Any amendment or any additional provision is announced by dated and numbered bulletins, which form an integral part of the present regulations. Any bulletin issued after the beginning of administrative checks must be signed by the Stewards of the Meeting. These bulletins are posted in the Rally Headquarters and on the official notice boards and are also directly communicated to the participants, who must acknowledge receipt by signature unless this is materially impossible during the running of the event. 1.5 Application and Interpretation of the Regulations The Clerk of the Event is charged with the application of the present regulations and their provisions during the running of the event. Any case not foreseen in the present Regulations is judged by the Stewards of the Meeting. In case of any sporting dispute over the interpretation of the present regulations, the English text is binding. 2 - ELIGIBILITY - TITLE The results of the XXVI Elba Graffiti Trofeo Locman Italy count for FIA Trophy for Historic Regularity Rallies. 5 3 - DESCRIPTION The length of the XXVI Elba Graffiti Trofeo Locman Italy is 428,83 km with 12 Regularity Test Sections covering a distance of 121,43 km. The event is divided up into 2 legs and 4 sections. The breakdown of the route as well as its time controls, passage controls, neutralisation periods etc. are described on the timetable and the road-book which gives the crews all information they require to complete the route correctly (such as, for example, tulip diagrams, maps, etc.). 4 - ELIGIBLE VEHICLES 4.1 A driver wishing to enter a vehicle for this event must ensure that, at the date of scrutineering and for the duration of the event, his vehicle is road-legal for the countries in which the event is to place. Cars will be divided in accordance with the following categories: 1st Category : Classification Periods "B" - "C " - "D" built up to 31/12/1946 2nd Category : Classification Period "E" built between 1/1/1947 and 31/12/1961 3rd Category : Classification Period "F" built between 1/1/1962 and 31/12/1965 4th Category : Classification Period "G" built between 1/1/1966 and 31/12/1971 5th Category : Classification Period "H" built between 1/1/1972 and 31/12/1976 6th Category : Classification Period "I" built between 1/1/1977 and 31/12/ Cars of this category (Period "I") can participate without scoring points for the FIA Trophy. The organiser may refuse a car not complying with the period specifications, spirit and aspect CLASSES Cars will be divided in accordance with the following Classes: Category / classes: 2A : up to 1600cc 2B : over 1600 cc Category / classes: 3A : up to 1150cc 3B : from 1151cc to 1600cc 3C : over 1600cc Category / classes: 4A : up to 1300cc Page 5

6 4B : from 1301cc to 1600cc 4C : over 1600cc Category / classes: 5A : up to 1300cc 5B : from 1301 cc to 2000cc 5C : over 2000cc Category / classes: 6A : up to 1300cc 6B : from 1301 cc to 2000cc 6C : over 2000cc 4.2 Freedom is given to crews to use any trip meters and other electronic equipment. 4.3 An FIA/CSAI Historic Technical Passport, an FIA Historic Regularity "Car Pass", an Identity Card issued by an ASN or a FIVA Identity Card must be submitted at scrutineering at the latest (see also Art. 10.1). 5 - ELIGIBLE CREWS - ENTRY FORMS ENTRIES 5.1 The crews will have to be formed by a driver and a co-driver. The first driver must have a driving licence; The co-driver may drive the car only if he is in possession of a valid driving licence; no co-driver may be under the age of 14. Both members of the crew must have any kind of drivers' competition licence issued by a NSA acknowledged by the FIA for No more than two people are permitted on board the car. For foreign competitors not possessing International Sporting licences, a " Regularity Rally Driving Permit" valid only for the event will be issued during the administrative checks, upon payment of a fee (35,00 Euros). 5.2 Anybody wishing to take part in the Rally must send the attached entry form, duly completed, to the rally secretariat COMITATO ORGANIZZATORE "ACI LIVORNO SPORT A.S.D." Details concerning the co-driver can be completed up to the start of scrutineering. The replacement of a driver or of the car may only be made before the beginning of the Administrative Checks and must be approved by the Organising Committee. All crew members may only be replaced with the agreement of the Stewards of the Meeting. 5.3 Team Entries not applicable Page 6

