1 2016 RCYC INSHORE CLUB RACING Organising Authority: RCYC Events Ltd Racing is potentially hazardous. The risks can be reduced, but never completely eliminated if the boat is well-built, well-maintained and well-equipped and the crew are well-trained, well-experienced and physically fit. Some boat designs carry greater risks than others. It is neither the Club s place, nor is the Club qualified to tell competitors which type of boat they should or should not sail. 2 RCYC 2016 INSHORE CLUB RACING Organising Authority: RCYC Events Ltd 1. RULES NOTICE OF RACE 1 st, 2 nd, 3rd Points Series, Steward s Cup, Young Helm, Joint Pursuit 1.1 Club racing will be governed by the rules as defined in The Racing Rules of Sailing The following Rules are changed: RRS 40 Personal Flotation Devices for MOCRA and SMODS. (b) RRS 44.1,RRS 60.1, 62.1, A4, and race Signals The changes will appear in full in the sailing instructions. 1.3 IRC Rules 2016 Parts A, B & C shall apply. 1.4 Nothing written in neither this Notice of Race nor the Club s Sailing Instructions removes a boat s separate responsibility to Falmouth Harbour Commissioners to comply at all times with the Harbour bye-laws, see: 2. ADVERTISING Boats may be required to display advertising chosen and supplied by the Organising Authority except that boats with painted topsides shall be exempt from any requirement to attach advertising material to their boat topsides. 3. ELIGIBILITY AND ENTRY 3.1 Entry is open to all boats of a PoFSA club. 3.2 To enter, boats shall first complete the online entry at 2
3 3.3 Racing will be provided for the following classes which shall display class flags as indicated: Class Flag Class Not required MOCRA 1 Fast Yachts IRC 2 Slow yachts IRC (0.943 and below) E Byron rated boats (base number of 1032 or above) Not required Sunbeams U Byron rated boats (base number of 1031 or less) Not required Flying Fifteen W Cruising Yachts (no spinnakers) Not required St Mawes One-Design Not required Shrimper Any other class on request 3.4 The Organising Authority reserves the right to allocate boats to classes, and to amalgamate, cancel, divide, sub-divide, change handicap splits or re-arrange classes at its discretion to provide better racing. 3.5 By entering all boats confirm their acceptance to comply with the following: (b) IRC & E classes shall comply with ISAF Offshore Special Regulations Category 5. All boats shall carry a working marine VHF radio. It is highly recommended multihull skippers shall also carry a waterproof hand VHF in a captive pocket of their clothing to be immediately available should the crew take refuge on the upturned hull of a capsized multihull. 3.6 SMOD, FF15 and dingy crew shall wear personal flotation devices (PFD s) at all times whilst afloat. 3.7 It is recommended that PFD s worn by Multihull crew should be of the manual gas inflating lifejacket type but boats may choose a type they feel offers them the best chance of survival. Each Multihull competitor is individually responsible for choosing when to wear a PFD and shall not rely on the Race Officer (RO) displaying the Y flag. 3.8 Multihulls sailing in Falmouth Bay shall comply with ISAF Offshore Special Regulations Category 5. Subject to weather conditions, the CRO reserves the right to Postpone or Abandon racing for MOCRA should the MOCRA class fail to provide its own specialised safety cover boat. 3.9 Electronic registration is available at A pdf entry form can be downloaded from the website or collected from the RCYC Office Final entry will only be confirmed when the entrant has completed fully and submitted the following: On-line registration; 3
4 (b) (c) (d) A parent/guardian consent form for sailors age 16 and under; A valid IRC certificate Paid the Entry Fee It is highly recommended that Multihull entrants read section 5 of the MOCRA rules Capsizing/Cartwheeling Multihulls. Multihulls do cartwheel/capsize and require skill on the part of the helm. Competitors are warned they must be prepared for this risk. A Protocol for handling Capsized Multihulls and Crew Recovery is appended to this Notice of Race. Competitors are advised to familiarise themselves with the details Declaration. By entering online, all competitors make the following declaration: I agree to be bound by the Racing Rules of Sailing and all other rules that govern this race. In particular, I confirm that I have read the Notice of Race and accept its provisions and agree that my boat will conform to the requirements set out in this Notice of Race throughout the event. I declare that I hold a valid and current boat insurance which covers me for third party claims whilst racing, and that I will continue to do so whilst engaged in racing at the RCYC. I have read the RCYC Notice of Race and I agree to be bound by its provisions and that my boat will conform to its requirements whenever racing with the RCYC. I have read the Risk Statement in section 13 and accept and acknowledge it in full. Data Protection Act I consent to my name, and the name and details of my boat, but no other personal information, being posted in the results section of the RCYC website Entries may be made either before or during a series, but must be received 24 hours before the start of a race to qualify for a result in that race. No results will be published for boats that have not formally entered. 4. FEES 4.1 Racing is 35.00inc Vat for all 3 series, Stewards Cup, Pursuit Races and Spirit Series for a RCYC member. 4.2 NON RCYC Owned Boats: (b) 5. SCHEDULE The first race is free Vat for all 3 series, Stewards Cup, Pursuit Races and Spirit Series. Should the owner subsequently join the RCYC in the current year, any entry fees already paid shall be used as part payment towards his/hers subscriptions minus the RCYC member s race fee. 5.1 On-line registration will open on Monday 1st March. 5.2 Racing will take place as follows; 4
