1 EUROL HELLENDOORN RALLY 2016 SUPPLEMENTARY REGULATIONS 1. INTRODUCTION 1.1 This rally will be run in compliance with the FIA International Sporting Code and its appendices, the National Sporting Regulations which comply with the FIA regulations, the 2016 Standard Regulations Rally of the KNAF (Dutch ASN), and these Supplementary Regulations. Modifications, amendments and /or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the organiser or the Stewards). Additional information will be published in the Rally Guide (or any other form of announcement), to be issued on the August 26 th Surface of the Special Stages: ca. 92 % paved. 1.3 Total length of the rally: ca. 607 km Number of special stages: 14 Total length of the stages: ca. 214 km Number of legs: 2 2. ENTRIES 4.1 Entry closed: Thursday 8 th September 2016, 23:59 hrs 4.2 Entry procedure Any Dutch licensee wishing to take part in the Eurol Hellendoornrally 2016 must make the entry via the KNAF website. After logging in on Mijn KNAF with licence number and private password the entry procedure as indicated on the website has to be followed. The entry fee has to be paid as described in art. 4.5 of these Supplementary Regulations Foreign licensees have to download the entry form from the website and send this in, duly completed and signed, to the permanent Rally Secretariat before the closing date of entries, as described in these Supplementary Regulations. In case the entry form will be sent via , the original form has to be received by the organiser within 2 days after closing of the entry. 4 4.2.1 Licences: Dutch licences permitted: - 1st driver: minimum KNAF CLublicence Rijder Rally - 2nd driver: minimum KNAF Clublicence Navigator Rally Foreign licences permitted: - 1st & 2nd driver: EU licence, issued by an ASN recognised by the FIA, or International licence grade C or R, with authorisation of the ASN which issued this licence. 4.3 Number of admitted entries to the start and classes The maximum numbers of entries is fixed to: 80 In case more than 80 entries have been received, acceptance of the entries is reserve only at the organizing committee Classes / Groups 4.4 Entry Fees Entry fee with organisers advertising: 650,- Entry fee without organisers advertising: 1200,- Extra Service area (per 20 m2) 150, The entry fees includes: - 2 Rally plates. - 2 door numbers, incl. compulsory advertising - 3 competition numbers (window). - 2 advertising decals. - 2 reconnaissance decals. - 1 road book. - 1 road map. - 1 program. - 1 service car decal. - 6 service area entry badges. 5 - 60 m2 service place. 4.5 Payments. The entry fees can be paid as follows: by bank: Rabo Bank, Hellendoorn, account number , att. Stg. Hellendoorn Rally with the name of the 1st driver marked. IBAN number: NL50 RABO , BIC number: RABO NL2U. The entry fees must be received by the organizer before September 8th In exceptional cases and after approval of the organizer the entry fees can be paid at document control. In later case entry fee will be increased by 100, Refunding. The full entry fees will be refunded: - 100% to entrants not accepted. A part of the entry fees will be refunded: - in case of cancellation by the entrant before 8 th September 2016, 23:59: entry fee minus 50,-. - in case of cancellation by the entrant from 9 th September 2016 until 15 th September 2016, 23:59: entry fees, minus 50% in case of force majeure (clearly described and sent to the organizer). 4.7 Super Rally System. If a competing car cannot finish the of the 1st leg, the car will be admitted to the start of the 2nd leg in accordance with article 46 of the SRR (Dutch Rally Regulations). The entrant must inform Rally Headquarters about their intention to start the 2nd leg within 30 minutes after the finish of the 1st leg, so ultimate Saturday 17 th September 02:45. Before the start of the 2nd leg, the car must be scrutineered within 30 minutes before the start of the 2nd leg in a separate area of the Parc Fermé, so on Saturday 17 th September 2016 at 08:30. 5 INSURANCE 5.1 Entrants and/or drivers must have valid insurance covering them against liability for both personal injury and damage to property of third parties on public roads of the rally. It is entrants and/or driver s responsibility to arrange such insurance and/or extend to existing insurance as necessary. Entrants and/or drivers will be required to sign and declare that they are covered by such insurance (see article 5.3). Any failure to sign a declaration shall mean that the car in question shall not be permitted to start. 