3 1. Introduction Thank you for being a part of the Gold Coast Basketball representative season. The purpose of this document is to provide information and guidelines to you for the season. 1.1 Parent/Player Expectations As a representative of Gold Coast Basketball there are certain standards that are expected to be upheld at all times whilst being involved with your team. By agreeing to the parent/player agreement you have agreed to ALL the terms set by Gold Coast Basketball and must uphold this contract until the end of the season. These expectations are upheld when travelling and playing away from home. During state championships we expect all our players to behave in an appropriate manner. 2. Overview of Basketball Queensland Junior Basketball Competition (BQJBC) The Basketball Queensland Junior Basketball Competition (BQJBC) is a representative competition conducted in the South East Region of Queensland. The Competition consists of four grades, namely Premier League (Division 1), Southern Cup (Division 2) and Challenge Cup (Division 3), and Development Cup (Division 4) and exists for the Under 12 to Under 21 age groups. The purpose of the BQJBC is to provide competition pathways for the elite junior players in South East Queensland. The BQJBC is open for entry from all Basketball Queensland s affiliated Associations in the South East Queensland Region. The number of teams that each Association can submit is based on the number of registered juniors (excluding U10 s) that they have registered as at the date of the nomination forms being issued. The Governing body of the BQJBC is Basketball Queensland (BQ). 2.1 Basketball Queensland Website The Basketball Queensland Website is and contains information in regards to venues, seasons, results and fixtures. Please look under Competitions then Junior Competitions for information on BQJBC and the State Championships. For results of both of these competitions click on Draws & Results.

4 2.2 Venue Lists Please see below for venue addresses for the BQJBC Season 2.3 Season Structure The 2017/2018 season has 4 stages as follows: Stage 1 Gold Coast Basketball Representative Team Trials All trials for the will be held at Gold Coast Sports and Leisure Centre, Carrara, Nerang Broadbeach Rd.

5 Thursday 20th, 27th July and 3rd, 10th of August pm to 7.30pm - U16 and U18 Girls 6.00pm to 7.30pm - U16 Boys 7.30pm to 9.00pm - U18 Boys October 2017 Stage 2 BQJBC Grading Grading for Under 18's and Under 16s will be held on the 3rd and 10th September 2017, Grading for Under 12's and Under 14's will be held on the 19th and 26 of November, there will be no grading for the Under 21 age group. All Premier League Grading is normally held on the first weekend and Southern Cup and Challenge Cup Grading is held on the second weekend. Teams that finished in the top four of their age group two seasons ago will have automatic entry into Premier League and Southern Cup. Stage 3 BQJBC Season Under 12/Under 14 The BQJBC Season for the above age group runs from 27th January - 9th of June 2018 and includes 14 games, semis and finals. State Championships for both age groups will be held in July Under 16's The BQJBC Season for the above age groups runs from the 7th of October until the 17th of March 2018 and includes 14 games, semis and finals. State Championships will be held in of January Under 18's The BQJBC Season for the above age group runs from the 7th of October until the 26th of November and includes 7 games, semis and finals. State Championships will be held from the of January Under 21 Men The BQJBC Season for the above age groups runs from the 7th of October until the 17th of March 2018 and includes 14 games, semis and finals. There are no state Championships for this age group. Under 21 Women The BQJBC season for the above age group is run over 4 tournaments: Round 1-28th October 2017

All those competing in the BQJBC must abide by this Policy which can be found on the BQ website under Policies. The Policy consists of two parts as follows: 1. Permission to Train Please note GCCRBA do not accept Permission to Train Forms. Only full transfers are accepted by Gold Coast Basketball, which must be finalised prior to the trials. This is imperative as if an association had not granted a player permission to train and the player subsequently seeks a transfer, the Association accepting this player will be fined up to $200 and the player that breached the rule will not be

