3 A. DISTRICT ORGANIZATION: UIL DISTRICT 19-6A GENERAL POLICIES The Executive Committee of District 19-6A is composed of Principals or their designated administrator. The committee shall govern the district activities as established by the University Interscholastic League. Each school will be assessed an amount to be determined at the beginning of the school year for District expenses for all activities by the 19-6A Committee. All operating costs above the amount set by the committee each year, will be prorated at the end of the year and billed to District schools by the District Chairperson. Strake Jesuit High School will be assessed ½ of the 19-6A fees due to having boys sports only. The District Chairman for 19-6A will appoint a person to act as a Secretary/Treasurer. B. DUTIES OF DISTRICT EXECUTIVE COMMITTEE It shall be the duty of the District Executive Committee of District 19-6A to enforce all rules and regulations, to settle all disputes and questions of eligibility according to the Constitution and Contest Rules of the UIL (See Duties of District Executive Committee in 1

4 Constitution and Contest Rules of the UIL, Article 19, Section 2, Number 5, and Article 25, Section I, Number 4. C. MEETINGS: Meeting to properly administer UIL activities will be held as follows: 1. FALL: Meeting to be held in July/August to preview the year, especially the sports that start early- Football, Volleyball, Cross Country, and Team Tennis. 2. WINTER: Meeting to be held in November, December or January. Purpose to review remainder of year including setting spring meet dates and sites, naming of spring meet director general, and review sports to complete the year. 3. SPRING: Meeting to be held in May or June, to review the year, elect District Chairman (if applicable) and finalize all financials for the year. ADDITIONAL MEETINGS MAY BE CALLED AS NEEDED. D. POLICIES 1. SCHEDULING ACTIVITIES: The Executive Committee of District 19-6A discourages scheduling of UIL activities during the instructional part of the school day. As much as possible, all meetings and events involving students and/or staff will be scheduled not to require students or teaching staff to miss instructional time. The schedule must be approved by the majority vote of the Executive Committee. Schools may change time or location of event with approval from Principals, Coaches and Athletic Directors of teams that are involved. All other 19-6A Coaches/Principals are to be informed of the change. 2. REGULATIONS: GYMNASIUM REGULATIONS VOLLEYBALL AND BASKETBALL a. Signs allowed in gymnasiums with campus administrative approval. b. No noise makers per UIL c. Pep bands may perform pre-game, halftime and during timeouts. d. Any spirit promotion must be approved by Campus Administration. e. Game administrators are authorized to monitor and respond to proper fan/student/community behavior at all times before, during and after a contest. See 1208(n) MASCOTS, FIREARMS, PYROTECHNIC DEVICES, BALLOONS and MEGAPHONES. Live animal mascots, cannons, firearms, fireworks, etc., are prohibited 2

5 at League athletic contests. Except in their normal course of business, emergency vehicles shall not flash lights or sound sirens during the course of a game. Noisemakers are prohibited at League athletic events held in field houses and/or gymnasiums. Releasing balloons is prohibited at League athletic events held outdoors. 3. TEAM/INDIVIDUAL SPORT ELIGIBILITY FORMS Team/Individual Sport Eligibility forms must be sent to Asst. Athletic Director and/or Julie Vetterick, prior to the first contest. julieavetterick@katyisd.org Fax: STUDENT TRANSFERS: The District Chairman has the authority to sign-off on all student transfers in accordance with UIL rules if all information appears to be in order. GAME RESULTS: Game results should be called in to Chronicle and will be reported to the 19-6A sport statistician within the week of the competition. Sports statistician should statistics and game results to all Principals, Coordinators, and Coaches once a week. 6. VIDEOTAPING/PHOTOGRAPHY: Section 1208 of the UIL C&CR states, Any individual taping or filming must have permission from the schools involved in the contest and may not obstruct the view of other spectators of the contest. Use of films or tapes for commercial purposes must be approved by all schools involved in the contest. 7. ALL-DISTRICT TEAMS: An official All-District Team will be selected the week following completion of District play. All-District Teams will be released by the District Chairman after elimination of the District representatives from further play. Coaches will also identify academic All District teams composed of all varsity participants maintaining all A s & B s during their respective seasons. All student athletes, student trainers, and student managers are eligible to be nominated by coaches for the Academic All District Team. 8. DISTRICT PASSES: The Campus Principal of each member school shall distribute District 19-6A passes. The passes are to be used for admittance to all events by coaches, administrators, etc. A district pass will admit holder plus immediate family. 3

6 9. DISTRICT AWARDS: Team sport champions will purchase their own trophy. Kim McLaughlin will purchase standard awards for individual sports meet/tournament events and forward these to the director hosting the event. 10. SPORTSMANSHIP: If the home or visiting school officials feel that poor sportsmanship has been displayed during an athletic contest, the Principal and Athletic Administration shall be notified of the event and appropriate action will be administered. The offending school s Principal will contact the other school involved to report the incident. 11. NOISEMAKERS for outside venues: Any noisemaker that is not considered part of the school band is prohibited. 12. INCLEMENT WEATHER POLICY: Any varsity game that is cancelled or suspended will be made up at the next available date. For any suspended contest, coaches must follow UIL, NFHS and/or NCAA policies. See sport specific governing body for the definition of a complete game. A make-up game will not supersede any previously scheduled game. 13. FOOTBALL GATE REVENUE: Each home team will receive 100% of the net gate receipts and be responsible for all game expenses. This is a two-year contract, with parties agreeing to play a return game on a corresponding date in 2015 at the opposite site. 4

7 METHOD OF DETERMINING CHAMPION & DISTRICT PLAYOFF REPRESENTATIVES Unless modified in 19-6A Team Sports Policy A. Method of Determining District Championship Each team shall play every other team in the district twice. At the end of the season, the team with the highest percentage of district wins will be champion (point totals in soccer), next highest percentage of district wins will be runner up; next highest will be third place, etc. If two or more teams are tied for first place, co-champions, or tri-champions will be declared. B. Method of Determining Playoff Representatives The top four teams with the highest winning percentage (point totals in soccer) as described above will advance to the playoffs. These teams will be ranked as Champion(1 st ), Runnerup (2 nd ), Third, and Fourth places. If teams are tied for a playoff position refer to policy C. C. Ties Policy If two or more teams are tied for a playoff representative position after ranking by winning percentage (point totals in soccer), the following methods will be used. Method 1 Two teams are tied One team wins both contests- If one team won both contests against the other team the winning team will receive the higher rank Teams split the two contests- If the both teams each won one contest against the other the following methods of breaking the tie will be followed: Option A Coaches may place teams in Playoff ranking, if mutually agreed upon by both Head Coaches. (ex. Team A and Team B finished tied for the 2 nd and 3 rd playoff positions. Team A and B Head Coaches agree that Team A will be 2 nd ranked and Team B will be in 3 rd ranked) Teams split the two contests- continued Revised 04/28/14

