1 1 NWJHL Constitution & By-Laws Updated June 12/12
2 2 The NWJHL objective To promote, and develop Junior hockey in the northwest section of Alberta and the north eastern section of British Columbia. This shall be a clean, competitive brand of hockey. The executive of this league will guide the team s executives in fair decisions That will induce sportsmanship, growth and development of young hockey players to either go to the next level or become upstanding citizens of local communities. In this document the North West Junior Hockey League will be known as the NWJHL.
3 3 BY-LAWS Of the NORTH WEST JUNIOR HOCKEY LEAGUE #1 Membership and Fees 1.1 Membership in the league shall be open to any competitive club with a sound business plan, and within a reasonable traveling distance of a member club. Hockey clubs wishing to join the league must submit a letter of intent along with a performance bond of $3000. (Original teams only have a $1000 bond) This letter must be received by March 15 in the year of application. This team application is subject to approval through a majority vote of the existing team s representatives that are in good standing. If application is accepted the team will be held on a probation period of one year and evaluated at the next AGM by the existing team s representatives that are in good standing. The $3000 bond will remain with NWJHL until the team withdraws from the league and this money will be held in trust in a separate account with the interest earned transferred into the general operating fund for the league. Money will only be withdrawn from a team s performance bond to pay fines set by the Presidents discretion. An annual fee to cover the league operating expenses shall be such sum fixed by resolution at the Annual General Meeting or fixed by special resolution at a general meeting of members. 1.2 All teams and players in the NWJHL must be members of the Canadian Amateur Hockey Association (CAHA) and their respective provincial branches, Hockey Alberta and Hockey B.C. All teams and players will abide by CAHA and the NWJHL will fall under the Jurisdiction of Hockey Alberta regulation and governance. No team or player can play or be signed to more than one organized league, with the exception of following under the CAHA affiliation rules. (AP players)
4 4 BY-LAWS continued 1.3 A team in good standing is when the conditions are met that they have registered their team with Hockey Alberta or Hockey B.C. for the current season and have submitted all the required fees prior to the first league game of that year. 1.4 A team may request permission for a one year of absence from the league before the start of the next new season. A representative from this team must do this prior to March 15 of that year. A representative from this team that has the permission of leave of absence must attend the league meeting at the time of the all star game and submit the clubs intent for the next upcoming season. The additional withdraw of this team will results in the balance of their performance bond being returned after all fees (if any) have been rectified from the season prior. 1.5 Membership ceases with the NWJHL when one of the following occurs:- (A)- The member club requests a withdrawal from the league at the Annual General Meeting (AGM) A representative must be in attendance of that meeting and make that request in writing accompanied with reason. (B)- The member team failing to pay the required fees or fine within 30 days from the due date. From that date that club will be put on the no pay, no play policy, A variation to this pay schedule has to be agreed to by the league executive staff. (President, Vise-President, Sectary, and Treasurer) (C)- The directors, by a three quarters of majority vote of the directors present at a duly constituted directors meeting, shall have the power to expel or suspend any member club whose conduct shall have been determined by the directors to be improper, unbecoming or likely to endanger the interest or reputation of the NWJHL or who willfully commits breach to the Bylaws of the NWJHL. No member club shall be expelled or suspended without being notified in writing of the charge or complaint against them or without having first given opportunity to be heard by the directors at a meeting called for that purpose. NOTE Any member club who withdraws or is expelled or suspended from the NWJHL shall forthwith all right, claim and interest arising from or associated membership in the NWJHL. (The balance of the performance bond will be returned to that club.)
5 5 BY-LAWS continued 2 Membership Meeting s 2.1 An Annual General Meeting will be held in April or the first week of May each year. 2.2 A fall meeting will be held in the fall by the first round of play. 2.3 Special meetings may be called by the President and if necessary, conducted by a conference call. 2.4 The date, time and place for all meetings shall be fixed by the Directors. 2.5 Any team failing to have a representative at any league meeting is liable to a fine in the amount of $500 and will add $250 for every meeting missed thereafter. 2.6 The quorum required for any league meeting shall be not less than two/thirds (2/3) of the membership clubs that are in good standing with the NWJHL 2.7 Each membership club in good standing with the NWJHL shall be entitled to one vote through its director at any league meeting, if necessary; a deciding vote shall be cast by the president. 2.8 Motions, other than special resolutions or as otherwise specifically required herein, shall be passed by a simple majority of votes cast at any duly constituted meeting of the members.