7 5.4 On submitting the entry application form, all drivers undertake to abide by to the prescriptions of the present Regulations. 6 - ENTRY FEES INSURANCE 6.1 The competition entry fee for each car is fixed at 380,00 Euros + VAT. The entry will only be accepted if accompanied by the total entry fees. Reductions of 80,00 for foreign competitors. 6.2 Entry fees are refunded in full: - to candidates whose entry has not been accepted, - in the case of the rally being cancelled. 6.3 The Organiser provides an insurance which covers the competitor s civil liability for damage against third parties to the extent of maximum sum insurable of ,00. Insurance cover will come into effect from the start and will cease at the end of the rally or at the moment of withdrawal, disqualification or exclusion. 6.4 In case of accident, the competitor or his representative must notify the clerk of the course within 24 hours. 6.5 On arrival at each leg the competitor must sign a declaration concerning any accident he may have had en route. 6.6 The Organising Committee declines all liability due to consequences for breach of laws, regulations or prescriptions by competitors in the countries they will cross, those consequences will be solely the liability of those who have incurred or committed them. The Organising Committee also declines all liability in case of riots, demonstrations, vandalism, natural disasters etc. from which competitors or crew-members could suffer, or from the consequences thereof. Any damages, fines or penalties will be borne by them. 7 ADVERTISING The advertising provisions specified in the FIA International Sporting Code must be respected. A copy of these provisions is available from the organiser, if required. 8 8 GENERAL OBLIGATIONS 8.1 Crews Only crews specified on the entry form are admitted to the start. If one member retires or if an additional party is admitted on board, the car may be excluded from the event. 8.2 Starting Order - Plates Numbers The start of both legs will be given in the order of competition numbers with the lowest number starting first. Any crew arriving late at the start of the event or of a leg or of a section (restart after a regrouping) will be sanctioned with a penalty of 60 points for each minute of delay. A delay superior to 10' will entail exclusion from the start The organiser shall supply each crew with two rally plates and two competition numbers The rally plates, which also carry the car s competition number, must be fixed to the front of the car in a visible position for the duration of the rally. They must under no circumstances, cover the car s licence plates, even partially. Competition numbers provided by the organiser must appear on both sides of the car throughout the whole rally. If it is ascertained at any time during the event that any competition number is missing, exclusion will be pronounced, except where the provisions of art Catching-Up are applied. 8.3 Time Card At the start of the rally, each crew will be given a time card, on which the times allowed to cover the distance between time controls will be shown. The time card will be handed in at the finish time control of a section and will be replaced by a new one at the start of the next section. Each crew is solely responsible for their time card The time card must be available at all times for inspection on demand, especially at the control posts where it must be presented personally by a member of the crew for stamping The loss of the time card or any correction or amendment to the time card which has not been approved by an official will result in exclusion from the event, except where the provisions of art Catching Up, are applied. 9 The absence of a stamp from any control, or failure to hand in the time card at the specified control (time or passage control, regrouping halt control or at the finish) will result in exclusion from the event, except where the provisions of art Catching Up, are applied The crew alone is responsible for presenting the time card at the different controls and for the accuracy of the entries on the card It is therefore up to the crew to submit the time card to the timekeepers at the correct time and to check that the time is correctly entered. The timekeeper is the only person permitted to enter the time on the card The regularity test sheets, if any, are an integral part of the time card. 8.4 Traffic laws Repairs Throughout the entire event, the crews must strictly observe the traffic laws of the countries covered. Any crew which does not comply with these traffic laws is subject to penalties at the discretion of the stewards, as follows: - 1 st infringement 100 points penalty. - 2 nd infringement: as far as the exclusion. Exceeding the maximum speed permitted by the traffic laws on two (2) occasions at any time during the event including during the regularity test section shall result in exclusion. In the case of an infringement of the traffic laws committed by a crew participating in the event, the police or officials noting the infringement must inform the offender thereof in the same way as for normal road users Repairs and refuelling are freely permitted throughout the event, except in those cases expressly forbidden by the present regulations and/or by the official road book It is forbidden, under pain of penalty up to exclusion, to tow or transport the cars or to have them pushed, except in order to bring them back onto the road, or to clear the road Crews are forbidden under pain of penalty which may go as far as exclusion: a) to block deliberately the passage of competing cars, or to prevent them from overtaking, b) to behave in an unsportsmanlike manner. 10 9 - RUNNING OF THE EVENT 9.1 Start The starting interval between the cars is 1. The start is given in accordance with the Programme Crews must have their passage checked at all points mentioned on their time card in the correct order, under pain of a penalty Throughout the rally, the official time will be the time set by signal transmitter UTC-GPS. There may be no contestation on this point. 