1 NETBALL AUSTRALIA INNOVATE RAP GATHER AS ONE by Sarrita King Sarrita has created this artwork titled Gather As One as a reflection on the Australian netball community. Sarrita herself has many great memories of playing her development netball in the Northern Territory and relocating to play in South Australia to pursue her netball ambitions. Whilst her art career took her in another direction, Sarrita has returned to playing netball in Canberra and has never enjoyed the game and community more. The netball community is still very prominent in Sarrita s life even after retiring from high level competition because she has so many great friendships, formed during her playing years. Also Sarrita remembers the disciplines and skills she learned through the sport, both on a personal level and in a team environment. These are the reasons Sarrita chose to paint imagery that shows the wide geographic environment people come from to become members of he Australian netball community. The connection begins from afar but as the traveling lines show in the painting small groups travel together to eventual merge with many others to become one group. This coming together forms a bond between all members that remains strong even when everyone returns to their original geographical location. It is these relationships and bonds that continue to support every member of Netball Australia. While Sarrita uses the well know U symbol to show the members are predominantly women, she uses the circles to represent the small groups traveling together because there is no focus on gender or culture when bonding together to become a team. The travelling lines should be viewed as travelling in and out of the center representing the members of Netball Australia being embraced by the community and then sent back out to the wider community with their support to better contributing citizens. Marcia at the 1987 World Championships in Scotland. from Marcia Ella-Duncan OAM I grew up as just another kid from the La Perouse Aboriginal community on the northern beaches of Botany Bay. As the ninth of twelve children, my life prospects were, like a lot of my peers, not great. According to statistics, I was destined to a life of chronic ill health, poor education, unemployment, violence, drug and alcohol dependency, and incarceration. By adolescence, I was well on the way to fulfilling my destiny. I had experienced sexual abuse as a child, had very low self-esteem, and could not see my own future. I was out of control and thought the world was trying to control me. However, there were other forces at work. My father always worked but he had to supplement his income by fishing. We also had a vegetable garden. Although we were living in poverty we always had fresh fish and fresh veggies on the table. We grew up with healthy bodies that supported good learning. WHEN I FOUND NETBALL, I FOUND MYSELF My parents had strong values: be productive members of the family and community, always strive to be the best at whatever you do, family is first you can rely on them and they should be able to rely on you, dare to be different you don t have to follow the flock. We grew up with good supervision and high expectations. I had enjoyed netball at school and when I was 10 or 11 years old, I joined a local netball club. When I found netball, I found myself. I was good at something. I experienced the natural high from physically pushing myself. I met people outside my own family and community who supported me. I was busy at training and competition when my peers were bored and engaging in destructive and anti social behaviours. I developed self confidence and a sense of my place in the world. The sport has given me an opportunity to break the mould and defy my destiny. I have travelled the world, made lifelong friends, developed skills and qualities that have helped me at home, at work and in the broader community. Netball is my lifelong sport and I am eternally grateful for what it has given me. Netball Australia s RAP is about extending those same opportunities to grow and thrive to all Aboriginal women and girls. We know sport delivers so many benefits, and there is no other demographic in Australia that needs those opportunities more than my Aboriginal and Torres Strait Islander sisters. I can see a future where we celebrate the wonderful contribution we make to our sport and to our country through both increased participation and increased representation, rather than lamenting the fact that so few Aboriginal women have ever represented our country in our chosen sport. CEO MESSAGES from Reconciliation Australia On behalf of Reconciliation Australia, I congratulate Netball Australia on their inaugural Reconciliation Action Plan (RAP) an Innovate RAP. We know this RAP will be the first step on a long and fruitful reconciliation journey for Netball Australia. Through their RAP, Netball Australia joins a community of more than 600 dedicated organisations and community groups from around Australia working towards reconciliation. By committing to building respectful relationships with, and providing employment and business opportunities for Aboriginal and Torres Strait Islander peoples, Netball Australia publicly declares its dedication to seeing a more just and equitable Australia. Netball has long been a vibrant and inclusive community sport and has great potential as a powerful vehicle for social change. Through its RAP commitments, Netball Australia demonstrates awareness of the important role they play in creating inclusive communities across Australia that lead to greater participation of Aboriginal and Torres Strait Islander players, coaches, umpires, volunteers, their families and communities. Reconciliation Australia thanks the members of Netball Australia s RAP Working Group for their hard work to ensure that this RAP is embedded in the organisation in a meaningful and effective way to achieve real change. I warmly welcome