1 EASTHILL SHOOTING SPORTS: RANGE SAFETY COURSE GUIDE COURSE OVERVIEW Presentation Range Familiarization 3-4 hours Practical portion: Groups/Individuals by appointment after Aug 2 nd. A score of 80% or better required for both written and practical. 1 hour approx. PURPOSE: To provide new members with an introduction to the club, our rules, regulations and club etiquette. To establish common standards and expectations amongst all members To provide an introduction to safe shooting and safe shooting practices. To provide a method of safe gun handling - ACTS and PROVE. To instruct safe gun handling procedures that are required by the Club To cover the seven fundamentals of safe and accurate shooting. to ensure shooters maintain responsible and safe membership at the range, and in the firearms community as a whole. Upon completion of this course - members will possess knowledge, training and expertise that exceeds the expectations of the Federal Government and the Chief Firearms Offices across the country. Why is a safety course required? Common Sense dictates it. Federal Guidelines mandate it.
2 In the interest of safety the Ontario CFO has, as current policy, set a minimum standard course which this course meets and surpasses. The following information was designed to provide all new members with a course in safe firearms handling and to inform the new members of the rules and regulations set out by the club. *Rules and Regulations are subject to Change. 4 STORAGE DISPLAY AND TRANSPORTATION Storage A restricted firearm may be stored, only if is: Unloaded, and Rendered inoperable by using a secure locking device and stored in a securely locked container, receptacle, or room that cannot be easily broken open or into, or stored in a securely locked vault, safe or room specifically built or adapted for the secure storage of restricted firearms and Not within easy access to ammunition, unless the ammunition is stored, together with or separately from the firearm, in: A securely locked container or receptacle that cannot be easily broken open or into; or In a securely locked vault, safe, or room specifically built or adapted for the secure storage of restricted firearms Display A restricted firearm may be displayed (in a residence) only if it is: Unloaded, and Rendered inoperable by using a secure locking device; and Securely attached to a non-portable structure that cannot be easily removed; and Not displayed with and not within easy access to ammunition that can be discharged from it A Restricted firearm may be displayed (in a non-residential dwelling, provided it is: Unloaded, and Rendered inoperable by using a secure locking device; and Securely attached to a structure by a chain, metal cable, or similar device in a manner that the firearms cannot be easily removed; (a firearm may be removed from the display to allow someone to handle it, if the firearm is under the direct supervision of the person displaying it; and Not displayed with and not within easy access to, ammunition that can be discharged from it, unless ammunition is displayed in a securely locked container or receptacle that cannot be easily broken open or into Transportation A restricted firearm may be transported only if it is: Unloaded, and
5 Rendered inoperable by using a secure locking device; and In a locked container that is made of an opaque material and cannot be easily broken open or into or accidentally opened during transportation You may leave the locked container (carrying the restricted firearm) in an unattended vehicle s securely locked trunk or similar compartment If the unattended vehicle does not have a securely locked trunk or similar compartment, lock the vehicle, or the part of the vehicle that contains the container, and leave the locked container out of sight Don t forget: PAL ATT (*PAL conditions slip) *Restricted Registration Card(s) *Restricted

7 SIGN-IN PROCEDURES Facial Recognition System Process is designed to protect Member Privacy and Range Security GUESTS How does the Range handle guests Guest shooters must sign with an accompanying member. 1 per member Members must log their guest in with them Members are solely responsible for their guest s actions Shooting guests are limited to visits each. (As members, we have all paid our dues. It s not be fair to you or to fellow members, to allow someone to continuously shoot for free.) There is no limit to the number of times a non shooting guest may visit the club Licensed guest may shoot while you are shooting, provided that you are comfortable for them to do so Non-licensed guest may not handle or shoot any firearm unless under the member s direct supervision at all times Member and the non-licensed guest may not shoot at the same time All shooting guests are the sole responsibility of the accompanying member. Lounge and Other Facilities expectations/responsibilities for clean up and maintenance Alcohol Duties of Membership With regards to Alcohol or Drugs of any kind, there is a "0 TOLERANCE" rule in effect No one shall be under the influence of Alcohol or Drugs while on club premises It is in the best interests of all, that infractions regarding Alcohol or Drugs be reported to management ASAP CLUB SECURITY Member s role Ask questions when you see someone you do not recognize loitering on club property. Identify anyone attempting to follow you into the club. Report any suspicious activities to a club executive. Report vandalism.
