4 Page 4 1 GENERAL MEMBERSHIP 1.00 Boundaries St. Albert Minor Hockey Association boundaries are defined as: North Boundary: Highway 37 from Highway 28 to Highway 44 East Boundary: Highway 28 from Edmonton City limits North to Highway 37 South Boundary: Highway 16 and Edmonton City limits to Highway 28 West Boundary: Highway 44 from Highway 37 South to Highway 16 Boundary is centerline of highway. Residence must be on the inside of boundary line Membership A member shall be: a) Any parent or legal guardian, eighteen (18) years of age or older, having a player registered with SAMHA as per Hockey Alberta regulations; b) Any coach, assistant coach or manager that is officially registered with SAMHA ; or c) Any volunteer who has previously been a Member of SAMHA under Article 1.01 (a) or 1.01 (b) and who is approved by the Executive Committee to be a Member. d) Any person holding a position of Executive Board of Directors in the Association or in a ratified position of the Association. e) Any registered player Membership Fees a) The Membership Fee for Members under article 1.01 (a) shall be the registration fee per hockey player, such fee being determined by the Executive Committee before each new hockey year; b) There shall be no membership fee for a Member admitted under Article 1.01(b); c) The membership fee for a volunteer admitted under Article 1.01 (c) shall be determined annually by the Executive Committee before each new hockey year.
5 Page Withdrawal from Membership Any member wishing to withdraw from membership to the St. Albert Minor Hockey Association may do so upon written notice to the Executive Committee. The effective date of withdrawal shall be the date on which the President, Registrar or Administrator of the St. Albert Minor Hockey Association receives the Notice of Withdrawal. Withdrawals must be received by December 31st to qualify for a refund, exceptions noted in SAMHA policies Removal a) Any Member of the St. Albert Minor Hockey Association who does not conduct him or herself in accordance with the Rules and Regulations of the Alberta Hockey Association, the Canadian Hockey Association or either the By-Laws or Policies of the St. Albert Minor Hockey Association can, upon a 2/3 majority vote of the Executive Committee at an Executive Committee Meeting, be expelled as a Member of the St. Albert Minor Hockey Association for the remainder of the present hockey year or such longer period of time as the Executive Committee may decide upon. b) Any recourse to another Hockey Branch, Commission, or the Courts of any jurisdiction by any member or individual, before all the rights of appeal and all the rights and remedies of the SAMHA By-Laws, Policies & Procedures have been followed, and all those in Hockey Alberta and Hockey Canada, of which the Association is affiliated with, have been fully exhausted, shall be deemed to be a violation and breach of the SAMHA Bylaws, Polices & Procedures and shall result in the immediate and automatic indefinite suspension of such member from all SAMHA related, League and Branch Association games and sponsored or organized activities. c) Anyone taking any action as noted in b) above against SAMHA or its officers, or any other organization in Hockey Canada, including but not limited to SAMHA, the Association within SAMHA, and Hockey Canada, before exhausting all rights of appeal shall pay all expenses incurred by SAMHA and/or its officers, or any other organization in Hockey Canada, to defend such action, before any application for reinstatement will be considered. d) The Executive claims the right as the Rental Contract Carrier to bar any expelled, or suspended member from any or all facilities where the Association functions including where meetings, games and practices are taking place for a specified period of time as defined by the executive and/or Discipline Committee Meetings
6 Page 6 a) Annual General The St. Albert Hockey Association shall hold their Annual General Meeting on or before the 30 th day of May each year. Such meeting shall be called by the President and notice shall be given to the general membership in a St. Albert weekly newspaper and the Association website for 3 consecutive weeks prior to the meeting date. Such AGM will ONLY deal with the Association s Bylaws. Notice of the Special Resolutions to amend, delete or add to the By-Laws must be received by the President in writing at least 10 days prior to the General Meeting. b) General and Special Meetings General and Special Meetings of the general membership of the St. Albert Minor Hockey Association will be called at any time by the Secretary upon the instructions of the President, or on written request of three Members of the Executive Committee, or upon receipt by the Executive Committee of a petition signed by 1/3 of the Members of the St. Albert Minor Hockey Association who are in good standing, which petition shall set forth the reasons for calling the General Meeting. Notice of the General and Special Meetings shall be provided to the general membership by notice in a St. Albert weekly newspaper and the Association website for 3 consecutive weeks prior to the meeting date. c) Summit The St. Albert Minor Hockey Association may hold a Summit on or before the 30th day of June of each year. The Summit is to encourage the general membership to discuss items and to provide input into the program in a timely and orderly manner. The Summit will allow the membership and Executive Committee time to discuss the relevant issues and its effects on the SAMHA program. The results of these discussions will be in the form of recommendations that are presented to the Executive Committee in writing as a Special Resolution. All recommendations must be submitted to the Hockey Operations Committee on or before March 31st of the current year. Based on the scope and significance of submissions received, if any, the Executive Committee will determine whether or not a Summit is required. The Executive may also schedule a Summit should, in their opinion, there be operational items or changes to operational procedures that warrant discussion and input from the general membership Voting Rights a) In the case of a family membership as specified in Article 1.01 (a), voting rights are restricted to persons over the age of eighteen (18) years with only one vote per family.
