2 NOTICE OF RACE 50th Course Croisière EDHEC Grade: 4 and 3 for the finals Dates: 20th to 28th April 2018 Venue: Brest Port du Moulin Blanc Organizing authority: Course Croisière EDHEC [DP] in a rule of this Notice of Race (NoR) means that the penalty for a breach of this rule may, at the discretion of the protest committee, be less than disqualification. 1. RULES The Regatta will be governed by: 1.1 The rules as defined in The Racing Rules of Sailing (RRS), 1.2 National prescriptions translated for foreign competitors in appendix National Prescriptions 1.3 FFVoile regulations, 1.4 Part B, section II of the International Regulations for Preventing Collisions at Sea (IRPCAS) when it replaces the rules of Part 2 of the RRS. 1.5 In case of translation of this Notice of Race (NoR), the French text will take precedence. 2. ADVERTISING [DP] Boats shall display the advertising chosen and supplied by the organizing authority (OA). If this rule is broken, World Sailing Regulation applies. (link Regulation). Finalists will race on boats supplied by the OA, all advertising permitted on the supplied boat is available to the OA for the finals. 3. ELIGIBILITY AND ENTRY 3.1 The regatta is open to All boats in accordance with their National Authority, with a category of conception A, B or C IT standard. Boats must carry the safety fitting of Division 240. Racing areas for all boats defined thereafter are coastal sailing, until six nautical miles of a shelter All boats of One-Design Longtze, J80, J70 and Grand Surprise classes with a valid 2018 conformity certificate and an OSIRIS Habitable measurement certificate OSIRIS Habitable system with a coefficient between 14 and 33,5 with a length between 8 and 16 meters, with a valid measurement certificate 2

3 Each boat must carry the minimal safety fitting required by their class rules and the applying laws. Safety equipment Coastal for all boats Regulations for French boats require lifejackets with at least 100 Newton flotation for boats sailing no further than 6 nautical miles from a shelter. Each skipper will sign upon registration a form attesting the conformity of the mandatory equipment carried on-board. The OA shall receive the OSIRIS Habitable or the class conformity certificate to consider the registration valid. Should this copy not be received before 10 th April 2018, the boat cannot pretend to the privilege fees in NoR GROUPS AND REGISTRATION The OA will split the fleet in different groups, balancing the number of boats and the range of ratings in each group. Those groups OSIRIS HABITABLE will be defined with the net handicap according to the OSIRIS HABITABLE measurement certificate of each boat. 4.1 The boats properly registered in OSIRIS HABITABLE will be split in 4 groups according to the rating of their boat. Those groups OH A, OH B, OH C and OH D will be defined in a notice to the competitors after the end of registration. One-Design boats complying with their class rules may race in a real time system and be a group if a minimum of 6 boats confirmed their entry. Groups and classes will be posted on the official notice board in the morning on Sunday 22 nd April in Brest. 4.2 Other One Design classes may be accepted at the discretion of the OA. No more than 260 boats may enter the regatta. 4.3 Each crew must be of at least 4 members (except for J70 where 3 members are required) with at least two adults including the skipper. All minor competitors shall present a parental authorization naming an adult above 21 present on the venue who will take responsibility for the abovementioned minor. 4.4 The regatta is open to any person complying with the requirements stated in this NoR, with no distinction made as to his or her student status Competitors (each crew member) having a FFVoile licence shall show when registering: Their valid FFVoile club licence with Competition notation certifying previous presentation of a medical certificate certifying the absence of any medical objection to participation in sailing competition Or their valid FFVoile club licence with adhesion or pratique notation, accompanied with a medical certificate dated less than one year certifying the absence of any medical objection to participate in sailing competition 3

4 A parental authorization for the minors If necessary, the advertising authorization (may be purchased on the Registration Line) The number of the Acte de Francisation A copy of the Osiris Habitable measurement certificate or the class conformity certificate The Acte de Francisation A copy of a valid insurance policy for the boat Information regarding the owner of the boat (last name/first name/address/phone) Information regarding the skipper (last name/first name/address/phone) The name of the boat, according to the Acte de Francisation The sail number with the national letters The home port The type of boat Foreign competitors (each crew member) without a FFVoile licence shall present during registration A supporting document to justify their membership to a World Sailing Member national authority A proof to be insured with a valid third-party liability insurance with a minimum cover of 2 millions euros A medical certificate (in French or in English) dated less than one year, certifying the absence of any medical objection to participate in sailing competition and a parental authorization for the minors The number of the Acte de Francisation A copy of the Osiris Habitable measurement certificate or the class conformity certificate A copy of a valid insurance policy for the boat Information regarding the owner of the boat (last name/first name/address/phone) Information regarding the skipper (last name/first name/address/phone) The name of the boat, according to the Acte de Francisation The sail number with the national letters The home port The type of boat For the boat: The environmental charter A check with the overall cost of entries, payable to Course Croisière EDHEC For each member: The general participation conditions signed by all the crew members Student card or a scholarship certificate in case of an entry in the 100% Student Scoring 4

