1 XIV PAN AMERICAN MACCABI GAMES- MEXICO 2019 TRIATHLON RULES AND REGULATIONS 1- ORGANIZATION 1. The Triathlon Committee will be responsible for the competition during the XIV PAN AMERICAN MACCABI GAMES- MEXICO The Triathlon Competitions will be conducted according to the rules of the International Triathlon Association (I.T.U). 3. Participation in the competitions is open to any athlete who is in possession of an official badge issued by the Organizing Committee and is registered for the triathlon event of the XIV PAN AMERICAN MACCABI GAMES- MEXICO Each country may enter an unlimited number of athletes for each age group 5. The competition will be in the Olympic distances (1.5km swimming, 40km cycling and 10km run.) Except for the younger age groups (17, 18 and 19 years) as well as the older age groups (75-79 years and more then 80) which compete in the sprint distance (750 m swimming, 20 km cycling and 5 km run). 6. As an international competition, there are minimum requirements for registration: a. To have participated during in an Olympic triathlon competition with a distance of more than 70.3km with a time that is less than 3.30 hours. b. Organizing Committee will ask for written evidence of said participation and times, as well as the web page where results may be confirmed. 7. Stopping times will be very strict: Olympic time: 50 minutes for swimming, 100 minutes fir cycling and 80 minutes for running. Sprint distance: 25 minutes for swimming, 60 minutes for cycling and 35 minutes for running. Before registration these times should be guaranteed 8. All participants should have, at all times during the competition, an activated GPS. In case of controversy Organizing Committee may ask for the files. The Cycling competition will be in a No- Drafting form
2 2. GENERAL RULES Sanctions for rules violation will be at first a warning, if bad conduct persists participant will be disqualified. 1. Athletes Conduct. Triathlon involves many athletes. Race tactics are part of the interaction between athletes. Athletes shall: A. Practice good sportsmanship at all times ( fair play) B. Be responsible for their own safety and the safety of others C. Know, understand and follow the Competition Rules of the XIV PAN AMERICAN MACCABI GAMES- MEXICO 2019 as well as the I.T.U present regulations. Participants must also have full knowledge of the routes D. Obey traffic regulations and instructions from race officials. E. Treat other athletes, officials, volunteers, and spectators with respect and courtesy. F. Avoid the use of abusive language. G. If a participant fails to follow these rules he must inform an official and if necessary pull out immediately from the competition. H. Inform a Technical Official after withdrawing from the race. In case athletes fail to do this, it may result a suspension. I. Compete without receiving assistance other than from event personnel and officials J. It is not allowed to modify or manipulate objects given by the Organizing Committee such as numbers, caps etc. K.. Not dispose rubbish or equipment around the course except at clearly identified places, such as feed stations or rubbish disposal points. L.. Not attempt to gain unfair advantage from any external vehicle or object. M. Follow the course of the competition. N. Any object that may distract athletse from competition is not allowed: Athletes may not use any communication system including cell phones, intelligent watches, and radios as these may distract them from competition, meaning receiving or making calls, sending or receiving text messages, listening music, taking pictures and entering social networks. Cameras, cell phone cameras and video cameras are not allowed. Athletes seen in possession and / or using cameras, cell phone cameras or video cameras during competition will be disqualified.
3 2. Outside Assistance ( based in Ironman 2.02 regulations) A. The assistance provided by event personnel or Technical Officials is allowed but is limited to drinks, nutrition, mechanical and medical assistance, upon the approval of the Technical Delegate or Race Referee. Athletes competing in the same race may assist each other with incidental items such as nutrition and drinks after a water station and pumps. B. Athletes competing in the same race may assist each other other with incidental items such as nutrition, drinks, tubular tires inner tubes and puncture repair kits. Athletes may not provide any item of equipment to an athlete competing in the same race, which results in the donor athlete being unable to continue with their own race. This includes but is not restricted to shoes, complete bicycle, frame, wheels and helmet. The penalty for this will be disqualification of both athletes. C. An Athlete may not assist physically another athlete in order to help the first in his performance during competition. If this happens both participants will be disqualified. 3. Forbidden Substances A. The use of any substance that artificially increases athlete s performance is prohibited. B. All competitors must follow the I.T.U Doping Rules. C. All competitors must learn the I.T.U Doping Rules control medical examinations, procedures and obligations, sanctions and appeal process. Also athletes must know which the prohibited substances are. o Languages/Spanish/. D. Organizing Committee of the XIV PAN AMERICAN MACCABI GAMES- MEXICO 2019 may carry out anti-doping tests at any time and according to International and national guidelines. E. Athletes that are temporarily suspended because of doping may not participate in the competition. Organizing Committee, technical delegate, and general officials may prevent participants from entering competition. 4. Health A. Triathlon as any other combined sport involves a great physical effort and weakening. In order to participate athletes shall be in excellent physical and mental conditions. Participant s health is very important.
