decided to hold a memorial service for all four. On August 25th, there were so many people in Kangirsuk for the service that it had to be held in the Sautjuit School gymnasium, because there was not enough space in the church. Three Anglican ministers attended the service: Bishop Andrew Atagotaaluk, Reverend Iola Metuq and Reverend Aipeele Napartuk. Most of the Makivik board members and executives attended the service and those who could not attend, expressed their grief and prayers for the Epoo and Kauki families and friends through the local radio station. Of the many people to Kangirsuk, a group from Inukjuak chartered an Air Inuit HS-748 to be there and many people from other communities also came to pay their respects. Martha was admired by many who participated in meetings and events with Inuit during her translating career. She had a way of helping people understand each other that went beyond just language. Nunavik government negotiator Minnie Grey, who comes from Kangirsuk, shared some of her childhood memories of growing up with Martha Kauki. She said, "I can only remember her as very smart, attentive, kind, considerate, gentle and always with humour. Very dedicated to her work, language was her life and she wanted it to survive." On September 16th, one month after the four were last seen alive, a meeting was held at KRG's head office with Major Perry Kurzynski, in charge of Canada's Joint Rescue Coordination Centre in Halifax. Kurzynski was there to find out how the KRG can assist them in future searches in Nunavik, to give an overview of the resources available by his department, and to provide a description of the search operation that had transpired in Ungava Bay for the four deceased canoe passengers. One of the main problems highlighted in the meeting was the need for improved communications between military and local personnel during search and rescues. "I agree with you," he told Kangirsuk Mayor Jusipi Annahatak, who participated in the meeting by telephone, "This is something that we will have to work on." Following a question and answer session and suggestions from Kurzynski as to what resources may be accessed to improve conditions for future search and rescue emergencies in Nunavik, the Kangirsuk mayor concluded, "We need to continue our discussions. Manon Simard, MSc. Wildlife Parasitologist Traditionally, the migration of the Leaf Bay caribou herd occurs in the Tasiujaq area. A few caribou drown every year, but this past summer, during mid-august, the people of Tasiujaq witnessed an unusual caribou die-off along the eastern coast of Whale Bay. To date, more than 2 carcasses were removed. A total of 378 caribou carcasses lying on the beach and on islands were sampled by the Société de la Faune du Québec (FAPAQ) for information on sex, MANON SIMARD age, leg bone marrow and stomach contents to assess the caribou s physical condition when they died. The caribou likely drowned, as seen in past years. Unfortunately this year there were more than usual. The increased number drowned may reflect the skinny condition of the caribou that attempted crossing the bay in very bad weather. Although seeing this many dead caribou is disconcerting, it represents a small percentage (.4%) of the 55, animals in the Leaf Bay herd and is not a threat to the herd s overall status. The analysis will determine if the caribou were in good physical shape before their death. They might also uncover the mystery of dead caribou on the islands. On a more positive note, while sampling, we saw a lot of caribou still migrating. More information will be given on the next edition of Makivik Magazine. I have been receiving fish that have distorted backbones such as the lake trout in this picture. The possible causes are parasite infestation, vitamin C deficiency, scoliosis or genetic anomaly. This is not a human health problem, however it certainly has an effect on the fish's swimming ability. People thought I was rather snobbish at the time, and this Bill Cowley who was 11 years older than me, looked me right in the eye and said I m going to marry you someday so that was the start of that, Mary laughs. Bill didn t want to stay, says Mary. At that time, a male nurse could not be employed in a general hospital as a staff nurse, they could only work in mental hospitals. After a few years of nursing odd shifts at nearby mental and general hospitals while raising their young son, Tim, Mary says she came home one morning in March 1955 to find a surprise. I was going to get ready for bed, but Bill said you re not going to