1 Chairman s Message Dear Residents, I would like to take this opportunity to extend my appreciation to all members of the Town Council, management staff and residents who have contributed to the process of building and improving our community. Ang Mo Kio Town Council had performed well in the Town Council Management Report (TCMR) in the last 2 assessment terms where we scored Level 1 in all areas and Level 2 for maintenance. This is only possible with the support of residents and the hard work of our staff. Last year, we focused on providing residents with accessibility, convenience and promoting an active lifestyle. We had successfully completed 1 Neighborhood Renewal Program (NRP) and 52 upgrading projects during FY 2011/12. To better serve and understand the needs of residents, the Strategic Planning and Outreach Committee (SPOC) was formed last year. New initiatives such as Town Hall Meetings and School Engagement programs were organized to reach out to the community. Leveraging on technology for communication, residents were provided with a platform where their feedback can be sent directly to the Town Council via their smartphones using iconnect@amk or through SMS/MMS via ifeedback. Moving forward, the Town Council will continue to practice financial prudence and implement cost cutting measures such as the installation of LED lighting, to curb the rising cost. As we seek to improve the channels of communication and interaction with our residents, we also hope to raise awareness, instill and improve social responsibilities so as to make our estate greener, cleaner and more conducive to live in. 2 Year 2011/12 The Financial Year 2011/12 was another progressive year for the Ang Mo Kio Town Council. Following the General Elections 2011 on 7 May 2011, Ang Mo Kio Town Council was reconstituted on 27 May Ang Mo Kio Town Council is to manage HDB properties of Ang Mo Kio GRC and Sengkang West SMC. Properties previously managed by Pasir Ris Punggol TC and Aljunied Hougang TC (12,609 units) were successfully taken over by Ang Mo Kio TC on 31 July 2011 while we handed over Nee Soon South Division s HDB properties (9,431 units) to Sembawang - Nee Soon Town Council. As a result, Ang Mo Kio Town Council managed 3,178 more units from 1 August 2011 onwards. We received feedback from residents of Sengkang West SMC, Jalan Kayu Division and AMK-Hougang Divisions that our existing offices are not easily accessible from their homes. To serve our residents better, a new Branch Office was set up at Blk 410 Fernvale Road and a new Service Centre was set up at Blk 662 Hougang Ave 4. These offices commenced operations on 1 October 2011 and 1 August 2011 respectively. In FY 11/12, we also experienced net growth in the number of properties managed. We took/handed over management of the common properties of the following blocks: Taken Over Teck Ghee Division (1,357 residential units) Blk 307A-C Ang Mo Kio Ave 3 Blk 308A-B Ang Mo Kio Ave 3 Blk 310A-C Ang Mo Kio Ave 3 Sengkang West SMC (1,335 residential units): Blk 434A-B Fernvale Road Blk 435A-C Fernvale Road Blk 446A-C Jalan Kayu Blk 447A-B Jalan Kayu ii) To strategically communicate, educate and outreach to the Ang Mo Kio GRC and Sengkang West SMC residents so as to get their participation on committing to make our estate a more pleasant place to live in. Town Hall Meeting Organized by its Strategic Planning and Outreach Committee, Let s Discuss! Town Hall Meetings were one of the Town Council s outreach and engagement initiatives. The first Town Hall Meeting took place at 410 Fernvale Road on 18 March The session was led by Chairman of Ang Mo Kio Town Council, Dr Lam Pin Min, Grassroots Advisers, Mr Inderjit Singh and Mr Ang Hin Kee, who engaged the residents to take ownership of their estate. Issues related to estate cleanliness, noise pollution and illegal parking at common areas were topics discussed during Ang Mo Kio s first Town Hall Meeting. The Town Hall Meetings will be held quarterly and will be rotated from one division to another. School Outreach Program Handed Over Kebun Baru Division (374 residential units) Blk 249 and 250 Ang Mo Kio Ave 2 Blk 251 and 252 Ang Mo Kio Ave 4 Strategic Planning and Outreach Committee (SPOC) Following the reconstitution, Ang Mo Kio Town Council identified a need to reach out to the residents and encouraged more participation from residents. The Strategic Planning and Outreach Committee (SPOC) was formed. In addition, a team of management staff was garnered to take up the role of Community Liaison officers to support the efforts. Key roles of the team include: i) To identify needy residents through our arrears management and refering these residents to relevant social welfare organizations for help. Many residents who have received such support have their lives improved and are appreciative of the assistance rendered in helping them settle the Town Council arrears. On 28 th February 2012, Ang Mo Kio Town Council launched its first outreach program to engage youths in education and to nurture good character who would be good catalysts in spreading good social habits at home, among their friends and in the community. 20 students from Ang Mo Kio Secondary School took part in the Awareness Poster Competition organized under this pioneer outreach program to convey the message on the dangers of high rise littering. Upgrading Programs Pertaining to the Town Council s estate management and improvement activities, the focus for the year 2011/12 was aimed at accessibility, convenience and promoting an active lifestyle for all ages. The Sinking Fund was used to expedite the following projects: 1