7 Page 7 b) Voting rights for the Members identified in Article 1.01 (b) shall be one vote per member c) Voting rights for those Members identified in Article 1.01 shall be one vote per member No person attending any meeting shall be entitled to more than one vote on each motion at the meeting. Where a person is entitled to vote as a Member in more than one capacity, they must select in which capacity they are voting as a Member. Voting for contested Executive positions, or any vote which is done by written ballot, at the Annual General Meeting will be by secret ballot only. Ballots will be counted by 1 Executive Member and 1 Non Executive Member. Results will be announced and recounted if requested. Ballots will then destroyed Quorum A quorum at any General Meeting, Special Meeting or Annual General Meeting shall be equal to Twenty-five (25) voting Members. This number can include the members of the Executive committee in attendance Majority Vote Except in the case of a Special Resolution, all motions shall be adopted by majority vote of those Members in attendance at a meeting Special Resolution A Special Resolution means: a) A resolution passed: i) at a General Meeting of which not less than ten (10) days notice specifying the intention to propose the Resolution has been duly given, and ii) by the vote of not less than 75% of those Members who, if entitled to do so, vote in person. b) A resolution proposed and passed as a Special Resolution at a General Meeting of which less than 10 days notice has been given, if all Members entitled to attend vote at the General Meeting so agree, or
8 Page 8 c) A resolution consented to by all Members who would have been entitled at a General Meeting to vote on the resolution in person. Notice of the Special Resolution shall be provided to the General Membership by notice on the association website for 10 days prior to the meeting date Nominations Every Member of the St. Albert Minor Hockey Association shall have the privilege of nominating a qualified representative for each Executive Committee position open for election in any given year. Nominations may only be made by current members in good standing and must be received 10 days prior to the Annual General Meeting Qualifications of Executive Members Any person nominated for an Executive position must be a Member in good standing under Article Election of Executive Committee At every Annual General Meeting there shall be an election of Officers as follows: a) Elected on even numbered years (2010, 2012, etc.) shall be the Vice President of Hockey Operations, Treasurer, Representative League Director, Initiation Director, Atom Director, Bantam Director, Female Hockey Director, and Personnel Development Director. b) Elected on odd numbered years (2011, 2013, etc.) shall be the President, Vice President of Administration,Registrar, Secretary, Novice Director, Pee Wee Director, Midget Director, Equipment Director, Evaluation Director The elected officers shall form part of the Executive Committee until their successors are elected and installed. All attendee s at the Annual General Meeting must sign in to have there membership verified and to receive their ballots Conduct of Meetings All General and Annual General Meetings shall be conducted under the Robert s Rules of Order.