6 6 BY-LAWS continued 3 Directors and League officials. 3.1 The affairs of the NWJHL shall be managed by a board of directors who are responsible to the Junior B chairperson for overall league operations. Each membership club in good standing shall appoint two people at the Annual General Meeting to represent their club on the board of directors.(an alternate may represent a club at a subsequent meeting if asked to do so by the of that club) Directors shall not be in direct team management. 3.2 The League Officials shall consist of a President, Vice President, Commissioner, and a Secretary-Treasurer elected by the directors each year at the Annual General Meeting At the discretion of the Directors of the NWJHL, the President may be paid an honorarium. The amount of the Honorius shall be set by the Directors of the NWJHL at the AGM. 3.3 Duties of the President. a) Shall preside at all meetings. b) Shall keep in contact with junior B Chairperson for any changes or alterations with in the league. c) Shall act as liaison between the Provincial Referees Associations and the NWJHL. d) Shall promote further growth for the League throughout the area. e) Rule together with the Vice-President on all teams protest and appeals. 3.4 Duties of the Vice President. a) Shall act for the President in the absence of the president. b) Rule together with the President on all protest and appeals.
7 7 c) Co-Sign cheques in place of either the President or Secretary-Treasurer. BY-LAWS continued 3.5 Duties of the Secretary. a) Shall be responsible for minutes of all meetings. b) Shall conduct correspondence on behalf of the League. 3.5 A Duties of the Treasurer a) Shall keep record of all monies received and disbursed. Present at each annual meeting, a financial statement which must be approved by a majority vote of the directors. April 30 in each year shall be the end of fiscal year of the NWJHL. b) Shall co-sign all cheques. 3.6 Duties of the Commissioner. a) Shall rule and contact the affected team managers of the decisions within 72 hours of the matter being received on all matters of discipline and levy all fines and suspensions. b) Send an up-to-date Suspended players, coaches, and Managers to all teams. STATISTICIAN Notice from the League Commissioner will be sent to the League Statistician for any altercations to stats. The league Statistician will track all players for minor penalties of checking from behind, checking to the head, and charging. At the count of three of any of these penalties, the Statistician will notify the League Commissioner, and additional game suspension will be issued to that player. The league Statistician will track all players for Major penalties of checking from behind, checking to the head, and charging. At the count of three of any of these
8 8 penalties, the Statistician will notify the League Commissioner, and that player will be EXPELLED for undetermined amount of time. 3.7 Expenses Expenses related to the NWJHL for telephone calls and mileage (at the same rate for the AAHA referee fee schedule) will be paid by the League to the President and the Commissioner. Expenses for the Statistician will be covered by the league. 3.8 Referees Referees shall be registered with the Referee Division of their respective Provincial branches and will be assigned to each game by a Referee Assigner. Local referee s assigners to reduce some costs may be approved for some clubs by the Directors at each Fall Organizational Meeting. CAHA referees decisions. When dealing with game officials, respect is foremost. Once any call by an official has been made, we must all accept it as being unchangeable. Referees are to be referred to in a courteous manner. Captains or alternates only are to initiate communications with officials regarding interpretations of rulings. 3.9 Marketing The President shall hire a Marketing Manager to promote and market the NWJHL. The President shall negotiate a wage based on a percentage of the amount of sponsorship they bring into the NWJHL up to a maximum of 10%. 4 Protest and Appeals. 4. l To eliminate trivial protests, all protest and appeals must be in writing and must be in the hands of the League President/Commissioner with in Seventy Two (72) hours of completion of the game under protest or after a ruling made by the Commissioner, accompanied by a cheque for $ All protest and appeals will be dealt with by the President and Vice-President. If they cannot reach a consensus or one is unavailable, then they will conduct a poll of the Directors who are not involved with the protest or appeal. If the protest or appeal is upheld, the $ will be refunded. The decision may be appealed to the respective provincial associations. No appeals will be accepted to the referee s rulings.
