2 NEW RULES AND PLAYER MOVEMENT CRITERIA At the May 18 CAHA Board meeting, the board adopted several new rules measures, as well as provided clarification to some existing rules that have specific impact on Tier I teams. Most important and that which teams need to be aware of are: 6.5 Penalty Notification: All teams are required to promptly notify the CAHA 1st Vice President or designee, of any match penalties, any incident involving assault on referees or officials, or any incident involving spectators that occur during a game in which the team participates, whether such game occurs within CAHA jurisdiction or not. Such notification shall be in writing and must be submitted by the team within forty-eight (48) hours after each incident. Copies of this documentation must be submitted to the appropriate CAHA commissioners, or the CAHA Youth Council Chair or designee for A and B Score Sheets: a. All coaches on the bench must only sign their own name on the game score sheet prior to the start of the game. b. The head coach is responsible for the accuracy of the score sheet. Inaccurate or unsigned score sheets may result in suspension, fines, and/or forfeitures. c. Players not in attendance or not able to participate in any game shall be crossed off from the list of players on all copies of the game score sheet. d. The rostered team manager shall deliver to the Commissioner a LEGIBLE copy of all score sheets, for games played within and outside CAHA jurisdiction, within forty-eight (48) hours of the game being played.

3 TIER I 9.3 Rosters: Copies of all Tier I team rosters (including preliminary, supplemental, and final certified) must be submitted to the CAHA Tier Commissioner as a condition for participation in state playoffs. The USA Hockey Team roster form 1-T roster must be submitted by September 15 of the current playing season. CAHA limits the rostering of out-of-state players to less than 50% per Tier I team. An out of state player is defined as an un-emancipated minor whose parent s or guardian s primary residence is outside of the state of California. 9.4 Team Official Responsibilities: The rostered team manager for each Tier I team shall be responsible for providing to the Tier I Commissioner with a complete game schedule and any updates throughout the season. The rostered team manager shall deliver to the Tier I Commissioner a legible copy of all score sheets for games played within and outside CAHA jurisdiction, within forty-eight (48) hours of the game being played. Failure to comply may result in a fifty dollar ($50.00) fine levied for each late score sheet and may result in suspension of the team, coach, manager, and/or Member Association. It is the responsibility of the team manager and/or team representative to insure that the team credentials book is present at all of the team s USA Hockey sanctioned events, (i.e. league and exhibition games, practices, off-ice conditioning, tournaments, etc.). The team credentials book must be prepared in proper order as per CAHA Rule CAHA reserves the right to verify a team s credential book at any time throughout the season and to impose sanctions against the team and/or club for non-compliance. 9.8 Team Movement: Any Tier I team that desires to drop down to Tier II classification must notify the Youth Council by September Player Movement: Until December 1, Tier I players may move to another Tier I team provided they are properly released and be post season eligible for CAHA State championships. (Refer to section 6.16 for full Player Movement rules). a. Before October 31 any properly released Tier I player may move down to Tier II or A for any reason and be postseason eligible. b. After October 31, only Tier I players that have been CUT can be moved down to Tier II or A and be postseason eligible. c. Until December 1, a properly released Tier II, A, or B player may be added to a Tier I roster and be post-season eligible for CAHA state championships, providing all minimum game requirements are met. d. Once a player is rostered as a Tier I player in the current playing season, the player is ineligible to drop to B. e. After December 1, no players may be cut or dropped from a Tier I roster. f. Any player that is removed from a roster shall not be allowed to be placed back on the roster of the team more than twice from which he or she was removed.

