2 GENERAL RULES AND PROCEDURES BUILDING AND GROUNDS 1. All persons entering the building must sign the attendance log book. Members must also sign in using their electronic key. Non-members shall be indicated by the word "guest" after their name in the log. 2. Members are NOT permitted to bring guests into the Club to shoot until they have completed their probationary year and/or the Guest Supervision Training Class. During the probationary year, NON-SHOOTING guests may be brought into the building but are NOT permitted on the Range while shooting is in progress and are NOT permitted to handle firearms or ammunition. 3. Firearms must be transported into and out of the building unloaded, and in cases; except those carried concealed on the person by CCW holders. 4. Open carry is not permitted on DRPC property or in the building. 5. Members and guests with a valid concealed carry permit (CCW) recognized by the State of Delaware may carry concealed while on the grounds and in the building. 6. Alcoholic beverages are not permitted on the property. 7. Smoking is not permitted in the building. READY ROOM RULES AND PROCEDURES 1. Firearms may be uncased and handled at the gun handling table only with muzzles pointed at the GUN HANDLING AREA sign. 2. Firearms shall not be removed from concealment in the Ready Room 3. Firearms placed on the handling table must have the actions open (cylinder open, semi-auto slide locked back and magazine out, rifle bolts open) muzzle pointed at the wall with a chamber flag inserted. 4. No ammunition is permitted on the handling table. Range bags or other ammunition containers may be placed on the floor under the table. 5. EMPTY magazines may be placed on the handling table.

3 6. Firearms may be cleaned, disassembled and reassembled, and dry fired at the gun handling table while maintaining safe muzzle control. 7. Magazines may be loaded at the other tables in the Ready Room in preparation for entering the range. 8. Before entering the range, check the TV monitor to verify activity. 9. When entering the Range, if there is activity on the Range, the Ready Room door must be closed before opening the Range Door. RANGE RULES AND PROCEDURES Always keep the muzzle pointed in a safe direction. Muzzle pointed level and down range is the only safe direction on the firing line. Always keep your finger off the trigger until you are ready to shoot. Sights and target are clearly visible in your line of sight. Muzzle must be level and pointed down range at the backstop. Always keep the action open and the gun unloaded until ready to use. 1. When exiting the Range, if there is activity on the Range, the Range door must be closed before opening the Ready Room door. 2. Check the Range for damage before and after you shoot. Any shots that strike out side the back stop including walls, floors, ceilings, baffles, shooting benches, target hangers, etc., are considered Range damage. Mark any Range damage you cause or find with your initials and a date and report it in the attendance log. Range damage will be investigated at the Board of Director's discretion and may result in disciplinary action. 3. Firearms must be carried into the Range in a soft case, hard case, range bag, range box, etc. 4. Un-casing or handling firearms or other items on the shooting benches is not permitted when people are down range. 5. Firearms must be uncased on the shooting benches 1. with the muzzle pointed down range. 6. Long guns must be uncased/cased on the shooting benches. They may then be

4 carried "muzzle pointing up" to the storage rack(s). 7. A "benched" firearm (one not in the shooter's hand) must be unloaded with the action open, chamber empty, magazine out (if applicable); revolver cylinder open and chambers empty, and muzzle pointed down range. A chamber flag must be inserted in any firearm not enclosed in a case. 8. Eye and hearing protection are required for all persons on the Range when the Range is in a hot condition. 9. The ventilation system must be on while shooting. Exception: Air rifles and air pistols. 10. Targets should be stapled to cardboard and centered in the target area defined by the orange lines. 11. Targets must be placed between the backstop curtains and the YELLOW "target line" on the floor. 12. Target lights must be turned on as a minimum. All other lighting is optional. 13. Shooting closer than the 21-foot RED LINE from the backstop is prohibited. The rolling shooting table may be used to establish a temporary firing line anywhere between the permanent shooting benches and the 21-foot line. 14. The 50-foot firing line takes precedent over all other firing lines. 15. If a "CEASE FIRE" command is given, all shooting must stop immediately and firearms cleared and "benched" (See #7), and shooters moved to behind the YELLOW safety line. 16. Eating, drinking, and smoking are prohibited on the Range at all times. 17. Due to potential fetal toxicity of lead, pregnant women are not permitted on the Range at any time. 18. Cross-lane shooting. At no time shall a shooter, engage a target more than 1 hanger position different from the position in front of which he or she is standing (e.g., a shooter at position 4 may only engage a target at position 3, 4 or 5). No targets may be engaged on lanes 1 or 8 when shooting cross lanes. 19. Moving while shooting and /or with a loaded firearm is not permitted. Exception: See Holster Rules. 20. When moving a firearm from one permanent shooting bench to another, the action must be open, chamber flag inserted, and muzzle pointed straight up. 21. Passing a loaded firearm from one person to another is not permitted except under the direct supervision of an instructor or Range officer. 22. In case of a misfire: keep the firearm pointed in a safe direction for 30 seconds then clear and bench the firearm. PLACE "DUD" AMMUNITION IN THE CONTAINER PROVIDED. 23. Clean up brass and target debris when finished shooting, Center fire brass may be claimed by the shooter or placed in the center fire brass container. Rim fire brass