9 Page 9 2 THE EXECUTIVE COMMITTEE 2.01 Composition The Executive Committee (also referred to as the Board of Directors) of the St. Albert Minor Hockey Association shall consist of the President, Vice President, Secretary, Treasurer, Representative League Director, Midget Director, Bantam Director, Pee Wee Director, Atom Director, Female Hockey Director, Novice Director, Initiation Director, Personnel Development Director, Registrar, Equipment Director, Evaluation Director and Game & Conduct Director Withdrawal Any Member of the Executive Committee can withdraw from the Executive Committee by providing to the President or Secretary of the Executive Committee written notice of withdrawal. The effective date of the withdrawal shall be the date on which the President or the Secretary of the St. Albert Minor Hockey Association receives the notice of withdrawal Removal 2.03 Removal A Member of the Executive Committee shall be relieved of his/her duties and removed as a Member of the Executive in the following circumstances: a) upon the failure to attend 3 consecutive meetings without a reasonable excuse; b) upon 75% majority vote of the Members of the Executive Committee on the basis that a Member is doing an unsatisfactory job; c) upon a Special Resolution of the general membership at a General Meeting Filling of Vacancies In the event that the President is unable to perform the required duties, the Vice President will assume the position of President for the balance of the term or until the next Annual General Meeting, whichever event first occurs. In the event that the Vice President cannot assume the President s position, or in the event that any other Member of the Executive Committee withdraws or is removed from the Executive Committee, or should an Executive Committee position not be filled by an election of the general membership at an Annual General Meeting, then the Executive Committee shall elect a Member from the general membership to fill the vacancy until the next Annual
10 Page 10 General Meeting. Any such executive position filled will be up for election at the next Annual General Meeting with the balance of the length of the term for the position decided in accordance with the time limitations in Article Meetings General Meetings: There shall be a minimum of 8 general meetings of the Executive Committee held each year. The date and time of such meetings shall be set by the President Voting Each Member of the Executive Committee shall be entitled to one vote. In the case of a tie vote the President of the St. Albert Minor Hockey Association shall be entitled to a second or casting vote Quorum A quorum at any Executive Committee Meeting shall be 2/3 of the Members of the Executive Committee Powers The Executive Committee shall, subject to the By-Laws or directions given by majority vote at any General Meeting of the St. Albert Minor Hockey Association properly called and constituted: a) have full control and management of the affairs of the St. Albert Minor Hockey Association; b) have the power to adopt or amend policy, guidelines, procedures or regulations, at any General or Special Meeting by motion, which shall be binding upon all members of the St. Albert Minor Hockey Association; c) have the power to establish policies to ensure allotted ice time is distributed on a fair and just basis to the Interlock League, Developmental League, Representative League and the St Albert Raider s Hockey Club Majority Vote On any general motion a majority vote of the quorum shall pass the motion. A motion to adopt a policy, guideline, procedure or regulation requires a 2/3- majority vote of the quorum to pass the motion. Every motion shall be decided by a show of hands or written ballots as declared by the Chairperson A declaration by the President that a motion has
11 Page 11 been carried or not carried shall be sufficient evidence of the fact without proof of number or proportion of the votes accorded in favor of or against such motion. A Member may demand a poll on any vote which vote shall then be counted by a written ballot Conduct of Meetings All meetings shall be conducted under the Robert s Rules of Order Duties of the Executive Committee President a) will be responsible for general administration of the Minor Hockey League Operations and be responsible for the supervision of the Administrator. b) will be a signing authority along with the Administator, Treasurer and Vice President. c) will preside at all meetings. d) will exercise the powers of the Executive Committee in case of emergency. Such exercise of power must be ratified by the executive (within 48 hrs of the president exercising such powers) Emergency defined where immediate action is required in the best interest of the members and Association e) will suspend clubs or coaches, subject to ratification at the following meeting of Executive Committee. f) will serve on all committees as an ex-officio voting Member. g) will liaise directly with the Community Services department. h) will attend or appoint a designate to attend Hockey Alberta AGM. i) will ensure that coaches are ratified by Executive Committee. j) will receive the reports from the Discipline Committee and the Hockey Operations Committee in respect to disciplinary actions within the Operational Policies, Rules and Guidelines of the Association. k) will be responsible for developing the associations operating budget in cooperation with the Treasurer. l) will be responsible for developing and maintaining the association s administrative operating policies and procedures. m) will be responsible for developing agenda for yearly Summit. n) will authorize player releases/tryouts and affiliations forms in conjunction with the Registrar o) will prepare all required Press releases and submit to the Secretary for media release as required by the Association. p) will develop a format and guidelines for persons who are reporting on hockey games to the Press.