9 permitted to play representative basketball for a period of up to three (3) months. 2. Transfers - A transfer is required for any member wishing to change from one affiliated Club or Association to another. It is the responsibility of the accepting affiliated associations to ensure clearances and transfers are obtained prior to the commencement of the individual playing or training. Once a junior representative player transfer has been granted there is a mandatory waiting period whereby a player must wait one (1) calendar month from the date that the transfer is approved by Basketball Queensland before they can play representative basketball for a new association. 2.6 Grading The aim of the Grading Competitions is to grade teams into divisions for their relevant age group and gender where they will compete against teams of equal calibre. Grading Competitions are generally held for all Premier League Divisions (with the only exception being that the number of teams who have nominated to grading matches the number of positions available in Premier League) and in Southern Cup Divisions and Challenge Cup Divisions where there is enough teams to form a Challenge Cup and Development Cup competition also. The grading competitions will be held as per BQJBC Calendar. Rules regarding the number of teams permitted to contest grading are as follows: Top 4 teams from BQJBC two years ago gain automatic entry in to BQJBC Premier League in their new age groupings and thus will not contest grading (i.e. Top 4 teams in U12 Boys gaining automatic entry in to U14 Boys Premier League Competition). Eligible Associations are permitted to enter one team to contest Premier League Grading (for those Associations whose first teams have gained automatic qualification their second team may be entered in to Premier League Grading) All third teams from any Association must start the season in Challenge Cup and therefore cannot contest Southern Cup grading. At present there are five weeks between Grading and Round One, during this time the draw will be developed and sent to the Association, as soon as it becomes available it will be forwarded onto Team Managers.

10 2.7 Swap Over Challenge The Swap-Over Challenge gives the top two teams in Southern Cup the opportunity to play the bottom two teams in the Premier League, for their positions in Premier League. In age groups with three divisions the top two teams in Challenge Cup have the ability to play the bottom two teams in Southern Cup and in age groups with four divisions the top two teams in Development Cup have the ability to play the bottom two teams in Challenge Cup. Teams that can challenge and be challenged are determined at the end of Round Wildcard Challenge All teams who are in Premier League must nominate to Division 1 of the State Championships. At the completion of Round 14 however, the 7th and 8th placed teams can be challenged for their Division 1 position through the Wildcard Challenge by teams who competed in the Southern Cup Competition only. The format of the Wildcard Challenge Competition is set once all nominations are received. Please check the Basketball Queensland Website for more information. 2.9 Finals Eligibility Players must play a minimum of 40% of games in a team to qualify to play finals for that team. In the case that 40% would not be a round number then the total will be rounded up (i.e. 5.6 games becomes 6 games). Applications for Exemption to Eligibility Rule Teams may apply for an exemption to the finals eligibility rules only under the below circumstances: If a player does not qualify due to an injury. If a player misses BQJBC games whilst representing their State in National Junior Championships, or Australia on official national duties at national camps or playing for Australia. If a team is reduced to 8 or less players for finals an application can be made to bring an additional player in to the team. Should you need to contact a member of staff please use the information below to contact the applicable person to help you. Please do not contact Basketball Queensland directly as they have over 200 teams to manage and will only redirect you back to the Association. Pero Cameron - Development Manager Pero oversees all representative coaches he is the key contact for coaches and is the liaison between coaches and parents where necessary. In addition Pero oversees games, training venues, uniforms, apparel, equipment. An estimated costing will be available from team Management after the initial parent meeting. The confirmed costing will be communicated once known. These payments WILL NOT be debited from player s account if they are paying by our direct debit method as this is only applicable to the representative season fee. The deposit required will be communicated to all travelling teams once confirmed costs are known. For all other teams it is suggested that at the first team meeting, your team establish then and there whether they will be staying together as a team. Please note it is NOT compulsory for anyone to stay (Other than those travelling to Townsville/Sunshine Coast and Mackay in 2018). Arrangements should be made as early as possible as accommodation gets booked very quickly. Please contact Jennelle Cameron for budget and venue accommodation information if needed. IMPORTANT there are implications for players that withdraw from the team prior to State Championships, these include, but are not limited to: a season ban from representing Gold Coast Basketball in any competition, ineligibility from basketball in Australia if there are outstanding payments owing. If the player is travelling to a Northern or Central Queensland State Champs venue (and they withdraw prior to the state championships) they are still accountable for the entire costing that was outlined at the beginning of the season regardless of whether a replacement player is found.