5 becomes the property of DRPC and is placed in the rim fire containers. Ammunition 24. Allowed ammunition:.22 rim fire cartridges (.22 Short,.22 Long,.22 Long Rifle,.22 WMR);.17 rim fire cartridges (.17 HMR,.17 Mach 2); and.177 caliber air gun pellets are permitted. EXCEPTION:.17 WSM is not allowed. Center fire handgun cartridges (must have been originally developed as a handgun cartridge) with muzzle velocities less than 1400 fps (feet per second) when fired from a handgun, carbine, or rifle. 25. Prohibited ammunition: BB's Center fire rifle cartridges (e.g.:.223 Remington, 5.56 NATO,.308 Winchester,.30-06, etc.) Black powder cartridges and muzzle loaded ammunition Shot shells (regardless of projectile type) Shot cartridges/"snake loads" (regardless of caliber) Air gun projectiles larger than.177 caliber Paint balls Tracer, armor piercing, steel or aluminum core, and incendiary ammunition Firearms 26. Prohibited firearms: BB guns Fully automatic or selective-fire pistols, carbines, and rifles Shotguns Muzzle loading pistols, rifles and shotguns Air guns over.177 caliber

6 Targets 27. Allowed targets: Paper or cardboard targets that can be hung from the target hangers Self-sealing plastic target such as Newbold plates NOTE: Target must be placed so that a round fired through it will proceed directly into the back stop. 28. Prohibited targets: Materials capable of deflecting a round, causing a ricochet, or breaking apart into flying debris such as: Steel or other metal targets Metal cans Liquid filled objects (e.g., water or milk bottles) Glass or hard plastic objects Photographs or pictures of identifiable people MEETING ROOM RULES AND PROCEDURES 1. Handling firearms and ammunition in the meeting/training room is prohibited without the express permission of the DRPC Board of Directors. Examples of prohibited actions include handling firearms and ammunition, "showing" firearms, and cleaning firearms. 2. Firearms and ammunition may be brought into the meeting/training room for security purposes provided they are secured in and remain in a case, range bag, etc. 3. The meeting/training room is for use by members for Club related activities in

7 accordance with DRPC Bylaws. Any other use must be approved in advance by the Board of Directors. RANGE COMMANDS TWO PRIMARY RANGE COMMANDS THE RANGE IS COLD THE RANGE IS HOT WHEN THE RANGE IS COLD : No one at shooting benches. Everyone must remain behind the yellow safety line unless they are going down range. No one can touch any ammo or guns anywhere on the range. If any guns are on the shooting bench, everyone on the range must check each other s guns to confirm they are unloaded, actions open (cylinder open/magazine out) and have chamber flags inserted. AFTER CONFIRMING ALL OF THE ABOVE AND ALL AGREE, THEN IT IS SAFE TO GO DOWN RANGE PRIOR TO TAKING THE RANGE FROM A COLD TO A HOT CONDITION, ALL PRESENT MUST CONFIRM: Down range is clear and all shooters are behind the yellow line. Fans are on. Everyone has on eye protection and hearing protection. Target lights are on. Everyone look at each other and agree that THE RANGE IS READY TO GO HOT.

8 All verbally declare, THE RANGE IS HOT. WHEN THE RANGE IS HOT ALL PERSONS AT THE SHOOTING BENCHES ARE AUTHORIZED TO: Load magazine Handle guns Load guns Fire at targets HOLSTER RULES Members of the Delaware Rifle and Pistol Club may practice drawing and firing using a holster under the following rules. Please note that Guests are not allowed the use of holsters at Delaware Rifle and Pistol Club. All holsters must be strong-side, belt mounted holsters that: Hold gun securely at all times Fully cover the trigger and trigger guard - Not have any feature that could get inside the trigger guard when re-holstering that could accidentally depress the trigger Be worn nominally on the side of the body (i.e., at or slightly behind the point of the hip bone, but not in front of the body or behind the back) Not be canted to the rear more than 5 degrees from vertical. All shooting following drawing from a holster must be done between the front of the 50 bench and the 21 safety line. The only motion permitted while shooting is advancing directly toward the target. Lateral or rearward motion is not permitted. Turning and shooting is also not permitted. No one other than the shooter engaged in holster practice is permitted forward of the 50 benches when the Range is Hot, unless the person is an NRA Certified Pistol Instructor or Range Safety Officer and is engaged in training or support of the person