8 Ensure all doors have been secured and procedures follwed before leaving the Range property. Authorization to Transport (ATT) Canadian Law dictates that if a citizen who owns a restricted or prohibited firearm, and wishes to transport that firearm, they must posses a valid ATT. Digitally attached to your RPAL The ATT is required to transport restricted firearms. It may provide conditions of the ATT and the hours of its use The the Range will send renewals where appilcable and you must be a member in good standing to qualify for the renewal. Range Etiquette Cooperation & Good Manners First Last and ALWAYS SAFETY When on club property, remember to use common sense and good judgment Uncase firearms at the shooting ports Never pick up another member s firearms without permission Always cooperate with your fellow club members. ROLE & RESPONSIBILITIES OF A RANGE OFFICER Be aware of the Range Officer s duties and authority as defined by the club Executive Members must obey RO while on Range Disagreements are to be broached off range and when RO is off duty Non-resolvable issues should be discussed with the Management. NEVER on the line. Safety Infractions (Minor/Major) If you witness a minor safety infraction, while at the club, please approach the person and politely point out the infraction to them. If necessary, refer to the Range Rules. It will not be necessary to report this type of infraction unless the other person seems to have committed the infraction on purpose, or ignores your friendly advice. All major safety infractions must be reported as soon as possible Please provide a written, dated (and possibly witnessed) report to a member of the Executive as soon as possible The report must be signed to be valid
9 The information on the report is confidential and is discussed within the Executive only By filling out one of these reports it will preserve the well being of the club and all its members Emergency Procedures Location of Exits First Aid Kits Range Phone & Listing of Emergency numbers HANDWASHING/LEAD MANAGEMENT PROCEDURES Don't eat, drink or smoke on the range. Thoroughly wash your hands and face with soap and cold water after shooting Change your clothes and shoes before entering your residence. Carefully clean firearms in a well- ventilated area, preferably outside of your residence. SAFE SHOOTING OFF HOURS Use a buddy system. Have a backup when ever possible. From the shooters present, a range officer must be chosen Follow the range officer's commands at all times. All firearms will be uncased at the table situated behind the shooting stalls. Place yourself at the stalls so that your gun hand cannot drop to your side. It is recommended that one does not shoot alone. FIREARMS AND AMMUNITION Easthill allows: All pistol Calibers All rifle Calibers -Shotgun use?? TBD. may be subject to target and lane restrictions It is the sole responsibility of the members to ensure the firearm or ammunition they are using complies with the club rules and the Canadian firearms Act The club is not licensed or authorized under law for fully automatic firing.