4 Being registered for the competition does not guarantee that this responsibility has been carried out. B. For swimming and cycling courses there will be limited and total times. These will be determined by the Organizing Committee. (Swimming 50 minutes, cycling 100 minutes and running 80 minutes. The maximum time from start till the last swimmer is 4 hours). C. These are very strict limits. We recommend that all committees to regard them before athlete qualification 5. Competitor s Requirements A) Every competitor must have an official badge, be registered and backed by the country he represents. B) All athletes must know the competition routes and must follow them as stipulated in the prior meeting. In case a competitor gets lost, even if there is a lack of signaling, it s is the competitor s responsibility. C) Age of competitor is determined up to the 31 st of December of the year of the event s year. D) Any athlete competing in a different age category ( older or younger) will be disqualified. 6. Competition clothing Participants may only compete with a naked trunk during the swimming event. At all times trunk must be covered. Both straps shall be properly placed on the shoulders. Failure to comply this rule will trigger a warning, athlete must stop and rectify. If the he does not correct than he will be disqualified. Uniform Regulations A. Athletes shall use uniforms throughout the whole competition. B. In case the used trisuit has sleeve, they must be above the elbow. Forearm must be uncovered from elbow to hand. Changes may apply depending on the weather. C. It is not allowed to cover under the knees during swimming competition. D. One piece uniform is better. In case an athlete uses a two piece uniform space between the two pieces must not be seen. Trunk shall be completely covered at all times.
5 E. We strongly recommend the uniform s zipper on the back. It shall not be longer than 40 cm. In case zipper is on the front it shall not open under the breastbone. 7. Meeting before competition A. Competitors must pick up packages at least one day before the event starts B. Meeting will be conducted by the competition s director, Technical delegate and/or competition referee C. At this meeting: venues, schedules, regulations and all details of the competition will be informed. 8. Package Distribution a) Competitors shall pick up their packages b) Packages must be picked up as scheduled by Organizing Committee, one or two days before the start of the event. Identify card must be showed in order to pick up packages. Competitors will be asked to sign an exoneration letter The competition packages will contain: I. At least 3 competition numbers ( one for body, one for the bike and one for the helmet) II. Official event badge III. Competition schedule IV. Competitions starting schedule V. Routes ( cycling, swimming and running) c) Athletes must be aware and understand the rules and regulations of the event. Each delegation must make sure it s athletes are conscious of rules, routes, schedules and all details of the competition 9. Categories Categories will be divided by gender (male and female) and by age group, and in all of them established time limits will be respected. a) sprint distance b) sprint distance c) olympic distance d) e) f) g) h) i) j) k) 60-64
6 l) m) n) sprint distance o) + 80 sprint distance 10. Times and results registry a) The following part scores will be delivered: I. The swimming time or the time of the first part of the competition II. Cycling time or the time of the second segment of the competition III. Time of the third segment of the competition IV. The final total time. b) In case of tie the end, the referee will decide the position of each athlete. If the tie is on purpose, both athletes will be disqualified. c) The final results will be announced until the last participant crosses the finish line. Results will be published as follows: I. (DNF) Triathlon athletes that did not finish competition, including registered times up to the withdrawal of the competition II. (DNS) The registered athletes that did not start competition III. (DQF) Disqualified athletes, without mentioning registered times but stipulating the reasons of the suspension. d) The score list will include disqualified athletes and all the reasons of the disqualification e) Results will be official when the competition referee signs them. Referee may use all available resources in order to determine athlete s ranking. f) Official results might be modified by the following people without adding or taking away penalty time. Competition referee up to 48 hours after competition is finished Competition Jury The technical delegate after a protest because of times and results Executive Committee of the XIV PAN AMERICAN MACCABI GAMES- MEXICO 2019 as an outcome of an appeal g) Appeals must always be presented with the data of the GPS-watch; it is a requirement to prove completed routes and registered times. 11. Race Numbers A. Official race numbers must be worn by athletes on both arms, thigh and right calf. Category shall be on left thigh and calf, always in a vertical way. B. Numbers must be visible when their use is mandatory. Bending or cutting official race numbers is not allowed. Race number use during the different segments of the competition will be regulated as follows:
7 Swimming: numbers may not go in the water, so athletes must leave them in transition Cycling. It is mandatory to have the number placed in a visible way on the athlete s back Running: It is mandatory to have the number placed in a visible way and in the athlete s front C. Bicycle must have the race number place horizontally on the left side. D. Participants may only compete with a naked trunk during the swimming event. At all times trunk must be covered. Both straps shall be properly placed on the shoulders. Marketing is allowed on athletes uniforms as long as it does not interfere with identification or control of the officials. 12. Competitors Discipline Not complying with the rules and regulations of the competition may result in a warning, disqualification and elimination of the competitor. Sanctions are listed in the present regulation document. Before the event starts all competitors must study them and sign an exoneration document. a) If an athlete does not fulfill the present regulations or with an official s and/ or judge order he will receive a sanction Sanctions are: I. Warning II. Disqualification III. Elimination How will a competitor be informed of penalty? The technical Official will decide how and when an athlete must be informed. Blue card will be used for drafting during cycling segment and yellow card will be used for the rest of the violations. If weather and conditions are proper technical official will do as follows in order to sanction: Whistle, show card, mention athlete s number and tell him he must stop at the next penalty box Also sanctioned athlete number may be viewed in the penalty box s screen, competitor must stop in the penalty box. Procedure to fulfill the penalty s time: When an athlete is shown a blue or yellow card he must follow the technical official s orders
8 Time penalty in TZ 1: - Technical Official will show the yellow card when competitor gets to his place. Athlete must stop at his TZ place without touching any part of hid equipment, time starts again. - Once athlete stops, the technical official will start counting the penalty time - Once the penalty time is finished, technical official will aloe the competitor to continue Penalty time during cycling: - If you receive a blue card, you must stop at the next penalty stop and follow the instructions of the technical official. The athlete has the responsibility to stop at the penalty box. In cycling the race numbers of the sanctioned athletes will not appear on the penalty box s screen. - The sanctioned athlete shall enter the penalty box and inform the official there the color of the card he received. Penalty time starts once athlete enters penalty box and ends once the technical official says Go. Competitor shall stay the whole time on his bike and is not allowed to abandon the penalty box. - During penalty time, athlete may only consume the food or drinks that he has with him. Athletes may not go to the bathroom during penalty time.if athlete needs to use the restroom; penalty time will be stopped while he is there. - Adjusting equipment during penalty time is forbidden. Penalty time during running: - The numbers of sanctioned athletes will be clearly displayed at the penalty board. - The sanctioned athlete shall enter the penalty box and inform the official there his race number and penalty number he has to fulfill.. Penalty time starts once athlete enters penalty box and ends once the technical official says Go. - Once penalty time is finished athlete s race number will be removed from the screen. - Athletes may fulfill penalty time in any round during the running segment. - For relay race penalty time may be fulfilled by any member of the relay race that is in the racing segment. - Sanctions must be displayed before athlete completes half the route of the running segment. If it is published afterwards it will be invalid If a competitor does not stop, he will be disqualified. 13. Disqualification Disqualification is the punishment for the bigger faults, those that may affect security, equality and /or that interferes in the result and may not be corrected.
9 a. If conditions are proper the judge or official will disqualify athlete as follows: I. Calling competitor, whistling II. Showing a card or red banner III. Mentioning the competitor s number b. Athletes may finish race even if an official judge disqualified him.the disqualified competitor may appeal the decision according to the appeal section in the present regulations. Except when it is a criterion decision. c. Competitor may be disqualified when: I. Infraction is on purpose II. He does not complete route described for the event. (cutting buoys or return signals etc) III. Competitor accepts help from an outsider or receive the help of an official judge that means having advantage. IV. Competitor does not correct fault after warning or if he disobeys an order from an official judge or official V. He withdraws from competition because of security matters and reenters competition at a different point. VI. Modifying number given by the Organizing Committee and/or not using it correctly that is: during cycling route number must be on the left square of the bike, in running number must be visible during all competition, and athletes must wear numbers on the front, Bending or cutting official VII. Race numbers are not allowed..all competitors must use helmets during the whole competition. VIII. For throwing personal belongings during competition: cameras swimming caps, wheels, thermos, etc. IX. Using dangerous objects such as earphones. Mp3, jewelry, glass, as well as not respecting traffic rules imposed by the Organizing Committee. X. Using any kind of non- authorized equipment to gain advantage or that may endanger other participants XI. Disobeying traffic regulations. XII. When an infraction cannot be corrected, especially when it affects security of other competitors gives unfair advantage to one or affects the final result of the competition.