12 Page Vice President of Administration a) will assume responsibility of duties of the President in the absence of the President. b) may be a signing authority along with the Administrator, Treasurer and President c) will oversee day to day Administrative Operations both internally and externally for the Association. d) will oversee the Scholarship Program e) will oversee association awards f) will oversee game and conduct g) will assist and/or oversee the secretary, registrar, development director and Referee in Chief h) will oversee appeals and disciplinary i) will be SAMHA S Zone 3 Hockey Alberta Liason and attend required meetings j) will work in conjunction with the Vice President of Hockey Operations k) will be responsible for managing special projects as identified by the association l) Will report to the president a Vice President of Hockey Operations a) will assume responsibility of duties of the President in the absence of both the President and Vice President of Administration. b) May be a signing authority along with the Administrator, Treasurer and President c) will oversee day to day Hockey Operations both internally and externally for the Association. d) will be responsible for tiering program within EMHA/Federation. e) will arrange within Hockey Operations for attendance at various league meetings. f) will ensure coach interviews consist of a minimum of 4 non-conflict board members for all new coaches or coaches that he deems require formal interview process. Will forward nominations/candidates to the executive committee for approval. g) will be responsible for managing special projects as identified by the association h) will be responsible for applications for special hockey events and major tournaments, will also oversee SAMHA Tournament Coordinator i) will oversee ice allocator j) will report to the President
13 Page Past President: a) will attend meetings of the Executive Committee when requested by the executive committee. b) will report to the President Secretary: a) will attend all General Membership, Annual General Membership, Executive Committee and Hockey Operations Committee meetings and shall maintain accurate minutes of same. b) will have charge of all Executive Committee and Hockey Operations Committee records. c) will maintain and update the By-Laws and the Operational Policies, Rules and Guidelines in both hard copy and on the Association website. d) will work with the Administrator on safekeeping of all Executive Committee and Hockey Operations Committee Reports, Minutes, By-Laws and Operational Policies, Rules and Guidelines, e) will be responsible for all Executive Committee and Hockey Operations Committee correspondence. f) will prepare any advertising to any media as required by the Association as directed by the President. g) will submit media releases to any media as required by the Association as as directed by the President. h) will perform such other duties as designated by the President. i) will report to the President Treasurer: a) will be a signing authority along with the President, Vice President and Administrator b) will have charge of all Executive Committee financial records. c) will present an annual statement of all operations. d) will work in co-operation with the President in developing the Association s operating budget. e) will investigate all potential grants from Government and Sporting Agencies. f) will co-ordinate grant applications in conjunction with other Officers as needed. g) will be responsible for grant applications and the management of related projects. h) will be responsible for SAMHA bank account maintenance and management. i) will report to the President.
14 Page Registrar: a) will be responsible for all registration issues for all participants within the Association b) will approve eligibility of all players registered in the Association in accordance with Hockey Alberta and Hockey Canada criteria (including SAMHA residential boundaries and the Elite Model Development guidelines) this eligibility will depict whether or not a player can be registered and play for SAMHA. c) will be responsible to ensure proper registration of players, team officials and team registration with Hockey Alberta in Hockey Canada s Registry (HCR) d) will be responsible to process player releases through HCR in conjunction with the President. e) will provide final verification that a player within SAMHA is eligible for a standard or conditional release. f) will be responsible for verify player affiliations in conjunction with Division Directors. g) will give final approval for player affiliations h) will be responsible for entering player affiliations into HCR i) will be responsible for intra-branch transfers and intra-association transfers in HCR in conjunction with the President. j) will be a liaison with Hockey Alberta and Hockey Canada with respect to player, team official and team registration in conjunction with the Administrator k) will report to the President and Vice President Initiation Director: a) will be responsible for the non-representative SAMHA Initiation program. b) will appoint an Initiation team of coordinators and assistants, and conduct meetings, as required by HOC. c) will attend Executive Committee and Hockey Operations Committee meetings and will submit written reports for both meetings. d) will conduct pre-season meetings with coaches and Initiation Program Instructors and will require a team budget be submitted for review before 1 November of each year. e) will produce an information letter for all parents as approved by the Vice President.
