1 KITTITAS COUNTY BARREL RACERS 2018 GENERAL MEMBERSHIP RULE BOOK 1. Dues: $40.00 for first member, $10.00 for each additional family member (legal guardian, husband, wife, minor son or daughter) 2. Membership is open to any age. Members under the age of 18 years must have parent or legal guardian sign the release waiver on the back of the membership form. 3. Dues and arena fees are required to be paid before points count. 4. Regular meetings will be held January, February, March, April, May, September, October, and November. We will have meetings in June, July and August as needed. No December meeting. 5. September will be the pre-discussion meeting for rule proposals and officer nominations. The October meeting will be designated for the voting of rule changes and election of new officers for the following year. KCBR members vote officers in. The board of directors will be the nominating committee for the following years officers. The board of directors will try to have two names per office for the members to vote on. Nominations can also be taken from the floor at the September and October meetings. 6. Rule changes may be made during the year. The members must be notified in writing at least 15 days prior to the meeting where the rule will be voted on. Officers and board members must deem the rule necessary and beneficial to the club before the members are notified of the possible change. 7. Officers: There is a job description for officers listed in the rulebook. 8. KCBR will attempt to provide Wednesdays as practice nights, only if arena is available to practice in. The Wednesday night arena will be open to KCBR members for a $10.00 fee per rider; non-members may ride for $15.00 and sign a release form as a guest. 9. Poles will be set up on practice nights if possible. 10. The officers will have the right and responsibility to address safety issues on ride nights or point s nights. When an officer requests a change for safety reasons to a member and the member does not comply after one warning, his or hers points from that night can be removed. 11. If a rule is not covered in our rule book, we will refer to the WBRA rule book, BRN4D rule book or NBHA rule book as a reference. 12. Anyone that uses KCBR electric eyes must pay a $1.00 per run rental fee. Officers may donate them if needed. 13. When other associations use our club discount to rent the arena and make a profit for their organization, they will be charged $1.00 per run. 14. Minutes will be sent out to members by the 1 st of every month. Meeting minutes will be sent out by and posted on KCBR Facebook page. 15. Voting members have to be 9 years of age to vote on club issues. 16. All officers have to be a currently paid member. If you are not a paid member and are on the board of directors, you will be replaced. All KCBR officers will receive one free banquet ticket for awards banquet in thanks for their service.
2 17. Each member (10 and over) is required to work 3 KCBR events (including points races) and attend 2 KCBR meetings to be eligible to receive year end awards. There will be a sign-up sheet posted at each point s race for members to write their name in to keep track of work points. POINT RACE NIGHTS 1. Entry fees are as follows: PeeWees $5.00 Open 3D $10.00 $500 Novice $10.00 Youth $10.00 Peewee Poles $5.00 Open Poles $10.00 Office Fee $10.00 per person, excluding Peewees 2. There will be a $25 nomination fee per class. Horses that are eligible can be nominated for more than one class. It is the responsibility of the member to keep track of the money earned on each nominated horse with regard to eligibility. Peewees will have a nomination fee of $ There will be 9 (nine) Wednesday night point races between April and October. The races will be held on Wednesday evenings. Members (Open, Novice and Youth) must enter and run in 5 (five) of the 9 (nine) races to be eligible for awards in all classes except peewee class, along with working 3 points races and attending 2 meetings. 4. KCBR reserves the right to co-approve a 5D BRN4D race. The 5D race will be run right after the Peewee class and riders can roll their time into the other classes. Riders must chose to roll or run prior to running in the 5D. The BRN4D race will be run as an option 1 race. 5. Each officer/board member will take charge of one point s race. Officers/board members need help with running these races and will call on members to help. 6. The Alley Gate in the outdoor arena will be left open during races, unless the rider requests the gate to be closed. All Peewees will have the gate closed during their runs. 7. Entries are open until 6:45 pm (15 minutes prior to race start time). 8. A maximum of 8 places will be awarded with points in each division depending on the number of eligible runs. 9. A rider will receive three calls when it is their turn. After the third call the rider will be disqualified from that race. A standard course will be used unless facility does not allow for one. See diagram in rule book. 10. Time Only runs will be provided from 5:30 6:30. The fee will be $3.00 for members and $5.00 for non-members. Non-members must sign the insurance release form before riding. Time onlies will be pay at the gate. 11. A rider with multiple horses must ride in the order the computer draws them. If this is not done, your run will receive a no time.