5 4.4.4 Safety Fittings and layout [DP] The OA of the 50 th Course Croisière EDHEC or the technical committee appointed by the FFVoile may conduct inspections at any time. A functioning radio (transmitter receiver), if possible fixed, is MANDATORY on each boat. Boats shall be on permanent vigil from the moment they leave the pontoon for the 1 st race of the day until their return to the harbour and must be able to answer any call. Navigation lights of each competing boat must in in a good functioning condition. Competitors shall wear a personal flotation device complying with French regulations during all the event as soon as they leave the pontoon until they return to the harbour. Any failure to comply with this rule may be penalized with a disqualification. Every day, a check-out and a check-in by the skipper will be required. Any failure to comply with this requirement may be penalized Weighing Depending of the classes affected (Grand Surprise, J80, Longtze, J70), the OA will weigh each crew racing in One Design before the first race. In case of a change of crew during the event, boats must still comply with the weigh limitation. 4.5 Privileges Under particular circumstances, privilege fees may be granted to some boats on their entry fees. Please contact the organising authority. 5. ENTRY FEES Registrations: From 20 th January 2018: opening of registrations on participants.cce.fr Entry fees are 210 including all taxes per person and per boat (i.e. 8 x 210 for a 7 members crew). The entry file is valid only if the entry fees have been paid. The boat must have validated its registration file on the website participants.cce.fr and paid online or sent a payable check with the overall cost of the entries at the following address: Association Course Croisière EDHEC Inscriptions 24 Avenue Gustave Delory Roubaix Any entry will be final only after having been confirmed on the Registration Line on 21 st April 2018 at 1800 at the latest. The OA will refund no boat of his or her entry fees in case he or she does not participate in the Course Croisière EDHEC, except for medical reasons upon presentation of a medical certificate. In this case, 30% or the value of the fees paid will be refunded only upon written presentation (fax, letter) of a request for cancellation from the responsible of the Sea team with the certificate before 20 th April

The check-in will open 30 minutes before the briefing and end at the beginning of the briefing or at the latest 2 hours before the 1 st warning signal, except for the PEO where the briefing will be will end at the latest 1h30 before the 1 st warning signal [DP]. The OA reserves the right to change part or this entire program according to the weather conditions and any other organizing, coordination or safety matter. 7. SAILING INSTRUCTIONS (SI) The sailing instructions and its eventual appendices will be supplied at the end of the confirmation of registration on Friday 20 th and Saturday 21 st April COURSES Courses will be technical or coastal and will be defined in the SI. 9. SCORING races are required to be completed to validate the event. The score of a boat in her series shall be the total of her race scores excluding her worst score if 5 to 7 races have been validated; excluding her two worst scores if more than 7 races have been validated. 9.2 The Low Point System in RRS Appendix A will apply for each group of boats (One- Design or Osiris Habitable). One-Design rankings will be made in real time system. Osiris Habitable rankings will be made with the correcting time system with the Time on time formula, applying the Light Wind Coefficient. 7

8 9.3 A special ranking, reserved for boats properly registered to the 50 th Course Croisière EDHEC, is created. This 100% Student Ranking is open to boats whose crew members are only students, including the skipper, and being less than 28 years old. This special ranking will be re-calculated from the general rankings of each group of the 50 th Course Croisière EDHEC, excluding the finals. Entry to this special ranking is not automatic and it is not mandatory to enter it. 9.4 The OA reserves the right to create new rankings which will be published in the SI. Applications to those special rankings shall be lodged on the Registration Line before Saturday 21 st April 2018, Extracted rankings may be made from the general rankings of each group, excluding the finals. Entry to those rankings does not require a registration and may be calculated by the OA for boats complying with the requirements. 10. BERTHING Boats will be provided berthing at the Port du Moulin Blanc, pontoons A and B for Longtze, pontoons D, E and F for J80, J70, Grand Surprise and along the breakwater for Habitables. They may be berthed free of charge from Wednesday 18 th April to Monday 30 th April 2018 included. Competitors concerned will be informed of the berthing places in Camaret-sur-Mer before the coastal course. 11. HAUL-OUT RESTRICTIONS [DP] Boats shall not be hauled out between the regatta, except with and according to the terms of prior written permission of the race committee or the principal race officer. 12. RADIO COMMUNICATION [DP] 13. FINAL Except in an emergency, while racing, a boat shall neither make radio transmissions nor receive radio communications not available to all boats A final on monotype is scheduled on Saturday 28 th April Winners of each fleet will meet in this final; they will be selected according to the thereafter conditions, upon agreement of the OA, the race committee, the protest committee and the technical committee The General Ranking final of the Course Croisière EDHEC will be sailed on Grand Surprise and is open to up to 17 boats selected as follows: 6-12 boats groups: first boat of the general ranking of the group boats groups: two first boats of the general ranking of the group boats groups: three first boats of the general ranking of the group 8