9 9 5 House Rule Changes 5.1 The board of Directors shall be empowered to set such rules governing the conduct and operation of the teams and players registered with the NWJHL or such other rules or regulations as the board of Directors may deem advisable, (heron called the HOUSE RULES) BY-LAWS continued 6 Amendments to By-Laws 6.1 Amendments to these By-Laws can be made by a majority decision at an Annual General Meeting of the league or at an emergency meeting on thirty days notice. For either meeting, or a notice specifying the intention to propose a resolution must be duly given to all directors and league officials twenty one (21) days prior to the meeting. NWJHL HOUSE RULES HR #1 Any player asked for his Government Issue Pictured Identification or Signature to prove identity from a referee, League Commissioner, or President most do so or that game will be forfeited automatically. Player registration cards must be recorded and all transfers and releases are to be complete on Hockey Alberta player registration website before 5:00 pm Friday. The paper trail of releases, transfers, and signatures will not be accepted. A player will be classed as an Ineligible player. A Player improperly registered with Hockey Alberta in Contradiction of the By-laws and/or Regulations of Hockey Alberta; b) A suspended Player; If any suspended players are discovered playing, they along with the managers and the coaches will be suspended from any further league play for the balance of the year. c) A Player not properly released in accordance with
10 10 Hockey Alberta By-laws and Regulations; Failure to comply with this house rule #1 will result in suspension to that team s bench staff, and possible fined. All team points while playing an Ineligible player will be forfeited back to the opponent s stats. Tampering with players. Motion passed Sept 11/ st Team executives or bench staff cannot approach another teams players. No phone calls, meetings, or contact at all. 2 nd You have to have permission from the players original carded team before he can step on the ice to do a tryout with your team. 3 rd You need to get a full release from the original team that the player was carded with to be able to card the player. Note following the above rules is taken as Tampering. 4 th The NWJHL disapproves of this underhanded way of building a stronger hockey club by bribe and lively hood. The NWJHL executive has set an additional $ fine out above what Hockey Alberta s punishment is. Team will stop playing until fine is paid. HR #2 In the event of a tie at the end of regulation time, there will be a momentary delay (no flood). Each team will receive 1 point at the end of regulation play. The teams will not change ends and they will play a five (5) minute overtime period of 3 on 3. First penalty goes to 4 on 3; the second penalty is 5 on 3. If still tied then a shoot-out of any three designated players. If still tied then a sudden death of 1 and 1 shoot out. No repeat shooters until entire roster are used up. Penalized players are not to participate in the shoot out. The winner of sudden death overtime will receive one (1) additional point. In playoff hockey the over time will stay the same as the Hockey Canada rules read. Standard five-on-five play for a 10 minute period for a flood and 20 minute periods for a sudden death win.
11 11 HR #3 Each team must ice a minimum of nine (9) skating players and two goalies for all league, and playoff games, but must not dress more than is set out in the CAHA rule book. Failure to dress nine (9) skating players for any game will be considered a no show and a fine of $ will be levied and submitted to the league prior to playing future games. The team will also forfeit the two (2) points to the other team. There will be no four point games made up. No team shall dress a player carded as a goalie as a skating player. Goalies can only be replaced by an AP goalie for medical reasons. Teams are allowed 5 AP players on game sheet a one time as per minutes May06/2006. All affiliated must wear full face shield, neck guard and mouth guard. SITUATION 2 Rules 2.2(b) During the pre-game warm-up a total of 19 players (20 for Junior A, B, Senior (male and female) and Midget AAA) can be dressed and participate in the warm-up. These 19 players (20 for Junior A, B, Senior (male and female) and Midget AAA) do not have to be included on the Official Game Report for the game. If a player is assessed a penalty during the pre-game warm-up, then this player has to be included on the Official Game Report, as per Rule 4.1. (b) A player does not have to participate in the pre-game warm-up in order to be included on the Official Game Report. If a team has more than 19 players (20 for Junior A, B, Senior. (male and female) and Midget AAA) in their pre- game warm-up, the incident must be reported to the League President, but no penalty is assessed. Players may be substituted during the pre-game warm-up, as long as the maximum of 19 players (20 for Junior A, B, Senior (male and female) and Midget AAA is not exceeded. No suspensions can be served in a forfeited game. HR #4 Game sheets are to be Scanned and ed or (Faxed at minimum) by the Home team to the League Commissioner, and to the League Statistician ASAP after the game. Game sheets that are submitted more than 24 hrs from the games end shall be assessed a fine of $50.00 (Fines tracked by League Commissioner and paid at AGM) Original game sheet copies are to be mailed to the League President. Wrong information input on website will be assessed a $300 fine. All incident reports shall be Scanned and ed or (Faxed at minimum) by the Referee to the League Commissioner ASAP for any additional League ruling prior