8 Method 2 If there is no mutual agreement on the ranking of the teams by Option A the coaches may choose Option B to determine ranking. Option B- Coaches may flip a coin to determine playoff ranking, if mutually agreed upon by both Head Coaches. The winner of the flip will receive the right to choose which of the playoff rankings they will receive. (ex. Team A and Team B finished tied for the 2 nd and 3 rd playoff positions. Team A wins the flip. Team A chooses to receive the 3 rd ranking. Team B would receive the 2 nd ranking.) If there is no mutual agreement on using Option B to determine ranking, then a playoff game will be scheduled. Playoff Contest-The details of the playoff game (date, time, site, officials, etc.) will follow the U.I.L. guidelines for single playoff contests. The winner of the contest will receive the right to choose which of the playoff rankings they will receive. (ex. Team A and Team B finished tied for the 2 nd and 3 rd playoff positions. Team A wins the playoff contest. Team A chooses to receive the 3 rd ranking. Team B would receive the 2 nd ranking.) Three or more teams are tied Step One - Contests among the teams that are tied will be looked at as if it were a "Mini-District." The team within that group who has the highest winning percentage (point totals in soccer) will be given the highest rank. - If a two way tie exists for the top ranking after ranking the teams by percentage, then Method 1 will be used to determine the top ranked team. Step Two - Once a team is awarded the highest rank and removed from the "Mini-District" pool, the tie breaking process will start anew using Methods #1 or #2 above. Three or more teams are tied- continued Step Three -If after ranking the teams in a "Mini-District" format a tie exists between three or more teams the following methods of breaking the tie will be followed: Revised 04/28/14

9 Option C Coaches may place teams in Playoff ranking, if mutually agreed upon by all Head Coaches. (ex. Team A, Team B, and team C finished tied for the 1 st, 2 nd,and 3 rd playoff rankings. All Coaches agree that Team A gets the 1 st ranking, Team B gets the 3 rd ranking, and Team C gets the 2nd ranking) If there is no mutual agreement on the ranking of the teams by Option C the coaches may choose Option D to determine ranking. Option D- Coaches may have a random selection process such as flipping coins or drawing lots to determine playoff ranking, if mutually agreed upon by all Head Coaches. The winner of the random process will receive the right to choose which of the playoff rankings they will receive. (ex. Team A,Team B, and Team C finished tied for the 2 nd, 3 rd, and 4 th playoff rankings after looking at the Mini- District Rankings. Team A wins the random selection process. Team A chooses to receive the 3 rd ranking. Team B and team C would also be ranked by the chosen random selection process. If there is no mutual agreement on using Option D to determine ranking, then a series of playoff games will be scheduled. Playoff Contest-The details of the playoff games (date, time, site, officials, etc.) will follow the U.I.L. guidelines for single playoff contests. Three team Playoff -In a three team playoff scenario one team will receive a bye using a random selection process. A maximum of two contests will be played to determine playoff rankings. (ex. Teams A, B, & C are tied. Team A receives the bye. Team B & C will play a contest to determine a winner. The loser of the contest between B & C has the right to the third choice of playoff rankings. Three or more teams are tied- continued Three team Playoff continued The winner of the game between B & C and team A will then have the Choice of Option A or Option B. If there is no mutual agreement then the winner of the playoff contest between the winner of B & C and team A will have the first choice of playoff ranking. The loser will have the second choice of playoff ranking. Revised 04/28/14

10 Four team Playoff -In a four team playoff scenario teams will be matched using a random selection method. There will be a maximum two rounds (four contests) to determine playoff rankings. The first round contests should be at similar times The winners of the first contests and the losers of the first contests will be matched in second round contests. Both the winners and losers may chose Option A or Option B to determine choices of playoff rankings. If no mutual agreement can be reached the winners of the contests in the second round will have the higher choices of playoff rankings.(ex. Teams A, B, C, & D are tied. Team A plays team B. Team C plays team D. Teams A & C win the first round contests. Team A & C will be matched against each other and Teams B & D will be matched against each other in the second round. The winner of the contest between A & C will have the first choice of playoff ranking. The loser of the contest between A & C will have the second choice of playoff ranking. The winner of the contest between B & D will have the third choice of playoff ranking. The loser of the contest between B & D has the right to the fourth choice of playoff rankings. Second round contests that will not determine a playoff ranking will not be played. Five or more team Playoff -If five or more teams are tied for a playoff position a random selection process will be used to reduce the number of teams remaining to four. Once the four teams have been established the tie breaking process will return to Step Three in Method Two Revised 04/28/14

11 DISTRICT 19-6A VOLLEYBALL POLICIES 2015 SEASON I. GENERAL STATEMENT All policies contained in the general policy section of District 19-6A policies apply to volleyball. Note: U.I.L eligibility sheets are due to Julie Vetterick, prior to your first varsity match. II. OFFICIAL BALL The Baden 15-0, the Tachikara SV5W, Molton, Tri-Colored Ball, Wilson or the official state tournament ball (Baden) will be used for all district matches. (Home team will have preference.) III. TIMER, SCOREKEEPER AND LIBERO TRACKER Home team will provide an official timer, libero tracker and an adult scorekeeper. An adult scorekeeper will be required at the varsity level. All matches will be played with no time limit. It is recommended the home team provide adult lines people for varsity games. IV. WARM-UP Each team will be allowed five (5) minutes of shared ball handling on the competition court at the conclusion of the previous match if another warm-up space is not available. Each team will be allowed five (5) minutes on the net alone. Both teams will then be allowed two (2) minutes together for serving The coin flip between coaches and captains to determine serve/receive or side will be conducted prior to any warm-up time on the clock - whether ball handling or individual net time. V. RULES The National Federation of Rules shall govern all district matches. Rally scoring will be used according to UIL guidelines. Sub-varsity matches will be two out of three 25 point games with 30 point cap. Varsity matches will be three out of five 25 point games with no cap. A fifth Varsity game will be to 15 with no cap. VI. MATCH DAYS AND TIMES Home team provides at least fifteen (15) properly aired up warm-up balls in a cart or rack and will provide a cooler of water for the visiting teams (each team will be responsible for bringing their own water bottles or cups). Matches will be played on Tuesdays and Fridays at the following times: On Campus Gym 1: 4:30 pm Junior Varsity Gym 2: 4:30pm Freshmen A Gym 1: 5:30pm Varsity Gym 2: 5:30pm Freshmen B The 4:30 pm matches will start as soon as possible as agreed upon by the coaches of each participating team. Each varsity team will be guaranteed a seventeen (17) minute warm-up. In the instance the officials do not arrive on time, the coaches of the participating teams shall begin the match until the official(s) arrive unless it is a varsity contest. Only by mutual consent of both coaches shall a varsity match be started with fewer than two officials.