13 The draw for State Championships is not released until approximately 2 weeks before the tournament commences, teams should expect to play at least two games per day. 4. Registration - IMPORTANT Representative Player registrations are renewed on the 1st of January each year. All Gold Coast representative players must re-register to play. All players MUST submit their registration and payment online via the Gold Coast Basketball website no later than the 1st of January. Failure to do so will result in the player in question not being able to take the court in Round 9. No Exceptions! This payment is totally separate and is NOT included in season fees. 5. Team list and Contact Details Each Team Manager will receive a full team list once the team is selected. The list will detail each player s parent names and their contact mobile number and address. This will also be sent via and all parents will receive a copy, please notify your team manager if you do not wish to share your information. Team Managers will also be provided financial status of players to assist timely payment of fees. 6. Medical Forms Medical forms will be kept on hand by the team Manager for his/her reference throughout the season. 7. Season ending Injury/Illness Any player that incurs an injury/illness during the season remains responsible for their season fees, including State Championships (for teams travelling to North Qld). In the instance that a replacement player is found, the departing player will be responsible for fees up to the time the replacement player joins the team. 8. Player Injury and Insurance The BQJBC is covered by B a s k e t b a l l Queensland's Insurance company V-Insurance Group. Information on Player Injury Insurance Cover along with the how to Process Claims can be found on the Basketball Queensland Website under About Us Resources & Policies - Forms. The Gold Coast Basketball Office does not handle insurance issues, if there is an injury at a GCCRBA hosted game then an injury report must be filled out (available from the court controller/sports med) at the time the injury occurred and signed by the Court controller.

14 9. Trainings The training schedule will be available when the team is named. It is expected that all players attend every scheduled training; even if you are injured you are still expected to attend training sessions as you may be missing important information. Unless you have a contagious disease or can produce a medical certificate you are expected to attend all team trainings, failure to attend a training session MAY affect your child's court time. If you are injured or have an illness you are also expected to attend all games in appropriate attire, (eg Gold Coast Warm up t-shirt and team shorts). The Team Manager is the first point of contact if a player is unable to attend trainings or games. The team training times and venues are set for the season. Any changes that need to be made will only be done so in extreme circumstances, or if venues are not available. 10. Uniforms 10.1 General Information Gold Coast Basketball uniforms are purchased through the GCCRBA Office at the beginning of the season. Additional apparel, bags, and balls are available throughout the season Uniform Clashes In the event of a uniform clash GCCRBA will provide an alternative White strip for the team to wear. Each team will have a set of white uniforms to utilise during the State Championships. 15 Supporters T-Shirt Backpack Duffle Bag 11. Scoring Roster Duties Team Managers are responsible for rostering parents on the scoretable for each game. Each game requires two parents (from each team) to fulfil scoretable duties. It is suggested that the roster be made available as soon as the draw is released so parents can organise themselves. If parents are unable to fulfil their duties it is up to them to find a replacement not the Team Manager. If any parent cannot perform their scheduled duty or find a suitable replacement they must pay the Manager $25.00 to find a replacement who will then be paid the $25.00, however this is not guaranteed (although we do encourage parents to help one another out and switch duties where possible) Scoretable There are four job assignments for scoretable: Clock 24 Second Clock Scorer use of stadium scoring system Chairperson - their job is to call the game to everyone on the bench, notify subs/time outs, clarify referee calls, show fouls with the paddles, switch the possession arrow, keep time for time outs. The "HOME TEAM" is responsible for the clock and the 24 second clock, the "AWAY TEAM" is responsible for the stadium scoring console and Chairperson duties - please note U12's do not have to use the 24 second clock but please schedule 2 people on anyway 11.2 Information and Courses Stadium Scoring is the method used in BQJBC this season. It is expected that all parents that are unfamiliar with scoretable duties complete a Level 1 scoretable course do this course in order to fulfil their duty during the season Game Day Bench If your team is the first named team on the draw (Team A), your team bench is on the left hand side of the scoretable if you are seated at the scoretable, facing the court.