10 14. Elimination Elimination will be applied when infraction is very serious and can affect or change security conditions of the competition or its results. The athlete that receives an elimination sanction may not continue participating in the event. Each athlete is responsible for his actions and consequences. If conditions are proper the judge or official will disqualify athlete as follows: Calling competitor, whistling Showing a card or red banner Mentioning the competitor s number Elimination will apply when: Using of abusive language with any official, r support personnel, or spectator. Or having any unsportsmanlike behavior Blocking, pushing, or interfering another athletes way. Having any unjustified, violent or illegal contact with another participant. If there is accidental contact between two competitors no sanction will be applied. When all athletes are in a reduced space, contact may occur, this type of accidental contact will not be sanctioned. Distorting information during registration to the competition. Being positive in the anti-doping control test. Officials consider it necessary In all cases Officials must inform the General Judge of the competition as soon as possible. Different officials may apply sanctions. The General Technical Official will publish the list of disqualified athletes maximum 15 minutes after the last competitor crosses the finish line. The list will show the time of the publication. Athletes may appeal disqualifications up to 15 minutes after the fault was committed. 15. Right to appeal All sanctions may be appealed, except those for drafting.
11 SWIMMING GENERAL REGULATIONS 1. ROUTES Swimming segment event will be held in open waters. In special circumstances the Official Delegate may authorize the event to be held in a pool. Official measurement of the competition will start in the place where athletes must start swimming and will end at the place where they are allowed to walk and get out. Both places will be indicated with buoys. Depth of the water shall be at least 1 meter. Technical delegate may authorize the competition to take place in rounds separated by a walking route in the beach. Route on the beach shall be no longer than 100m 2. STROKE Athletes may use any stroke to propel themselves through the water. Athletes may stand on the bottom or rest by holding an inanimate object, such as a buoy or stationary boat, but only where the buoys indicating the start and finish of the measurement are. Using buoys to advance is not allowed. Any athlete that breaks these regulations will be disqualified: a) Athletes may stand on the bottom or rest by holding an inanimate object, such as a buoy or stationary boat. Using buoys or stationary boats to advance is not allowed. b) Officials, judges, medic delegates and their safety assistants may order the withdrawal of a participant from the swimming segment for safety reasons or because time is up. In this case athlete may not continue in the next segments of the competition. Nevertheless athletes are responsible for their participation and its consequences. c) In an emergency, an athlete should raise an arm overhead and call for assistance. Once official assistance is rendered, the athlete must retire from the competition.
12 d) Failing to completely go around the buoys that delimit the competition area will cause disqualification. e) Athletes shall keep their space during competition. If an athlete has accidental contact with another competitor and moves away immediately no sanction will be applied. If an athlete has contact with another competitor but continues interfering in another competitor s way he will receive a time penalization If an athlete has deliberate contact with another competitor, interfering in his advance or getting advantage for himself he will be disqualified and reported to the FMTRI s Executive Committee for a possible 3. USE OF WETSUIT Water temperature in Mexico during July does not require the use of a wetsuit. 4. EQUIPMENT Competitors are responsible for their own equipment, and shall be aware of the regulations about swimming equipment sated in this document: a) Swimwear shall cover body adequately b) Swim caps are provided by the Organizing Committee.. Athletes may not alter the swim caps in any manner. Failure to wear the official swim cap, or altering the official swim cap, may result in a penalty up to and including disqualification If during the swimming segment the swim cap gets accidentally lost there will be no sanction; exclusively in this case. c) Athletes must wear the approved trisuit which must be 100% textile material and shall not have any neoprene or polyurethane sections. d) If the suit has a zipper it will be located at the back. In case the zipper in on the front in must remain closed throughout the swimming segment. e) Clothing covering any part of the arms below the elbows and any part of the legs below the knees is forbidden f) Goggles and nose clips are allowed g) In standard distances swimskins are not allowed h) Safety buoys are not allowed 5. ILEGAL EQUIPMENT a) Neoprene suits, neoprene bottom parts, or any neoprene element, artificial propulsion devices, socks or gloves, snorkels.