5 5.3 Event Date Skippers Briefing st March RCYC Series 1 April 1, 8, 15, 22, 29, May 6, 13 Series 2 May 20, 27, June10, 17, 24, July 1, 8 Stewards Cup June 3 Series 3 July 15, 22, 20, Aug5, 19, 26, Sept 2 Young Helm Sept 9 Joint Pursuit Series FSC Sept 13, 28 RCYC Sept 16, 23 (Prize giving RCYC 23 rd Sept) IRC Challenge Cup July 9, 10 RCYC Prize giving Oct 15th MEASUREMENT 5.4 Each IRC boat shall produce a valid rating certificate at the time of entry and, in the event of any change, shall provide the RCYC Sailing Secretary with a revised valid certificate before the date of any race following such change. 5.5 Spot Rule checks on compliance with relevant Class and/or Handicap measurement requirements and these Rules (which may include safety equipment) may be undertaken immediately after any race by the Race Committee. Failure of a boat to comply with the relevant requirements shall lead to a Protest and possible disqualification from the race or series of races. Spot Rule checks do not reduce the absolute and exclusive responsibility of the Person-in-Charge of a boat to comply with any safety requirement. 5.6 Bryon rated boats will be handicapped as if they carry a spinnaker. 5.7 IRC and class splits, if any they will be decided before the first series and reviewed before the start of subsequent series. Competitors will be notified in accordance with the SI s. 6. SAILING INSTRUCTIONS Sailing instructions will be available after Monday 21st March as follows: Downloaded from the RCYC website; (b) Collected from the RCYC Office during normal club hours. 5
6 7. VENUE AND COURSES 7.1 Regatta style courses will be set in Carrick Roads and Falmouth Bay using navigational and PoFSA fixed marks, and marks laid on the evening. Course descriptions may be updated at the end of each series. Formal notice of the change will be posted in accordance with the SI s. 7.2 Course information will be announced by VHF before the warning signal for each race. Additionally, entirely at the Race Officer s discretion, courses may be displayed on the starboard side of the committee boat. 8. PENALTY SYSTEM For all classes, rule 44.1 is changed so that the Two- Turns Penalty is replaced by the One-Turn Penalty. 9. SCORING 9.1 Excluding stand-alone races; Three races are required to be completed to constitute a series. (b) When more than 4 races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 10. RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 11. PRIZES 11.1 Trophies. In addition to Club trophies for first boats, keeper prizes will be awarded as follows: Series average more than 15 starters - prizes for 1 st, 2 nd, 3 rd, 4 th & 5 th ; (b) Average 10 to 15 starters - prizes for 1 st, 2 nd, 3 rd, & 4 th ; (c) Average 6 to 9 starters - prizes for 1 st, 2 nd and 3 rd ; (d) Average 4 or 5 starters - prizes for 1 st & 2 nd (e) Less that an average of 4 starters - prize for 1 st Nightly Prize Flags will be presented in the bar as results are announced to winning crews present; no flag if you are not present. Provided in good condition, the Flag may be exchanged for one pint of Lager, Bitter, Cider or 1 small glass of wine from the bar. 12. RISK STATEMENT Rule 4 of the Racing Rules of Sailing states: "The responsibility for a boat's decision to participate in a race or to continue racing is hers alone." Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; 6
7 (b) (c) (d) (e) (f) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; Their boat is in good order, equipped to sail in the event and they are fit to participate; The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; 13. INSPECTION The fact that the race committee conducts inspections of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race. 14. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 3,000,000 per event or the equivalent. 15. 8 Appendix 1. RCYC - Protocol for Dealing with Capsized/Cartwheeled Multihulls 1. Crew Safety. a. In the event of a competitor being in danger, all participants in a race, but especially those closest to the incident, shall immediately inform the Course Race Officer (CRO) by VHF or MOB. If they cannot contact the Committee Boat, they shall inform the Coastguard direct without delay. b. Competitors and race organisers shall give immediate assistance to anyone in danger. c. The CRO shall inform the coastguard of the casualty and keep the coastguard (CG) updated as requested by them including informing them when the casualties are landed safely ashore. d. The CRO shall record all communication details and times. (RCYC to provide digital recorder with Committee boat equipment for this purpose). e. The CRO shall despatch a RIB to the casualty. The RIB driver will act as the Local Scene Co-ordinator and keep the CRO updated. f. The CRO shall continually re-assess if he has sufficient resources to safely deal with the incident. If in any doubt, (i.e. several casualties) he shall immediately request outside assistance from the coastguard and if the matter is urgent broadcast a Mayday or a Pan Pan message for additional assistance. g. The RIB on arrival at the casualty, shall take the casualties on board, recording their full names. i. The RIB shall mark the upturned boat with tape provided by RCYC to show the crew have been recovered. ii. The RIB shall make all attempts to obtain the name or sail number of the capsized boat and inform (not open VHF) the committee boat along with the names of the crew recovered. iii. If crew are missing at the scene of the casualty, the RIB shall immediately inform the CG and CRO and start a search pattern. iv. Recovered injured or hypothermic crew shall be taken ashore immediately and landed at the RNLI pontoons. The Coastguard shall be informed and an ambulance requested. v. The RIB shall report back to the CRO and continue covering the rest of the fleet. The RIB will not assist with salvage of the Multihull after being stood down and will not get involved with any towing operations. h. Good weather only (good viz, flat sea, close to land). If requested and safe the RIB may leave the crew sitting on the upturned hull to await the salvage boats. The RIB will not stand by awaiting the salvage boats to arrive unless stood down by the CRO and it is safe for them to do so. 8
9 i. It is not the RCYC s responsibility to salvage boats and is contrary to instructions given by FHC. Any damage done or equipment lost is the casualty skipper s responsibility. j. The CRO shall inform the Coastguard and Harbour Master of the last position of abandoned boats. k. On return to shore, the CRO shall hand the record of the incident and recorder to the Hon Sailing Sec. to transcribe if required. 9