9 More than 50 boats: four first boats of the general rankings of the group Any 100% Student Boat participating in the General Ranking final loses its 100% student status. If she wishes, this boat may ignore her selection in the General Ranking final If a 100% student boat selected in the General Ranking decides to race in the 100% student final, then: The next non selected boat in the general ranking (100% student or not) will take the place of the 100% student boat in the general ranking final The 100% Student Final of the Course Croisière EDHEC will be sailed on Longtze and in open to up to 10 boats selected as follows: In 6-30 boats groups: first 100% student boat of the general ranking of the group In boats groups: two first 100% student boats of the general ranking of the group 13.4 The list of the boats qualified will be posted at the latest at 2300 on Friday 22 nd April. Boats will be contacted to know that they are qualified for the final and the list will be displayed on the official notice board at the entrance of the Course Croisière EDHEC Village. A mandatory briefing for the qualified boats will happen at 0745 on Saturday 23 rd April The number of boats selected for each class for the finals will be posted after the end of registration. The start of this event is subject to the decision of the OA. 14. DECISION TO RACE The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Consequently, accepting to participate in a race or to continue racing, the competitor disclaims the organizing authority of any liability for damage (material and/or personal injury). 15. RIGHT TO USE THE NAME AND IMAGE Taking part in this race, the competitor gives the organization and the race s sponsors the right to use and show static or moving photos, films or TV recording and all sorts of duplication of himself during the Course Croisière EDHEC He also gives right to use, without royalties, his own image on all materials of such event. 16. 10 APPENDIX NATIONAL PRESCRIPTIONS FFVoile Prescriptions to RRS translated for foreign competitors FFVoile Prescription to RRS 25 (Notice of race, sailing instructions and signals): For events graded 4 and 5, standard notices of race and sailing instructions including the specificities of the event shall be used. Events graded 4 may have dispensation for such requirement, after receipt of FFVoile approval, received before the notice of race has been published. For events graded 5, posting of sailing instructions will be considered as meeting the requirements of RRS 25.1 application. (*) FFVoile Prescription to RRS 64.3 (Decisions on protests concerning class rules): The jury may ask the parties to the protest, prior to checking procedures, a deposit covering the cost of checking arising from a protest concerning class rules. (*) FFVoile Prescription to RRS 67 (Damages): Any question about or request of damages arising from an incident involving a boat bound by the Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the appropriate courts and cannot be dealt by the jury. (*) FFVoile Prescription to RRS (Appeals and requests to a national authority): The denial of the right of appeal is subject to the written authorization of the Fédération Française de Voile, received before publishing the notice of race. This authorization shall be posted on the official notice board during the event. (*) FFVoile Prescription to RRS 78.1 (Compliance with class rules; certificates): The boat s owner or other person in charge shall, under his sole responsibility, make sure moreover that his boat complies with the equipment and security rules required by the laws, by-laws and regulations of the Administration. (*) FFVoile Prescription to RRS 86.3 (Changes to the racing rules): An organizing authority wishing to change a rule listed in RRS 86.1(a) in order to develop or test new rules shall first submit the changes to the FFVoile, in order to obtain its written approval and shall report the results to FFVoile after the event. Such authorization shall be mentioned in the notice of race and in the sailing instructions and shall be posted on the official notice board during the event. (*) FFVoile Prescription to RRS 88 (National prescriptions): Prescriptions of the FFVoile shall neither be changed nor deleted in the notice of race and sailing instructions, except for events for which an international jury has been appointed. In such case, the prescriptions marked with an asterisk (*) shall neither be changed nor deleted in the notice of race and sailing instructions. (The official translation of the prescriptions, downloadable on the FFVoile website shall be the only translation used to comply with RRS 90.2(b)). (*) FFVoile Prescription to RRS 91(b) (Protest committee): The appointment of an international jury meeting the requirements of Appendix N is subject to prior written approval of the Fédération Française de Voile.