4 Tier II 10.4 Rosters: Copies of all Tier II team rosters (including preliminary and supplemental) must be submitted to the CAHA Tier II Commissioner prior to participation. Rosters must be submitted to the USA Hockey Associate Registrar for any nationally bound team prior to participation in any sanctioned game, scrimmage, practice or other on-ice event. These rosters shall be submitted no later than September 15 of the current playing season. Copies of these rosters must also be submitted to the respective Commissioners. Additions and deletions shall be submitted on supplemental rosters. Copies may also be required by the appropriate League. CAHA limits the rostering of out-of-state players to less than 25% per Tier II team. An out of state player is defined as an un-emancipated minor whose parent s or guardians primary residence is outside of the state of California Team Movement: Tier II teams have until September 15 of the current playing season to move up to Tier I playing status thereby vacating their Tier II status. Any Tier II team that desires to drop back to the A classification must notify the Youth Council by September 15. Nothing in this rule shall require a league to allow a Tier II team that drops the ability to participate in the league playing schedule Player Movement: (Refer to section 6.16 of the CAHA Guidebook for full player movement rules) a. Until October 31, any properly released Tier I player may be added to a Tier II roster and be post-season eligible for CAHA state championships. b. Until October 31, any properly released Tier II player may drop to A or B levels and be post-season eligible for CAHA state championships. c. After October 31, any properly released Tier II player may drop to A or B levels but will not be post-season eligible for CAHA state championships. d. After October 31, only Tier I players that have been CUT can be moved down to Tier II or A and be postseason eligible. e. After October 31 and until December 1 a properly released player may be moved to a Tier II roster under the following circumstances and be post season eligible for CAHA state championships: 1. The player s current Tier I or Tier II team disbands; 2. The player is cut or dropped from a Tier I team or Tier II team; 3. The player is a registered USA Hockey player currently playing at the A or B level. f. Any player that is removed from a roster shall not be allowed to be placed back on the roster of the team more than once from which he or she was removed regardless of when the player is removed. However, prior to 12/1, Tier II players may

5 participate on a Tier I team for a maximum of 2 movements. g. Any Tier I player added to a Tier II team that participates in a CAHA mandated weekend will be deemed a permanent addition to that Tier II team REFUSAL TO PLAY: Refusal to participate in any CAHA scheduled game will result in a fine of up to $1, per game. All of the Youth Rules are now posted on the CAHA website at under the Guidebook tab. Please download and read this year s youth rules as soon as possible. Once the entire CAHA Annual Guide is available on-line, please download it also. Familiarize yourself with the rules and don t hesitate to ask questions. It is vital that your team adhere to ALL the CAHA guidelines.

8 CAHA TIER I REGULATIONS Please check the CAHA website Suspensions link for any of your players or coaches that may have carryover game suspensions to serve entering the season, as well as make sure those suspensions are served. All Tier I teams shall schedule three (3) regular season games 1 (at least one (1) home and one (1) away) with all California AAA teams in their division by October 15. The third game can, but does not have to, be a neutral ice location. If a neutral ice location is selected by mutual agreement, one team must be designated as the "HOME" and the other the "VISITING" team. And while not required, third games are encouraged to have the cost split amongst the teams for both ice and referees. Such decisions are to be made amongst the teams themselves. These CAHA games, and any and all other games need to be reported to the Tier I Commissioner in advance. These games ( designated CAHA games ) must be reported and approved by the Tier I Commissioner no less than seven (7) days in advance and no later than October 15. These games must be played between August 1 and on or before January 26 within the specifications outlined in Section 10 of the CAHA Guidebook. The October 15 deadline to have all your required CAHA games schedule is a HARD deadline. NO exceptions will be granted for any reason!! Teams that do not comply with scheduling requirements are subject to having (A) game schedules forced upon them with the additional cost associated therein, or (B) forfeiting games that are not scheduled. Once the designated CAHA game has been approved by the Tier I Commissioner it MAY NOT BE CHANGED OR CANCELLED. Any request to change or cancel a game must go before the CAHA Youth Council. Youth Council will only consider a change IF both teams (A) agree to a change and (B) at the same time establish the new date/time that both teams agree to. BOTH "A" and "B" have to be simultaneous! In other words, even if both teams agree to a reschedule, but they can't at the same time agree to the new date/time (which would still have to be on or before the designated last day of the CAHA regular season), then the game can not be rescheduled. Games played at Tournaments or outside of California ARE eligible to count towards the 300% requirement as a designated CAHA game IF the games meet the required standards as defined herein/below (and has been pre-approved). Only games satisfying the CAHA game requirements shall count towards satisfying the 300% requirement. These requirements are: - All Peewee CAHA games shall be three (3) 15-minute stop-time periods. - All Bantam CAHA games shall be three (3) 16-minute stop-time periods. 1 - Due to the number of teams currently declared for the 14U and 16U divisions of nine (9) teams each, the 300% CAHA game scheduling requirement is being relaxed in favor of a 200% game scheduling requirement, one HOME and one AWAY, versus each team in the division. However, in the event the team count in the division drops to seven (7) or fewer teams as of Sept. 15, the game requirement will revert back to 300%.

