2 SUBSTITUTE AREA STREET HOCKEY Although the American Street Hockey Institute believes that street hockey is best played in a regulation size rink (160 x 80 ), the Institute is aware that such rinks are limited and therefore play in substitute areas is the only form of street hockey available in some areas of the country. After years of experience and league play, the following guidelines and rules were adopted by the American Street Hockey Institute. Parking lots, tennis courts, driveways and playgrounds, etc. make easily accessible street hockey areas (playing in the streets is not recommended). The street hockey playing size will be dependent on the space available in the area you are playing. The ideal size is 160 feet long by 80 feet wide but can be reduced to fit into smaller areas. The length should always be twice the width, regardless of the size. Once you have decided on the playing area, lines should be drawn or painted indicating the exact playing surface. If lines cannot be drawn or marked, you can mark off your playing surface with cones or other objects at the four corners. You must also mark off the center line at the exact center of your playing area. In Street Hockey there is only one off-side line which is the center of the playing area. Official goal nets measure 6 x 4 but goals of any equal size can be used. Goals should be set 10 feet from each end of the playing area and anchored if at all possible. Whenever goals are moved out of position, play is stopped. SETTING UP TEAMS 11 to 15 players per team is recommended, with no more than six players on the playing area per team at one time. As in ice hockey, the six players on the surface are the Center, Right Wing, Left Wing, 2 Defensemen and one goalie. The other players provide alternate lines for a complete change of the team except for the goalie. For a quick pick up game, choose sides evenly and play one team against the other having no more than 6 players from each team on the playing area at one time. Playing 4 on 4 and 3 on 3 is fun as you can play in a smaller area and it makes for a more wide open game. 2 EQUIPMENT ASHI recommends all players wear a helmet with face shield, street hockey shin guards, elbow pads, street hockey gloves, mouthguards, a protective cup and vinyl or rubber soled footwear. An official no bounce street hockey ball is used with street hockey approved sticks (no wood blades). OFFICIAL PLAYING RULES PERIODS There should be 3 equal time periods with a short recess in between. Time can vary but we recommend three 10 minute periods of running time with a 5 minute rest in between periods. Referees may call a time out at their discretion whenever they feel the game is being unduly delayed. REFEREES In league competition there should be one or two referees to call the offsides, penalties for infractions and for timekeeping. In pick up games, the players themselves usually call the off-sides and live up to the rules of good conduct and good sportsmanship. OBJECT OF THE GAME Play begins with a face-off in the middle of the center line with both teams lined up in position between their goal and the center line. After the face-off, the object is to move the ball down the playing surface towards the opponent s goal, using a street hockey stick. The ball should be passed between players, but it must not be caught or held in the hand (you can knock it down with your hand, but you cannot hold it or pass it to another player with your hand). A GOAL IS SCORED when the ball goes past the goal line between the goal posts. However, the following exceptions must be noted: A. If the offensive player kicks or throws the ball or deliberately directs the ball into the goal by any means other then the stick, the goal is not allowed. B. An offensive side can score a goal by having a shot deflect off a teammate, as long as the teammate does not intentionally steer the deflection into the goal with his hand 3
3 INFRACTIONS AND PENALTIES C. If the shot deflects off a defender into the goal, or if a defender inadvertently directs the ball over the goal line, it is a goal. No assists are given. D. While the goal does not count if it is kicked in by the offensive player, if that same player kicks it in off of a defender (other then the goalie) it does count. The kicker would be credited with the goal. If a kick shot is deflected off of a teammate, it is also a goal. The teammate gets credit for the goal and the kicker gets credited an assist. E. If the goaltender, together with the ball, is pushed into the net past the goal line and between the posts, it is not a goal. BALL OUT OF BOUNDS If the ball goes out of the agreed playing surface (either hit or carried by a player) the last team to have contact loses possession. The opposing team starts their play at the point where the ball went out of bounds, similar to basketball. The team taking possession has a maximum of ten seconds (after the ball has been retrieved) to put it into play. If it takes more than 