Netball Australia to the RAP community and wish the organisation well in driving the important actions set for the coming years. from Netball Australia On behalf of the Netball Australia Board, I am proud to present Netball Australia s inaugural Innovate Reconciliation Action Plan. Our RAP is an important step towards our strategic vision to ensure that everyone in Australia values their connection with netball. Creating fair, safe and inclusive netball environments for all Australians is fundamental to ensuring the continued success of our sport, from the grassroots to the Diamonds. As the sport of choice for women and girls with 1.2 million participants nationally and as the most popular sport for Aboriginal and Torres Strait Islander girls aged 4-14 years, our sport has an important role to play in Australia s reconciliation journey. This role also represents an opportunity to engage our Indigenous and non-indigenous netball communities as we work together to close the gap on Indigenous disadvantage. The trailblazer for Aboriginal and Torres Strait Islander netball players in Australia was Marcia Ella-Duncan OAM, who was the first Aboriginal athlete to receive a scholarship to the Australian Institute of Sport and the first Aboriginal woman to represent the Australian Netball Diamonds in Since then, too few Aboriginal and Torres Strait Islander women have followed in her footsteps. Netball Australia recognises that each individual action in our RAP plays a crucial role towards improving Aboriginal and Torres Strait Islander representation at all levels and across all aspects of our game. Increasing numbers of Aboriginal and Torres Strait Islander athletes, coaches, umpires, officials, volunteers and fans requires a whole of sport commitment. As demonstrated by letters of support for our RAP received from each of the eight State and Territory Members, we will work together towards the actions outlined in the RAP, penned by the members of our RAP Working Group. I would like to thank each member of our RAP Working Group for their contribution towards developing our inaugural RAP, as well as the State and Territory Member Organisations who have committed to taking their own steps on the journey toward reconciliation with us. 4 INTRODUCTION Netball Australia s strategic vision is that Everyone in Australia values their connection with netball, with a mission to ensure that netball remains a vibrant and inclusive community sport. BACKGROUND Netball aims to cater for Australia s diverse and changing population, and to ensure that all Australians have an opportunity to be involved in netball in a way that brings them good health, recognition, achievement, enjoyment and sense of belonging. Sport has long been recognised as a powerful vehicle to engage and empower Aboriginal and Torres Strait Islander communities. The Prime Minister s Closing the Gap Report 2013 acknowledged the importance of sports programs to Closing The Gap through its contribution to the health and wellbeing of Aboriginal and Torres Strait Islander communities. Data from the most recent ABS National Aboriginal and Torres Strait Islander Social Survey showed that netball was the most popular sport for Aboriginal and Torres Strait Islander girls aged 4 14 years, with 13% of girls in that age group having participated in netball in some form in the previous 12 months. With this evidence of a captive audience of Aboriginal and Torres Strait Islander girls currently playing netball, an opportunity exists to further develop and continue this interest and involvement. Initiatives of the RAP can enable this generation of players to build and create lifelong connections with the sport, as coaches, umpires, officials, volunteers, fans and advocates of netball. Whilst ABS statistics reflect lower participation rates of Aboriginal and Torres Strait Islander women and girls as participants in sport when compared to non-indigenous participants, this inequality is also reflected in coaching, umpiring, volunteering and employment rates across all sports. Whilst 65% of non-indigenous Australians take part in sport and active recreation, participation of Aboriginal and Torres Strait Islander people is only 30.1%. As was reflected in recommendations made by the House of Representatives Standing Committee on Aboriginal and Torres Strait Islander Affairs in their 2013 Sport More than just a game Report, sporting bodies and organisations should develop a RAP which would greatly assist in increasing the participation rates of all Indigenous Australians into a variety of sports and recreation programs. The Committee considers sport to be a great leveller and that it can assist in bringing about reconciliation for all Australians. OUR VISION FOR RECONCILIATION In line with our strategic vision, Netball Australia s vision for Reconciliation is to increase participation of Aboriginal and Torres Strait Islander people in netball across all areas of the sport. Netball Australia recognises Aboriginal and Torres Strait Islander peoples as the First Australians and custodians of the lands, and acknowledges the continuing relationship between Aboriginal and Torres Strait Islander peoples with traditional lands and waters. Netball Australia respects the continuing cultures, languages and heritage of Aboriginal and Torres Strait Islander peoples, and places importance on showing this respect. Netball Australia and the eight state and territory members acknowledges the ongoing contribution of the Aboriginal and Torres Strait Islander netball community. Netball Australia s RAP commits our organisation to the actions required to increase our efforts and capability to support and engage Aboriginal and Torres Strait Islander players, coaches, umpires, volunteers, their families and communities to participate at the same level as other Australians. Our RAP recognises the role that the netball community of 1.2 million Australians can play in our