16 12. Fixtures/Results Fixture and ladder information can be obtained from the Basketball Queensland website by visiting Fixtures & Results are posted on the Basketball Queensland website in the Draws and Results section which can be accessed by clicking on the Draws & Results Header on the home page. Click on the Junior Competitions link. Ladders are also posted once results have been obtained from the host association and can also be viewed by clicking the same link. Players, Coaches and Parents also have the ability to check individual player stats via the Draws/Results menu on the Basketball Queensland website 12.1 How to check player stats Once in Junior Competitions click on Results for the relevant BQJBC division eg- U12 Boys Premier League Once page has loaded click on Match Centre for the specific game eg-team A Vs Team B to view that game's statistics. Once page has loaded to view Season Statistics for a single player click on the name of the player at this time the player information profile will appear where you can click to view the player s full profile 12.2 How to check stat leaders Once in Junior Competitions click on Results for the relevant BQJBC division eg- U12 Boys Premier League To view overall player rankings for the entire competition click on Season Stats and then click complete list located underneath the table (i.e. Average Points). Statistics should be sorted by highest ranked to lowest ranked however if this does not occur click on the column in which you wish to sort by. For example to view all players by highest Average Points click on Av Pts. If you notice an error in the online stats please contact the GCCRBA office NOT Basketball Queensland. 13. Additional Information 13.1 BQJBC Game Rules BQJBC detailed rulebook is available for download on the Basketball Queensland website prior to the start of the season

17 RULE Match Ball Size 6 for Females and Under 12 & Under 14 Males Size 7 for Males Under 16 & Under 18 No of Players 12 maximum Playing numbers 4-15, 20 25, 30-35, 40-45, Stadium Scoring Use stadium scoring equipment provided at each venue Scoretable Each team supplies 2 competent bench officials. 24 second shot clock operator MUST be from host Association. Warm up 5 minutes where time permits. Can be reduced to 3 minutes if games are running late at the discretion of the Court Controller. Game time Under 12 and 14-4 x 8 minute quarters full timed Under 16 and 18-4 x 10 minute quarters full timed Half time interval 5 minutes where time permits. Can be reduced to 3 minutes if games are running late at the discretion of the Court Controller. ¼ & ¾ intervals Extra Time 2 minutes where time permits. Can be reduced to 1 minute if games are running late at the discretion of the Court Controller. 3 minute periods (1 minute break after full time and in between extra time periods) Time outs per team Five (5) charged time outs to each team per game. Two charged time outs can be requested by either team during the first half (1st and 2nd periods), and three time outs during the second half (3rd and 4th periods). Unused time outs may not be carried over to any extra period but each team may be granted one time out for each extra period. Substitutions Time out duration Request must come from the players to the scoretable personnel For both teams when the ball becomes dead and the game clock is stopped For both teams when the ball becomes dead after a successful last free throw. For the non scoring team when a field goal is scored in the last two (2) minutes of the fourth period or the last two (2) minutes of each extra period 50 seconds with a 10 second warning. Both teams ready to play after 1 minute

18 24 second shot clock (*NOTE- not to be used by Under 12 s) If the game is stopped because of a foul or a violation or for any valid reason committed by the team not in control of the ball, possession shall be retained by the same team that previously had control of the ball. If the resulting throw in is to be administered in the back court the shot clock shall be reset to 24 seconds. If the resulting throw in is to be administered in the front court and 14 seconds or more was displayed on the clock at the time the game stopped then the shot clock will not be reset but remain the same If the resulting throw in is to be administered in the front court and 13 seconds or less is displayed on the shot clock at the time the game was stopped then the shot clock will be reset to 14 seconds. The clock is not reset if the same team retains possession for the following: - Ball having gone out of bounds - Player of the offensive team being injured - Jump Ball Situation - Double Foul - Cancellation of equal penalties against both teams (eg, tech foul for each team) Technical Foul for use of Foul Language or Derogatory Remarks directed at Officials by Players Hot Weather Guidelines Technical fouls for use of foul language or derogatory remarks directed towards officials, where a referee believes an ejection is not warranted, shall result in the player being substituted from the game and sitting five minutes of playing time on the Team Bench, irrespective of score, number of players on the court or remaining time in the game. When the Official calls the technical foul, he/she is also to look at the clock and quote the time remaining, so the scoretable officials can note it on the scoresheet. E.g st quarter, and the player can then re-enter the game at 2.41 or after (via substitution through the bench). All rules as per current Hot Weather Guidelines. The following formula to be used to determine the result for a game that cannot be completed:- Game called off anytime in the first half. Will be replayed as per Section 16 Rescheduled Games of BQJBC Rules; however, a margin of 20 points or more will mean that the result will stand at the scoreline when the game is called off. Game called off anytime in the second half. Result will stand at the scoreline when the game is called off; however, a margin of 10 points or less will mean that the game will be replayed as per Section 16 Rescheduled Games of BQJBC Rules Game Protests If the Head Coach of your team wishes to lodge a protest, they must firstly inform the referee at the end of the game and complete the necessary paperwork as outlined in the BQJBC Rules. Following this a formal protest must be lodged with Basketball Queensland on Association letterhead on the