10 seconds, the possession reverts back to the other team. BALL BEHIND THE GOAL If the ball is shot or carried more than ten feet past the goal, the last team to have contact loses possession. The opposing team starts their play 10 feet behind the goal (ten second limit applies). FACEOFFS Face-offs are made at the center line at the beginning of each period and after each goal. A face-off is also made to the right or left of the goal (at least 10 away) when the goaltender ties up the ball. CENTER LINE OFF-SIDE CATCHING OR CARRYING THE BALL Player cannot catch or carry the ball. PENALTY: Loss of possession. Opposing team takes over THROWING THE BALL The ball cannot be thrown towards the opponent s goal by any players, especially the goalie after a save. PENALTY: Loss of possession. Opposing team takes over PENALTY SHOTS should be assessed for any of the following: Body Checking Charging High Sticking Elbowing Interference Slashing Throwing the Stick Kneeing Falling on the ball Hacking Holding Tripping Hooking Roughing Because there are generally no timekeeping facilities in open area play, penalties are given as follows: A MINOR PENALTY would consist of a single free shot by a player on goal from a distance of no less than 25 feet in front of the goal with the goalie defending. A MAJOR PENALTY would be two free shots one 25 feet from the goal, the second 20 feet from the goal. Only one goal per penalty is allowed. In league play the alternate 2 minute and 5 minute penalties may be used (instead of penalty shots) as in rink hockey rules whereby the offending player goes to the penalty box and the team plays shorthanded. BODY CHECKING is not allowed A player cannot pass the ball to any teammate across the center line from his side to the opponent s side. The ball must preceed any teammate across the center line to prevent hanging around the goal, otherwise an off-side is called and a face-off is made ten feet either side of the center line in the defensive zone of the team charged with the offside. 4 PENALTY: One free shot or two minute minor. STICK THROWING in not allowed. PENALTY: One free shot. 5
4 FIGHTING is strictly forbidden. PENALTY: Game suspension for the game being played and the next scheduled game. MISCONDUCT penalty may be called by the referee on any player or coach who overly disputes his calls, uses profane or obscene language, harasses, touches or in any way threatens an official of the game. PENALTY: Either a five minute suspension of the game for mild offenses, or a ten minute suspension for more serious offenses. Any threat or actual physical offense toward an official calls for a GAME MISCONDUCT and possible league suspension of the player. The basic difference in the rules of OPEN AREA versus RINK play are as follows: 1. Ball driven out of play in a rink is faced-off whereas basketball style is used in open area play; the reason being is that players will make an effort to keep the ball within the boundaries knowing they will lose possession. 2. There is no clearing off-side in open area for the same reason as stated above. 3. Teams have fewer players for open areas because the playing area is generally smaller than the regulation 160 foot by 80 foot rink. Without boards, there is more stoppage of play allowing players to rest more frequently. 4. In most leagues, penalty shots are used for infractions in open area whereas teams play short handed in a rink because they have penalty boxes and a timekeeper to time penalties. Anyone choosing to do so are doing it at their own risk without recourse to ASHI, it s directors, officers or affiliates. HALF COURT AND DRIVEWAY RULES (For as little as 3 players) 1. Mark off your playing area with 3 lines. The first is the goal line where your goal will be set up. The front opening of the goal will lie on the goal line (leave at least 5 past the goal line on your playing surface). You will also need an out of bounds line on the opposite end of your surface and a clearing line 10 feet in from your out of bounds line. 2. The goaltender will play for both teams. 3. Choose sides evenly and play one team against the other with no more than 4 players from each team on the playing surface at one time. You can play half-court with as few as 3 players. Goaltenders and one player on each team. 4. To start the game toss a coin to decide which team assumes the offense. The offensive team takes out the ball basketball style from behind the clearing line. Once the ball is taken over the clearing line, it cannot be taken back over the line without losing possession. 5. Offensive possession changes whenever the defensive team gains possession and stick handles the ball back over the clearing line or the offensive team mistakenly takes the ball back over the clearing line. The defensive team cannot simply shoot the ball past the line to gain offensive possession the ball must be carried with the stick over the line, otherwise it remains in the possession of the offensive team. 6. Teams change from offense to defense whenever the ball is properly taken back over the clearing line. Teams cannot take shots on goal until the ball crosses the clearing line. 7. If the goalie ties up the ball, the defense takes the ball from behind the goal line. 8. All other rules on pages 3-6 apply. 6 7