5.2 In the individual entry fee the premium for the insurance of liability of competitors and drivers is In the individual entry fee the premium for the insurance of liability of competitors and drivers is included. Summary: - The organiser has made arrangements to insure entrants and drivers against third party risks while taking part in such parts of the rally as are held on private lands or on roads specifically closed for the purpose - The indemnity provided under this special insurance is maximum ,- covering any incident or occurrence. - The own risk is 2.500, - per claim. - In case of damage the organiser will allocate this amount to the competitor(s) causing damage. This cover will come into effect at the start of the rally and it will cease at the finish of the rally or at the moment of retirement, exclusion or disqualification Indemnity clause. Entrants and both drivers are obliged to sign the Competitor Signing-On Sheet. By signing this sheet, the entrant and both drivers declare to be familiar with and agree with the following declaration: I have read the General Prescriptions of the FIA, the FIA European Rally Cups Regulations, the SRR of the KNAF and the Supplementary Regulations for this event and agree to bound by them. I declare that I am physically and mentally fit to take part in the rally and I am competent to do so. I acknowledge that I understand the nature and type of the competition and the potential risk inherent with motor sport and agree to accept that risk. The organiser, sponsors, officials and marshals of the event, and also the KNAF on one side are not liable against competitor (entrant and drivers) for any damage at all with respect to participation in this event, while at the other side competitor will hold harmless the organiser, sponsors, officials and marshals of the event, and also the KNAF against all damages and liabilities to third parties. I declare that the use of the vehicle hereby entered will be covered by insurance as required by the law which is valid for such part of this rally as shall take place on roads not belonging to a special stage. 6 I declare that I hold a full valid driving license. In case the 2nd driver cannot produce a full valid driving license and a valid 1st drivers competition license the 1st and 2nd driver declare not to change function. If a member of the team is under 18 years of age, this Competitors Signing-on sheet shall also be countersigned by the legal representative or a person authorized by the parent-child license holder by submitting a written authorization. 6 ADVERTISING 6.1 Compulsory advertising (SRR article ). The advertising space next to the competition numbers and the rally-plates is reserved for the organisers advertising. The competition numbers must be affixed in place in their whole without any change. The advertising consists of: will be announced in a bulletin Optional advertising (SRR article 18.8). The optional advertising below the competition number cannot be refused by competitors who have entered with the organisers advertising. The optional advertising will be published in an official bulletin. 6.3 Rally plates. The organizer shall provide each competitor with 2 rally plates. 6.4 Competition numbers. The organiser will provide each crew with 2 front door stickers, 2 sets of competition numbers for the rear side windows and 1 competition number for the rear window. 7 TYRES See annex V of the Standard Regulations Rally of the KNAF 8 FUEL n.a. 8.4 Refuelling of the car Refuelling of the car is only permitted in the area s marked by the organiser in the roadbook, in accordance with SRR art 58. Refuelling of the car is allowed in the tank zone nearby the service park or in the tankzone indicated in the roadbook, in accordance with the rules of the local firefighting department and on instruction of the present official and in accordance with the SRR (art. 58.2). Refuelling is only permitted with the use of a mechanical pump, not from cans etc. (SRR art. 58.4) Use of a liquid collection device is mandatory. Both drivers must be outside the car during refuelling. Only 2 members of the service crew are allowed to be present in the tank zone during refuelling. In case the car cannot leave the tank zone on its own power it is allowed to push the car out of the tank zone by the crew with help of marshals or members of the service crew without any penalty. If necessary an external battery may be used after the exit of the tank zone. Supplementary Regulations Hellendoornrally 2016 Page 6 van 10