12 VI. MATCH DAYS AND TIMES continued Visiting teams shall be ready to take the net immediately at the conclusion of the previous match in order to keep warm-up between matches to a minimum. Home team will notify the visiting team with one week s notice if any special events are happening on the date of the match. Examples: Homecoming, Parent s Night, Junior High Night, Senior Night, Religious Observances, etc. In the case of a Homecoming Football game on a Friday, the Varsity match will be played as the first (1 st ) match as determined by the requesting school. Requesting coach must notify the other school s coaches, athletic director, and principal. Any other changes must be by mutual consent of the Head Coaches, Principal, and District Athletic Directors. VII. MATCH RESULTS The home team will call the Houston Chronicle with the varsity match results and each teams kill leader after the completion of that night s match. Coaches will send results in to a statistician the week of the competition. Statistician will send results out to the Coaches, Principals, and Athletic Directors weekly. VIII. VENUES NOISEMAKERS No noise makers or megaphones allowed in venues, per UIL Rules. Only the home team can provide warm-up music. If the visiting coach requests that the music be turned off during their warm-up at the net, the home coach must comply. SIGNS Only the home team may put signs in the gym. Only hand held signs no larger than 12 by 12 are permitted. Signs must be approved by campus administrator. AUTHORIZED PERSONNEL ON COURT Only authorized personnel will be on the court before the matches and between games. This would be inclusive of volleyball coaches, players, and managers/trainers, officials, and school administrators. Players must be in court shoes and team attire to be on the playing court. IX. FILMING OR VIDEOTAPING District schools are not allowed to exchange videos or films of district matches to schools outside of District 19-6A. X. ALL DISTRICT TEAM SELECTIONS At a meeting (called by the seventh (7 th ) place team s coach after the district champion is determined, on the second (2 nd ) Wednesday after the District Certification Deadline), the varsity coaches will select an All District Team. A. Most Valuable Player, Outstanding Setter, Outstanding Hitter, and Outstanding Defensive Player will not be a member of the First Team All District. They will be nominated and voted on separately by the coaches. The player with the highest number of votes will be named the district MVP. If one team gets ALL 4 special awards then they give up their First Team Selections to drop down