5 OPEN AREA LEAGUE FORMATION Starting your own leagues can be fun. Start with three or four teams of players on each team and expand as interest grows. A managercoach (non-player) and team captain (player) should be named for each team. Leagues can be run year round but the best time to run them is during hockey season. After the snow falls, the plowing pile-ups make ideal boundaries to keep the ball in the playing area. When and where there is no snow, fenced off playing areas such as tennis courts and playgrounds make ideal arenas for league play. Be the first in your area to start a Street Hockey league. All it takes is the desire to start and a small amount of organization. School athletic coached make ideal manager/coaches. Players should be between the following age groups in each league: Seniors 20 years and older Freshmen years old Cadets years old Beaver years old Penguin years old Chipmunk years old ASHI allows players from a lower age group to move up to the next higher age bracket, however, no player can move down to the lower age bracket. After you have organized see if you can get team sponsors to buy shirts, goals and trophies. Most local business firms are receptive to such requests. Your local newspaper will generally print game results and league standings if you get the information to the Sports Editor. LEAGUE STANDINGS Team league standings are determined by giving 2 points for a win, 1 point to each team for a tie and no points for a loss. The team with the greatest amount of points at the season s end is the league winner. If two or more teams are tied in points the team having won the most games wins. If 2 or more teams have the same amount of points and the same amount of games won, the team having scored the most goals in the season wins. 8 For more information contact: ASHI PO Box 500 Winchendon Springs, MA Suggested GUIDELINES for SUCCESFUL league formation: 1. Elect dedicated officers President, Vice President, Treasurer and Secretary. 2. Find a suitable location for league play. Open area is a good beginning but a rink is a must for a long term sustainable program 3. Promote league and seek out volunteers for coaches, officials, timekeepers, etc. 4. Evaluate how many players you have allow per team to start select and recruit a coach for each team, make up your schedule together with playing dates. 5. Select referees who will familiarize themselves with the rules and enforce them to the letter. Stringent no fighting or abuse of officials rules must be established for a successful league. 6. Outline the league rules and regulations before play starts and advise all participants of these rules 7. Keep all teams in the league as evenly matched as possible. An exceptionally strong team will dishearten the rest of the league. A draft system should be set up to strengthen the weaker teams after 3 weeks of play whereby each team protects 6 players and the others are subject to the draft. 8. To start, keep your season fairly short (8-10 weeks). Start a new season afterwards and make the changes and adjustments needed to improve your league. 9. Each player should pay an entry fee to play in the league. The money is collected and used for league operating expenses. Participants attach more value to their membership when they pay a fee to join. Furthermore, they are less likely to drop out after the first encounter with minor difficulty. 10. Post and publicize league standings and individual scoring records all through the season. This will build community interest in your league. 11. Hold a playoff between the top teams in your league at the end of each session. Hold a tournament and invite outside teams to participate and compete against your league. 12. Establish a fund raising committee to obtain donations to pay for trophies and prizes for the winning teams and awards for individual performance. 13. Expand your league with each new season as interest grows. 9

To encourage interleague play on a national and international level 6. To offer opinions on equipment suitability, design and proposed new rink locations. 7. To manage public website with updated news and information to keep organizations informed. 8. To assist in national and regional championships in various age divisions, when feasible. 9. To expound the merits and virtues of the Dekhockey and Street Hockey concept to hockey enthusiasts worldwide. PLAY STREET HOCKEY IN A RINK Street hockey is no longer a substitute for ice hockey, but a sport in itself. In many cities and towns it shares the spotlight with other organized sport programs. Anyone who can walk, can become a street hockey player it s a great game for all ages and for girls as well as boys.