7 9 RECONNAISSANCE 9.1 Registration Issuing the road book will take place at Thursday September 15 th 2016, 16:30 19:00 hrs, Restaurant de Kroon, Dorpsstraat 26, Hellendoorn. The registration number of the car used during reconnaissance will be registered and must be shown upfront The organizer shall supply each crew with 2 decals with competition number. These decals must be fixed to the car as follows: - 1 decal in the top right corner on the front screen. - 1 decal on the right rear side window Deviation of the prescriptions in articles and will be punished by: 100,- cash penalty per individual case. 9.2 Special and/or national restrictions It is strictly forbidden to drive on roads which will be used as special stage after the rally guide (or any other way of publication) has been issued. The organizer will carefully control the special stages. Reconnaissance is only allowed on the dates and time as below: Thursday 15 th September 2016: SS 1 / 3 / 5 18:00 22:00 SS 2 / 4 18:00 22:00 Friday 16th September 2016: SS 6 / 8 / 10 09:00 12:00 SS 7 / 9 09:00 12:00 KP 11 / 13 12:30 16:00 SS 12 / 14 12:30 16: Each infringement of the above mentioned rules (SRR art 20.2) during reconnaissance shall be penalized as follows by the organizer: - 1st infringement: a time penalty of 2 minutes. - 2nd infringement: no admission to the start The decision of the organizing committee or the Clerk of the Course will be final. Such decision can be made irrespective whether or not Police and/or officials have taken any sanction and irrespective of the outcome of such action. There will be not right of protest or appeal and the entry fees will not be refunded 9.3 Speed checks. During reconnaissance of the special stages it is not allowed to drive with a higher speed than it is allowed by the traffic law. Police, marshals and officials will monitor the behaviour of the crews visually and/or by means of electronic- and/or photographic and/or video equipment. Offences will be reported to the organizer or Clerk of the Course who shall impose a penalty, based on the evidence as per SRR art Driving on the special stages during reconnaissance During reconnaissance of the special stages is not permitted to drive in the opposite direction, offences will be penalized by a cash penalty of 100,- Supplementary Regulations Hellendoornrally 2016 Page 7 van 10

8 10 ADMINISTRATIVE CHECK 10.1 The following documents will be checked and entry form details verified: - Payments; - Entrants licence (if applicable); - Drivers competition licences (for foreign competitors at least EU or comparable rally licences are required); - ASN parent-child licence in case a driver is under age; - Driving licences; - Identification of the drivers; - Correctness of all other information given on the entry form; - Rally car s registration papers; - Insurance cover of the rally car 10.2 Time schedule The control of documents will take place on Thursday 15 th September 2016, from hrs. till hrs, Restaurant de Kroon, Dorpsstraat 26, Hellendoorn 11 SCRUTINEERING SEALING - MARKING 11.1 Location and timing: Scrutineering, sealing (if applicable) and marking of the competing car will take place at: Auto Keuring Nijverdal, Nicolaus Ottostraat 7, Nijverdal, on Friday September 16 th 2016 from 13:00 16:00 hrs. in accordance with the time schedule. The entrant and/or drivers can appoint a representative who may present the car for scrutineering. In this delegation form the entrant is stating that the representative may carry out scrutineering on his behalf. There will be a time control in front of the scrutineering. Too early and late arrival will be penalised. Exact time for scrutineering will be announced on the acceptance letter. Time limit without penalty: scheduled time +/- max 10 minutes Time limit with penalty: scheduled time +/- max 30 minutes 100,- Time limit with penalty: scheduled time +/- more then 30 minutes discretion of Stewards The competing car must be report to the scrutineering with additional light bar mounted onto the car. 12 FEATURES OF THE RALLY 12.1 The official start of the rally will be on Friday, 16 th of September 2016, at hrs. at the Service area. The start time control is located before the fuel zone. The ceremonial start will be on Friday 16 th of September 2016 at 19:01 hrs. near restaurant De Kroon, Dorpsstraat 26, Hellendoorn Starting procedure: The start of the special stages will be given by an electronic countdown system, that will count down the seconds, clearly visible for the team on the starting line. This system is provided with a start light system and connected to a start detection system, to register an early start of the competitor. In case of failure of the electronic system or when the start has been delayed the start official may choose for a manual start procedure. For circuit special stages the manual starting procedure will be used Finish Procedure (in accordance with Standard Regulations) 12.3 Early check-in at the end of a leg and/or rally. Crews may check-in early without incurring a penalty at the finish control of a leg or finish of the rally. Supplementary Regulations Hellendoornrally 2016 Page 8 van 10

