2 2019 UNDER 16 GIRLS STATE CHAMPIONSHIPS OVERVIEW COMPETITION FORMAT Girls Divisions 1-12 teams split into two pools of 6. After the pool stage teams will cross over for semi-finals then playoff games. Girls Division 2/3 20 teams of four pools (A, B, C & D) of 5 teams. All teams play each other within their pool before being split into Division 2 and Division 3 on Day 3. The top three teams in each pool will be graded into Division 2 which will consist of four pools (AA, BB, CC & DD) of 3 teams. Division 2 teams will play each other within their secondary pool before crossing over for semi-finals and finals. The 4 th and 5 th placed teams from Pools A-D will be graded into Division 3 in which teams will cross over for quarter finals then semi-finals and finals. TIMING RULES All games will be played as per the current FIBA Rules with game timing as follows: 10 min quarters fully timed Quarter time 1 min, Half time 3 mins Overtime if required Periods of 3 mins with a break of 1 min Warm up time 3 mins 2 timeouts per team in 1st half, 3 timeouts in 2nd half, 1 timeout for each OT period TEAM CLASSIFICATION All pool placings shall be determined according to the number of competition points earned. Point Scores: Win 3 Points Loss 1 Point (includes default) Forfeit 0 Points In the event of two teams being equal for a position, preference will be given to the team winning the game played between the two equal teams. If more than two teams are equal for a position, preference will be given to the team with the best goal average between the equal teams. This is decided by: Points for = Points percentage Points against Only the games played between teams equal on points are counted towards determining the points percentage. FURTHER INFORMATION Each team competing in the State Championships must supply two Scoretable officials for each of their games Basketball Queensland will be supplying Spalding TF-Elite as the official game ball Teams will be issued with entry passes which are valid for the duration of the State Championship they are participating in ONLY The U16 Girls State Championships will operate under the 2019 State Championships Policy and the 2018 FIBA Rules. Please note for any rules that slightly differ between these documents the State Championships Policy takes precedent. If either set of rules are silent on a matter arising in relation to the State Championships, the BQ Competition Manager may decide about how the matter is to be dealt with. As part of nominating for the Championship teams accept the chosen format of Basketball Queensland and acknowledge that they must play under this format with no option to challenge it. 3 RULE Match Ball GAME RULES Size 6 for Females Size 7 for Males Match balls provided by BQ Spalding TF-Elite Max no. of Players 12 Playing numbers 0,00 and any number between 1-99 Scoretable Warm up Game time Half time interval ¼ & ¾ intervals Overtime Late Starts & Forfeits Time outs per team Substitutions Each team supplies 2 competent bench officials Duties may be decided amongst officials, however if there is no agreement: - Team A will be responsible for game clock & shot clock - Team B will be responsible for stadium scoring & chairperson 3 minutes Under 16-4 x 10-minute quarters full timed 3 minutes 1 minute Periods of 3 minutes each until result obtained (1-minute break after full time and in between overtime periods) The game clock will start at the scheduled start time with the team ready to play being awarded two points per minute. If the opposing team arrives within the 10-minute period, the game will be played from that moment (the clock will not be reset). If the team does not arrive within the 10-minute period, the game will be declared a 20-0 forfeit in favour of the present team. Five (5) charged time outs to each team per game. Two charged time outs can be requested by either team during the first half (1 st and 2 nd periods), and three (3) time outs during the second half (3 rd and 4 th periods). As per the 2018 FIBA Rules a maximum of two (2) timeouts can be used during the last two minutes of the second half. Unused time outs may not be carried over to any extra period, but each team may be granted one time out for each extra period. Request must come from the players to the scoretable personnel. For both teams when the ball becomes dead and the game clock is stopped. For both teams when the ball becomes dead after a successful last free throw. For the non-scoring team when a field goal is scored in the last two (2) minutes of the fourth period or the last two (2) minutes of each extra period. Time out duration 50 seconds with a 10 second warning. Both teams ready to play after 1 minute 24 second shot clock If the game is stopped because of a foul or a violation or for any valid reason committed by the team not in control of the ball, possession shall be retained by the same team that previously had control of the ball. If the resulting throw in is to be administered in the back court the shot clock shall be reset to 24 seconds. If the resulting throw in is to be administered in the front court and 14 seconds or more was displayed on the clock at the time the game stopped then the shot clock will not be reset but remain the same. If the resulting throw in is to be administered in the front court and 13 seconds or less is displayed on the shot clock at the time the game was stopped then the shot clock will be reset to 14 seconds. The clock is not reset if the same team retains possession for the following: - Ball having gone out of bounds - Player of the offensive team being injured - Jump Ball Situation - Double Foul - Cancellation of equal penalties against both teams (e.g., tech foul for each team) As per the FIBA Rules - following an offensive rebound after a field goal attempt or after a last/only free throw, the shot clock shall be set to 14 seconds. Technical Foul for use of Foul Language or Derogatory Remarks directed at Officials by Players Hot Weather Guidelines Technical fouls for use of foul language or derogatory remarks directed towards officials, where a referee believes an ejection is not warranted, shall result in the player being substituted from the game and sitting five minutes of playing time on the Team Bench, irrespective of score, number of players on the court or remaining time in the game. When the Official calls the technical foul, he/she is also to look at the clock and quote the time remaining. Scoretable officials are to note this on the match report sheet (e.g. 7:41 1st quarter), and the player can then re-enter the game at 2:41 or after (via substitution through the bench). All rules as per current Hot Weather Guidelines.