13 If one team gets 3 out of 4 special awards then they give up 2 of their First Team Selections to drop down If one team gets 2 out of 4 special awards then they give up 1 of their First Team Selections to drop down B. First Team All District Team Members: Total of twelve (12) 1 st place team = 3 slots 2 nd place team = 3 slots 3 rd place team = 2 slots 4 th place team = 2 slots 5 th -8 th place teams = 2 at large slots Second Team All District Team Members: Total of twelve (12) (at Large) Players are nominated by their own coach. All coaches vote and vote for 12. Coaches can vote for their own players. At large spots are voted on (athletes come from 5 th -8 th place teams. Drop Down votes are voted on (athletes come from all teams). C. Coach of the Year will be nominated and voted on by coaches at the All District Meeting. D. An Honorable Mention team will be composed of not more than two (2) players from each school that are chosen by each school s coach. E. Voting Guidelines 1. Coaches nominate their own players. 2. Coaches may vote for their own players. 3. The players with the most votes will be on each respective team. 4. In event of a tie, a vote of the tied players will be taken. a. There will be no addition to the nomination. b. The coaches of the players involved may not vote for their own player. F. The seventh place team coach must send a completed list of the All District Team to both athletic departments. G. This information will not be released to the public or the press until there are no more district teams in the play-offs. H. Academic All District Team The policies contained in the District 19-6A general policy section regarding the All-Academic Team, Section VIII, shall be followed. Coaches are responsible for their nominees. Coaches will need to bring information/data about their nominees to the district meeting. XI. METHOD OF DETERMINING DISTRICT VOLLEYBALL PLAYOFF REPRESENTATIVES The 19-6A volleyball teams will follow the general policy of determining the playoff representatives located in the 19 AAAAAA General Policies. 15 DISTRICT 19-6A FOOTBALL POLICIES for the SEASONS GAME INFORMATION: OFFICIALS Game officials add other two for 7 man crew (referee, linesman, umpire, field and back judge) shall be agreed upon by the two coaches and shall be paid according to Interscholastic League Rules. The chainmen and down box men shall be members of the Officials Association and are to be secured by the home team. CLOCK An electric clock, if available and in good working order, shall be used as official time. It is recommended that home teams have a 40 second clock for game use. The same rule will apply for the 40 second clock in the end zone. TIMER The home team shall be responsible for the official timer. BALL Any NCAA approved leather football with stripes may be used. Each team shall furnish as many game footballs as necessary in new or game playable condition to the officials prior to the game for their approval; these are the only footballs to be used during the game. If the visiting team wants to use a different brand of game ball, other than that furnished by the home team, then the visiting team must furnish its own ball. NOTE: The visiting team may opt to use the home team s ball at any time of the game. GAME JERSEYS The home team shall wear colored jerseys and the visiting team shall wear white jerseys. Any change would be by mutual agreement of the coaches of the schools concerned. Numbers the NCAA numbering system is to be followed. PREGAME COURTESY The Coach or Athletic Director of the home team shall provide sports drink, ice, dressing rooms, etc. for the visiting team. He should also inform the coach of the visiting team which side and end of the field to use for pregame warm-up. 16 DISTRICT 19-6A FOOTBALL POLICIES for the SEASONS PREGAME POLICIES The game field shall be available to teams only, up to two hours prior to kickoff. The two teams shall have the field uninterrupted for one hundred five (105) minutes prior to fifteen (15) minutes before game time and NO OTHER pregame activity can be started before fifteen (15) minutes of the game time, unless both teams are notified earlier in the week. SCHEDULE FOR PREGAME The time schedule will be as follows: Countdown starts before game Team Warm Up on Field: 90 min Coin Toss (FH): 15:00 GSL: 14:00 Intro Cheerleaders: 10:00 Visitor School Song: 8:00 Home School Song: 7:00 Starting Line-ups: 6:00 Players return to field: 5:00 National Anthem: 3:00 Simulated Coin Toss: 1:00 Kick Off: 0:00 HALF-TIME POLICIES The HALF-TIME periods shall be twenty-five (25) minutes. A maximum of twenty-four (24) minutes shall be allowed for band and drill squads. Each school shall be allowed a total of twelve (12) minutes. The official game timer shall keep the twenty-four (24) minute period by running the field clock. It shall be the responsibility of the Athletic Director and the Principal of each school to enforce this procedure. The clock will start for halftime on the signal from the referee when both teams clear the field. Each district school will be permitted one extended halftime (28 minutes) for Homecoming or other activity as they see fit (a home game only). Directors of both visiting and home musical groups are asked to see that their organization does not use more time than they are allotted. Directors are to see that all bands and performing groups stay behind the restraining line until time runs out on the game clock. 17 DISTRICT 19-6A FOOTBALL POLICIES for the SEASONS GAME PROCEDURES TICKETS All tickets allotted to the visiting team by the home team shall be delivered to the visiting team by Monday of the week of the game. Host schools shall provide up to 50% of the stadium seating to the visiting school. The ticket booth for all district football contests will remain open at least through the third (3rd) quarter of the game. (If an individual leaves a football game before it ends and wants to return, he must purchase a ticket.) GAME PASSES The home team shall give a reasonable number of working passes. Katy ISD and Jesuit may admit personnel to games per their district's policy. All school sponsored, uniformed groups are to be admitted to the game free of charge. All bus drivers and sponsors must wear identification badges. SIDELINE PASSES Katy ISD and SJCP will adhere to their own sideline policies. Issuance of these credentials will be by the home I.S.D. Central Athletic Staff. Credentials will only be honored at issuing stadium. All photographers and newspaper personnel, on the field, will be restricted from being inside the designated sideline team area. SECURITY It is the responsibility of the home team to provide proper security for all home football game contests. A minimum of two (2) security officers will be provided for the visitor's side at varsity football games. Coaches should monitor players after the game on the field and in the parking lot. INSIDE PLAYING AREA Only cheerleaders, student photographers, students to carry mascot (designated by Principal), and uniformed groups (band & drill team) will be allowed free admission and entrance inside the playing area. Home team playing area plus sideline policy will be followed. VICTORY LINES Victory lines on the field shall be limited to drill team squads, pep squads, and cheerleaders (in uniform). Adults are permitted to line up behind the goal posts and off the playing field. NOISE MAKERS Air horns, bells, whistles or other mechanical noise makers are prohibited in all District 19-6A athletic football contests, including sub-varsity contests. 18 DISTRICT 19-6A FOOTBALL POLICIES for the SEASONS PHOTOGRAPHERS Only official press photographers or photographers representing schools involved shall be permitted to operate along the sideline. Photographers representing visiting school shall bring with them letters of introduction from their Principals or Athletic Directors. FIELD PHONES Each school shall provide their own press box to field communication system and will be responsible for it working properly. The two teams are independent of one another and their field phones proper function is solely the responsibility of each team. No team will be asked to stop using theirs in the event one team s field phones are not working. SPORTSMANSHIP If the home or visiting school officials feel that poor sportsmanship has been displayed during an athletic contest, the head coaches shall be notified. Post-game display of sportsmanship (handshakes) format is to be decided upon by mutual agreement of participating school prior to the contest. After the contest, once a band has started to play a school song the other band should wait to start its school song until the first band is finished. After the contest no team huddle or grouping should extend past the hash marks on their side of the field. TEAM VIDEO PERSON Video cameramen will be admitted at the pass gate or arrive with the team. A district pass should be issued to the cameraman. Individual stadium guidelines will determine whether a press box pass is needed. SCOUTS Use THSCA or TGCA Membership Card, or district issued credentials (holder plus one) as pass. Each school may be limited to three press box seats for scouts for each team to be scouted. SPORTSWRITERS/NEWS REPORTERS At district games, sportswriters and news reporters shall be required to occupy space provided for them by the home team. Such space is to be in the press box or other location removed from the sidelines. BROADCASTING The visiting school shall notify the home school of the name of the radio station that has permission to broadcast the game. Superintendents, or other designees of the two school districts involved, will approve or disapprove broadcasting of games. GAME RECEIPTS Home team will pay all game expenses and retain all gate receipts. Visitor pre-sale ticket receipts should be sent to the home team via check in a timely manner. CHANGING ORIGINAL SCHEDULE Dates of district games may not be changed without the consent of the district executive committee. A team in this district changing a non-district game date must notify all district opponents at least one week in advance of the game. However, if something in the order of a natural disaster should occur so that the teams could not play on the scheduled day or time, they shall play on the first available playing date. The district teams should be notified. GAME TAPE EXCHANGE POLICY Football teams of District 19-6A will exchange three (3) games by HUDL. These may include the last game prior to your contest and any two games selected by your opponent. The first two games will be exchanged on Monday, two weeks prior to the game. If both teams play on Friday, the exchange of the most recent (last) game or any third game video will be by 8:00 a.m. on Saturday. If any games are played on Saturday, trade of the previous game will take place on Sunday morning by 8:00 a.m. All game videos which are traded are to be complete games, of good quality, not edited in any fashion. It is unethical to trade edited game tapes. Any coach found doing so will be subject to disciplinary procedures of the District Executive Committee. Videos to be exchanged shall be a "tight copy" and a "wide copy for all three games. All three games should be O/D/K. Tight Copy This video should be framed to meet the following criteria: Width should be from the deepest linebacker to the deepest offensive back including the tight end box at both ends of the line of scrimmage. Wide Copy This video should be framed to meet the following criteria: Width should be from the deepest defensive back to the deepest offensive back including all wide receivers and cornerbacks. NOTE: A member school of District 19-6A shall not allow the use of a game video or scouting report to any outside school for use in a game with a District 19-6A school during state playoffs. 20 DISTRICT 19-6A FOOTBALL POLICIES for the SEASONS INCLEMENT WEATHER POLICY If a game cannot be completed on the date scheduled then the following policy will be followed: Games scheduled for Friday night canceled by rain or inclement weather: Options: Find another site and play the game on Friday night as scheduled: a) Option to go to visiting school, if mutually agreeable; b) Option to find a neutral field. Play Saturday at original site, visiting site, or neutral field: a) Mutual agreement and/or b) District executive committee action. If conditions exist which do not permit any of the above persist: The district executive committee may reschedule district games for Monday night pending UIL approval. Then the game scheduled for the following Friday must be rescheduled for Saturday, to meet the five-day interval requirement of the UIL Football Plan of the Constitution and Contest Rules. Note: It may be necessary to have the district executive committee reschedule a number of games. For non-district games - agreement between two schools involved. The final results for a Saturday game that cannot be completed or Friday game that is not rescheduled will be determined by: If the game did not reach half-time, it will be considered a no contest unless the U.I.L. permits a continuance as requested by the District Executive Committee. A game that reaches halftime or beyond before the stoppage of play will be determined a final score. If the score is a tie it will be recorded as a ½ win and ½ loss. Note: The restart time of any suspended game on Saturday night should be set so that the end of the first half ends no later than 12:00am. Every effort will be made to determine playoff representatives by what was done on the field. Method of Determining District Football Championship Each team shall play every other team in the district. At the end of the season, the team with the highest percentage of district wins will be champion, next highest percentage of district wins will be runner up; next highest will be third place, next highest will be fourth place. If two or more teams are tied for first place, co-champions, or tri-champions will be declared. Method of Determining Playoff Representatives The top four teams per district advance to the playoffs. The qualifying schools with the largest enrollment automatically advance to Division I bracket. The remaining qualifying two schools advance into Division II bracket. When seeding the two teams within the either division, the team with the higher winning percentage will be listed as the "winner" and the team with the lower percentage as the "runner up." Method 1 Two teams are tied The winner of the contest between the two teams will receive the higher rank. Method 2 Three or more teams are tied Step One Contests among the teams that are tied will be looked at as if it were a "Mini-District." The team in that group with the highest winning percentage will be given the highest rank. If a two way tie exists for the top ranking after ranking the teams by percentage, then the winner of the contest between the two teams will receive the higher rank. Once a team is awarded the highest rank and removed from the "Mini-District" pool, the tie breaking process will start anew using Methods #1 or #2 above. Step Two If after ranking the teams in a "Mini-District" format a tie exists between three or more teams, a "Positive and Negative Point Differential" will be used to determine the highest ranking team. (A maximum of 21 positive or negative points can be accumulated in any one game.) If a two way tie exists for the top ranking after ranking the teams by "point differential", then the winner of the contest between the two teams will receive the higher rank. Once a team is awarded the highest rank and removed from the "Mini-District" pool, the tie breaking process will start anew using methods #1 or #2. Step Three If after ranking the teams in a "Mini-District" and a "Positive and Negative Point Differential" format, a tie exists between three or more teams, a coin flip will be used to determine the highest ranking team. 27 DISTRICT 19 6A TEAM TENNIS POLICIES FALL 2015 I. DISTRICT TEAM TENNIS CHAMPIONSHIP The top four teams advancing to the playoffs will be determined as follows: A. Seeding: All teams will play a single round-robin format to determine the seeding for the top four teams. B. Ties: If two or more teams tie for any position after the round robin is completed, the winner will be determined by head-to-head wins first by the teams involved. If the tie is not broken, look at the number of individual match wins against the teams. If the match count is tied, the count will go to the number of sets won. If the number of sets won is tied, then count the number of sets lost. II. III. IV. District Team Tennis Trophy District 19-6A will provide trophies for the 1 st and 2 nd place teams. Tennis Balls: The home team will provide the balls for each match. Sportsmanship / Court Conduct: All UIL rules are to be strictly enforced by coaches and players. 28 All postponed varsity matches are to be played on the next available playing date in the order in which they were originally scheduled. Any extenuating circumstances deviating from this policy must be approved through the district athletic office. No makeup match is to take precedence over a previously scheduled match. Matches are to continue at the point of suspension of play. Sub-varsity teams are not allowed to play twice in one week even for makeups. Unless both coaches agree to play after school on a Friday or after the regular season ends, sub-varsity rainouts will not be played. VII. Coaching: Coaches may instruct their teams per U.I.L. rules. VIII. Team Line-ups: A. Varsity round-robin matches 1. Coaches should provide a lineup to the opposing coach before each match. 2. Players may only move positions according to UIL and Regional Tournament lineup format rules. This rule applies to both singles and doubles. All player moves are to be based on competitive, inter-squad challenges 3. If a player becomes eligible during the round-robin play or before the final tournament and has not been placed in the ladder previously, he/she will be placed in the line-up in the appropriate place based upon his/her challenge ranking. IX. Area Tournament A. The area tournament will consist of the top four teams from District 19-6A and District 20-6A. The 1 st place teams will play the 4 th place team of the opposite district and the 2 nd place team will play the 3 rd place team of the opposite district. Format for all matches will be 2 out of 3 sets, no-ad, with match tiebreak at one set all. The match will conclude when a team reaches 10 wins. The four winners will play in the area 1 st round as shown: 1. 33 DISTRICT 19-6A SOCCER POLICIES 2015/2016 I. METHOD FOR DETERMINING DISTRICT CHAMPION AND TIE BREAKER A. District Champion and runner-ups will be determined by a point system. Three points for a win, one point for a tie, and zero points for a loss. B. If TWO teams tie for either first, second, third or fourth place, the following order of procedures will be used to determine the placement: a. Head to head: If one team has come away from the head to head match up with more points (a win and a tie or two wins), that team will be declared the winner of that tie. b. If teams are still tied, then **goal differential (see below) between the teams involved will be used to determine placement (3 goal maximum per game). c. If both teams are tied in goal differential then a coin flip will determine placement for advancement into the state playoffs. Coaches can mutually agree on seeding in playoffs at this stage in place of the coin toss. However, both coaches need to be in agreement with this decision. If there is any discrepancy, the coin toss will take place. Winner of the coin toss will choose the seed. d. If teams are still tied after head to head and goal differential then a playoff game will be played to determine who advances. C. If THREE or MORE teams tie for either first, second, third or fourth place, the following order of procedures will be used to determine the placement: a. Head to Head comparison between the teams involved will be used first. Using the point system described in A above. b. If any team is still tied, then **goal differential between the teams involved will be used to determine placement (3 goal maximum per game). If still tied, move to step c. c. If teams are still tied, Coaches may agree to place teams in playoff ranking, if no mutual agreement on the ranking of the teams can be reached then coaches will draw lots/coin flip to determine playoff ranking. d. If teams are still tied after head to head and goal differential then a playoff game will be played to determine who advances. **Goal Differential Explained: The difference in goals scored versus allowed in a given game. We allow a maximum of only 3 goals to be added or subtracted from goal differential per match. Example: If team A wins 6-2 over team B, team A would be assigned +3 and team B would be assigned -3 for that match. II. ALL-DISTRICT SELECTION A. All District selection meetings will be held at the coaches discretion.