9 performing the holster practice. Movement with a holstered firearm is permitted within the Range area in front of the 50-foot bench and behind the 21-foot line, loaded or unloaded, whenever the Range has been declared to be in a hot or no longer safe" condition. Firearms equipped with an external safety must have the safety engaged prior to being holstered. Double Action/Single Action firearms equipped with a decocker must be decocked prior to being holstered. All firearms being used on the Range must be un-holstered, unloaded and properly benched any time the Range is declared to be in a "cold" or safe condition or when a "cease fire" command is given. No firearms being used on the Range, whether loaded or unloaded, are allowed to be holstered while there are persons downrange. Cross-Lane Shooting At no time shall a shooter, engage a target more than 1 hanger position different from the position in front of which he or she is standing (e.g., a shooter at position 4 may only engage a target at position 3, 4 or 5). No targets may be engaged on lanes 1 or 8 when shooting cross lanes. All reloading must be performed at a bench or table forward of the 50 benches and behind the 21 line. Tactical speed reloads are not permitted. Proper muzzle control must be maintained while reloading. Use of the Range facilities at DR&PC is on a first come basis. It has long been club custom, however, to give priority to shooters wishing to do static shooting from (first priority) the 50-foot line and (second priority) the 21-foot line. Since holster practice limits the number of people who can actively shoot at the same time, members engaged in these activities shall finish their holster practice within not more than 30 minutes if other members are waiting to shoot. Members and their guests already engaged in static shooting activities may not be pre-empted by members wishing to engage in holster practice. As always, members are encouraged to communicate, and to use common sense and courtesy in using the Range facilities. Safe Un-holstering of Firearms Being Carried Concealed - Legal concealed carry is allowed on the grounds of the Delaware Rifle and Pistol Club, including inside all Club facilities. There are no restrictions on how members may carry a concealed firearm, however, for purposes of practicing with it, a firearm being carried concealed may only be taken from concealment on the Range, at either the 50-foot or 21-foot shooting benches, while the Range has been declared HOT. It is the responsibility of the individual to keep the firearm pointed in a safe direction during the complete act of

10 taking it from its concealed carry position and to not allow the muzzle to sweep either themselves or anyone else on the line. At no time while being taken from the holster may the firearm be pointed up range or at a side wall in the Range. Once clear of concealment, the firearm must be safely pointed down range, unloaded and benched prior to any further handling or use. These steps must be followed in reverse sequence when returning the firearm to its concealed carry position, whether loaded or not. If you are unsure of whether your firearm can be safely taken from its concealed carry position in accordance with this rule, do not attempt to do so. At no time may a concealed firearm be drawn, loaded, unloaded or holstered in any portion of a Club building or on Club property, except the Range proper. GUEST PRIVELEGES DRPC Bylaws: Article III, Section 5 Membership Responsibilities and Privileges Applicant, if admitted to membership, shall fulfill the obligations of good sportsmanship and citizenship. a. Guest Privileges and Policy After July 1, 2011, any new members wishing to bring guests to the club to shoot must first attend a certification class designed to ensure that our members have the knowledge and ability to properly manage the activities of their guests. The certification class will be developed and offered by the Director of Safety and Education and must be approved by the Board of Directors. Members who joined the Delaware Rifle and Pistol Club prior to July 1, 2011, will be allowed to continue bringing in guests until June 30, After that date, their guest privileges will expire unless they have successfully completed the certification class. Active members may bring a maximum of three guests onto the Club property at any one time if the member or any of the guests will be engaged in shooting activities on the Range at any time during the day. (Exception: The limitations on the number of guests shall not apply to club-sponsored shooting activities that are open to the public under

11 organized supervision.) Each guest must be signed in on the Members and Guests Log Book by name, with the word guest clearly written after the name. A qualified guest shall not be a person prohibited from possessing a firearm by Delaware or Federal laws. (Exception: Minors who are under the direct supervision of a member.) Persons who have been expelled or suspended from club membership, or previously denied membership in the club, are not allowed admittance as guests. Children under the age of 21 and spouses of active members are entitled to an unlimited number of visits as guests. Active members may bring other guests who live within a 100-mile radius of the facility up to four times per fiscal year. Guests who live beyond a 100-mile radius of the facility are permitted an unlimited number of visits. A member with guest privileges may bring a guest, who has a membership application in process, for more than four visits for a period of six months from the time the application is received for the purpose of improving the applicant's firearm handling and shooting proficiency prior to completing the requirements in Section 2, Safety Qualification. The member assumes all responsibility for the behavior of a guest and any range damage caused by the guest. The member and one guest may shoot at the same time. Only two of the member's guests may shoot at the same time, during that time the member shall refrain from shooting and continuously observe and supervise the guests. No guest shall handle firearms except under the direct supervision of a member. A member s guest privileges may be revoked temporarily or permanently by the Board of Directors for violations of this policy.