9 - All Midget CAHA games shall be three (3) 17-minute stop-time periods (with an ice cut between either the 1 st and 2 nd period, or between the 2 nd and 3 rd period in a 1.75 hour game slot). - All Tier I CAHA games must end at the end of regulation play (i.e., the end of the 3 rd period). No Tier I CAHA games may be played into overtime and/or a shoot-out. - All Tier I CAHA games will use a three (3)-man officiating crew. Once a CAHA scheduled game has been approved, no change may be made to that schedule without the approval of the CAHA Youth Council. Any team refusing to play any CAHA mandated game shall lose its post season eligibility. Any disputes amongst member teams scheduling their required games may become subject to CAHA Youth Council review and potential league action. The league recognizes that scheduling games can be a daunting task at best. For such reason, teams are encouraged to (A) work together for their MUTUAL benefit, (B) not attempt to force undue restrictions or hardships on other member teams, and (C) work diligently and swiftly to complete your games schedules as soon as possible! Non-CAHA games such as exhibition, tournament, secondary league (i.e., non CAHA league game), while still requiring advance notice, do not require a minimum 7-days advance notice. Such notice can be up to the day before the game is played. Once notified, the Tier I Commissioner will respond accordingly and you can consider the game scheduled. If you don t get a reply from the Tier I Commissioner, the game is NOT considered scheduled so please make sure you get a response! Please note that a player or coach who must serve a game suspension can do so only in games that have previously been scheduled and advance notification to the Tier I Commissioner PRIOR to the game in which the game misconduct is issued. In other words, games scheduled after a game misconduct penalty has been issued can NOT be used to serve such suspension. If your non-caha schedule game is canceled, please make sure to notify the Tier I Commissioner PRIOR to the date/time the game was to be played. Also please also note if a player or coach receives three (3) Game Misconducts in a playing season, including non-caha games, he/she will be referred to the CAHA 1 st Vice President for possible supplemental discipline. This will also apply to any player, coach or team that displays a pattern of excessive penalty minutes.

10 GAME SCHEDULES You must send to the Tier I Commissioner your complete game schedules and all score sheets. Games include any game your team plans to play, be it an exhibition, tournament, secondary league (i.e., non CAHA league game) and your CAHA 300% required league games. If you are going to have refs and a score sheet, you have a Game. Your team s game schedule is due immediately. It is okay to send what you have. Make sure your designated CAHA games are clearly marked as such. You must also your updates to the schedule throughout season AS THEY OCCUR. You may use any format you wish as long as the information is accurate and via only. As previously indicated, once notified of a scheduled game, the Tier I Commissioner will respond accordingly and you can consider the game scheduled. If you don t get a reply from the Tier I Commissioner, then the game is NOT considered scheduled so please make sure you get a response. Follow up if necessary to receive a confirmation that a scheduled game notification has been received by the Tier I Commissioner.