bed this morning because we re going to London. We re immigrating. That was the first I knew anything about it. He said we had a choice of immigrating to Canada or Australia, and since I knew people in Canada, he said we should go to Canada. It took a year to get the paperwork sorted out, but we finally went. They spent a year in Ottawa barely making ends meet, then one evening they were invited to a friend s house for supper. Someone asked what we did, and when we said we were both nurses, they said the federal government would be very happy to have us as employees for the Indian and Northern Health Services. They gave us a number to phone for interviews. We had interviews with Dr. Weibe, who was then the director for the eastern region of the Indian and Northern Health Services. After about two and a half hours of interviewing, we d signed up to go to the Moose Factory hospital. The Cowleys were then transferred through the north, from Moose Factory to Kuujjuaraapik, Rupert s House and then Inukjuak, Puvirnituq and Fort George. There were three camps to the south, three camps to the north and then we were responsible for Puvirnituq that fell under us as well. Bill did all the travelling. In the winter he went by dog team and in the summer he went by canoe, unless he was going to Puvirnituq, which he went into whenever an aircraft was going up. Finally, Dr. Weibe asked Bill if he d mind establishing the nursing station in Puvirnituq that was being built in the summer of Bill said yes, and so we went. The original nursing station is still standing, but it is now the local group home, and Mary says an additional part has been added to it. We always called it a T, because it was shaped like the letter. The stem of the T was our kitchen, some storerooms and the laundry room well, it wasn t a laundry room; it was two tubs with a trap door where the water was kept. 6 EASG 23 in Kangiqsualujjuaq By Sammy Kudluk With temperatures in the mid 2's, it was hot dry weather the whole week during the 11th Eastern Arctic Summer Games (EASG), from August 4th to 11th, 23 in Kangiqsualujjuaq. The athletes were all from Nunavik, unlike some summers when there were participants from Nunavut (Cape Dorset and Sanikiluaq). This year, full teams were from Kangiqsualujjuaq, Salluit, Puvirnituq, Inukjuak, (Whapmagoostui) Kuujjuaraapik, Kuujjuaq and Tasiujaq. Only the Kangiqsujuaq women and Aupaluk men participated in the event from those two communities. Kangirsuk, Quaqtaq and Umiujaq also sent individual participants. Some arrived other than by aircraft. The community boat came from Tasiujaq and smaller boats and canoes came from Kuujjuaq. Not all teams were present at the opening, as they had yet to arrive, but all expected teams eventually made it to the games. The opening of the EASG was hosted by the Kangiqsualujjuaq municipal office, Maggie Emudluk with the support of Mayor Bobby Baron and the councillors, some of whom also participated in the games. The events included mostly games and a couple of nights of music and dance shows. The Whapmagoostui Cree dancers highlighted the entertainment. The community also hosted a country food feast at the arena on the fourth day. The events took place in the new youth centre gym, the school gym, the arena, and three different places for outdoor events. Over 2 Nunavimmiut travelled to Kangiqsualujjuaq, and 25 athletes participated in the summer games. At least 15 traditional Inuit games were played on the last day of the games. These were: arm pull, stick pull, head pull, finger pull, two-foot high kick, one-foot high kick, one-hand reach, kneel jump, high jump, Alaskan high kick, Russian sledge jump, Russian triple jump, the airplane, the musk-ox, and the knuckle hop (which was reserved for the last day). The top three men in the Inuit games were Jason Annahatak from Kangirsuk with six medals: three gold, two silver and one bronze x3â5 Ntgw8Nu çr3ht4 ñmcsyx3g. Womens' floor hocky award winners. (he was the best overall athlete in the Inuit games), William Saunders from Kuujjuaq with five medals: two gold, one silver, and two bronze, and Inukpuk Elaijasialuk from Puvirnituq with one gold, two silver, and two bronze. The top three women in the Inuit games were Dora Ohaituk from Inukjuak with eight medals: five gold, two silver, and one bronze (she was the best overall female athlete), Nellie Napartuk from Kuujjuaraapik with two silver and three bronze, and Laura Igaluk from Inukjuak with one gold, one silver, and two bronze. Thirty-one other young men and women received medals in