13 b) Any article prohibited in the present regulation document, or that, according to the General Judge of the competition, gives any kind of advantage to a competitor or risks the safety of the athletes. c) Any kind of compression socks 6. SWIMMING START PROCEDURE Rolling start procedure: This will be the start procedure during swimming segment: a) There will be no massive start. Athletes will line up in the pool in their assigned lane, in order of their start numbers with an interval of 5 minutes b) Competition Officials may interrupt the start procedure at any time. c) In case of an incident, the official will decide determine the start time of the competitor d) If an Athlete, in order to take advantage, is lined in the lane that does not correspond to his time and if his time is higher than 3 min he will be disqualified. That is why we strongly recommend that every athlete lines up in his assigned lane. e) If an athlete registers two or more starting times, the first will be the official starting time f) Before entering the competition zone athletes must go through a recount or lining up zone. This zone is out of the water. Athletes may only exited prior authorization of the officials g) Inside the water there will be a warm up zone. This area will be separated from the competition zone. h) There will be a prestart line at a distance of 1 meter from the start line. The start line will be marked on the floor. Athletes shall not touch or go beyond the line before the start of the competition. In elite categories the starting position assignment will follow the same order as the competition number assignment i) If an athlete arrives late to the start of the competition he shall ask for authorization before entering the water. The starting procedure will be: Prior to the start of competition, athletes are lined up in the pool in their respective lanes and behind the starting line. After all athletes are in position "On your marks!" is announced and all athletes will step forward without touching the starting line. Any time after the announcement, the start signal will be given.
14 7. DEVELOPMENT If an athlete does not follow the established route of the competition he will be disqualified, even if he covered the same distance as the established route. CYCLING GENERAL REGULATIONS 1. COMPETITION RULES a) Athletes may not Block other athletes b) Athletes must obey the specific traffic regulations for the event, unless a Technical Official advises otherwise c) If an official considers a participant dangerous for the safety of himself and/or other competitors he will be disqualified d) Competitors may cycle with a bare torso. e) Making forward progress without being in possession of the bike is forbidden 2. ROUTES The bike segment will be a Draft-illegal race: a) Drafting from another athlete or motor vehicle is forbidden. Athletes must reject attempts by others to draft. All anti drafting rules will apply. Athletes are responsible of the satisfactory condition of their equipment during competition. Equipment includes: repair and changing tools that participants must carry with them Any kind of bike may be used, as long as in covers the following specifications: a) 1.85 meters long and 50 cm wide. Up to 2 m x 75 cm may be allowed b) At least 24 cm from floor to the chain stray c) Vertical line touching the front of the seat must not exceed 5 cm on the front and 15 on the back of the vertical line that goes through the axis of the chain stray. Competitor must not have possibility of adjusting his seat during competition exceeding the above limits. d) Measure between 55cm and 65 cm in a vertical line that goes through the center of the chain stray and another vertical line that goes through the front wheel.( There may be exceptions in very tall or very short competitors.) e) Non authorized equipment to reduce air resistance are not allowed
15 f) The handlebars may have a rest bar it may be a one or a two piece bar. Pulse-meter screen, hydration systems and/or speed levers may be placed on the rest bar. 3. WHEELS a) Diameter shall be between 55 and 70 cm including cover. b) Both wheels should have the same diameter} c) Wheels shall have spokes, blades or 3 blade rims d) Plates or discs are allowed only in the back wheels. Nevertheless their use may be prohibited for security reasons by the technical delegate. ( for example : strong winds) e) Wheels shall not have any acceleration system f) The end parts of the handlebars must be covered, tubulars must be firmly and tight brakes. g) Each wheel shall have a break 4. HELMETS The following will apply for competition and official training a) Helmets must be certified for cycling b) Modifying the helmet is not allowed. This regulation includes the strap or the lack of it c) The helmet must be securely fastened at all times when the athlete is in possession of the bike, which means from the time they remove their bike from the rack at the start of the bike leg, until after they have placed their bike on the rack at the finish of the bike leg. d) Athletes leaving the field of play for safety, disorientation or repairing reasons, he must not undo the helmet s strap until he is completely out of the circuit. He shall be sure to have the helmet securely fastened before reentering the circuit. e) The helmet must be securely fastened at all times when the athlete is in possession of the bike, which means from the time they remove their bike from the rack at the start of the bike leg, until after they have placed their bike on the rack at the finish of the bike leg. If an athlete violates this norm he will be eliminate, except for transition area where athletes will first receive a warning. f) Athletes circulating on their bikes without a helmet a day before competition, and after the competition may be warned with a yellow card that may accumulate during competition. All certified helmets are allowed.