15 Page 15 f) will ensure that each coach has an up-to-date Rule Book and Association Rules and Regulations. g) will ensure that a league schedule is made available to all teams. h) will ensure all on-ice personnel to complete all required Initiation Program and coaching clinics as per Section F of the Hockey Alberta Bylaws i) will encourage that each of the coaches and Instructors use the Inititation Program curriculum in their on-ice seasons. j) will be responsible to collect and manage all gamesheets for league, tournament, and exhibition games. Copies of Game sheets with sanction permits and travel permits must be given to the hockey office within 24 hours of the game being played. k) will be responsible to provide the Games and Conduct director gamesheets with incident reports. l) will submit a report on Initiation at the Annual General Meeting m) will appoint a Christmas Tournament Coordinator and approve the tournament budget. n) will report to the Vice-President Novice Director: a) will be responsible for the non-representative SAMHA Novice program. b) will appoint a Novice team of coordinators and assistants, and conduct meetings, as required by HOC. c) will attend Executive Committee and Hockey Operations Committee meetings and will submit written reports for both meetings. d) will conduct pre-season meetings with coaches and Novice Program Instructors and will require a team budget be submitted for review before 1 November of each year. e) will produce an information letter for all parents as approved by the Vice President. f) will ensure that each coach has an up-to-date Rule Book and Association Rules and Regulations. g) will ensure that a league schedule including Playoffs is made available to all teams. h) will ensure all on-ice personnel to complete all required Novice Program and coaching clinics as per Section F of the Hockey Alberta Bylaws. i) will encourage that each of the coaches and Instructors use the Novice Program curriculum in their on-ice seasons. j) will be responsible to collect and manage all gamesheets for league, tournament, and exhibition games. 16 Page 16 l) will submit a report on Novice at the Annual General Meeting m) will appoint a Christmas and Year End Tournament Co-ordinator for the Novice Development League and will approve the tournament budgets. k) will report to the Vice-President Atom Director: a) will be responsible for the non-representative SAMHA Atom program. b) will appoint an Atom team of coordinators and assistants, and conduct meetings, as required by HOC, submitting a written report to HOC. c) will attend Executive Committee and Hockey Operations Committee meetings and will submit written reports for both. d) will conduct pre-season meetings with coaches and Atom Program Instructors and will require a team budget be submitted for review before 1 November of each year. e) will produce an information letter for all parents as approved by the Vice President. f) will ensure that each coach has an up-to-date Rule Book and Association Rules and Regulations. g) will ensure that a league schedule including Playoffs is made available to all teams. h) will ensure all on-ice personnel to complete all required Atom Program and coaching clinics as per Section F of the Hockey Alberta Bylaws. i) will encourage that each of the coaches and Instructors use the Atom Program curriculum in their on-ice seasons. j) will be responsible to collect and manage all gamesheets for league, tournament, and exhibition games. Copies of Game sheets with sanction permits and travel permits must be given to the hockey office within 24 hours of the game being played. k) will be responsible to provide the Games and Conduct director gamesheets with incident reports. l) will submit a report on Atom at the Annual General Meeting. m) will appoint a Christmas and Year End Tournament Coordinator for the Atom Development League and will approve the tournament budget. j) will report to the Vice-President Pee Wee Director: a) will be responsible for the non-representative SAMHA Pee Wee program. b) will appoint a Pee Wee team of coordinators and assistants, and conduct meetings as required by HOC. c) will attend Executive Committee and Hockey Operations Committee meetings and will submit written reports for both.