10 RANGE LIGHTS: GREEN LIGHT RED LIGHT GREEN LIGHT Green light on, means the range has been cleared and the range door is open Authorized individuals may enter when the range door is open It is not permitted to reach into the stalls from the firing line side or the range side of the stalls. If the line is violated everyone must return to the line and the line must be checked again. RED LIGHT Red light on, means the range door is closed. Only after the range has been proven safe, then and only then, will the range door be closed. Shooters may now approach the line and live fire may commence at the R.O.'s discretion. CEASE FIRE! Stop shooting immediately Unload the firearm and make it safe Unload / make safe and step back behind the Cease-Fire line A cease fire can be called by anyone in the event of an emergency. The RO will be responsible for all other range commands
11 SAFE ZONE(S) Safe Zones are for uncasing, cleaning, or otherwise observing the firearms. * No magazines or speed loaders are permitted in this area. Ammunition and their components are absolutely prohibited at the Safe Work Areas. This rule applies to empty casings and/or empty boxes Under no circumstances is there an excuse to violate this rule FIRING LINE All shooting must take place from the shooting ports From time to time the firing line distance from the back stop may vary for specially sanctioned matches UNCASING A FIREARM Any time you go to handle a firearm you must prove it safe. The two acronyms we use are:... ACTS A - Assume every firearm is loaded C - Control the muzzle direction T - Trigger finger kept off the trigger and out of the trigger guard S - See that the firearm is unloaded and proved safe PROVE P - Point the firearm in the safest available direction R - Remove all cartridges O - Observe the chamber(s) or cylinder V - Verify the feeding path E - Examine the bore Read these memorize them see them in your sleep! The safe handling of a firearm is based on these two acronyms.
12 HANDLING A FIREARM Always assume the firearm is loaded and be aware of the safest available direction. Always maintain muzzle control Never leave a firearm unattended with the action closed. Be safe Look safe HANGING TARGETS Let common sense be your guide Standard shooting targets only No glass, cans, metal or wood objects No pictures of your boss, spouses, or in laws etc FIREARMS ACTIONS SINGLE ACTION Revolver: Hammer is manually cocked, usually with the thumb of the supporting hand This advances the cylinder to the next round and locks the cylinder in place with the chamber aligned with the barrel. The trigger, when pulled, releases the hammer, which fires the round in the chamber To fire again, the hammer must be manually cocked again. This is called "single-action" because the trigger only performs a single action, of releasing the hammer Semi-Automatic Pistol: A semi-automatic pistol the handgun has to be "cocked before it can be "fired, as in the single action revolver Can be accomplished by manually cocking the hammer or pulling the slide to the rear and releasing it DOUBLE ACTION - Revolver In a DOUBLE ACTION revolver the two actions of "cocking and firing" the handgun are combined and executed with one pull of the trigger SINGLE ACTION - Semi-Automatic Pistol (or Safe Action Pistol) Normally when the single action semi-automatic pistol is loaded the slide is operated to place a cartridge in the chamber and this action will cock the handgun
13 DOUBLE ACTION - Semi-Automatic Pistol (or Safe Action Pistol) The normal loading sequence, pulling the slide to the rear and releasing it places a cartridge in the chamber and the action in the ready to fire mode The longer trigger pull "cocks" and "fires" the action with one pull of the trigger All subsequent trigger pulls are the same length NOTE: The GLOCK series of semi-automatic pistols are know as "safe-action pistols" as their safety system is built inside the action DOUBLE ACTION / SINGLE ACTION - Semi-Automatic Pistol The first-shot is a long double action pull and the subsequent shots are single action because the cyclic action cocks the handgun as the slide moves to the rear The subsequent trigger pulls are all of a single action type PUSH - PULL - PRESS To remove the source of the ammunition in any firearm it will be necessary to be aware of three things. PUSH PULL PRESS REVOLVER - How to open the action or cylinder SEMI-AUTOMATIC PISTOL - How to remove the magazine and open the action SINGLE SHOT - How to expose the chamber To carry out the procedure remember and apply these words. "PUSH" "PULL" "PRESS" A Double Action Revolver PUSH, PULL or PRESS the cylinder release latch or action release to open the cylinder A Single Action Revolver PULL open the loading gate A Top Break Revolver PUSH or PULL the action release to open the cylinder.