9 12.4 Deviated prescriptions The maximum speed allowed on special stages during reconnaissance is 60 km/hour (!), unless local traffic rules indicate a lower speed, as mentioned in art Maximum speed at the service area is walking pace = 5 km/h. Infringement will be punished as an offence of traffic rules observing SRR art and art of these regulations The service area is situated at van Keulen, Industrieweg, industrial area t Lochter, Nijverdal. the service area is open from Friday 16 th September :30 until Saturday 17 th September :00. It is not allowed to enter the service area outside above mentioned data and time Due to limited available space, only 1 service car per competitor will be allowed at the service area. Reccecars can be parked in a seperate area close to the service area. Trailers, mobile homes, lorries aso will not be allowed on the service area. They must be parked close to the trailer parking area Each competitor will have a fixed marked service place of 60 m2. In case that competitor is taking more space without organiser permission the following penalty will be applied: - 1 st offence: warning and return of additional space. - 2 nd offence: cash penalty of 100,- and return of additional space Traffic Rules during the event: - 1st infringement: In case of a speeding infringement the organisation will always impose the maximum cash penalty of This article is a supplement to SRR NOTE: In case of infringement of traffic rules during reconnaissance penalties will be given as mentioned in SRR 20.2 (in this these Supplementary Regulations adopted as art For safety reasons it is not allowed to use motorized 2 and/or 4 wheel vehicles (such as Quads, bikes, etc) in the service park. Offences will, be penalized as follows: - st offence: warning. - 2nd offence: time penalty of 2 minutes. - 3rd offence: no admission to the start or exclusion. - Entering of the service park is completely at own risk. - The organizer and its personal and/or sponsors are never responsible for any loss and/or damage of property of the competitors. - It is not allowed to leave or park trailers etc. at the service area Starting system of special stages. Instead of the traditional manual starting methodology an electronic starting device, clear visible for the drivers, counting down how many seconds are rested to the start time. The last 5 seconds will be indicated by red lights. The moment that the crew had to start will be indicated by a green light. The starting light system is synchronized en connected with a start detection device (light beam) at 50 cm from the start line. Crossing this beam before the green light will be considered as a false start. In case this electronic system is not working, the traditional countdown system will be used. 13 IDENTIFICATION OFFICIALS The various officials and marshals will be identified as follows: - Stage Commanders: red jacket with text Stage Commander, - Control official: yellow jacket with text KNAF Marshal, - Track official: yellow jacket with text KNAF Marshal, - Scrutineer: black jacket with text KNAF Scrutineer. 10 14 PRIZES The following prizes will be presented: 1. General classification: 1st - 3rd place, 2 cups 2. Best classified participants Dutch Rally Championship 1st place, 2 cups 3. Dutch Cup Classes (provided that Hellendoornrally is on the cup rally calendar) 1 5 starters in one class: 1st place, 2 cups 6 10 starters in one class: 1st - 2nd place, 2 cups starters in one class: 1st - 3rd place, 2 cups 4. General Class classification (class RC1 RC5 and RGT, see art ): 1 5 starters in one class: 1st place, 2 cups 6 10 starters in one class: 1st - 2nd place, 2 cups starters in one class: 1st - 3rd place, 2 cups more than 15 starters per class: 1st 5th place, 2 cups 15 FINAL CHECKS AND PROTESTS 15.1 Final scrutineering. In accordance with SRR article 28 the post event scrutineering will take place on Saturday 17 th of September 2016, at Garage Olthof-Joersen, Reggeweg 10 at Hellendoorn, from hrs. The crews concerned will be notified in writing Protest fees. Every protest should be handed in at the Clerk of the Course, accomplished by the protest fee of in accordance with the Protest Regulations of the KNAF Appeal. Every appeal should be handed in at the Secretary of the meeting, accomplished by the appeal fee, all in accordance with the Protest Regulations of the KNAF In case of any dispute concerning the interpretation of the present regulations, only the Dutch text will be binding. PLEASE NOTE: FIA approved flame-resistant clothing, helmets incl. FHR system (e.g. HANS) is obligatory in all rallies in The Netherlands a plasticized sign (one side red reflecting SOS, the other side green reflecting OK; size 42,0 x 29,7 cm: A3) should be present in the competition car INFORMATION: TIME SCHEDULE of the rally : will be published in the rallyguide, on the website TIME SCHEDULE of reconnaissance : see these Supplementary Regulations art COMPETITORS LIAISON OFFICERS : names, photographs, mobile numbers and working scheme will be handed over at administrative checks and published on the Official Notice Board.