20 Page 20 i) will ensure that a league schedule including Playoffs is made available to all teams. j) will be responsible to collect and manage all gamesheets (Atom A & AA/PeeWee A & AA) for league, tournament, and exhibition games. Copies of Game sheets with sanction permits and travel permits must be given to the hockey office within 24 hours of the game being played. k) will be responsible to provide the Games and Conduct director gamesheets (Atom A & AA/PeeWee A & AA) with incident reports. l) will submit a report on Representative League Hockey at the Annual General Meeting m) will report to the Vice-President Evaluation Director a) will be responsible for organising all evaluation programs in conjunction with the Initiation, Novice, Atom, Pee Wee, Bantam, Midget, Female Hockey, and Representative Directors, and in liaison with the Personnel Development Director. b) will ensure the association has clear policies and procedures for the evaluation of all players at all levels. c) will ensure each division, Initiation, Novice, Atom, Pee Wee, Bantam, Midget, Female Hockey and Representative follows the evaluation policies. d) will provide the Secretary with advertisement for tenders for the evaluation process for Interlock and House League programs no later than April 1 st of the current year. The lowest tender is not necessarily the winning tender. e) will report to the Vice-President Equipment Director: a) will ensure that, if equipment is released during the off season, a substantial deposit is paid. b) will submit a list of equipment required. c) will meet with the President, and /or Vice President, and Treasurer to select the equipment requirements. d) will arrange for handling, storage, repairing, cleaning and inventory of equipment as required. e) will ensure that all equipment is returned to stock by 1 May. f) will purchase all playoff trophies and be the legal holder of all trophies. g) will prepare a minimum of two tenders for equipment for the upcoming playing season by 1 June each year. The lowest tender is not necessarily the winning tender. h) will maintain equipment records and will collect equipment deposits. i) will be responsible for the distribution and collection of hockey equipment for teams within SAMHA and the St Albert s Raider s Hockey Club. j) will report to the President.
21 Page Personnel Development Director : a) will arrange and supervise a definite period of training for all coaches, and players, in order that technical knowledge is conveyed at the necessary level of instruction, that is: i) approved and accredited coaches clinics ; ii) approved and accredited players clinics; iii) approved and accredited sport medicine clinics. b) will establish and maintain a coach mentoring system for all levels in the Association. c) will establish and maintain an off-ice game officials mentoring system for all levels in the Association. d) will establish and maintain a team management mentoring system for all levels in the Association. e) will establish and maintain an age division coordinators mentoring system for all levels in the Association. f) will establish, as required specific camps, for St. Albert Minor Hockey programs. g) will report to the President and Vice-President Game & Conduct Director a) will undertake all Game & Conduct Management (GCM) Responsibilities for SAMHA as defined by Hockey Alberta, for Game, Conduct, Safety and Risk Management, including representing SAMHA at Hockey Alberta Zone GCM Seminars, acting as a liaison between the Hockey Alberta and SAMHA, fostering and development of Speak Out Program and Canadian Hockey Safety Program for SAMHA. b) Attend Executive meetings and advise of risk management and safety concerns, ensure arena checks and liaison with facility management, meet regularly with teams and safety people. c) Ensuring teams have CHA injury report forms and for dealing with response to serious injury of member, receive and compile all injury statistics. d) Review special event sanction requests before forwarding to President for signature. e) Monitor the issuing of game permits and ensure all SAMHA Teams follow the game sheet protocol guidelines. f) Monitor and liaison with all Directors, Hockey Alberta and other Associations all discipline actions and suspensions issued to SAMHA Members. g) Ensure all teams have completed medical history forms before first game of the season. h) Monitor and assist with conduct and existing abuse and harassment policies and procedures. i) will report to the President and Vice-President.