these Inuit games. The Inuit games also produced a special record breaker in the one-foot high kick, when 15-year-old Harry Surusila from Puvirnituq became the best one-foot high kicker in Nunavik and the youngest to break this record. (Besides this record by Harry, other Inuit games records were broken this summer at the Inuit Circumpolar Games in Kuqluktuk, Nunavut in July 23. Cory Klengerberg of Cambridge Bay broke the world record in the kneel and jump event, and also Minik Rasmussen from Greenland broke the junior men's world record for the one-foot high kick.) In the men's canoe paddling race, Kangiqsualujjuaq won the gold, with Kuujjuaq taking second place and Puvirnituq taking the bronze. Unlike the men's teams who raced against each other, the women's canoe race used a timer. Kuujjuaq won the gold, Tasiujaq won silver, and Inukjuaq won bronze. At the target shooting range, Tommy Cain of Tasiujaq won the gold with Tamusi Tulugak of Puvirnituq taking the silver and Edward Cain of Tasiujaq taking the bronze medal. Christine Kiatainaq of Salluit got the gold, second place went to Mary Angnatuk of Kuujjuaq, and Lorianne Kawapit of Whapmagoostui took the bronze. In the physically demanding four-member track and field relay races, Inukjuak's women won the gold medal, Salluit took the silver, and Kuujjuaq got the bronze medal. For the men, Kuujjuaq won gold, Puvirnituq took the silver and Kangiqsualujjuaq took the bronze. On the night before the athletes were to fly back home, the weather changed to rain and high winds, which also hampered the late night fireworks after the closing of the games. 10 The Québec Youth Forum By Adamie Padlayat At our last meeting with the Québec Youth Region in Québec City, Jonathan Epoo and I attended the forums on June 7th and 8th, 23. At the meetings, Jonathan gave the reports of our Nunavik projects as well as other programs given in Nunavik from the funds we receive. I also gave a few notes as to why we should have a meeting in Nunavik, and invited the delegates to have a meeting in Kuujjuaq. The main reasons for this is the availablility of accommodations and also that other representatives have to be back at their workplace as soon as possible, which makes Kuujjuaq the most suitable for them. There were a couple of new employment opportunities presented to us: for a project analyst position and possibly for a communications officer. The Saputiit Youth Association SAROLLIE INUKPUK was to post a job opening throughout the summer for these two positions, as there will be some training given by the Québec Youth Association in the fall for communications methods and project analysis. Ever since the Québec Youth Summit in February 2, we have had meetings alternating between Montreal and Québec City, and in other towns around these two cities. So, we broke through to the other regions at the meetings and we requested that we hold a meeting in Kuujjuaq in fall 23 but this was postponed until winter 23. Further planning will was done at the Québec Youth Forum meetings in Québec City during September 23. It was decided that the next meeting will take place in the exciting community of Kuujjuaq. Saputiit Executive Meeting The Executive Committee of the Saputiit Youth Association of Nunavik had their face-toface meeting in Montreal in June and July 23. The Executives also had a day to take the Inuit patients in Montreal to the Canada Day Parade and to La Ronde. Saputiit's executive committee members are Jonathan Epoo (president), Jonathan Grenier (treasurer), Aloupa Itigaittuk (secretary), Rita Tooktoo (Hudson Bay Representative), Jimmy Ohittuk (Hudson Strait representative), Rhoda Eetook (Ungava Bay representative), and Adamie Padlayat. The executives first met with people from Circle du Monde and Yves Michaud (assistant director of FCNQ). The talks between them were about the continuation of the Circle du Monde project in the communities that are involved, like Puvirnituq and Inukjuak, which have a very good production for the youth. Both organizations wanted the project to go ahead and will look for more funds to continue. The Executives also met with financial advisor Hani Aackad from Pratte & Belanger for their official unaudited statements. At this meeting, what was most clear about the youth committees of Nunavik is that Saputiit should meet with each youth committee and re-introduce the youth committee working guide. The executive committee was very satisfied with their face-to-face executive meeting as everyone tabled items or had comments to each item of the agenda.
