The answer to this question is in the rule 3-4-7, WHEN A PENALTY IS ACCEPTED WITH LESS THAN TWO MINUTES REMAINING (1:59 or less) in either half, the offended team will have the option to start the game clock on the snap. The time is during the discussion between the Referee and the Team Captain ( coach ) - which can only occur when the play ends and the officials stops the clock to discuss the penalty. Know this rule applies only on an ACCEPTED penalty. You can t give the offended team the option of starting the clock on the snap if they DECLINE the penalty.
4 1) Runners helmet comes off Philosophy Questions Running Plays A 1 and A 20. Back A2 runs to the A 35 where B6 attempts to tackle him. A2 loses his helmet but stays on his feet and runs out of bounds at the A 42. After stepping on the sideline B4 knocks him to the ground with a shoulder to the body. Foul(s) No foul if official blows it dead Type of play _R Basic spot EOR Enforcement spot _No foul Team _A Down _1 Distance 10 Yard line _A 35 Clock _R_ Rule sites : k, g, b, b-3 This answer shows that the official did kill the play correctly. But what if you let the play continue. Do you have illegal participation by A2? YES ( g ) and a dead ball personal foul (9-4-3-b, l for a late hit OB by B4)? YES, now what is your answer to this question? The EOR is the A 35 and Illegal participation for continuing to participate by A2 that would be 15 yards back to the A 20 and then you have a dead ball personal foul late hit by B4 which you would enforce, taking you from the A 20 back to the A 35. A 1 and A 35. What if the A2 was inbounds when he was hit by B4? Is it still a foul? YES Now how would you enforce these penalties? ANS: Both live ball fouls would offset and you would replay the down. What is our mechanic if the runner s helmet comes off? ANS: Blow the play dead immediately and place the ball at the dead ball spot. What if any other players helmet comes off, on offense or defense? ANS: Let the play go, but if they participate you have a foul and if any opposing player hits them you have another foul.
5 2) Illegal substitution (Live ball foul or dead ball foul?) 2) A 4 and B 31. Team A comes to the line to go for it on 4th down. Team B is confused and has 12 players on the field. B12 starts to run off the field but is 1 yard from the sideline when the ball is snapped. A2 takes a handoff and runs up the middle to the B 3 where he is tackled. The clock was running after the previous play. If you call it a dead ball foul : Foul(s) Illegal substitution Type of play _Dead ball Basic spot _SUC Enforcement spot Suc Team _A Down _1 Distance 10 Yard line _B 26 Clock R Rule sites : , 3-7-4, If called a live ball foul : Foul(s) Illegal substitution_(decline; take the result of the play) Type of play _R Basic spot _Pre Enforcement spot Pre Team _A Down _1 Distance _Goal Yard line _B 3 Clock _R Rule sites : , 3-7-4, Case book 3-7 comment (highlighted in grey in the Case Book) For enforcement this foul is considered to have happened at the snap. If the penalty is accepted the Enforcement Spot is the Previous Spot (B 31 in this case). If the 12th man can t get off the field when the snap is imminent shut down the play and give Team B 5-yard illegal substitution foul. Even if he is still in the middle of the field after the 3 seconds and he is not trying to get off the field, shut it down. If you let the play go you have to give them a 15-yard penalty for illegal participation.
