11 10 13 April 2014 Communiqué n 5 There will be anti-doping every day. ANTIDOPING CONTROL Chaperone system will be in place for notification on all days. Riders must bring their licence with photos or if there is no photo on the licence, bring the licence and an ID card with photo. It is always recommended to have a team staff member to assist the rider. Il y aura des contrôles chaque jour. 12 10 13 April 2014 Communiqué n 6 Technical Information Final participants (riders not taking the start) in each event are to be confirmed with the Race Secretary before 12:00 noon the day before the event takes place. Riders may carry no object on them or on their bicycles that could drop onto the track. They may not carry or use on the track any music player or communication system. Any electronic device with a display must be hidden from the rider s sight so that the rider cannot read it. Riders may not ride road bikes on the track or safety zone at any time. Pursuit During the qualifying rounds if a rider is caught he must finish the distance to have a time recorded. A caught rider may not take pace from his opponent, nor pass him, on pain of disqualification. During the qualifying rounds, riders of the WC1 and MC1 classes shall be alone on the track. Team Sprint The riders of each team shall start either side by side or staggered at an angle of 45 behind the start line. The lateral distance between each rider shall be equal and be between 1.5 and 2 metres. Final confirmation of riders is Saturday at 12:00 noon. Teams/riders are reminded of the regulation regarding the changeover procedure at the completion of each lap At the completion of his lap, the rear of the leading rider s back wheel must cross the pursuit line ahead of the leading edge of the front wheel of the following rider. Thereafter, the leading rider must draw aside immediately and ride above the sprinter s line within 15 meters after the pursuit line. Pushing between members of the same team is strictly forbidden. If any of the requirements above is not met, the team shall be relegated to the last place in the stage of the competition. Sprint and Sprint Qualification Rounds Riders shall wear both number panels for both the sprint competition and the sprint qualification rounds. Numbers are to be placed on either side of the body lined up along the side seam of the jersey. Scratch Race Shall be run according to UCI Scratch Race regulations. All athletes from classes C1, C2, C3, C4 and C5 are eligible to compete, however each nation is restricted to one Male participant and one Female participant. The event will be conducted with qualification heats as required for a final, in agreement with article Distances: Men 15km, Women 10km. Field Size: 24 (maximum) Bike Check Teams are required to present bikes in a timely manner prior to each event. Teams/riders are reminded that only one morphological exemption is permitted. Teams/riders are reminded that Regulation does not permit the use of a front disc wheel, except in events against the clock. 13 10 13 April 2014 Communiqué n 7 CLASSIFICATION At the end of classification assessment all athletes remained in the entry class except with the exception of Zhou Huigun CHN who was changed from C3 to C4. All athletes with visual impairments met the criteria set out in the UCI rules. All athletes will be seen on the track during first appearance. Nations have the opportunity to protest classification within one hour of the completion of the athlete s first appearance. Those wishing to protest an athlete s classification must contact Terrie Moore the Chief Classifier for this event.