9.2 Controls - General Provisions All controls, i.e. passage and time controls, start and the end of regularity tests, are indicated by means of FIA approved standardised signs (see also Appendix 1). Any intermediate time checks on the regularity test sections are not indicated. A sign "STOP" is set up by the organiser at a maximum distance of 300 m after the timekeeping at the finish line. This indicates to the crews that they have passed the last time control of the regularity test section, and they have to stop the car there. All control areas, are considered as "parcs fermés" The arrival at a time or passage control from any direction other than that of the rally or non-reporting at a time or a passage control entails the penalty of exclusion, except where the provisions of art Catching-Up are applied Control posts are ready to function at least 15 minutes before the target time for the passage of the first crew. They cease to operate upon instruction of the Clerk of the Event Crews are obliged to follow the instructions of the Marshal in charge of any control post Road marshals and post chiefs shall be distinguished as follows: - road marshals will wear yellow jackets marked Officiel, - post chiefs will wear red jackets marked Chef de Poste. 9.3 Passage and Time Controls (TC) Withdrawal Passage Controls Page 10

11 At these controls, the marshals simply stamps and/or signs the time card as soon as this is handed in by the crew, without mentioning the time of passage. The lack of such a stamp and/or signature at a passage control entails a penalty. The organiser may establish secret passage control/s at any point on the route. He may also establish un-manned control(s) Time Controls - At these controls, the post marshal enters the time at which one of the crew members hands the time card to the post marshal. The check-in time is the time obtained by adding the time allowed to complete the road section to the time of leaving the time control of the previous section. - Any difference between the actual check-in time and the target check-in time is penalised as follows: For late arrival: 10 points per minute or fraction of minute For early arrival: 60 points per minute or fraction of minute No entry made at a time control, or reporting outside the maximum permitted delay: exclusion. Maximum permitted delay with regard to target time between two time controls: 15' Maximum permitted delay in a section: 30' Catching up A crew who, for technical reasons, has missed during the 1 st leg a time control or a passage control (which can be secret) or has reported outside the maximum permitted delay, may be readmitted to the 2 nd leg provided that at least 30 minutes before the posting of the starting order for leg 2 it informs the Clerk of the Course in writing of its intention to continue the event. In this case it will be penalised of 120 points plus the points of the worst classified in the first leg. The car may be subject to a further scrutineering check. Then the car concerned must be presented in the start park by 9.30 of 21/9/2013. In order to be classified, the car must report to the final control. 9.4 Regrouping Controls Regrouping Controls may be set up along the route. On their arrival at these regrouping controls, the crews hand the Post Marshal their time card. They receive instructions as to their restart time The purpose of these regroupings is to reduce the intervals which may occur between crews. Thus, the start time from the regrouping control, not its duration, must be taken into account. Page 11

12 9.5 Regularity Test Sections The crews must complete the regularity test sections at the average speeds fixed by the organisers, with the approval of the relevant ASN. These average speeds imposed by the organiser may vary for the different classes and will be announced by bulletin. The minimum length of a regularity test section on public roads is 3 km. The crew will have to cover the R.T.S. maintaining a speed throughout the test section as close as possible to that set by the organiser. All average speeds will be km per hour and will range from a minimum of 35km/h to a maximum of 50 km/h Regularity test sections are organised on roads close to public traffic. The organiser will provide the corresponding insurance coverage required by national laws Starts of Regularity Test Sections will be given as follows: when the car with its crew on board has stopped in front of the starting control, the marshal will enter the time scheduled for the start of the car in question on the time card, and he will hand this document back to the crew. The starting signal will be given by mean of light, as follows: RED: YELLOW: GREEN: Stay Ready to go (5 seconds) GO! A penalty of 60 points shall be imposed on any crew which fails to start within 20" of the starting signal The start of a R.T.S. may only be delayed in relation to the scheduled starting time by the post marshal in a case of "force majeure". In the event of a crew being late, the chief post marshal will enter a new time and the delay will then be considered as the delay recorded on a road section. It will therefore be taken into consideration for the calculation of the exclusion time A false start, particularly one made before the signal has been given, is penalised as follows: 1st offence: 10 points penalty 2nd offence: 60 points penalty 3rd offence: 180 points penalty. further offences: at the Stewards discretion. These penalties do not prevent the Stewards from imposing heavier penalties if they judge it necessary. Page 12