34 III. IV. OFFICIALS (UIL guidelines will be followed) A. A minimum of a two man system is desired for each district game. B. If the referees are not present, the game will not be delayed longer than 45 minutes waiting for the officials to arrive. C. If only one referee is present, the game may be played by mutual consent of both coaches. OFFICIAL BALL A. Any ball, that is NFHS or FIFA approved or sanctioned. The home team will be responsible to a minimum of 3 identical game balls. B. Ball Management a. Minimum of 2 people to run balls for the varsity games, provided by the home team. V. GAME TIMES AND DATES A. A team s warm-up time on the game field will be determined by the duration between the end time of the JV game and the scheduled start time of the varsity game. (For example, if the JV game ends at 6:25 and the varsity start time is 7:00pm, teams may warm-up for 35 minutes on the game field. However if the JV game ends at 6:45 and the varsity start time is 7:00pm, teams may only warm-up on the game field for 20 minutes, therefore the game would start at 7:05). Every attempt will be made to start the varsity game at the scheduled time. If your team requires more time to warm-up then you may warm-up on a practice field during the JV game. All player introductions and special events (Parent s Night) should be taken care of during the warm-up time. B. We will always allow a 20 minute warm-up for varsity games however; you must include player introductions and special events into this time allotment. C. Game Times for Season for teams playing JVB, JVA, V: Tuesday/Friday 4:30 (JVB will play 30 minute halves with a 5 minute half time), 5:45 (JVA will play 40 minute halves with a 5 minute half time), and 7:30pm for varsity. Note- JVB will keep the clock running on goals scored. Other stoppages will remain consistent with the JVA and Varsity games. D. Game Times for Season for teams playing JV and Varsity: Tuesday and Friday 5:00 and 7:00pm. VI. MAKE-UP GAMES A. All varsity district games will be played. B. A game may be rescheduled only if field/playing conditions make safe play impossible. This will be determined by the officiating team at the site, or mutual consent by both coaches. C. If a game is called due to weather or field conditions prior to half time, the game will be replayed in entirety. Once a game reaches half time it is considered a complete game.

35 D. If more than one game is lost due to a natural disaster, games will be played on the open dates at the end of the season. VII. VIII. DISTRICT STANDINGS AND STATISTICS A. Coaches are asked to provide all game data in a timely manner to the District Executive Chairman, Mark Grisdale and Jimmy Krueger at Seven Lakes HS / Fredy Sanguinetti at Cinco Ranch HS. B. The winning team shall be responsible for calling in scores to the Houston Chronicle immediately after each varsity game. (If it ends in a tie, then the Home Team should call in the score.) 38 DISTRICT 19 AAAAAA BASKETBALL POLICIES I. GENERAL STATEMENT All policies contained in the general policy section of District 19-AAAAAA policies apply to basketball. II. UNIFORMS The home team shall wear light jerseys and the visitors shall wear dark jerseys. III. BALL A Baden basketball will be used for all district contests. The home team will provide at least 6 warm-up basketballs for pre-game and half-time to the visiting team (varsity games only). IV. GAME TIMES and DAYS Girls and Boys games will be played at opposite sites. All basketball games will be played on Tuesday and Friday- Other dates and times may be approved by the 19-6A D.E.C. INSIDE PLAYING AREA AND CHEERLEADERS Home team rules concerning food and drink will be followed. The home team will provide a water cooler for the visiting team. Visiting team must bring water bottles. Cheerleaders in uniform from visiting schools shall be admitted to games free. All other groups from visiting schools must pay admission. Only the home team will have posters in the gym or school. No megaphones are to be brought inside the playing venue. VI. PRE-GAME AND HALF-TIME POLICIES The home team shall be allowed to provide appropriate entertainment before games, at half-time, and after games. Only authorized teams and personnel will be on the court before, at half-time, and after the game. Only players who are in proper uniform (or warm-ups) and proper footwear (court shoes) will be allowed on the court for warm-ups or the team shootaround. VII. OFFICIAL TIMER AND SCORER The home team shall be responsible for an adult official timer for freshman, sophomore, and junior varsity, and varsity games. An adult scorekeeper is required for varsity games. The home team will be responsible for the official book and calling the scores into the newspapers. Team schedules should be sent to the Chronicle before the season starts. VIII. OFFICIALS Three UIL Officials shall be used for each Varsity district game. Officials shall be paid according to the UIL scale. Two UIL officials shall be used for sub-varsity games. IX. SHORT AN OFFICIAL The following are recommended procedures to follow when a varsity official does not show: A. Call Official s Scheduler B. The two coaches agree to add one of the JV officials to the crew or to play with only two varsity officials. C. Varsity games will start with only two officials if circumstances dictate. X. GAME REPORTS Statisticians will compile all sub-varsity and varsity standings for the season. Cinco Ranch High School will compile the girl s standings. Seven Lakes High School will compile the boy s standings. XI. SECURITY Adequate security protection will be provided for each game with a minimum of one officer at any time. XII. CHANGE OF SCHEDULE Any time changes must be by mutual consent of the Head Coaches, building principals, and District Athletic Directors. Any date changes after initial D.E.C. approval must be approved by District Executive Committee.