16 Food or water containers carried by competitors may not be fragile ( glass, mud etc.) Headphone(s) or headset(s), mobile phone(s) or any other electronic listening communication device are no allowed. 5. TRAFFIC Traffic authorities must fully authorize and control the competition. Participants will have preference but id circuit is not completely closed competitors are obliged to abide by all traffic regulations. Athletes that do not obey traffic regulations will be disqualified. Organizer and technical delegate will decide routes. 6. DRAFTING The bike segment will be a Draft-illegal race, which means: Drafting from another athlete or motor vehicle is forbidden. Athletes must reject attempts by others to draft Drafting from motor vehicles is forbidden If an athlete disobeys these rules he will be disqualified. During events of standard distance being at a distance of 10m or less from another competitor is considered disobedience of this rule. During long distance events allowed distance between competitors is 12 m. An athlete who approaches from any position to take advantage of the draft, bears responsibility for avoiding the draft; An athlete is entitled to any position on the course, provided they get to that position first and without contacting others. When taking a position, an athlete must allow reasonable space for others to make normal movements without making contact. Adequate space must be available before passing. If the athlete enters the draft zone, and progresses through it within 20 seconds (25 seconds during long distance competitions) in the overtaking maneuver no sanction will apply.
17 DRAFTING ZONE DISTANCE FOR ALL PARTICIPANTS An athlete may enter a bike draft zone in the following circumstances: If the athlete enters the draft zone, and progresses through it within 20 seconds in the overtaking maneuver For safety reasons To enter an aid or supply station To enter a transition área At an acute turn Other safty reasons established by competition officials Once overtaken, an athlete must move out of the draft zone of the leading athlete Motorbike draft zone: distance is 35 m long. People on a motorbike must always use helmet. If competitor goes is at the same speed as the vehicle it is considered as drafting. In this case competitor must move to the left side of the highway.
18 Drafting is not allowed, competitors will be sanctioned with a blue card. If a participant does not follow the established competition route he will be disqualified; even if the change route does not mean shortening the route. Technical delegate and Organizing Committee may decide to eliminate any triathlon competitor that has been reported to draft during cycling segment. This rule should be made public in all pamphlets, advertisements, notices etc. so all triathlon participants are aware of it. Competitors that have been disqualified for drafting during cycling segment should abandon the competition as soon as notified by an official. DRAFTING CONTROL PROCEDURE a) Position rules: drafting from another athlete or motor vehicle is forbidden. The draft zone is a 10 m line for standard distance and 12 m for long distance competition. The line is measured from the leading edge of the front wheel. A maximum of 20 seconds ( 25 for long distance competition) will be allowed to pass through the zone of another athlete, that is to overtake. b) Alternative position rules: drafting from another athlete or motor vehicle is forbidden. Athletes must keep to the right side of the course and not create a blocking incident. Blocking is where an athlete who is behind cannot pass due to the leading athlete being poorly placed on the course. Competitors in a blocking position will receive a warning. Official will inform competitor of said warning when fault is committed. If a participant receives 3 warnings he will be disqualified. Once overtaken, an athlete must move out of the draft zone. Overtake must always be on the left side.participants shall keep a distance of 10 m ( 12m for long distance competitions) from their front wheel to the front wheel of the competitor that is ahead of them, except when overtaking. A competitor that has been overtaken must leave a 10 m distance ( 12m for long distance competitions) between him and the competitor that passed him before trying to regain his position.violation of any of these rules will be considered as drafting and will be informed by a competition official which will instruct the participant to go to the penalty box. The athlete sanctioned has to stop in the next Penalty Box and must stay there for a specific time. The judge of the penalty box will take time. When penalization time is up competitor may continue his participation. If a participant is sanctioned and does not go to the penalty box he will be disqualified. Organizing Committee will determine and announce the location of the penalty boxes.