13 The organiser will set up secret intermediate timekeeping points (minimum 1, maximum 5) along the route of each regularity test sections. Timing will be done by hand or by track system. Timing will be between the Test Section Start (TSS) and each of the timing points. For example: if there are 3 secret timing points (A, B, C) and the finish (TSF), then the times are measured from TSS to A, from TSS to B, from TSS to C and from TSS to TSF Regularity test sections will end in a flying finish, stopping between the warning sign and the stop sign being forbidden on pain of exclusion. Timing will be done on the finish line, which must have print-out equipment backed up by stop watches. At a distance of maximum 300 m after the finish, the crew must report to a control (Point Stop) indicated by a red "STOP" sign to have its finishing time entered on the time card. If the timekeepers cannot give the exact finishing time to the marshals immediately, the latter will only stamp the crew's time card and the time will be entered, if it will be possible, at the next neutralisation zone or regrouping control Timing will be done to the second; the actual time will be rounded to the nearest full second less. Each second over or below the target time will be penalised with 1 point. For example. Fixed average speed: 44 km/h. Length of regularity test section (from TSS to TSF): 12,30 km; secret timekeeping point (A) after 4,50 km from TSS. Target time from TSS to TSF: ; target time from TSS to A: Crew X: time set at A: = 1 point penalty; time set at TSF: = 13 points penalties. Crew Y: time set at A: = 6 points penalties; time set at TSF = 4 points penalties; Classification based on the times set by the crews is established as follows: Crew X: 14 points penalties; Crew Y: 10 points penalties. 9.6 Parc fermé The cars are subject to "parc fermé" rules from the moment they enter a control area (yellow sign) until they leave it (end of control sign). While the vehicles are subject to "parc fermé" rules, any intervention on the car (repair/servicing/refuelling etc.) is forbidden under pain, up to exclusion. Page 13

14 10 - ADMINISTRATION AND CHECKING - PENALTIES 10.1 Scrutineering before the Start Any crew taking part in the Regularity Rally must arrive at administrative checks and at scrutineering in accordance with the detailed timetable given in the entry confirmation. The following papers must be presented at the administrative checks: - driving licence, - drivers' competition licence - car documents, The scrutineering carried out before the start is of a completely general nature (checking of make and model of the car, year of construction, conformity of the car with the National Highway Code, etc.). The relevant Identity Form (see article 4.3) must be presented for each car at scrutineering. The competition numbers and the rally plates (made available by the organiser) will also be checked Final Control At the finish of the rally, the crews must make their cars available for a brief check by the scrutineers Summary of Penalties Exclusion: Art : Delay superior to 10 at the start of any section; Art : Lack of a competition number; Art : Loss of the time card; Art : Missing a passage or absence of a stamp or failure to hand in the time card at any control; Art : Exceeding the maximum speed permitted by traffic laws on two (2) occasions; Art : No entry at a time control or reporting outside the maximum permitted delay; Possible exclusion or not admission at the discretion of the panel of the stewards: Art. 8.1: Withdrawal of a crew member or additional party on board, except for "force majeure". 15 Art : Correction or amendment on the time card without approval from an official Art : 2nd infringement of traffic laws; Art : Service in forbidden zone defined in the road book; Art : To tow or transport the car or to have it pushed; Art Blocking of cars, unsportsmanlike behaviour. Art : Arrival at a time or passage control from wrong direction; Art : Failing to pass the last time control of the leg; Art : false start in test section - further offences; Art : Stopping and/or waiting for target time on a regularity test section; Art. 9.6: Parc fermé rules Art : Non-submission of the requested documents for the car at scrutineering. Other penalties at the discretion of the panel of the stewards: Art. 7: advertising on the cars Penalties: Art : Delay at the start of the event, a leg or a section: 60 points for each minute; Art : 1st infringement of traffic laws: 100 points; Art : Late arrival at a time control: 10 points per minute or fraction of minute; Art : Early arrival at a time control: 60 points per minute or fraction of minute; Art : Catching up in the 2nd leg: 120 points plus the points of the worst classified in the 1st leg; Art : Delay to start in test sections over 20 : 60 points; Art : False start in test sections 1 st offence - 10 points 2 nd offence - 60 points; 3 rd offence points; Art : For each second below or above the target time at any time check in the test section: 1 point; 11 - CLASSIFICATION - PRIZES - PROTESTS 11.1 Classification Penalties are expressed in points: the final results are determined by adding up the penalties. The crew with the lowest total will be proclaimed the overall winner, the next lowest will be second and so on. In the event of a dead heat, the competitor who Page 15