11 GAME SUMMARIES AND SCORE SHEETS As was the case last season, Tier teams will need to submit online game summaries. This effort is supplemental to, and NOT a replacement for the submitting of copies of actual score sheets (see below). Also, the link for the summaries, when available, will be found on the CAHA website ( and select the Tier Hockey Game Summary link. All score sheets should be scanned and ed to the Tier I Commissioner within 48 hours after the games are played. In addition, the original WHITE copy of all CAHA 300% games need to be mailed to the Tier I Commissioner in addition to the scanned and ed version. PLEASE BE SURE THE SCORE SHEETS ARE LEGIBLE!! Please the Tier I Commissioner any Match Penalties or Game Misconducts penalties immediately (do not wait 48- hours). Failure to comply may result in fines or penalties levied against your team. Here are some more tips/rules for score sheets: 1. Eligibility - Please make sure that only eligible and rostered players and coaches participate in your games! Take a few minutes prior to filling out your game score sheets to make sure that all players and coaches who will appear on those score sheets are officially rostered and that you have such roster(s) in your hands and Managers Books, and that the Tier I Commissioner and your local registrars also have a copy. Also, please make sure that your coaches are screened and cleared (some cleared names expire Aug. 31 at midnight!) and that your coaches and players do not have any carry-over suspensions from prior games (last season included) they must serve. Also, please make sure to list your players on the score sheets in numeric order (not alphabetic order). 2. Readability - It probably goes without saying that if YOU can't read it, neither can someone else. In some cases, maybe you can read it, but once you scan and it, the readability declines and it then becomes unreadable. So, when you are given a score sheet YOU can't read, please insist that who ever gives it to you makes the effort to make you a copy you can read. At the end of the day, it is their responsibility and requirement that they do. If necessary, insist on a good clean copy of the original score sheet. Second, once you scan or photo copy it to or mail, make sure the scan or photo copy is clear and readable. If a mistake is made by the Tier I Commissioner entering stats/data from a score sheet, it should be because he/she actually makes a mistake, not because they had to guess what the score sheet said. 3. Accuracy - There is a clear and distinct difference in the accuracy between the hand entered score sheets and the online versions we have seen the last couple of years. Mistakes and inaccuracies abound with the on line versions. Goalie stats omissions or mistakes are the most prevalent, but by far the most serious is the lack of notations for (A) suspensions being served and (B) injured, absent, or otherwise not participating players being left on the score sheet. This goes to the core of proper serving of suspension as well as proper accounting for games played. It is VERY IMPORTANT that if you have a coach or player serving a suspension and you know that an electronic score sheet is going to be used, that YOU make sure that the proper notations are made. The best time to do this is BEFORE the game gets underway and by approaching tournament officials and/or actual score keepers and insisting they make the proper notation.

12 Please understand that giving me a score sheet and saying there is a mistake, will not suffice without the corrected score sheet being produced. It should be obvious why such is the case. As for goalie stats, if they are wrong, please try to get them corrected, but don't be aggressive about. If the event won't or can't correct them, simply provide the correct goalie stats when you submit the score sheet. 4. Coach Signatures - Please print all coach and assistant coach names who will be coaching the game. If the rostered Head Coach will be absent from the game, please indicate which of the assistant coaches will serve as the Head coach for the game by striking thru the applicable Asst. and writing in HC. Also list each coached Coaching Card number, year and level they secured their card, as well as their telephone number. All coaches must sign the score sheet. NOTE if you use labels to complete your score sheets, make sure the coaches still sign EACH copy of the score sheet since the carbon copies will not pick-up the signature when the original top page is signed. 5. Timeliness - On line summaries need to be done as soon as practical, in particular if you need to report a significant penalty being incurred and/or served. The deadline is 10:00pm Monday following your weekend games (Tuesday if Monday is a holiday). The sooner the information is made available, the sooner it can be recorded and the sooner the violation is properly noted as being incurred, and hopefully served. Next, in a perfect world, the Tier I Commissioner would get the score sheet copy as soon as the game ends. Of course this is not only not practical, it is impossible. But, the sooner you get the summaries submitted, the better, but all are due within 48-hours of the completion of the game and or by Tuesday evening following your weekend games (Wednesday evening if Monday is a holiday). Also, you MUST mail the original WHITE copy of your Home CAHA 300% games to the Tier I Commissioner.