19 Sanctions Standard distance: 2 minutes 2 warnings in sprint or Olympic distance: disqualification 3 warnings in medium and long distances: disqualification c) Crossing the middle line divided by cones is not allowed. Competitor who violates this rule will receive a warning. 3 warnings he gets disqualified. d) External help from family, coaches and friends is not allowed. It is prohibited that a competitor is followed by car, motorcycle or even walking. Competitors may not receive food, or any kind of help. If a competitor does, he will be disqualified. e) Bottles given in the supply box shall be thrown at the supply box. Throwing bottles or any other garbage outside the established areas will be reason for disqualification. f) In case of a breakdown, competitors must fix their own bike. If participant receives any help other than from the Organizing Committee he will be disqualified. g) All participants shall follow officials orders. Athletes that fail to do so will be disqualified. h) If necessary competitors may walk with their bike but they are not allowed to go forward without it. i) Athletes shall go on and off their bikes at appointed areas. j) The use of earphones, video cameras, MP3, I pods, or any other listening device is not allowed. 7. EQUIPMENT Athletes shall be responsible for their equipment which must adjust to the rules and regulations of the competition. Mandatory equipment is: a) Uniform that covers adequately the body b) Bicycle with competition specifications c) Hard helmet with competition specifications d) Number of the competitor must be visible from the left side of the bike. 8. ILEGAL EQUIPMENT a) Headphone(s) or headset(s) b) Mobile phone(s) or any other electronic listening communication device.
20 c) Glass containers or any other device or accessory not allowed in the present regulation document or that according to the officials of the competition represents any kind of advantage or is dangerous for the athlete or other participants. RUNNING GENERAL REGULATIONS a) Athletes may run or walk b) Crawling or draging is not allowd c) Competitors may not participate with a bare torso d) The responsibility of remaining on the course rests with the athlete e) An athlete will be judged as "finished," the moment any part of the torso, reaches the perpendicular line extending from the leading edge of the finish line. f) Any athlete, who appears to Technical or Medical Officials as presenting a danger to themselves or others, may be removed from the competition. g) It is not allowed to run with a helmet on. This will be a cause for dosqualification 1. EQUIPMENT All participants are responsible for their own equipment and shall be aware of the present regulation document regardin approved uniform and equipment for the competition. Uniform: a) Must cover adequately body b) The number given by the Organizing Committee must be visible in the front. Number shal not be cutted, bent or hidden. c) The use of helmet is not allowed in the running segment d) Atheltes may not participate with a bare torso, except for the swimming segment. e) Torso shall be covered,, straps must be adequately om both shoulders. 2. ILEGAL EQUIPMENT a) Headphone(s) and headset(s), mobile phones or any other electronic listening communication device b) Video cameras or similar devices
21 c) Glass containers or any other device or accessory not allowed in the present regulation document or that according to the officials of the competition represents any kind of advantage or is dangerous for the athlete or other participants. 3. DEVELOPMENT Competitors that fail to follow established course will be disqualified even if they did not cut distance Participants may not be accompanied during this segment. Violation of this rule will be cause of disqualification. 4. EXTERNAL ASSISTANCE Participants may not receive any kind of assistance external or between them. Except for supplies at the supply box, for long distance events, and/or in the designated areas. Participants may not be accompanied nor supported by people in motor vehicles, vessels, or walking. Participants will receive a warning for a situation like this, if the situation continues, said competitor will be disqualified. Coaches may advice and give information from the side of the course and staying still when participants are passing. Authorized personnel to use vehicles in the competition course is not allowed to use them in order to give support, assistance and/or instructions to competitors
22 TRANSITION AREA a) All athletes must have their helmet securely fastened from the time they remove their bike from the rack at the start of the bike leg, until after they have placed their bike on the rack at the finish of the bike leg. b) Athletes must use only their designated bike rack. c) Athletes must securely rack their bike once finished cycling segment. The bike must stay in the rack throughout the whole competition. d) Throwing the bike or not putting it n the designated areas will be cause for disqualification e) Athletes must not impede the progress of other athletes in the Transition Area f) Athletes must not interfere with another athlete's equipment in the Transition Area g) Athletes shall mount and dismount their bike only in designated areas. h) Competitors may not mount their bike in transition area. i) Nudity or indecent exposure is forbidden j) Marks on the bicycles are not allowed. If a bike presents a mark, even if it is for identification, the bike will be removed from the competition. 1. ACCESS Only judges, officials, organization personnel and registered participants and coaches may be in the competition areas. 2. CONTROL MATERIAL All participants shall pass through this control check point which will be at the entrance of transition area. The judges and officials of the competition will be responsible for these controls. They will verify: - The specifications of the neoprene suit, it has to be according to competition s safety regulations; swimming material. - The correct placing of the numbers given by the Organizing Committee 3. AREA USE AND TRAFFIC Each athlete may exclusively use the area marked with his number, as well as its entrance and exit corridors. The individual space may not be marked for identification