3 i) LUP (Lift Upgrading Program) iii) Community Improvement Projects Committee (CIPC) A total of 145 Blocks have undergone the Lift Upgrading Program (LUP) where new lifts are available for residents. 62 Blocks have completed their LUP while all remaining Blocks will be operational by the second quarter of Refer to Annex A (Page 4) on a summary of LUP projects (Apr May 2012). ii) NRP Completion at Cheng San - Seletar Division The function of the Community Improvement Projects Committee (CIPC) is to provide support for community improvement projects. Upgrading of existing playgrounds, construction of covered walkways, elderly fitness corner, drop-off point, and provision of banner structures, were some of the improvement projects undertaken by the Town Council to give residents greater convenience and accessibility. The Town Council utilized $5.25 million on the CIPC project and all projects were completed by 31 March Refer to Annex B (Pg 5) for a complete update on the CIPC project (Apr Mar2012) LED Lighting Project More than 75% of the residents were engaged for their participation, views, suggestions and consensus to mold the designs and plans of the Neighborhood Renewal Program (NRP). The project allows residents to enjoy new and improved integrated facilities within block and precinct levels. The $2.2 million NRP project for Cheng San-Seletar division covered Blocks Ang Mo Kio Ave 5 was completed in June The project was fully funded by the Government and was administrated and managed by the Town Council. Current NRP projects that are in progress includes: Yio Chu Kang division: Ang Mo Kio Ave 4 & 9 Blk 620, 622, 624, 626, , 632A Teck Ghee division: Ang Mo Kio Ave 10 Blk , 410, With the continuous increase in crude oil prices and electricity tariff, about 35% of our operating expenses went to water and electricity. The expenses will continue to rise if oil prices continue the upward trend. As such, AMKTC has implemented energy saving initiatives to curb the rising costs. One such project is the Energy Saving Project LED Lamp Replacement Program. Presently, the LED lighting project is in progress and will be completed in September The Total Savings expected from 253 blocks of flats being upgraded to utilize LED lights, is about $708, per year. Out of the expected savings of $708, per annum (pa), the co-sharing apportionment between the supplier and AMKTC is 65% and 35% respectively, which equals to savings of $248, per year to AMKTC for a period of 5 yrs. Therefore from the implementation, AMKTC is expected to save about $1.5 million in 5 years. 2
4 Community-In-Bloom NParks also provides residents with contact information on Town Council offices, services and conservancy charges, and the latest happenings in and around the estate. The Android version of was launched on 1 April 2011 to cater to other smart phone users. Garnering more than 2800 feedback since its launch in November 2010, iconnect@amk has received positive reviews with users citing it as good, useful and interactive and an ideal platform for them to communicate with the town council and promote interactivity. The Community-In-Bloom award, organized by National Parks Board (NParks), was introduced to create gardening communities in housing estates, educational institutions and organizations in Singapore. Awards are given to motivate community gardeners towards improving standards of their gardens and to promote gardening as a fun and healthy activity. With competition pushing standards higher, we managed to yield good results for this year s competition. We would like to congratulate our deserving winners for winning the Community-In-Bloom Awards. Winners can be found on Annex C (page 6) iconnect Upgrades Crowd Sourcing Community plays a Part To encourage community interaction and provide an efficient platform for resident feedback, the free iphone application, iconnect@amk version II, was launched on 1 November 2011 to allow residents to send feedback directly to the Town Council from their iphones. With the ongoing upgrading projects, we are now receiving an average of 200 feedbacks per month compared to an average of 120 feedbacks one year ago. Town Council Management Report During the last 2 TCMR assessment terms, the Town Council did well, scoring Level 1 in all areas and Level 2 for management. Moving forward, we will continue our efforts in educating residents on their cooperation to maintain or improve on our results.
