2 MARTINIQUE FLYING REGATTA 1 st edition ORGANISATION The 1 st edition of the MARTINIQUE FLYING REGATTA event is organised from Saturday 17 November to Saturday 24 November 2018 in Fort de France in Martinique by the SIRIUS EVENEMENTS company, an establishment affiliated with the FFVOILE (French Federation of Sailing), in partnership with the Comité Martiniquais du Tourisme and the Ligue de Voile de la Martinique. SIRIUS EVENEMENTS is the event s Organising Authority (OA) in accordance with the FFVOILE and WORLD SAILING (RRS 89.1) rules. 1 / RULES 1.1. The event is governed by: - The Rules outlined in Racing Rules of Sailing - The National FFVOILE requirements in France - The Class Rules for the invited series 1.2. Solely the documents listed in 1.1, Notice of Race, Sailing Instructions and amendments written and signed by the President of the Race Committee are deemed official The official language is French. In the event that the Notice of Race is translated, the French text will prevail. 2 / ADVERTISING 2.1. The advertising rules will be applied in accordance with regulation 20 WORLD SAILING Advertising code Identification will be provided by the organisation to each series (one sticker on the forward quarter of both sides of the hull), adapted to the each of their sizes; the outline of this identification will be explained in the Sailing Instructions. This identification must be visible on the boat throughout the race for all the classes. This identification must be properly adhered and kept in good condition by the competitors contact@sirius-events.com 2

3 3 / ELIGIBILITY AND ENTRY 3.1. The event is open to the following series: - GC 32 - EASY TO FLY - FLYING PHANTOM - MOTH - ONE FLY - WIND FOIL - KITE FOIL And as decided by the Organising Authority for all foiling classes that make a request to participate. Competitors must belong to a national class when there is one Competitors (each member of the crew) with an FFVoile licence must present the following on site when they register: - their FFVoile Club licence with the note competition confirming the prior presentation of a medical certificate with no contraindications to the practice of competitive sailing dating less than one year - or their FFVoile Club licence with the note member or practice accompanied by a medical certificate with no contraindications to the practice of competitive sailing dating less than one year - parental consent for those participants under 18 - authorisation to display advertising if necessary - a measurement or conformity certificate for the boat 3.3. Overseas participants (each member of the crew) who do not have in their possession a FFVoile licence must present the following when they register: - proof that they belong to a National Authority that is a member of WORLD SAILING - proof of valid civil liability insurance where the cover must be a minimum of two million Euros - a measurement or conformity certificate for the boat - a medical certificate with no contraindications to the practice of competitive sailing dating less than one year (drafted in French or English) as well as parental consent for those participants under Entries are taken into account upon publication of the Notice of Race on the website The crew list will be completed during the registration process contact@sirius-events.com 3

Registration accepted upon publication of this Notice of Race on 30 April 2018 are at the standard rate. Entries accepted from 1 May 2018 to 15 July 2018 have a 30% surcharge. Entries accepted from 16 July 2018 have a 50% surcharge Registration comprises: - Shipping via containers of sailboats and other craft from metropolitan France (2 departure points: Le Havre and Fos sur Mer) and the UK and back; see shipping appendix. - The benefit of a special rate for air transport arranged with the CORSAIR INTERNATIONAL airline; see air transport appendix. - The benefit of special rates of accommodation, which will be communicated to registered crews. - The invitation for competitors to attend all the festive events and receptions set out on the official programme (launch night tour of the island day crew supper prize-giving) contact@sirius-events.com 4

The boats and other craft will be berthed in Fort de France at the Grand Port Maritime (Cruising peer) and on La Française beach (beach start) A technical zone will be put in place at the Grand Port Maritime of Fort de France from 5 to 30 November The organisation will be located in the Grand Port Maritime of Fort de France (Cruising peer). 6 / MEASUREMENT A measurement or conformity certificate shall be presented for each craft in line with the class rules for each series. 7 / COMPULSORY SAFETY EQUIPMENT Safety equipment shall comply with the rules for each series, possibly supplemented by the requirements of the Organising Authority specified in the Sailing Instructions. 8 / SAILING INSTRUCTIONS The Sailing Instructions will be uploaded to the event website on 1 October contact@sirius-events.com 5

