1 To: Mike Pfieffer, ICC CTC RE: Climbability sample From: Tony Leto, The Wagner Companies 9/22/2005 At today s CTC meeting, I mentioned that I had this morning done a sort of one of the CPSC data reports and made an attempt to trim it down. I am providing it here for your reference since it allows you to view a smaller sample than what you would be faced with in reviewing the database that was submitted by Tom Zuzik. Here are my parameters: o I limited the data to ages older than one and younger than three. o I deleted duplicates and reports that referenced fall through o I kept anything that referred to climbing, jump from, fall from or fall over. o I included reports that indicated climbing of furniture or toys for review. You will notice that I left in references to fall from porches even though most porches may not even have a guard in place and may simply be a few inches above the level the child fell onto. The list totals 320 incidents that potentially were the result of guard climbing over a time span covering Feb 1989 to November incidents/year. Again, our concern remains that few of these reports indicate whether a guard had any part in the fall. Any assumption that the guard was the primary means of getting over is just that an assumption. The questions remain: Was there a guard in place?; Did it meet code?; How high was it?; and What was the infill design? This information is not definitive.
