The individual should be comfortable in the use of computers and have either the knowledge or the willingness to learn how to manage and update a web-site. Training can be provided depending upon need. The role of web-master is not time consuming as the primary responsibility is a monthly review of the site and updating the content, as needed. The web-site has been constructed by a professional web-site group and is fully functional. All information for posting on the web-site will be provided by squadron members and only needs to be posted by the web-master. The position provides a great deal of flexibility and if so inclined, the opportunity to become as involved in the site as he or she desires. 4 Events Continued An Evening with Friends, Fun, Boats and Good Food Come and enjoy the Second Annual Cookout for all members of the Buzzards Bay Sail & Power Squadron. The fun begins with a Social Hour at 5:30 PM with assorted appetizers while overlooking the boats of Red Brook Harbor. The venue is perfect for you to meet our newest members or for renewing old friendships. The menu includes a selection of Hamburgers, Cheeseburgers and Hot Dogs along with all the extras. And, there will be an assortment of salads and chips to compliment the meal and an assortment of deserts to round out the night. What would a Cookout be without some fun events to keep the evening moving along and to allow for good conversation amongst members! Karush View from the Bridge 166 years ago, the yacht America won the America s Cup and this year, we witnessed the 35th challenge for the cup, sailed for the first time in Bermuda. Although the outcome may not have been what we all expected, Bermuda was a terrific venue and the television coverage amazing! America s Cup races are steep in history and have captured sailing nations attention for years. International match racing, sportsmanship, sailing on the edge, competitive, cutting edge yacht design, racing strategies, state of the art sail materials, carbon fiber, fin keels and aerodynamic foils are just some of the words that come to mind when describing the competition in competing for the Auld Mug. The first America s Cup boats were wooden schooners that transited the ocean to challenge for the cup and then came the J-Boats known for their size, massive sail areas and long waterlines. The J-Boat was then followed by the graceful 12-Meter boats, a catamaran, the America s Cup Class boats and now we are racing high-tech catamarans that rise above the water and sail on foil. Yes, technology, yacht design and the desire to compete have all contributed to the rapid changes we are seeing in the sailing world. This past month we also witnessed another historical sailing event when Boston hosted a fleet of 54 tall ships representing countries from around the world. The designs, the technology and the building materials were far different from that used in this year s America Cup boats but the crew training and the desire to conquer a challenge was the same. A young crew member aboard the Navy landing craft U.S.S. Whidbey Island who welcomed the tall ships to Boston, put it best when she commented that she had never seen a tall ship up close before and that she taken back by the size of the ships, the sail plan, the size of the crews and the work involved to not only sail but to maneuver one of these majestic ships. This step back in history shows how much sailing has advanced over the years and it will continue. On a different subject, we are witnessing the same rapid fire advancements in the world of marine electronics. And, it too will continue while the recreational boater tries to keep up with all the changes. The art of determining your position by sighting the stars, moon and sun with a sextant is becoming a long lost art yet is still used by some who transit the oceans. Today boaters are relying on GPS for determining their positions and hopefully with paper charts as a back-up. The advancement in navigational software has made it easier to use GPS and has expanded the navigational information provided. However, most boaters use only a small fraction of the information provided by GPS and that may be a result of not having a good understanding of basic navigation, including the back-up provided by paper charts. This is where our navigational courses and seminars can help. Advancements in navigational technology will shortly require that every boat be equipped with not only a GPS but also AIS (Automated Identification System) as navigational aids starting to be replaced with virtual aids and when trip planning or autorouting will be a feature provided by your GPS. In fact some Garmin units already are equipped with auto-routing. All the more reason to better understand the basics of navigation and how to use all the features GPS provides for the recreational boater. Yacht designs and the art of navigating are just some of the things that are changing with the times and navigation and the reason our squadron has shifted our educational emphasis from multi-week courses to 2-4 hour seminars. Seminars can respond more quickly to the changes facing the marine industry and the recreational boater by tailoring each and every seminar to the most current techniques and equipment. 7 United States Coast Guard Headquarters Inspections and Compliance Directorate Washington, DC May 12, 2017 Safety Alert Whether at Work or at Play Remember it s a Shared Waterway. Know the Navigation Rules and enjoy your day! This Safety Alert reminds all operators of power-driven, sail, and human propelled vessels of the importance of maintaining a sharp look-out while on a shared waterway and recommends that all recreational boaters carry a DSC-VHF marine radio in order to communicate with other vessels. Recently a catamaran type passenger ferry collided with a group of kayakers on a busy metropolitan waterway. The incident occurred during late afternoon while the sun was low on the horizon with an angle of about 15 degrees and the ferry was heading westerly into the sun s glare. The ferry had just begun its voyage and was operating at about 20 knots across the waterway while a group of kayakers was ahead of the ferry and heading south. The low angle of the sun created significant glare on the water, obstructing the ferry operator s view of the kayakers who were within the reflected light. The kayakers did not have a DSC-VHF marine radio with them and they were unable to hail the ferry. The ferry subsequently collided with multiple kayaks resulting in two serious injuries. It is critical that all mariners, including recreational boaters, have a good working knowledge of the Navigation Rules before venturing out into a shared waterway. Commercial and recreational vessel operators need to know their responsibilities including the Steering and Sailing Rules, Conduct of Vessels in Sight of One Another, and Conduct of Vessels in Restricted Visibility. They also need to recognize the nautical lights and shapes and understand