2 Page 2 of 14 On behalf of Basketball NSW (BNSW), welcome to the planning phase for the 2016 Molten Waratah Junior League competitions. Nominations are now open to all Metropolitan and Country Associations. In 2016 BNSW will be conducting the following association junior based competitions: Waratah Eastern League (EJL) Waratah Metro League (MJL) Waratah Northern League (NJL) Waratah Southern League (SJL) Waratah Western League (WJL) In addition to the above named competitions, BNSW will also be conducting the Molten Waratah Country Premier League (CPL); the CPL is also an Association based competition. The CPL is a division 1 competition and the top 4 NSW Association based teams progressing to the Waratah State Championships. We are planning for each age group consisting of 8 teams, however if we don t receive enough nominations then BNSW may grant entry for either composite based teams and or teams representing Basketball ACT. All Leagues will provide competitions for the following age groups: Under 12 s boys & girls (no U12 s in CPL) Under 14 s boys & girls Under 16 s boys & girls Under 18 s boys & girls Towards the end of the year, BNSW will also conduct State based competitions where Metropolitan and Country teams will compete to be crowed the overall State Champion. 4 Page 4 of 14 BNSW Communication Channels GM NSW Events and Community Growth our GM NSW Events & Community Growth is the person overall responsible for all competitions conducted by BNSW with the main areas of responsibility being to continually evaluate all competitions and implement strategies for improvement to ensure the growth of basketball in NSW. In conjunction with the Technical & Events Senior Manager will coordinate delegates meetings and feedback forums for competitions to ensure customer satisfaction is achieved. ALL COMPETITIONS Geoff Tripp or geoff.tripp@bnsw.com.au Technical & Events Senior Manager our Technical & Events Senior Manager is responsible for the supervision of our Competition Coordinators, in addition to this will coordinate and administer all compliance matters associated with conducting competitions, guidelines, conditions, rules and tribunal matters. In addition to this will approve any requests for changes to fixtures as well as the appointment of the Referee Program Managers. ALL COMPETITIONS Debbie Keirs or debbie.keirs@bnsw.com.au Competition Coordinators our Competition Coordinators are responsible for the general day-today operations of our junior leagues. 5 Page 5 of 14 Country Premier League Any country team can nominate for the Waratah Country Premier League (CPL). Each CPL grade shall have a minimum of 4 teams and a maximum of 8. If more than 8 teams nominate, Basketball NSW may either chose that a CPL qualification tournament is required for that particular age group, or consider allowing more than 8 teams for that age group. Teams that are unsuccessful for entry into the CPL shall automatically be entered into the division 1 competitions of their respective regional league. The CPL is played over 4 central venue weekends and 1 finals weekend. The CPL is the main avenue for Country based teams to advance to the Waratah State Championships, where the top 4 association based teams will advance (except teams from ACT and composite teams). Waratah State Championships The Waratah State Championships is the tier one (1) competition in the State where the top 4 teams from CPL and the top 4 teams from the division 1 Waratah Junior Metro League compete to be crowned the State Champion. Due to there being no teams in CPL for U12, Basketball NSW will determine the qualification structure for country teams after nominations have been received and competition formats agreed upon. There are no wildcards allocated for this competition. Each grade will consist of two pools of four, playing each team in their pool: - Three games Saturday (Two games for U12). - Two games Sunday (crossover/finals). (Three games for U12 1 pool game, crossover and final) - Semi Final #1 1st pool A v 2nd pool B - Semi Final #2 2nd pool A v 1st pool B - Winners of both Semi Finals advance to the Grand Final, played on Sunday afternoon. Please note that attendance to the Waratah State Championships is compulsory.
6 Page 6 of 14 Waratah State Cup The Waratah State Cup is the tier two (2) competition in the State where the top teams from the division 1 competitions for Eastern, Northern, Southern & Western will compete against the top 3 teams from the division 2 Waratah Junior Metro League to be crowned the State Champion. The Waratah State Cup is played over two (2) days, starting Saturday morning and finishing with the Grand Finals on Sunday afternoon. The qualifying teams for U18 s, U16 s & U14 s are as follows: Metro #1 - Metro #2 - Metro #3 - Eastern #1 - Northern #1 - Southern #1 - Western #1 plus 1 x wildcard. Due to there being no teams in CPL for U12, Basketball NSW will determine the qualification structure for country teams after nominations have been received and competition formats agreed upon. Each grade will consist of two pools of four, playing each team in their pool: - Two games Saturday - Two games Sunday (1 x pool game plus grand final game) - The winners of each pool will play each other in the grand final which will be played on Sunday. Teams wishing to apply for the wildcard position must do so by Monday the 22 nd of August 2016, nominations must be sent to Debbie Keirs by debbie.keirs@bnsw.com.au. Please note that the selected date has been scheduled a week prior to some of our Leagues Finals. Placings will be subject to Grand Final results. Waratah State Shield Basketball NSW will determine at the beginning of each year if State Shield will be held.