19 Monday following the incident occuring. An application fee of $ shall be submitted with any protest/appeal, which may be refunded if proven justified. Please contact Jennelle Cameron if you would like to proceed with any protest prior to contacting Basketball Queensland Codes Of Conduct GCCRBA Codes of conduct are available on the Association website, anyone found in breach of the codes will be reported to GCCRBA Complaints Any complaints against the actions of a coach, assistant coach, manager, spectator or any other person must be lodged in writing to the Development Manager and General Manager of GCCRBA. Please note if you have a complaint regarding an incident that occurred at an away venue please ensure you report this to your Team Manager who may report it to the Court Controller if necessary. - Insert amendments regarding correct paperwork to be processed 13.5 Zero Tolerance To ensure a safe and enjoyable playing environment for all players, officials and participants, Basketball QLD have implemented a Zero Tolerance Policy for inappropriate behaviour for Parents and Spectators in the 2017/18 Junior Representative season. The Policy will ensure that: 1. There will be zero tolerance shown towards any inappropriate or abusive behaviour from parents and spectators 2. Any parent/guardian and/or spectator who feels the necessity to: Persistently or willfully question or challenge the rulings of the referees Berate or abuse game officials i.e. referees and scoretable personnel Berate or abuse team officials Berate or abuse players Berate or abuse other parents or spectators Berate or abuse any game day official such as a Court Controller, Referee Supervisor, Association Representative or Basketball Queensland Representative. Display conduct which is inappropriate in a sporting environment will be asked to leave the venue immediately by the Court Controller. No warnings need be given in the event of the above action becoming necessary.

20 In addition to spectator behaviour being monitored by the Court Controller and Referee Supervisor if the referees have an issue with a spectator they may stop the game and get the Court Controller and inform them of what has occurred in order to have the Court Controller remove the parent or spectator. If at any stage during a game a referee believes a spectator needs to be observed for poor behaviour they may stop the game and ask the Court Controller to observe and monitor the spectator. The Court Controller will take any actions they deem necessary after observing the spectator (i.e. removing the spectator without warning) 13.6 Additional Purchases Under no circumstances are any players/parents expected to pay anything above what has already been agreed upon with GCCRBA. In the event that Parents/Managers would like additional extras, eg sweat towels, drink bottles, dvd's of games for all team members, this cost must be agreed upon by each individual before purchasing items and expecting parents to pay for them. Please contact the office for further information Social Networking/ Use of Image The use of Facebook and other social networking sites must be agreed upon by parents prior to being made available to players. Parents must also have full access to any pages/sites that are dedicated to the team as well as Gold Coast Basketball and GC Basketball Director of Coaching. Right to Use Image: I acknowledge and consent to photographs and electronic images being taken of me during my participation in any Basketball Activities. I acknowledge and agree that such photographs and electronic images may be used by The Association or BQ for promotional or other purposes without my further consent being necessary Fundraising Teams are encouraged to fundraise, we understand the costs involved on all families. All fundraising must be approved by the GCCRBA office prior to the event. For teams travelling North for the State Championships GCCRBA will assist in providing you with fundraising opportunities and provide you with a sponsorship letter template for support. Please note that if individuals fundraise more money than what they have paid out, they cannot be reimbursed this surplus in a cash payment, they will however, hold a credit at the Association for basketball related activities/expenses.

This costing is based on the number of training weeks / games and also includes the State Championships nomination fee. In addition this season the fee also includes the end of season presentation. For teams that are travelling to North Qld venues please note that your flights, accommodation, transport and food are NOT covered by this payment and an additional amount will need to be paid.