23 (ribbons, balloons, powder on the floor or any other element that may be considered as an advantage.) Towels may be used as long as the not outstrip the wheels. Cycling is not permitted inside the Transition Area. All competitors may circulate through transition areas according to traffic regulations of the said areas established by Organizing Committee. It is forbidden to cut distance through transition ( to cross under the racks, jump above reserved zones etc.) Athletes must not impede the progress of other athletes in the Transition Area. There must be at least 3 competitors of different countries in a category in order for the category to open for the competition. If there is less than 3 participants in a category and less than 2 countries represented competitors will pass to the next lower category. If in the next lower category the minimum athlete number is not reached they will continue to the next lower category, and so on until they can reach the minimum competitors required ( 3 athletes ( 3 different countries per category). OFFICIALS The technical officials will guide the competition according to the present rules and regulations, they are: - Technical Delegate: he makes sure all takes place according to the rules and regulations - Referee: He conducts and supervises the activities of the officials. He designates a head official for the following areas: registry, start and finish line, transition, swimming, cycling, running and vehicle control. Judges will be appointed by the technical delegate. Competition judges principles: To give the same importance to all evidence and testimonies To recognize than an honest testimony may vary or be different from his personal opinion or from other people s testimonies. To have an open mind until all evidence has been studied To have in mind that athletes are innocent until all evidence proving his guilt has been gone through and checked by the judges Competition referee and technical officials involved in a case must be available for any question the committee may have
24 If a member of the Committee has a link with any of the parties involved in a case he will not be able to participate in the process and he may not be replaced by anyone If there are more than one committee members linked with one of the parties, another committee will be appointed. COMPLAINTS 1. GENERAL: The complaint may be against the conduct of a participant, a judge or the conditions of the competition. A delegation or an athlete may complain to the referee only if the complaint hasn t been previously analyzed by the judges and determined by the referee. 2. COMPLAINT JURISDICTION Complaints which involve criterion are not allowed. A criterion decision will include but will not be limited to drafting, obstruction, blocking and unsportsmanlike conduct. If the present regulation does not apply to a certain controversy, than the ITU regulations will apply. Complaints during competition: Complaints against another participant or against an official judge must be made by writing and directed to the referee of the competition within the 15 days after the end of the competition. Complaints against time registry: Complaints against the time registry must be delivered within the 30 minutes after the unofficial timing s publication. A delegation may complain about official results, by writing to the technical delegate of the segment, within the 30 days after the end of the competition. Complaints about illegal equipment: Complaints about illegal equipment used by another participant shall be delivered to the referee within the 15 minutes after the end of the competition 3. COMPLAINT S CONTENT Referee shall be provided by the referee of the competition. It must contain: - The reason of the complain - Place and approximate time of the fault
25 - People involved in the fault - Recount of what happened, if possible including a diagram of the violation committed - Names of the witnesses that saw the rule violation - $50 dollar deposit which will be returned if the complaint proceeds 4. COMPLAINT PROCEDURE - Complaints shall be delivered by writing to the referee of the competition. It must be signed by the plaintiff. It shall be delivered within the established time mentioned in point 2 - Complaints will be available to see for the judge and and competitors before the hearing. - Date and time of the jury meeting will be made public during the previous meeting. - The plaintiff and defendant or a representative shall be present.if plaintiff fails to be in the hearing, it may be postponed or cancelled. The jury will define if the reason for the plaintiff s absence is valid. - The absence during the hearing of anyone involved in a controversy will justify a jury s decision without them. - A representative of the plaintiff and/or defendants may be present in the hearing as long as he is authorized by the competition jury director. - Hearings shall not be public - The jury director will read the complaint - Plaintiff and defendants will have time to tell their part of what happened. - Witnesses ( 2 for each part) shall have 3 minutes to talk - Jury will review al, the evidence and shall take a decision based on a majority. - Decision will be announced immediately and will be communicated to the parties. Afterwards it will be delivered by writing 5. TIME LMITS Complaints shall be presented by participants or official representatives within the 15 minutes after the athlete finishes his competition or within the 15 minutes after the violation is announced.