13 USA HOCKEY TRAVEL PERMITS While CAHA does not automatically require your team to secure a Travel Permit for out of state events, your team DOES continue to need one for out of country events. Sometimes, you may have an out of state event that requires one, but that is up to the event, and if they do, one can be provided. IF you do need a travel permit, managers should request the form via from their club registrar at least 2-3 weeks in advance of travel (form is available from your club registrar). If a Travel Permit is necessary, CAHA will also require your team to provide a Certified Tournament Roster (see next page). When completing the Travel Permit form, you will be required to provide the following minimum information: 1. Team and Team Manager Contact Name, and Phone 2. Association Number and Team ID (CAHxxxx) 3. Travel Dates 4. Destination Information, including: Proposed Game Dates Location (County or State/Province and City) Sponsoring Organization Your Contact Information (Telephone and ) Once it is filled out, the club registrar can forward to the applicable Pacific District Associate Registrar, Vada Burrow (Northern Calif.) or Robin Ruhwedel (Southern Calif.) for final disposition. Approved Permits and certified rosters are ed to club Registrar and Team Manager as soon as possible after it has been approved

14 CERTIFIED TOURNAMENT ROSTERS Teams going out of State need to have their rosters signed off by the appropriate Pacific District Associate Registrar, Vada Burrow (Northern Calif.) or Robin Ruhwedel (Southern Calif.). In addition, a Certified Tournament Roster is required for temporary players from outside your club. Request for such rosters must be made to your club registrar a minimum 2-3 weeks in advance of the first game for that event, who in turn will coordinate with appropriate league registrars. If your team will be using Temporary Players from outside of your home organization, you must have the following items (keep copies for your team binder) to provide to the club Registrar in order to be added to the tournament roster: 1. Temporary Release from current organization (handled by current organization s Registrar through the league) 2. Current USA Hockey confirmation number 3. USA Hockey Code of Conduct 4. USA Hockey Consent to Treat 5. CAHA Concussion Form Note - Any time a special tournament roster is used, the games played will NOT count for postseason credentialing purposes. Αll special tournament rosters will be submitted by club Registrar to the appropriate Pacific District Associate Registrar, Vada Burrow (Northern Calif.) or Robin Ruhwedel (Southern Calif.) and the Tier Commissioner as required.

15 NOTEWORTHY Traveling Out of the Country For teams planning to play Canadian teams here in California, please know that Canadian teams must have an approved travel permit and official roster during regular season to play here. During the off season, they must have proof of insurance. Match Penalties A Match Penalty is a 30-day suspension or penalty period. The coach/player sits his/her next regularly scheduled game(s) for any game misconducts also received AFTER the 30 days has run. CAHA does not automatically hold a hearing for every Match Penalty. CAHA has the option to call the parties involved to a hearing, or the player can request a hearing. If neither happens, the player returns to the ice at the end of the penalty period (pending any game misconducts which must be served). The player can request a hearing. CAHA would need to receive a request from the player or his parents requesting a hearing, briefly stating the reasons for the request. If and when CAHA receives a request, CAHA has ten (10) days to notify the parties involved of the hearing time, date and place. And within ten (10) days after that, a hearing must be held or the player automatically returns to the ice. At the hearing the player can present all the reasons/evidence he feels the penalty is unjustified, etc. At the hearing the penalty can be left as is, reduced, or supplemental discipline imposed and the penalty increased. CAHA will NOT hold a hearing for Game Misconduct penalties. Game Misconducts at State Championship Tournament Per USA Hockey Rule, all suspensions incurred in the course of the national playdown schedule (i.e., in a state or district playoff) shall be served during regularly scheduled games of the championship playoff schedule. In no case, may such suspension(s) be served in a game occurring outside the championship playoff schedule, including via the scheduling of a game not included in the national playdown configuration and having the player sit out that game. Illegal Players/Coaches Any time a team uses an illegal player or coach on a score sheet during the playing season, the Head Coach will serve a game suspension for each illegal player/coach, as well as each game such illegal players/coaches are used. An illegal player or coach is any player or coach that does not appear on an approved roster. All rosters must be submitted and approved by the league registrar, as well as provided to the Tier I Commissioner PRIOR to any game being scheduled or played. NO EXCEPTIONS!!