16 accomplished the lowest penalty over the first regularity test will be proclaimed winner Prizes - Cups Will be rewarded with a prize: The first overall in the general classification, which will be awarded the "TROFEO LOCMAN ITALY"; The first 3 of the general classification The first 3 of the category classification the highest ranked female crew of the general classification the first ranked team; The winning crew of RTS No. 2 "Monte Perone" (discriminating in case of deadheat: RTS No. 5) which will be awarded the Special Prize "LOCMAN ITALY". The first Elban crew (at least the driver, priority for entirely Elban crew); The first foreign crew (at least the driver, priority for entirely foreign crew); the first 3 crews of the "Team Bassano" in the overall rankings; More dated car; 11.3 Prize-Giving The awarding of prizes for the general and category classifications will be held on 21/9/2013 on the final ramp, starting from approx. The other prizes will be awarded during the ceremony in Capoliveri, in Piazza Matteotti, starting at the same day. All the members of the crew must be present at the prize-giving. Crews who are not present at the prize-giving may forfeit their prizes; however, the final results will not be modified Protests All protests must be lodged in accordance with the International Sporting Code. Any protest must be lodged by one single crew and may only be lodged against one single crew or against the organiser The decisions by the Stewards of the Meeting are final. 17 Appendix 1 COMPETITORS RELATIONS OFFICER PRINCIPAL MISSIONS He informs the competitors and play a mediating role at all times. He may also attends the meetings of the Stewards in order to keep abreast of all decisions taken. PRESENCE DURING THE EVENT The Competitors Relations Officer will be available: during scrutineering, at the secretariat of the Meeting, at the start of the Rally and at the start of the 2 nd leg, at the regroupments in Capoliveri, Near the Parc Fermé at the finish (the latter being dependent on the rally timetable). FUNCTION To give accurate answers to all questions asked To provide all information or additional clarifications in connection with the Regulations and the running of the rally. MEDIATION Avoid forwarding questions to the Stewards which could be solved satisfactorily by a clear explanation, with the exception of protests (for example, clarify disputes over times, with the assistance of the time keepers). The competitors' relations officer shall refrain from saying anything or taking any action which might give rise to protests. 18 Appendix 2 EMERGENCY AND SAFETY PLAN INSPECTION A forerunner 000 car shall drive along the route of the Event one hour before the passage of the 1 st crew of the XXV Rallye Elba Storico, in order to and out leaflets to spectators concerning their behaviour during the Event, and inviting them, over loudspeakers to behave correctly. A forerunner 00 car shall transit 15 to 30 minutes before the 1 st crew with Observer on board who will give the definitive OK for the Special Stage to be carried out. A forerunner 0 car shall transit 5 to 25 minutes before the 1 st crew with the role of Entrant nr. 0. All the Forerunner cars shall be equipped with sound signal, red rotating light, twoway radio communication units and/or mobile telephones. COMMUNICATIONS Each Special Stage is connected via radio and telephone to Rally Headquarters. According to the length of the Special Stage there will be from 3 (short Stages) to 6 (long Stages) radio station along each section. All the radio stations are indicated in the road-book so that the drivers may identify their exact position in case of emergency. AMBULANCES AND MEDICAL ASSISTANCE In each special stage, according to the length thereof, are located ambulances with and without medical resuscitation (up to a 4 per stage), break-down lorries (up to 2 per stage) and a disincarceration team. Other ambulances will be positioned at set points along the course, at the Clerk of Course disposal in case of emergency. All ambulances and Doctors will be connected via radio or telephone with Rally Headquarters and Chief Medical Officer. Before the Event every Hospital in the area will have been warned to be ready to take action in case of emergency. SPECTATORS The general public will have been well informed in advance by means of posters and leaflets on times of transit and they will also be advised on how to behave. Apart from Police assistance, the Organizing Committee will also supervise the entire Special Stage section with its own personnel so as to guarantee the safety of the general public. Page 18