national reconciliation journey. This role requires us to better support, engage and partner with Aboriginal and Torres Strait Islander communities. This also requires the ongoing education and engagement of the netball community, to create inclusive netball environments for all participants, at all levels of our game, from grassroots to high performance pathways. Success of our first RAP will set in motion the steps and actions required to increase the amount of Aboriginal and Torres Strait Islander players progressing through Netball Australia s High Performance pathway. With limited Aboriginal or Torres Strait Islander representation at elite levels, this first RAP seeks to better understand the factors that have contributed to this under-representation and to identify the mechanisms required to ensure that these numbers increase in future years. Netball Australia also seeks to increase Aboriginal and Torres Strait Islander representation across coaching, umpiring and administration at the highest levels of our sport. 6 Netball Australia Reconciliation Action Plan 7

5 OUR BUSINESS Netball Australia, the national governing body for the sport of netball in Australia, and the eight state and territory Members Organisations, aim to provide safe and inclusive netball programs to empower women and girls, lead social change, strengthen and build capacity and capability in communities. OUR RAP From our introductory program ANZ NetSetGO, through to the elite ANZ Championship and Australian Diamonds, netball offers the enjoyment of participation, a sense of belonging and life-long involvement. As a leading sport in Australia, netball has 350,000 registered players, coaches and umpires nationally, making it the top women s participation and team based sport in Australia for 15 to 24 year olds. Netball Australia has over 46 staff, led by our Chief Executive Officer and will aim to improve how we collect data on Aboriginal and Torres Strait Islander staff numbers in the future. Netball Australia is based at Netball HQ in Fitzroy, Victoria. Netball Australia s first RAP will utilise the Innovate framework provided by Reconciliation Australia. This RAP will initially focus on establishing baseline data and benchmarks, building relationships and connecting with Aboriginal and Torres Strait Islander communities and organisations, as well as laying the foundation for future RAP actions. This RAP will then pave the way to develop meaningful programs, initiatives and strategies. Netball Australia s RAP Working Group consists of (from l to r): Melina Saunders, Dr Richard Walley OAM, Anne-Marie Phippard, Sharon Finnan-White OAM, Karen Milward (Chairperson), Marcia Ella-Duncan OAM, Carl Currey, Julia Symons and Josie Janz-Dawson (absent) This RAP will outline actions, responsibilities, time-lines and targets across four key areas: Relationships; Respect; Opportunities and Tracking progress. These actions will then be embedded across Netball Australia s planning and reporting structure, ensuring the sustainability and accountability of all aspects of the RAP. Netball Australia will report against RAP deliverables at Board meetings. The RAP will also be lodged with Reconciliation Australia, and will therefore be subject to reporting as required. This RAP also provides a framework for how we will work with and support Netball Australia s Member Organisations to strengthen relationships with Aboriginal and Torres Strait Islander people in each state and territory. The Member Organisations will support this RAP and develop their own specific commitments and actions towards strengthening relationships with Aboriginal and Torres Strait Islander communities within their states or territories. The Terms of Reference for the RAP Working Group can be found on the Netball Australia website. Netball Australia has also convened a Staff RAP Network, to champion the cause of the RAP across departments and to embed the actions of the RAP across the organisation. RELATIONSHIPS We will develop respectful, sustainable relationships with the Aboriginal and Torres Strait Islander communities. We will educate, support and contribute to the growth of the netball community and improve their personal and professional relationships with Aboriginal and Torres Strait Islander people and organisations, from the grassroots to the elite level. 6 1 Report July annually 2 & RAP Working Group Members and Chairperson 3 October 2015 September 2015 Establish a RAP Working Group to guide and monitor RAP development, implementation and tracking of progress and reporting. RAP Working Group meetings held every two months beginning February Progress reports to be provided to Netball Australia Board in each Board Report. Identify and support opportunities for RAP Working Group members to encourage greater support and engagement in important netball events and activities. Research opportunities for the RAP Working Group to be involved in cultural activities and protocol around visiting international teams and associated events, including test series. Establish internal stakeholder support to enable ongoing feedback and engagement with internal stakeholders. Hold Netball Australia Staff RAP Network meetings every two months beginning September 2015 and provide updates to RAP Working Group at each meeting. Provide updates to Member Organisations on progress of RAP after each meeting. 