14 A Semi-Automatic Pistol Locate and PUSH, PULL or PRESS the magazine release and remove the magazine. PULL the slide to the rear A Single Shot Pistol Locate and PUSH, PULL or PRESS the action opening device or PULL up and PULL back on the bolt CARRYING AN UNBOXED HANDGUN When you transport your handgun to and from the range it is secured in a locked container as required by law After removal from the locked container, the following methods of carrying the unboxed handgun to and from the firing line should be utilized These methods prevent the handgun from being unnecessarily waived around and muzzle control is maintained (CRANE METHOD) is the safest method of picking up a firearm without touching the trigger and still "maintaining muzzle control can be applied with either the right or the left hand Method: Keep the muzzle pointed away from you in the "safest available direction" or downrange. From above the firearm, in a crane like manner, place the four fingers of the hand on the bottom of the trigger guard. At the same time place the thumb in the middle of the top' of the firearm. Pick up the firearm and place the GRIP in the dominant hand, finger off the trigger. Method (cont d): MAINTAIN MUZZLE CONTROL This method may be employed (when moving the handgun from the locked container to the firing line) Keep the muzzle under control and either pointed towards the floor/ground or upwards as you move the handgun from its container to the firing line
15 HIGH CARRY With any handgun, grip the firearm, finger off the trigger Open the action, open the cylinder, remove the cylinder or remove the magazine With a semi-automatic firearm lock the slide to the rear and apply the safety if possible Carry the magazine(s) in the opposite hand Keep the muzzle pointed upwards with the muzzle above the head of the tallest person and move the firearm from one point to another MAINTAIN MUZZLE CONTROL TRANSFERRING - One Person to Another Person When transferring a firearm from one person to another person the following procedure shall be followed Ask permission from the owner before proceeding further - If permission is granted then proceed as follows The possessor or owner shall PROVE the firearm safe. The Double Action Revolver Cylinder shall be open, the Single Action Revolver Cylinder removed, the Semi-Automatic Pistol Slide locked open and the magazine removed and the Single Shot Handgun action open with chamber exposed. The possessor or owner places the firearm on the bench or table muzzle pointed down range or pointed in the safest available direction. The next person taking possession shall PROVE the firearm safe before any further action(s) are considered or started. Ammunition Components
16 All common cartridges used in modern firearms consist of four basic components CASING - The exterior cover or container PRIMER - The ignition source POWDER - The propellant BULLET - The projectile Rim Fire Center Fire Misfire This can occur when the hammer falls and/or the firing pin strikes the primer but the primer fails to ignite the powder Procedure: Should this happen to your firearm: Keep the muzzle pointed downrange for 60 seconds before opening the action There may be a delayed ignition, aka HANG FIRE After 60 seconds, open the action slowly and remove the misfired cartridge Dispose of the cartridge in a proper container Squib Load
17 This occurs where the primer is struck by the firing pin, detonates and the powder is not ignited by the primer inside the casing Shooters must eventually learn to recognize the distinct sound of a primer detonating without igniting the powder and the absence of recoil Procedure: Should this occur: DO NOT continue shooting Stop firing immediately Keep the muzzle/pointed downrange Wait 60 seconds and then unload the firearm Carry out the ACTS - PROVE method of examination to make sure there are no cartridges in the firearm AND there is no bullet stuck partially in the bore If there is a bullet stuck partially in the bore seek further advice from a qualified person on how to clear the obstruction Malfunctions Malfunctions may occur from time to time while shooting. The four MALFUNCTIONS are: FAIL TO FEED FAIL TO FIRE FAIL TO EXTRACT FAIL TO EJECT Lowering the Hammer on A Live Cartridge Revolver: Remove your finger from the trigger & keep the firearm pointed down range Place the thumb of your non-dominant hand on the hammer With the thumb of your non-dominant hand on the hammer, pull the trigger and allow the hammer to ease down With the hammer under control and the trigger finger off the trigger, ease the hammer down into the forward position Wait for further orders from the Range Safety Officer MAINTAIN MUZZLE CONTROL Semi-Automatic Pistol- Exposed Hammer: Remove your finger from the trigger & keep the firearm pointed downrange With the non-dominant hand grab the hammer between the fingers and thumb Pull the trigger and ease the hammer down into its forward position. Apply the safety and await further orders from the Range Safety Officer