7 Page 7 of 14 Conditions of Entry Basketball NSW sets minimum standards for associations to abide by for inclusion in our competitions. These include but are not limited to: Venue Requirements (consideration will be given to location, size, costs and safety standards). Full compliance with hosting requirements. Compulsory attendance at all League meetings (face-to-face and teleconference meetings). Strict adherence to league deadlines in relation to administrative requirements and payments. Demonstrate the ability to sustain and support your entered team/s (feeder/domestic programs along with coaching and referee requirements). Demonstrate the ability to meet referee requirements. Demonstrate the ability to service the competition, enough qualified referees, coaches etc. Additional requirements for CPL Composite Teams - a selection committee from within the region must be formed, and this committee will be responsible for the player/coach selection policy. Composite Teams opportunities are for players from within the region FIRST. Association Teams if players from another association are going to be selected in any team(s), then the association accepting the player(s) will be required to submit to Basketball NSW their Junior Representative Selection Policy and Representative Player Handbook. Basketball NSW will require evidence that either the Association's Board or Representative Committee have made the decision that they will allow for players from another association to be selected in their representative teams. Along with evidence that it is clearly documented that all players/coaches are aware of what the associations requirements are, e.g. playing in the associations domestic competition, attending team training sessions etc. Expression of Interest Expressions of Interest are now open; the deadlines are as follows: Country Premier League Friday, 4th December, 2015 Eastern League - Friday, 4th December, 2015 Metro League Friday, 4th December, 2015 Northern League - Friday, 4th December, 2015 (with confirmation by 5 th of Feb, 2016) Southern League - Friday, 4th December, 2015 Western League - Friday, 4th December, 2015 Waratah State Cup/Shield wildcard nominations- Monday, 22nd August 2016

10 Page 10 of 14 Referee Requirements Prior to team nominations being received by BNSW, each Association will be required to submit a list of officials they have invited and who have accepted an invitation to participate in the 2016 representative season. Referee nominations will determine the number of teams Associations will be able to nominate, BNSW will advise each Association prior to nomination deadline. In general the equation we use is 1 x referee per team. Each Association will also need to comply with the following: Have a Referees Program Manager in place. All referees nominated MUST have a registration with your association and be an active referee within your Association. Referees can only be nominated by one Association per League. Referees nominated MUST be older than 12, and a relevant age for the division nominated. Referee Nominations are due by Friday, 4 th of December 2015: Minimum Referee Qualifications per age-group Division 1 Division 2 & 3 Under 12 Boys Y2 Y2 Under 12 Girls Y2 Y2 Under 14 Boys Y3 Y3 Under 14 Girls Y2 Y2 Under 16 Boys Y4 Y3 Under 16 Girls Y3 Y3 Under 18 Boys Y4 Y4 Under 18 Girls Y4 Y4 Referee Action Days Prior to the start of each competition season Basketball NSW holds both main and mini referee action days, these events are designed to assist referees with their development. Main Referee Action Days are compulsory for all referees nominated to officiate either the U18 s or U16 s levels of competition. Referees at this level who pass the fitness test, theory exam are therefore eligible to officiate in the finals series and can progress to either State Championships, Cup or Shield. Any officials who are either a member of the SRDP program or with to officiate in any age group of CPL must attend a main referee action day. Mini Referee Action Days the mini referee action days are suitable for any officials who are; NOT looking to progress to Finals in either the U18 s of U16 division, or NOT looking to obtain a State level grading (Y5, 1A and above), or The mini action days are suited to those referees who will be officiating either U12 s or U14 s levels of competition, these officials subject to performance and commitment maybe selected to officiate Finals. These mini action days are also great for those referees who officiate domestic level basketball. Sessions at both main and mini action days will cover points of emphasis, rule updates, tribunals, fitness tests and more. Coaching Requirements All teams entering into a BNSW Junior League must submit a qualified Club Coach (formally known as Level 1) coach for every team nominated. If a coach does not hold a club coach accreditation, they must seek to obtain it during the course of the season.
12 Page 12 of 14 Team Lists For all 2016 BNSW competitions, the appointed association contact (league delegate) will be required to manage their team lists online. This is a compulsory requirement, however we are committed to assisting associations to ensuring that the process is simple and easy to use. BNSW is currently developing a procedures manual and this will be circulated prior to the deadline for team nominations being submitted. By 2016 we are aiming to become a paperless league. In preparation we ask that each association be required to create a passport account, please enter the following URL address into a web browser passport.sportingpulse.com and follow the on screen instructions. Please ensure that you either Chanelle or Christine and advise them of the address you used when creating your passport account. Growing our Competitions Basketball NSW from time to time may ask associations to provide additional information to support their nominations. Whilst this task may seem tedious, its intent is not to cause any unnecessary stress or concerns for our Associations. Basketball NSW is focused on growing the game and for us to be successful in doing so will require us to work closely with our Associations. There will be three main areas that we will focus on. 1. Your Association and your Members; 2. Your underpinning programs (domestic competitions, referees program, coaching programs; 3. Your venue and the Support of your Community. For example: Your Association and your Members Association Contact Other Key program staff Feeder Programs Referees Coaching History Who will be the main Association Contact? When is the next Association AGM? Do you have staff (paid/volunteers) who will be available to assist at your venue in the capacity of either being a Venue or Referee Supervisor? Where do you expect you will draw your player base from? Do you have a Referees Program Manager? Do you have a Referees Committee? When was the last time your Association conducted a referees course? What coaching model do you have to support your coaches? For example a Director of Coaching or Head Coach or Mentor Coach? When was the last time your Association conducted a coaches course? Provide a brief history of your Association, what has it achieved and at what levels your teams have played previously?

If it s not the Association, are there any impediments to your ability to host games? Provide a brief outline of your venue. Community Support How many courts are available? Are all courts equipped with scoreboards and shot clocks? What is the seating capacity? Do you have internet access available on each court? What parking is available? Do you court(s) meet FIBA regulations in terms of size and court markings? Provide a brief outline of your community. How many people live in your catchment area? Do you or have you received any grants, donations, funding from your local council? Do you have any corporate sponsorships or partnerships in place? Do the media support basketball in your region? Do the schools in your catchment area allow your Association to either conduct or assist in the running of clinics, camps and or competitions?