Fifth place team calls a meeting for the Wednesday after District Certification. (No results will be released until after the elimination of all district teams from the playoffs) 2. Coaches nominate all players for 1st and 2nd team all district. 3. Coaches' vote: a coach cannot vote for his/her own players. Coach of the Year is selected by the coaches. 4. 45 District 19-AAAAAA Softball Policies I. METHOD OF DETERMINING DISTRICT CHAMPION AND TIE-BREAKER A. Method of Determining District Championship Each team shall play every other team in the district twice. At the end of the season, the team with the highest percentage of district wins will be champion, next highest percentage of district wins will be runner up; next highest will be third place, etc. If two or more teams are tied for first place, co-champions, or tri-champions will be declared. B. Method of Determining Playoff Representatives The top four teams with the highest winning percentage as described above will advance to the playoffs. These teams will be ranked as Champion (1 st ), Runnerup (2 nd ), Third, and Fourth places. If teams are tied for a playoff position refer to policy C. C. Ties Policy If two or more teams are tied for a playoff representative position after ranking by winning percentage (point totals in soccer), the following methods will be used. Method 1 Two teams are tied One team wins both contests- If one team won both contests against the other team the winning team will receive the higher rank Teams split the two contests- If both teams each won one contest against the other the following methods of breaking the tie will be followed: Option A Coaches may place teams in Playoff ranking, if mutually agreed upon by both Head Coaches. (Ex. Team A and Team B finished tied for the 2 nd and 3 rd playoff positions. Team A and B Head Coaches agree that Team A will be 2nd ranked and Team B will be in 3 rd ranked) Teams split the two contests- continued If there is no mutual agreement on the ranking of the teams by Option A the coaches may choose Option to determine ranking. Option B- Coaches may flip a coin to determine playoff ranking, if mutually agreed upon by both Head Coaches. The winner of the flip will receive the right to choose which of the playoff rankings they will receive. (Ex. Team A and Team B finished tied for the 2 nd and 3 rd playoff positions. Team A wins the flip. Team A chooses to receive the 3 rd ranking. Team B would receive the 2 nd ranking.) If there is no mutual agreement on using Option B to determine ranking, then a playoff game will be scheduled. 1

46 Playoff Contest - The details of the playoff game (date, time, site, officials, etc.) will follow the UIL guideline for single playoff contests. The winner of the contest will be awarded the higher seed. Method 2 Three or more teams are tied Step One - Contests among the teams that are tied will be looked at as if it were a "Mini-District." The team within that group who has the highest winning percentage will be given the highest rank. - If a two way tie exists for the top ranking after ranking the teams by percentage, then Method 1 will be used to determine the top ranked team. Step Two- Once a team is awarded the highest rank and removed from the "Mini-District" pool, the tie breaking process will start anew using Methods #1 or #2 above. Step Three-If after ranking the teams in a "Mini-District" format a tie exists between three or more teams the following methods of breaking the tie will be followed: Option C Coaches may place teams in Playoff ranking, if mutually agreed upon by all Head Coaches.(Ex. Team A, Team B, and team C finished tied for the 1 st, 2 nd, and 3 rd playoff rankings. All Coaches agree that Team A gets the 1 st ranking, Team B gets the 3 rd ranking, and Team C gets the 2nd ranking) If there is no mutual agreement on the ranking of the teams by Option C the coaches may choose Option D to determine ranking. Option D- Coaches may have a random selection process such as flipping coins or drawing lots to determine playoff ranking, if mutually agreed upon by all Head Coaches. The winner of the random process will receive the right to choose which of the playoff rankings they will receive. (Ex. Team A,Team B, and Team C finished tied for the 2 nd, 3 rd, and 4 th playoff rankings after looking at the Mini- District Rankings. Team A wins the random selection process. Team A chooses to receive the 3 rd ranking. Team B and team C would also be ranked by the chosen random selection process. If there is no mutual agreement on using Option D to determine ranking, then a series of single elimination playoff games will be scheduled. Playoff Contest-The details of the playoff games (date, time, site, officials, etc.) will follow the U.I.L. guidelines for single playoff contests. Three team Playoff-In a three team playoff scenario one team will receive a bye using a random selection process. A maximum of two contests will be played to determine playoff rankings. (Ex. Teams A, B, & C are tied. Team A receives the bye. Team B & C will play a contest to determine a winner. The loser of the contest between B & C has the right to the third choice of playoff rankings. However, if there are only two playoff spots available, then the loser of B and C will be eliminated from playoff seeding. The winner of the game between B & C and team A will then have the Choice of Option A or Option B. If there is no mutual agreement then the winner of the playoff contest between the winner of B & C and team A will have the first choice of playoff ranking. The loser will have the second choice of playoff ranking. Four team Playoff - In a four team playoff scenario, teams will be matched using a random selection method. There will be a maximum two rounds (four contests) to determine playoff rankings. The first round contests should be at similar times. The winners of the first contests and the losers of the first contests will be matched 2