6 9 / VENUE The race zones will be located in the Baie de Fort de France. 10 / THE COURSE The courses will be round-the-cans or long-distance courses according to the series. 11 / PENALTY SYSTEM The RRS 44.1 is modified in such a way that the two-turn penalty is replaced by a one-turn penalty. The decisions of the international jury will not be subject to appeal as set out in rule 70.5 of the RRS. 12 / SCORING The Low Point System described in Appendix A of the RRS will apply The overall ranking will be worked out by adding together all the scores for the races sailed and validated. 13 / SUPPORT BOATS All the support boats must register with the Organising Authority before starting the race; they will have to comply with the rules regarding the event. 14 / BERTHING Boats must remain in their assigned berths in the Grand Port Maritime of Fort de France or La Française beach. 15 / HAUL-OUT RESTRICTIONS The GC32 and EASY TO FLY series of boats must not be hauled out of the water during the event unless they have prior written consent from the President of the Race Committee. 16 / DIVING EQUIPMENT AND UNDERWATER PROTECTIVE COVERS Underwater breathing apparatus and underwater protective covers or their equivalent shall not be used around the competitors between the preparatory signal of the first race and the end of the last race on the same day contact@sirius-events.com 6

7 17 / RADIO COMMUNICATIONS A boat shall neither make radio transmissions while racing nor receive radio communications, which are not available to all boats, except in the event of an emergency. This restriction also applies to mobile telephones. 18 / RESPONSIBILITIES OF THE ORGANISER AND COMPETITORS The organisers may, as a result of force majeure or if it is necessary for the participants safety, decide to cancel the running of the event. Cancellation for reasons of force majeure or for any other grounds outside the control of the organisers, will not incur any refunding of registration fees or compensation. The same scenario would also be true, though this list is in no way restrictive, in the event of exceptional weather conditions, armed conflict, requisition, fire, flooding, strikes or the blocking of facilities, whose origin is unknown and totally outside the control of the organisers It is the responsibility of each competitor to decide, for himself or herself, whether he or she should take the start or remain racing The skippers are personally responsible for any material or physical accident affecting their boat or crew. It shall be the skipper s sole responsibility to take out all the necessary insurance With regards the application and interpretation of the texts in the documents referred to in 1.1 of the Notice of Race and the settling of any related disputes therein, registration of the boat implies giving up any right to appeal other than those indicated in the RRS. 19 / INSURANCE A damages and third party insurance certificate for the boat shall be supplied for each participating boat. 20 / USE OF RIGHTS The owner or user of the boat and any possible sponsor, by the sole fact of their participation, assigns the organiser and its partners the unrestricted right and permission to use, for promotional purposes or other, any text, photo or video footage relating to their participation in the event to be published or broadcast via the press, television or internet (non exhaustive list). 21/ CONTACTS SIRIUS EVENEMENTS - 5 rue de l Amiral Hamelin PARIS Tel : (33) contact@sirius-events.com Website: Martinique Flying Regatta contact@sirius-events.com 7

11 APPENDIX 4: AIR TRANSPORT Official partner to the event, CORSAIR INTERNATIONAL is granting an exclusive discount for competitors signed up for the race and their families: - 50% reduction on the rate before tax for Economy Class tickets - Reduction of up to 25% on the rate before tax for Premium or Business Class tickets Travel dates must be inclusive of the competition dates. 12 APPENDIX 5: ACCOMMODATION In FORT DE FRANCE and nearby: - Hotel LE SIMON : modern 4-star business hotel with 94 rooms opposite the bay bordering La Française beach and located 200m from the event: - Hotel LA BATELIERE : 4-star tourism hotel with 185 rooms with a beautiful view, beside the sea and a beach in Schoelcher to the west of the bay, 15 car ride away from the event site The main accommodation venues are located on the other side of the bay in the very beautiful tourist zone of Les 3 ILETS and La Martinique regional nature reserve. LES 3 ILETS peninsula (Pointe du Bout / Anse Mitan / Anse à l Ane): boasts extensive options for any type of accommodation and any budget; a passenger launch service enables you to get over to the Fort de France landing stage where the event is just 20 away by boat so you can avoid using a car. For the main transport in Pointe du Bout, the passenger launches run in both directions from 06:00am to 22:45pm every 30 minutes/hour. Search Les Trois Ilets) The pre-tourist season period is favourable for negotiating special rates, however early booking is necessary given how highly valued the destination is. The Organising Authority has negotiated special rates with some of the accommodation referred to below and these will communicated to registered crews.