6 7 High Performance Unit & July 2017 High Performance Unit &, RAP Working Group July 2017 Create a network of relevant Aboriginal and Torres Strait Islander athletes, coaches, umpires and officials, to support and educate Netball Australia and Member Organisations in ongoing activities that engage the Aboriginal and Torres Strait Islander community. Determine interest from relevant individuals, groups and organisations to establish relationships. Identify opportunities for Aboriginal and Torres Strait Islander leaders from the netball community to share their knowledge with Netball Australia and the Member Organisations. Develop the databases of Aboriginal and Torres Strait Islander individuals and organisations to improve relationships and increase understanding of the contribution of Aboriginal and Torres Strait Islander communities to netball. Ensure data collection mechanisms are embedded across all Netball Australia and Member Organisation forms, both online and hard copy. Develop the following databases: Aboriginal and Torres Strait Islander players, coaches and umpires. Aboriginal and Torres Strait Islander Clubs and/or Associations Aboriginal and Torres Strait Islander networks and key stakeholder groups National caps of Aboriginal and Torres Strait Islander players Photography and footage archive of Aboriginal and Torres Strait Islander players, umpires and officials. 4 Marketing and Communications Team, NRW: 27 May and 3 June, annually Promote National Reconciliation Week and other dates of significance in reconciliation utilising Netball Australia and Member Organisations communications channels. Publish stories and social media content profiling Aboriginal and Torres Strait Islander netball communities or individuals during National Reconciliation Week. Include dates of significance in organisational planning, communications and scheduling. Netball Australia RAP Working Group and Staff RAP Network to attend at least one event in National Reconciliation Week. Organise at least one internal event each year. 8 9 Netball Australia Board & Executive, Develop and improve relationships with relevant Aboriginal and Torres Strait Islander netball communities, sporting clubs, Sport and Recreation Departments and not-for-profit organisations to build trust and respect between stakeholders. Identify Aboriginal and Torres Strait Islander sporting networks and forums through which to develop relationships at national, state and local levels. Assist Member Organisations to support the RAP through the development of their own Statement of Support. 5 Marketing and Communications Team, Report July annually Promote netball to Aboriginal and Torres Strait Islander communities about the netball community and how to actively participate in netball. Provide information about Netball Australia, state and territory netball clubs and associations to Aboriginal and Torres Strait Islander organisations and community groups and networks. Review ways to disperse information and education about participation in committees and councils to Aboriginal and Torres Strait Islander communities. Promote success stories of Aboriginal and Torres Strait Islander committee and council members through identified communications channels. 12 Marketing and Communications Team, Communicate the outcomes of the RAP to internal and external stakeholders, to ensure actions are embedded across the organisation. Embed RAP action items in reporting processes for Netball Australia staff. 8 1 Head of People & Culture, Provide annual Aboriginal and Torres Strait Islander cultural awareness training to all Netball Australia Board and staff and actively encourage Member Organisation staff to undertake similar training programs. 5 Netball Australia Board & Executive, Acknowledge significant contributors to the engagement and support of Aboriginal and Torres Strait Islander netball participants and communities to reward and recognise examples of best practice actions and behaviours. Create mechanism to measure improved understanding of Aboriginal and Torres Strait Islander people s histories and culture. Promote the One Netball Community Awards through identified channels that reach Aboriginal and Torres Strait Islander netball communities, through communications online and in social media and through other Netball Australia reward and recognition mechanisms. Create more supportive netball environments for Aboriginal and Torres Strait Islander players, coaches and support personnel. Empower coaches and support staff to better support their Aboriginal and Torres Strait Islander players. Include Aboriginal and Torres Strait Islander Player Support Guideline in the Athlete Wellbeing Framework to inform the development of Individual Athlete Performance Plans for Aboriginal and Torres Strait Islander athletes in High Performance pathway. Deliver Guideline in face-to-face format to relevant staff at Netball Australia and in Member Organisations. 6 Events Manager, Netball Australia Board & Executive, all Netball Australia staff Prepare protocol guide by December 2015 Ensure Welcome to Country and Acknowledgement of Country protocols are followed as appropriate at all Netball Australia meetings, events, international test matches and education sessions, to guide and support the netball community to demonstrate observance of cultural respect and protocol. Prepare a netball-specific Protocol guide and distribute to Member Organisations. Monitor application of protocol, review if needed. Identify at least one significant event for which a Welcome to Country from a Traditional Owner will be included. Add relevant content regarding support of Aboriginal and Torres Strait Islander players to Junior Sports Policy. 10 Utilise cross-sport and organisational networks to build Netball Australia s capacity and networks in Aboriginal and Torres Strait Islander sporting communities, as well as understanding of best-practice, industry-leading programs and activities. Research cross-sport opportunities with industry leaders. Identify opportunities to train relevant staff at state and territory level in the delivery of Inclusion NetSetGO. OPPORTUNITIES We will increase opportunities for Aboriginal and Torres Strait Islander communities to participate in and engage with our game. Utilising community partnerships and through the engagement of effective Aboriginal and Torres Strait Islander role models, we will inspire the netball community to play a role in the journey towards reconciliation.