47 in second round contests. Both the winners and losers may chose Option A or Option B to determine choices of playoff rankings. If no mutual agreement can be reached the winners of the contests in the second round will have the higher choices of playoff rankings.(ex. Teams A, B, C, & D are tied. Team A plays team B. Team C plays team D. Teams A & C win the first round contests. Team A & C will be matched against each other and Teams B & D will be matched against each other in the second round. The winner of the contest between A & C will have the first choice of playoff ranking. The loser of the contest between A & C will have the second choice of playoff ranking. The winner of the contest between B & D will have the third choice of playoff ranking. The loser of the contest between B & D has the right to the fourth choice of playoff rankings. Second round contests that will not determine a playoff ranking will not be played. Five or more team Playoff -If five or more teams are tied for a playoff position a random selection process will be used to reduce the number of teams remaining to four. Once the four teams have been established the tie breaking process will return to Step Three in Method Two II. III. SCHEDULES OF GAMES A. JV games will not be allowed to start a new inning if they are within 20 minutes of the start time of a varsity game. Game times will be 4:30 or 6:15 depending on site and whether single game or doubleheader. MAKE-UP CANCELLED GAMES A. Varsity games are to be made up on the first available playing date. Junior Varsity games are to be made up upon mutual agreement. Coaches should work through their respective athletic directors to determine the make-up game playing date. B. Make-up games will not interfere with regularly scheduled games or tournaments. C. If a game is stopped for any reason The game will resume the next available day. The game will be restarted from the beginning unless the run rule has been achieved, 5 full innings have been completed, or the home team is ahead with 4.5 innings completed. IV. GAME LIMITATIONS AND RUN RULES A. All games will consist of seven innings unless the run rule is invoked. There will be a 15 run rule in effect after 3 innings and a 10 run rule after 5 innings. All games will be played until a winner is determined (no international tie breaker will be invoked). V. PLAYING RULES A. The current ASA Softball Rules shall govern district play. VI. VII. OFFICIALS A. The home team is responsible for providing at least two ASA sanctioned umpired from an accredited association. B. One umpire is accepted, upon mutual agreement. TYPE OF SOFTBALL A. The district softball will be the Baden (optic yellow) softball as sanctioned by UIL. The home team will provide at least two game balls. VIII. ALL-DISTRICT TEAM SELECTION A. All softball coaches of the district shall select the official all-district softball team. The chairman of the selection committee shall be the head coach of the 5 th place team. The coaches will meet on a 3

48 mutually agreed upon date after the end of the regular season. The following positions will be selected. MVP, one only First Team: 8 infielders, 4 outfielders, 2 pitchers, 1 utility Second Team: 8 infielders, 4 outfielders, 2 pitchers, 1 utility Honorable Mention: Each coach will pick one from their team B. The district Coach of the Year will be selected by majority vote of head coaches. C. Academic All-District Team The policies contained in the District 19-6A general policy section regarding the All-Academic Team (Section D, Item 7) shall be followed. Coaches are responsible for their nominees. Coaches will need to bring information/data about their nominees to the district meeting. 4

49 DISTRICT 19-6A BASEBALL POLICIES I. METHOD OF DETERMINING DISTRICT BASEBALL CHAMPIONS In accordance with UIL regulations, the first, second, third, and fourth place teams will represent the district in the state play-offs. They shall be determined as follows: A. Teams with the best won-loss percentage will be declared the first, second, third, and fourth place teams considering all district games in a double round-robin schedule. B. For ties see Method for Determining Champion below. II. SCHEDULED GAMES (Schedule Below) A. Varsity afternoon games will begin at 7:00 pm. Sub-varsity games will begin at 4:30 pm and 7:00pm. The first sub-varsity game (usually the sophomore and/or Junior Varsity B teams) will have a 2 hour and 15 minute time limit. No inning shall start after the 2 hour and 15 minute limit time expires. In any game following a first game, no inning shall begin after 10:00 p.m. on a school night (i.e. Monday). The sub-varsity games will be played on Monday night and Friday night opposite site of the varsity games. A round-robin schedule will be played. Changing of scheduled date must be by the 19-6A District Chairman. The athletic office of the home team involved will contact all other district schools. III. RAINED OUT GAMES / MAKE-UPS / TESTING All games must be played as scheduled, unless the game is rained out. Rained out games are to be made up on the first available playing date. Saturday is included as a playing day for make-up games. The home team must contact the visiting team(s) by 1:00 pm on the rescheduled game date to advise that opponent if the field is not playable. Good Friday April 3, will not be used as a playing date. Saturday following Good Friday will be used as a make-up playing date if necessary. Wednesday, April 1 is an EOC testing day. Games have been approved to be played on March 31. IV. DISTRICT 19-6A GAMES CALLED BEFORE COMPLETION If a district 19-6A varsity game is called at any point of the game, tied or untied, the game will be considered suspended and resumed from the point of suspension on the next playable date.

50 V. TYPE OF BASEBALL TO BE USED Only the DIAMOND D-1 Pro baseballs are to be used in district play. VI. UMPIRES The home team is responsible for obtaining at least two umpires for each game. The secretary of the chapter of baseball umpires shall furnish a list of all available umpires for District 19 6-A baseball games. In the event a scratched umpire is scheduled, every effort must be taken to obtain an acceptable umpire before playing the game. If the game is canceled, it must be played on the next available playing date. VII. PLAYING REGULATIONS The home team will furnish new game balls. The game ball being used must be a DIAMOND D-1 Pro. The home team will take infield at 6:30 pm; the visiting team will take infield at 6:40 pm. Ten minutes will be used to finalize preparations on the field. The game will then be played in accordance with the National Alliance Edition Rules published by the National Federation of State High School Athletic Association, except: A. Seven innings will constitute a complete game. B. Courtesy runners may be used in district games. C. At the end of the fifth inning or any inning thereafter, if a team has a lead of 10 runs or more, the game will be called complete. D. If a sub-varsity game is preceded by another sub-varsity game, the first subvarsity game (usually the sophomore team) will have a 2 hour and 15 minute limit. No inning shall start after the 2 hour and 15 minute limit time expires. In any game following a first game, no inning shall begin after 10:00 p.m. on a school night (i.e. Monday). E. The home team must be notified 30 minutes prior to game-time if circumstances prevent the visitors from being able to be at the venue on time. F. All artificial noise-makers (air horns, bells, etc.) are prohibited at all 19-6A baseball contests. VIII. CHAMPIONSHIP TROPHIES Each school is responsible for purchasing its own championship trophy. IX. COACHES ALL-DISTRICT TEAM The all-district selection meeting will be held on the first Tuesday after District Certification Date at TBA. The 5 th place team will name the location and will also chair the meeting.

51 METHOD OF DETERMINING CHAMPION & DISTRICT PLAYOFF REPRESENTATIVES A. Method of Determining District Championship Each team shall play every other team in the district twice. At the end of the season, the team with the highest percentage of district wins will be champion; the next highest percentage of district wins will be runner up; next highest will be third place, etc. If two or more teams are tied for first place, co-champions, or trichampions will be declared. B. Method of Determining Playoff Representatives The top four teams with the highest winning percentage as described above will advance to the playoffs. These teams will be ranked as Champion (1 st ), Runner-up (2 nd ), Third, and Fourth places. If teams are tied for a playoff position refer to policy C. C. Ties Policy If two or more teams are tied for a playoff representative position after ranking by winning percentage, the following methods will be used. Method 1 Two teams are tied One team wins both contests- If one team won both contests against the other team the winning team will receive the higher rank Teams split the two contests- If the both teams each won one contest against the other the following methods of breaking the tie will be followed: Option A Coaches may place teams in Playoff ranking, if mutually agreed upon by both Head Coaches. (Ex. Team A and Team B finished tied for the 2 nd and 3 rd playoff positions. Team A and B Head Coaches agree that Team A will be 2nd ranked and Team B will be in 3 rd ranked) Teams split the two contests- continued If there is no mutual agreement on the ranking of the teams by Option A the coaches may choose Option B to determine ranking. Option B- Coaches may flip a coin to determine playoff ranking, if mutually agreed upon by both Head Coaches. The winner of the flip will receive the right to choose which of the playoff rankings they will receive.

