My Kampung In The City Jalan Besar Jalan Besar Town 5 -Year Concept Master Plan (Year ) Fostering Kampung Spirit Enhancing Community Living
MESSAGE FROM OUR MPs Assoc Prof Yaacob Ibrahim Minister for Communications and Information Minister-in-charge of Muslim Affairs MP for Moulmein-Kallang GRC (Kolam Ayer) The return of the name Jalan Besar is a nod to our roots just as our new 5-Year Concept Master Plan celebrates the kampung spirit of old. As we continue to build our unique home in the city, we embrace too the kampung camaraderie, the sense of community and bonding where everyone looks out and cares for each other. And that s a great place to come home to My Kampung in the City. Mr Heng Chee How Senior Minister of State, Prime Minister s Office MP for Whampoa SMC With the assimilation of Whampoa SMC into Jalan Besar GRC, residents can enjoy the excitement of being part of a big family one that is warm and welcoming. Together, we will leverage on this synergy to enhance your living environment and create a clean and comfortable environment, where enthralling spaces invite participation and meld groups of people into one united community. Ms Denise Phua Lay Peng Mayor of Central Singapore District MP for Moulmein-Kallang GRC (Kampong Glam) Vice Chairman of Moulmein-Kallang Town Council Our new Master Plan is about establishing a vibrant community with the kampung spirit, right in the heart of the city. This kampung-like community will be healthy and lively, all inclusive, well connected, green and clean, and give residents strong bonding and identity. Everyone young and old as well as able and not so able will be included. Nobody will feel left out in a community filled with neighbourliness and care. 2
MESSAGE FROM OUR MPs Mr Edwin Tong Chun Fai MP for Moulmein-Kallang GRC (Jalan Besar) Chairman of Moulmein-Kallang Town Council The transformation of our Town over the last 5 years is evident. The Town Council completed many projects such as covered walkways, playgrounds, fitness corners, and other recreational facilities. Various waterways, park connectors, MRT stations and upgrading programmes were also completed, providing residents with a more beautiful environment and greater convenience. These town improvements, coupled with our various engagement programmes, have brought about a more vibrant living environment for all. Dr Lily Neo MP for Tanjong Pagar GRC (Kreta Ayer-Kim Seng) Chairman of Tanjong Pagar Town Council Kreta Ayer-Kim Seng rejoins the Jalan Besar family and with your support, we will strive to provide you and your family with the best home by improving your living environment and uplifting your life. The hardware is important, more so the heartware. And that s what encapsulates the Jalan Besar kampung spirit a beautiful environment where people have a heart for each other. 3
MY KAMPUNG IN THE CITY The Design Methodology Jalan Besar 5-Year Concept Master Plan (Year ) Picture this. A vibrant community where people live and thrive, and enjoy coming home to and growing up in. It s sort of like a kampung where the community spirit is strong and everyone is looking out for one another. That s what the new Jalan Besar five-year concept master plan is all about creating My Kampung in the City. The new slogan depicts the urbanised Jalan Besar with a kampung spirit right in the heartland of Singapore. By reviving this warm characteristic from the past, residents can enjoy a quality of life that is safe, caring and progressive. Jalan Besar aims to build a community that is: HEALTHY AND LIVELY Individuals and families, both young and old, are provided with opportunities for a healthy lifestyle through ample fitness, sports and recreational activities. ALL INCLUSIVE Residents are engaged in community activities and encouraged to participate in nation building. Everyone is motivated towards achieving their personal and family goals in an uplifting environment. 4
MY KAMPUNG IN THE CITY The Design Methodology GREEN AND CLEAN Homes are brought closer to nature through innovative ways of allocating and providing green spaces within our estates, and people are inspired to live in an ecoconscious way. WELL CONNECTED Seamless links connect residents, including the elderly and persons with disabilities, in the estate and with neighbouring communities. Homes are linked to public transport systems for convenience and enhanced day to day living. STRONG BONDING AND IDENTITY A community that is built with a deep sense of national identity and resilient to the rich and evolving multicultural society of Singapore. 5
REVIVE. REINVENT. RELIVE. The Design Methodology The three-pronged approach to fulfilling this plan involves: REVIVE Re-energising the community by creating active community spaces that are vibrant and engaging with pockets of leisure green spaces for recreational use by all residents. RELIVE Reinvigorating spaces with strong identity and historical significance to strengthen identity and preserve heritage for a greater sense of belonging. 6
REVIVE. REINVENT. RELIVE. The Design Methodology REINVENT Upgrading facilities and revitalizing green spaces to engage all generations while promoting a sense of belonging. EVERY HAND ON DECK Building a kampung spirit requires the effort of everyone because it s not just about hardware but also heartware. It can only come to pass if the community learns to better care for the vulnerable, disadvantaged, elderly, disabled, and low-income and single parent families. Only with unity in a caring community can Jalan Besar be a true melting pot of different groups of people and a vibrant place to live in for all residents. 7