18 MAINTAIN MUZZLE CONTROL Decocking Lever: Some semi-automatic handguns are equipped with a decocking lever or device The positioning of this feature varies with manufacturer. Decocking levers are found on the rear of the side of the slide. May also act as or be part of the safety When the decocking lever or device is operated, it allows the hammer to fall onto a block which prevents the firearm from discharging One manufacturer has no external safety or decocking lever/device With this handgun to apply the safety simply remove your finger from the trigger face and the safety comes on automatically The safety in this case is a small lever positioned in the centre of the trigger face (GLOCK) BALLISTICS
19 It is necessary that each and every shooter understand ballistics concerning firearms and ammunition they will use. Ballistics can be broken down into three categories: INTERNAL EXTERNAL TERMINAL When purchasing ammunition select the cartridge and projectile design best suited to your type of shooting Loading DOUBLE ACTION REVOLVER - RIGHT HANDED: Double Action Revolver - Left Handed Single Action Revolver - Right Handed Single Action Revolver - Left Handed Top Break Revolver - Right Handed/Left Handed Shooting Fundamentals - THE BIG "7"

SIGHTING Sight Alignment- Lining up your sights. What you do Sight Picture The Big Picture. What you see REMINDER: DO NOT look at the target to find out how and where your shots went or scored. Concentrate on looking at the front sight only 4.TRIGGER CONTROL NOTE: The largest majority of shooting errors are trigger control related TRlGGER FINGER PLACEMENT - Double Action The trigger finger should be positioned on the trigger at the seam between the first and second sections TRlGGER FINGER PLACEMENT - Single Action The pad of the trigger finger between the tip and the seam between the first and second sections should be positioned on trigger 4.TRIGGER CONTROL
21 NOTE: The larg majority of shooting errors are trigger control related TRlGGER FINGER PLACEMENT - Double Action The trigger finger should be positioned on the trigger at the seam between the first and second sections TRlGGER FINGER PLACEMENT - Single Action The pad of the trigger finger between the tip and the seam between the first and second sections should be positioned on trigger 5. BREATH CONTROL Breath Control' is the key to you being relaxed and able to concentrate When you are ready to start shooting take a deep breath and exhale it all Take a second breath and exhale part of it as you deliver the shot or operate the trigger Then resume normal breathing Do not hold your breath too long as this will cause excessive tension and body vibration Practice will tell you how your breath control will assist your improvement of your shooting skills 6. FOLLOW THROUGH "FOLLOW THROUGH" means "finish the shot". As the trigger reaches the rear of the stroke travel the firearm discharges Hold the trigger fully to the rear briefly and allow the sights to come back on target Pick up the front sight and release the trigger Don't be in a hurry to fire the next shot Analyze what you have done In multi-shot shooting strings where time is very reduced this pause is extremely brief and may not exist 7. RHYTHM Establish and build your rhythm for each shot you deliver so that all fundamentals start, work-together and finish smoothly Form sound habits and practice them to establish your rhythm This rhythm may be sped up or slowed down to meet the shooting conditions or the program OTHER THOUGHTS
22 WOBBLE AREA This is the area over which the sights and muzzle travel while you are pointing the firearm at your target. AKA Holding pattern *No one can hold a firearm perfectly still while aiming. With conditioning and practice this area becomes reduced, but never totally goes away By holding the firearm as steady as possible, concentrating on a sharp and clear front sight picture, and operating the trigger with a smooth continuous trigger stroke, shots will be delivered accurately DRY FIRING Dry Firing with an empty firearm is a method of practicing the application of the shooting fundamentals without the expenditure of live ammunition It will not cause excessive wear to the firearm The value of dry fire practice is impossible to overstate DRY FIRING EXERCISES All dry fire activities will be restricted to the range and/or down range area only All firearms and their magazines and/or speed loaders must first be inspected by the range officer, or their appointed assistant, before this exercise will be deemed to be safe