52 Method 2 (Ex. Team A and Team B finished tied for the 2 nd and 3 rd playoff positions. Team A wins the flip. Team A chooses to receive the 3 rd ranking. Team B would receive the 2 nd ranking.) If there is no mutual agreement on using Option B to determine ranking, then a playoff game will be scheduled. Playoff Contest-The details of the playoff game (date, time, site, officials, etc.) will follow the U.I.L. guidelines for single playoff contests. The winner of the contest will receive the right to choose which of the playoff rankings they will receive. (Ex. Team A and Team B finished tied for the 2 nd and 3 rd playoff positions. Team A wins the playoff contest. Team A chooses to receive the 3 rd ranking. Team B would receive the 2 nd ranking.) Three or more teams are tied Step One - Contests among the teams that are tied will be looked at as if the teams involved were a "Mini-District." The team within that group who has the highest winning percentage will be given the highest rank. - If a two way tie exists for the top ranking after ranking the teams by percentage, then Method 1 will be used to determine the top ranked team. Step Two - Once a team is awarded the highest rank and removed from the "Mini- District" pool, the tie breaking process will start anew using Methods #1 or #2 above for the remaining teams. Three or more teams are tied- continued Step Three -If after ranking the teams in a "Mini-District" format a tie exists between three or more teams the following methods of breaking the tie will be followed: Option C Coaches may place teams in playoff ranking, if mutually agreed upon by all Head Coaches. (Ex. Team A, Team B, and team C finished tied for the 1 st, 2 nd, and 3 rd playoff rankings. All Coaches agree that Team A gets the 1 st ranking, Team B gets the 3 rd ranking, and Team C gets the 2nd ranking) If there is no mutual agreement on the ranking of the teams by Option C the coaches may choose Option D to determine ranking. Option D- Coaches may have a random selection process such as flipping coins or drawing lots to determine playoff ranking, if mutually agreed upon by all Head Coaches. The winner of the random process will receive the right to choose which of the playoff rankings they will receive. (Ex. Team A, Team B, and Team C finished tied for the 2 nd, 3 rd, and 4 th playoff

53 rankings after looking at the Mini- District Rankings. Team A wins the random selection process. Team A chooses to receive the 3 rd ranking. Team B and team C would also be ranked by the chosen random selection process. If there is no mutual agreement on using Option D to determine ranking, then a series of playoff games will be scheduled. Playoff Contest-The details of the playoff games (date, time, site, officials, etc.) will follow the U.I.L. guidelines for single playoff contests. Three Team Playoff (If tie still exists after Mini-District ranking) -In a three team playoff scenario one team will receive a bye using a random selection process. A maximum of two contests will be played to determine playoff rankings. (Ex. Teams A, B, & C are tied. Team A receives the bye. Team B & C will play a contest to determine a winner. The loser of the contest between B & C has the right to the third choice of playoff rankings. Three or more teams are tied- continued Three team Playoff continued The winner of the game between B & C and team A will then have the Choice of Option A or Option B. If there is no mutual agreement then the winner of the playoff contest between the winner of B & C and team A will have the first choice of playoff ranking. The loser will have the second choice of playoff ranking. Four Team Playoff (If tie still exists after Mini-District ranking) -In a four team playoff scenario teams will be matched using a random selection method. There will be a maximum two rounds (four contests) to determine playoff rankings. The first round contests should be at similar times The winners of the first contests and the losers of the first contests will be matched in second round contests. Both the winners and losers may chose Option A or Option B to determine choices of playoff rankings. If no mutual agreement can be reached the winners of the contests in the second round will have the higher choices of playoff rankings.(ex. Teams A, B, C, & D are tied. Team A plays team B. Team C plays team D. Teams A & C win the first round contests. Team A & C will be matched against each other and Teams B & D will be matched against each other in the second round. The winner of the contest between A & C will have the first choice of playoff ranking. The loser of the contest between A & C will have the second choice of playoff ranking. The winner of the contest between B & D will have the third choice of playoff ranking. The loser of the contest between B & D has the right to the fourth choice of playoff rankings. Second round contests that will not determine a playoff ranking will not be played.

54 Five or More Team Playoff (if tie still exists after Mini-District ranking) -If five or more teams are tied for a playoff position a random selection process will be used to reduce the number of teams remaining to four. 57 WRESTLING DISTRICT 11-6A BY-LAWS For Season PART A: SEEDING CRITERIA 1) Head to head competition: Best of series vs. that opponent. If record is tied, then last winner gets the higher seed. 2) Common opponents: Must be verifiable with current records. Only one degree of separation can be used. 3 rd party will verify/ read all losses. 3) Past achievements: Highest UIL State placer. Most recent 1 st. Previous year only, returner in same weight class takes precedent. 4) Past achievements: Highest UIL Region place, UIL District Champion. Previous year only, returner in same weight class takes precedent. 5) Head Coaches Vote (only those with a participant) 6) All wrestlers will be seeded PART B: POLICIES 1. All coaches will enter 1 competition weigh in per week 2. All coaches must bring records (varsity matches only) to the seeding meeting on paper one sheet per wrestler including: date, opponent, school, and result as well as all match by match back up documentation. 3. Other paper work that must be presented to the DEC;( these forms may be asked for 5 days prior to the District Championships) a. Alpha Master weigh in sheet for all possible wrestlers to be entered into the district tournament with the lowest weight class they can compete at for the tournament b. Any other paperwork required by UIL weight management program

58 4. All coaches shall count voids in district record. 5. All entries will be made at start of seeding meeting, and after that no changes can be made. a. Seeding meeting will be conducted the Wednesday night before the Thursday meet b. In any event a participant does not weigh in or enter the tournament, brackets will be reseeded that morning. 6. There shall be 2 Coach of the Year Awards presented and Assistant Coach of the Year as well. 7. For a rule to be changed there must be a simple majority among coaches to proceed. Policies are closed at spring policy meeting and only unforeseen issues or changes in UIL rules can be voted on later. 8. Mark Grisdale will serve as district chair. 9. Bill Dushane will be Coaches Representative. 10. District Tournament Director is the host head coach. 11. There will be an All District Academic team announced, which will include all placers who have GPA commensurate with football s all academic team. 12. Starting with the season, there will be a district dual meet champion crowned, via a round robin format of dual meets; a. Random draw (to be done before start of scheduling season) for dual meet opponents/sights b. District Dual Champion will be determined by team with the best record in their 7 district matches c. In case of a tie, total points scored in all duals will determine winner 13. We will add a rookie division in 2016, as well as a girls JV division at the Saturday JV District Championships a. Rookie is defined by new wrestler, without any significant experience, club or otherwise b. Score will be taken and a team champion plaque awarded c. Strictly no seniors in rookie division d. Medals awarded e. Girls JV will be exhibition only with no score and no awards

59 PART C: DISTRICT TOURNAMENT SCORING 1. Six (6) places will be scored at the district meet with wrestle-backs possible for 4 th place. 2. A 4 man bracket will be used for 4 or less entrants in a weight class and an 8 man bracket will be used for more than 4 entrants. 3. Byes will be given to the seeds, beginning with the #1 seed and proceeding in order of descending seed numbers as needed. Double bonus will be awarded for wins following byes throughout the tournament. 4. On the JV, a true 2 nd place match will be wrestled if the 3 rd and 2 nd place finishers have not met; we will use matrix seeding and no advancement points awarded, and if there are only 3 in the weight class, a round-robin format will be used.