12 12 to next game. Additional rulings shall be sent to the league President and to affected teams. HR #5 Hockey club dealing with league executives will be done with complete courtesy. Any disregard to this rule will be brought forth to the board. Fines and or suspensions will be assessed. HR #6 No alcoholic beverage or prohibited substances are to be consumed by any team member before or during any sanctioned game (exhibition, league, all-star, or playoff game) the league commissioner will be notified of all infractions to this house rule. Suspensions will follow investigation. HR #7 All games are to start on time. The pre game will consist of a 15 minute warm up with pucks supplied to each side, 15 minute flood and then the official game time will start with the national anthem. Teams that will be arriving for games late due to weather, accidental road delays, etc, or home arena problems must make contact with the opposition to notify them of their situation. If a team does not show up to play at the scheduled time, the game will be considered a no show and will be forfeited and that team will be fined $ which must be paid to the league prior to any other games being played. This rule can be by passed with a prior mutual agreement made between the two clubs. Notification must be called in to league president. Any team that cancels within 24 hours of the game time (excluding inclement weather or bus problems. This must be cleared by the President and contacted first) will be fined $ and paid to the league prior to any other games being played and forfeit the two (2) game points to the other team. Any team that cancels a second game in the same season as above shall automatically be referred to the board of directors. The $ fine will be transferred to the wronged team within 30 days. No four point games will be allowed to catch up on makeup games. HR #8 All teams are responsible for their management, coaching staff and players while attending any league function or game. Any costs that are incurred will be handled through the league. By-laws and that teams bond monies have to
13 13 be brought up to par again, $ (Three thousand Dollars). Some teams have $1000 and some have $3000 of bond. 8a- All teams will use respect and sportsmanship with their conduct towards other teams, Radio, Program, and Fan Control. HR#9 CAHA referees decisions. When dealing with game officials, respect is foremost. Once any call by an official has been made, we must all accept it as being unchangeable. Referees are to be referred to in a courteous manner. Captains or alternates only are to initiate communications with officials regarding interpretations of rulings. Only the League President or Vice President will have the authority to question the Head Referee about officials conduct. They also will have the authority to enforce stronger suspension disciplines to offenders through the Commissioner. HR#10 The League Awards will consist of 6 awards. a) Top Goal tender, shall be based on stats recorded, goals against average. Eligible goalies need to have 33% of total games played on the schedule. b) Top Scorer shall be based on stats recorded on total points. c) Top Defenseman, voted for by other teams by a 1 to 3 point evaluation. d) Most Gentlemanly, voted for by other teams by a 1 to 3 point evaluation. e) Coach of the year, voted for by other teams by a 1 to 3 point evaluation. f) Most valuable Player, voted for by other teams by a 1 to 3 point evaluation. This is all decided by two rounds of voting. In round one the coaches will pick their own player for each award. your decisions to the President, and with the Statistician they will compile the list. This is to be done by the third week in Jan. In round two the coaches will vote on the compiled the names and you give a placement 1 st, 2nd, 3 rd, choice of the players at each position. 1 st, place get 3 points, 2 nd, place get 2 points, 3 rd, place gets 1 point. your votes to the President, and with the Statistician they will compile the list. This is to be done by Jan 31. Any team not following time lines will be eliminated from the awards.
14 14 HR#11 Goalie stats Goals-Against Average this is the number of goals allowed per 60 minutes played, rounded to two decimal points. The Formula: multiply the number of goals allowed by 60 and divide by the total number of minutes played. The Example: If you allowed 4 goals in 180 minutes your GAA is 1.33 (4 times 60 = divided by 180 = 1.33). The result suggests that for every full game you play, you allow 1.33 goals. Do not count empty net goals or shootout goals. Save Percentage this number expresses a goalie's success based on the number of shots he faces. The Formula: Divide the number saves made by the number of shots on goal. Work it out to 3 decimal places. The Example: If you faced 45 shots and allowed 5 goals, your save percentage is.888 (40 saves divided by 45 shots =.888). The number suggests that if you were to face 1,000 shots you would stop 888 of them. Do not count empty net goals or shootout goals. HR#12 Goalie Equipment The NWJHL has adopted a gentlemen s agreement to not ever call for measurement on goalie equipment. Should this occur a $ fine will be automatically assessed to the team that has broken this gentlemen s agreement. HR#13 NWJHL The NWJHL Scholarship will have a deadline for applications of March 1. The amount of the scholarship is $ and will start in the 2011, 2012 season. A committee consisting of 1 designates from each team and the League President will choose the recipient of the scholarship. HR#14 Pregame Warm up If a player crosses the center line and makes contact with an opposing player or attempts to incite/engage a player of the opposing team, then that player would receive a bench minor penalty and we would call it crossing the red line.crl on score sheet.
15 A team that is not off the ice when the buzzer goes to signal the end of pre-game warmup will receive a bench minor penalty. This penalty would be called unsportsmanlike conduct. UC on the score sheet. 15