22 Page Committees The Executive Committee or a Committee thereof may create Committees or Sub-Committees including a nominating Committee. Such Committees may be composed of Members or non-members of the Executive Committee. Notwithstanding the foregoing all Members of Committees or Sub- Committees must be Members in good standing of the St. Albert Minor Hockey Association Eligibility to Coach Members of the Executive Committee are not eligible to be head coach of any AAA (male and female) hockey program in St. Albert Minor Hockey Association teams while holding office. Any member of the Executive Committee Member that is head coaching a hockey program shall not participate in any decisions wherever there is a conflict of interest Indemnity of Executive Committee, Members, Directors and Officers No Member of the St. Alberta Minor Hockey Association is, in his individual capacity, liable for a debt or liability of the St. Albert Minor Hockey Association. The St. Albert Minor Hockey Association shall indemnify an Executive Committee Member, Director or Officer, his heirs, legal representatives and assigns from and against any and all claims, costs charges, expenses and losses including payment of legal fees on a solicitor and client basis necessary to settle or defend an action or satisfy a Judgement reasonably incurred by such person as a result of them having been an Executive Committee Member, Director or Officer in those cases where they were acting in their course and scope of duty and acted honestly and in good faith with the view to the best interests of the St. Albert Minor Hockey Association. The St. Albert Minor Hockey Association shall indemnify a Discipline Committee Member, his heirs, legal representatives and assigns from and against any and all claims, costs charges, expenses and losses including payment of legal fees on a solicitor and client basis necessary to settle or defend an action or satisfy a Judgement reasonably incurred by such person as a result of them having been an Discipline Committee Member in those cases where they were acting in their course and scope of duty and acted honestly and in good faith with the view to the best interests of the St. Albert Minor Hockey Association.
23 Page Remuneration No Directors, Officers or members of the Executive Committee shall receive any remuneration for their services EMHA Interlock Leagues Prior to a decision to remove St.Albert Minor Hockey completely from EMHA interlock league, the President must have authority from the general membership at an AGM or Special General Meeting St. Albert Raiders Hockey Club The St. Albert Raiders Hockey Club will operate as its own entity in the St. Albert Minor Hockey Association by means of which, following The St. Albert Raiders Hockey Club By-Laws as outlined in Appendix 1. The President of the St. Albert Raiders Hockey Club will report to the President of the St. Albert Minor Hockey Association until such time as Hockey Alberta changes their LMHA reporting accountability structure, expected to change in 2008/09. 3 ADMINISTRATION 3.1 Administrator Duties The Association may employ an Administrator whose remuneration shall be set by the Executive. The hiring or termination of the Administrator shall be upon 2/3 majority vote of the Executive Committee. The Administrator will report directly to the President. The Administrator shall be a non-voting member of the Executive Committee. The Administrator shall not be expected to perform any Executive Committee s duties as outlined by the Bylaws. The Administrator will be responsible to: a) Compile and maintain a directory of players, coaches, managers, and trainers with name, address and phone numbers in conjunction with SAMHA Registrar. b) Input all player/coach/manager/trainer data and maintain the data system as per Hockey Alberta criteria in conjunction of SAMHA Registrar. c) Maintain player/coach/manager/trainer (hard copy) files in the office.
24 Page 24 d) Maintain registration records and management. e) Handle all liability and insurance claims. f) Obtain all travel permits, special event permits and sanction permits for SAMHA Tournaments through Hockey Alberta. g) Submit gamesheets with permit numbers to Hockey Alberta. h) Manage all accounts payable and receivable; inputting and record management. i) Attend Executive meetings, submitting a written report. j) Maintain and manage the SAMHA website. k) Hire, oversee and manage the office staff in cooperation with the President. l) Be the liaison for promotional activities in the Community for the Association as required; as directed by the President. m) Be a liaison with Hockey Alberta and Hockey Canada with respect to player, team official and team registry as directed by the SAMHA Registrar. 