2 Summary Purpose of MCCBL JV Program To provide an opportunity to play competitive basketball for as many 5 th and 6 th graders as equally as possible, and to do so while minimizing any advantage or disadvantage due to team size. 1) Games are 8 minute quarters, with a stop in play every 4 minutes for the first three quarters. These stops are for mandatory substitutions, not full timeouts, coaches must complete their substitutions immediately. 2) 5 on 5 off mandate - every player on the bench must enter the game for a 4 minute interval/period before a starting player (or other player that has had one turn) can return to play for a second turn. 3) If a team has Ten s or less must the coach must follow the attached mandatory rotations. 4) If a team has more than Ten s the coach must follow the 5 on 5 off mandate for the first three quarters. 5) No player re-enters the game for a second turn until all players have been in at least once. 6) Roster Rotation is allowed and encouraged for large teams except during playoffs. See the attached detailed explanation on page 3. 7) playing time requirements must be met regardless of how many kids are on the roster. The ten or less mandatory player rotations (charts attached) will meet this requirement. 8) No substitutions may be made during four minutes of play in the first three quarters unless there is an injury or a player gets in foul trouble. Foul trouble will be defined as three fouls in the first half of play or a fourth foul in the third or fourth quarter. 9) Free throws must hit the rim before any defenders enter the lane. 5 th grade boys, 5 th grade girls and 6 th grade girls may step over the free throw line after releasing the ball for a free throw. The shooter may NOT get their own rebound unless it is touched first by another player. 10) playing time doesn't count towards minimum playing time requirements. 11) No team with 10 or more players may have a player play consecutive 4 minute intervals for the first 3 quarters. (unless injury or foul trouble*). 12) No player may re-enter the game until ALL the players have played at least one 4 minute interval. A player may re-enter a second time as long as he/she is re-entering with the players who haven't played yet. 13) No player may enter a game for another player with injury or foul trouble unless all the players have entered the game. This replacement player becomes subject to the 5 on 5 off mandate at the next substitution. 2
3 Roster Rotation If a team has thirteen or more players on their roster, a rotation can be created in an effort to provide more Quality Playing Time to a reduced number of players in each game. This will be allowed during regular season games. For example, a team of eighteen can be split into three equal groups of six, and two of those three groups will attend every third game. The rotation should be three groups of equally balanced talent and kids should miss games as fairly as possible. The groups must be balanced. The primary intent is to avoid issues where parents and kids travel to away games only to play (or see their kids play) four minutes of basketball. The rule will also apply to home games in order to be fair. The league respects the value of the time invested by the parents, players and coaches. The Roster Rotation rule will not be allowed during playoffs. It is the intent of the league for each player to feel like a part of their team. Large team rotation rules will apply to these teams during playoffs, and teams are expected to bring their full roster of players to each playoff game. 3

This may help a large team when playing a smaller team. This is an acceptable rotation. 19
20 Final Guidelines Both coaches must demonstrate to the other coach and the referee prior to the game his/her substitution plan. This will demonstrate how he/she will play all his/her players fairly. Changes to this initial plan are permitted during the game as long as all substitution requirements are met. Any team found in violation of these rules will be subject to exclusion from the playoffs. All final decisions will be made by a JV Substitution Committee designated by the league s Board of Directors. 20