3 12. The standard order of classes will be Peewee barrels, 3D Open, $500 Novice, Youth, Peewee poles and Open Poles. In June, July and August the pattern may be reversed (entering from the west end of arena) to avoid riders running in the setting sun. The board of directors will make that decision. Poles may be run first during the summer and the board of directors will make that decision. 13. Nonmembers may pay a $10 fee to run an exhibition run after the race is over. 14. In the event of a tie in points at the end of the year, each runners 3 (three) fastest time will be added together to determine the fastest average time. Therefore breaking the tie. The fastest average wins the tie. 1. Points will be given to 8 places in all divisions: 1 st place 8 points 2 nd place 7 points 3 rd place 6 points 4 th place 5 points 5 th place 4 points 6 th place 3 points 7 th place 2 points 8 th place 1 point POINTS OPEN 3D 1. The 3D open is open to riders of all ages, experience and horse of their choice. 2. A knocked over barrel will result in a NT. The time will be announced so the rider knows their time, but it will be a NT. 3. 3D racers must attempt to make the fastest run possible. Any obvious attempt to pull up or pace their run will result in a no time. The Board of Directors will make the decision on this rule. 4. During the 9 (nine) points race nights, a member can be awarded points in more than 1 (one) division. If the same rider/horse combination receives points in two divisions, one year end award will be given in the division with the most points. The next member in the dropped division will receive an award. 5. Division time splits are as follows: 1D The fastest time of the night 2D The fastest time of the night plus 1 second 3D The fastest time of the night plus 2 seconds. EXAMPLE: Fastest time of the night places 1 st in 1D places 1 st in 2D places 1 st in 3D
4 $500 NOVICE CLASS 1. $500 Novice class is based on horses lifetime money earned and start on January 1, $500 Novice class will be based on horse / rider combination. 3. A knocked over barrel will result in a (5) second penalty. YOUTH 1. Riders eleven (11) to fifteen (15) years of age are eligible to nominate their horse for the youth division, rider s age is as of January 1st. 2. No dollar amount limit on the horse. 3. The youth division is based on rider. 4. A knocked over barrel will result in a (5) five second penalty. PEEWEE BARRELS AND POLES 1. Riders age 10 and under are eligible to run in peewee, riders age is as of January 1 st. 2. No dollar amount limit on the horse. 3. Points will count on the rider only and riders may only enter one time per race. 4. Peewees can move up to higher level classes; however, once they move up they cannot move back down. 5. Peewees may not enter multiple horses in the same night. 6. A knocked over barrel or pole will be a (5) second penalty per object knocked down. 7. Riders must enter and run in 4 (four) of 9 (nine) races to receive year-end participation awards OPEN POLES 1. There will be an open pole class, which will run after the barrel race. 2. Placing will be fastest to slowest. May enter more than one horse. 3. Points will be awarded the same as in barrels 8 points down to 1 point. 4. Awards of equal value will be given. 5. Those running poles will help set up and take down course. 6. Pole benders must enter and run in 5 (five) of 9 (nine) races to receive year end awards. 7. A knocked over pole will be a 5 second penalty per pole knocked down. 8. Points will count on the rider only unless the rider has entered two or more horses in the same night then the points will be awarded on a horse/rider combination. AWARDS 1. The KCBR Awards Banquet will be held at the end of the year and the date of the banquet is to be determined by the awards committee after reviewing available dates. 2. The awards committee will present a budget for awards to the membership for approval.
5 3. Each year the committee will present a budget to buy a gift for the outgoing president. The committee will select the gift. 4. Most Improved rider will be awarded on two age divisions 18 and under and 19 and over. 5. There will be a Rookie Novice Award for the first year member with the most points. This award is for the beginner barrel racer. All KCBR members who are competing for their first year are eligible, with the exception of the first year competitors who have previously barrel raced in any other rodeo, games, or barrel racing on a consistent basis. Should any discrepancy arise, the officers will make a final determination. 6. There will be a Horse of the Year Award for the horse that shows the most improvement throughout the year, who has the most heart and continues to improve and maintains some consistency at races. Nominations/suggestions may be made by the membership. Current officers and board of directors will decide on the nominated horse to win this year end award. 7. The Sportsmanship award will be awarded to the member that is voted as displaying the most sportsmanlike conduct and encouraging a positive atmosphere to members of the club throughout the year. 8. Awards will be given to the average size of each division after 5 points races. Peewee poles and Open poles will also use an average size of each event. Riders Places given points All Peewees outside of the placing system that attended and ran in 4 (four) of 9 (nine) races will receive a participation award for barrels and poles. 10. All first place winners will receive a championship buckle or award of equal value, per awards committee decision. The awards committee will have the liberty to decide what the award will be within their budget. The officers will meet with the awards committee to review their budget, and choices before any awards are ordered.
6 OFFICERS AND OTHERS RESPONSIBILITIES PRESIDENT: The President shall preside at all KCBR meetings and will be the overseer of all committees to ensure they run smoothly. He/She will be a mediator if need arises and will call upon the Board of Directors when decision making is necessary. VICE-PRESIDENT: The Vice President will assist the president in any way possible. In the absence of the President, He/She shall preside at the meetings. SECRETARY: The Secretary shall keep a record of all meetings and maintain a complete, up to date membership roster. POINTS SECRETARY: The Points Secretary shall keep a record of all points won by the KCBR members. TREASURER: The Treasurer shall keep records of business transactions and have custody of the KCBR funds, reporting to the membership at all monthly meetings. He/She will make an annual report available to the membership at the November business meeting. GROUNDSPERSON: The Groundsperson will be in charge of arena grounds at all KCBR sponsored races and will be the contact person between KCBR and fair personnel. He/She shall be responsible for keeping track of arena fees owed and collecting arena fees from members using the arena on ride nights. WEBMASTER: The Webmaster will be responsible for keeping the website updated monthly. They are responsible for keeping the web up and running to encourage potential new members. EQUIPMENT MANAGER: The equipment manager will be in charge of all KCBR equipment to include but not limited to: poles, barrels, barrel covers, electric eyes, KCBR flag, drag, etc. They will maintain good operable condition of all equipment and make sure that it is available as needed for all KCBR events. BOARD OF DIRECTORS: The board will consist of the immediate past president, who will serve a 1 (one) year term and 2 (two) elected members, 1 (one) serving a 3 (three) year term and 1 (one) serving a 2 (two) year term. They also shall be used as a nominating committee for the following years officers and help to guide the club in decision making processes.
7 COMMITTEES: AWARDS COMMITTEE: The Awards Committee will be in charge of securing donations and sponsors for the buckles and other awards. They will choose the awards to be given at the annual awards banquet. The Awards Committee must consist of at least 3 (three) KCBR members. BANQUET COMMITTEE: The Banquet Committee will be in charge of putting the awards banquet together.