3.2 Ice Allocator Duties a) Reports directly to the Vice President, attends all HOC meetings and submits written report. b) Provides an Ice Report summarizing the details of the season s ice allocation at SAMHA s Annual General Meeting c) Principal point of contact for SAMHA on matters of ice allocation within the City of Saint Albert, Garrison and any other organization that provides SAMHA with ice time. This is to include attending all ice user meetings with the above mentioned organizations. d) Responsible for acquiring ice for Pre-Season September Try-outs, Regular Season (October to March), Summer Ice (April to August), SAMHA Tournaments, Mentorship Clinics, and Power Skating e) Responsible for returning ice to the respective ice provider(s) when ice can not be utilized f) Principal point of contact for negotiation of changes in ice times with City of St. Albert and the other city ice users. g) Principal point of contact for ice matters with all outside leagues. Responsible for providing the required game ice to the Ice Schedulers of those leagues. This is to include attending any ice related meetings set by outside leagues. h)responsible for coordinating and creating the Game Schedule for REC-15 league i) Responsible for coordinating ice for Provincial playdown games. j) Determines quantity of ice time required for various SAMHA teams based on number of hours of ice available, predicted number of players, age groups, level of ability ie AAA, AA, A, B House league etc. and specific league requirements k) Responsible for follow up of the proper utilization of ice time on a regular basis l) Responsible for providing ice to respective SAMHA Directors for all House League practices and games. m) Responsible for providing and tracking practice ice for all SAMHA Interlock teams
25 Page 25 n) Responsible for providing the weekly practice slots for Representative and Raider s Club teams. This includes setting the start and end dates and predetermined exclusions. o) Responsible for maintaining and updating the Ice for Sale listings on the SAMHA Website. p) Responsible for reporting all team ice purchases to the SAMHA Administrator in a timely manner for billing purposes. 4 REFEREE-IN-CHIEF a) will appoint the referees for all House League, Representative and exhibition games and his appointment shall be final with exception of Provincial Games. b) will arrange training programs for all referees. c) will monitor supervisions on all referees. d) will attend Hockey Operation Committee meetings, submitting a written report. e) will see that all games are handled in accordance with the St. Albert Minor Hockey Association Rules and the Canada Amateur Hockey Association hockey rules. f) will suspend or discipline referees as required. g) will submit to the HOC Committee in writing the details of any disciplinary action taken. h) will forward to the HOC Committee the Rules and Regulations governing the referees. i) will report to the President and Vice President. 5 DISCIPLINE a) The Operational Policies, Rules & Guidelines adopted by the Association provide for the general rules of conduct for all members including Directors and Officers, Coaches, Assistant Coaches, Managers, Players, Parents or Spectators. b) Any Officer, Executive Committee Member, Team Player, Coach, Assistant Coach, Trainer, Manager, Parent or Spectator who violates the By-Laws,
26 Page 26 Code of Conduct or Operational Policies, Rules & Guidelines of the Association is subject to discipline under the Discipline Procedure. c) The Discipline Procedure shall be administered as follows: i) The Administrator shall direct complaints as follows: a. Discipline matters relating to activities governed by the rules of the league in which a particular team participates or which is specifically covered by Hockey Alberta or Canadian Hockey Association rules shall be administered by the Hockey Operations Committee; b. Discipline matters relating to activities of on-ice game officials acting in their capacity as on-ice game officials shall be administered by the North Zone Referee Committee (hereafter referred to as St. Albert Referees Association ), or Hockey Alberta; c. Discipline matters not covered by a or b (in other words matters not involving the rules governing the game of hockey) shall be administered by the Discipline Committee. d. The Administrator shall maintain a log of the complaints received providing the date the complaint was received, the log number, the name of the complainant, the name of the respondent and the date the file was closed. The log shall not include any details of the nature of the complaint. ii) Upon the conclusion of the hearing, whether informal or formal, of the complaint by either the Hockey Operations Committee or the Discipline Committee all documents pertaining to the complaint shall be placed in a special filing cabinet accessible solely by the Chairman of the Discipline Committee and/or the President of the Association and shall not be accessed by any other party. iii) In order to ensure the consistency in the application of discipline: a. Monthly, the Discipline Committee will summarize the complaints where discipline was issued. These summaries shall identify the issues giving rise to the discipline and the discipline issued by the Discipline Committee. These summaries shall not make reference to either the complainant or to the individual being disciplined. b. Monthly, the Hockey Operations Committee will the complaints where discipline was issued and forward this summary to the Chairman of the Discipline Committee. These summaries shall identify the issues giving rise to the discipline and the discipline issued by the Hockey Operations Committee. These summaries shall not make reference to either the complainant or to the individual being disciplined. c. Monthly, the Discipline Committee will request that the St. Albert Referees Association provide a summary of the complaints where discipline was issued by it.