the sound and light signals that may be encountered in order to take appropriate actions to prevent collisions. It is also critical that recreational boaters are able to communicate with all other vessels. If unsure of another vessel s intentions boaters need the ability to contact the other vessel on the radio in order to indicate their location and ask such questions as Do you see me? and What are your intentions?. Operators of marinas and rental facilities are encouraged to develop guidelines for safety briefings, required safety equipment and for outfitting guides and renters with maritime communication devices. For more information please visit RentalBoatSafety.com. There are many safety topics important to paddlesport enthusiasts. Depending upon where you plan to paddle, the required skill sets may be minimal or they can be highly technical in nature. Persons new to paddlesports will benefit from taking a paddlesports safety course and the knowledge gained will increase their enjoyment on the water. An example of a free online course is located at boaterexam.com. Training is also available from the American Canoe Association (ACA) and United States Coast Guard Auxiliary. The Coast Guard strongly recommends that all paddlesport enthusiasts participate in boating safety education as well as taking paddlecraft specific skills training. Additionally, the following best practices should be considered every time before going out on the water: Always wear a Coast Guard approved life jacket Make yourself be seen (bright / contrasting clothing) Carry a sound producing device such as a whistle Carry a DCS-VHF radio Know your paddling limits Know the area where you will be operating 7
8 Avoid paddling in main channels of busy waterways when possible Dress appropriately for the water temperature and forecasted weather Don t paddle alone Tell a friend where you are going and when you will return - file a float plan. If you plan to be out after dark, you will be required to exhibit an all-round light or have a flashlight readily available Don t drink alcohol and operate a boat or paddlecraft The free Coast Guard Mobile App includes many resources including a function to file a float plan. 9 Powerboat on the Water Training Five students and three instructors gathered at Parker s Boatyard on June 16 th and 17 th for the annual On-the- Water Training program which once again, was a great success. The program is designed to be small so that each student has a chance for one-on-one instruction in hopes of building their knowledge and confidence in boat handling and safety. The program started Friday evening with Bob Sweet leading a two-hour seminar on boat handling techniques and the proper use of lines to assist in docking a boat. Most importantly, the seminar explained how a boat should respond in a variety of conditions and what to expect once on the water. Saturday morning we were greeted with foggy conditions so while waiting for the fog to lift, students had the chance to test their boat handling skills on land with the help of the Power Squadron s virtual boat-handling simulator. The simulator consists of a steering wheel, throttle controls and three computer screens that replicate the boat handling exercises students would later experience on-the-water. As the fog started to lift and calm seas prevailed, the training moved onto two center-console boats and the next phase of training. For the next five hours, the students now had the opportunity for hands-on training that included maneuvering on and off a dock, holding the boat against the forces of wind and current, picking up mooring balls, slow and high speed maneuvering, negotiating buoys through a slalom course, running a range and most importantly, how best to dock a boat. The students operated the boats at all times while the instructors explained the exercises while emphasizing safe boat handling and the need to always have the boat under control. At the wrap-up meeting, everyone was pleased with the training and most importantly, felt more confident in the handling of boats. Next, it is practice, practice, practice for the new skippers as they begin to put their training to good use. 9
10 MMSI UPDATING A Maritime Mobile Service Identity (MMSI) is a nine digit number that can be transmitted over your VHF identifying your vessel and position for both communication and emergency situations. The United States Power Squadrons and Boat U.S. are two leading organizations that provide boaters the ability to quickly and easily obtain MMSI numbers for their marine radios. Once the MMSI number is programed into your Marine VHF Radio, the radio becomes a safety net for both you and your crew in the event of an emergency. By pushing the VHF radio s RED Distress button, a digital signal is transmitted to the Coast Guard and subsequently to all local responders, providing the vessel s name, type of emergency, location and emergency contact information. As with everything else, in order for everything to work, proper installation is important and the emergency contact information must be up-to-date. With the start of the boating season, this is the time to make sure you have a MMSI number but more importantly that it is programmed into your marine VHF radio. Without the MMSI number being programmed, your VHF is not offering you the safety and emergency response that it is designed for. Boat U.S. has been reminding boat owners about the importance of updating MMSI information each year and with their permission, we would like to share some important tips. Your MMSI registration includes your name, address, telephone number, emergency contact information and the identifying characteristics of your boat including length, hull type and color. Each year, you should check the accuracy of the information and update as necessary. Incorrect information may delay a rescue or fail to contact the proper persons in an emergency situation. If you are selling or have sold a boat with a programmed VHF radio, you should either cancel the MMSI for that radio or transfer the radio s MMSI to the new owner. Each VHF radio has its unique MMSI assigned to it. If you have sold your boat but retained the programmed VHF radio for use in a new boat, you must edit and update your MMSI registration with the information on the new boat i.e. length, hull type, hull color etc.. If you are taking your boat into international waters, you must cancel your current MMSI number and contact the FCC to obtain the appropriate FCC assigned MMSI. Unfortunately, only FCC assigned MMSI s are in the International database. Print a copy of your MMSI Certificate as a reminder of the number and the information you have registered and keep it handy. And finally, make sure your MMSI number is properly programmed into your VHF. Remembering these simple tips will help ensure your safety should an emergency occur while at sea. And best of all, it only takes a few minutes to check and update your information while in the comfort of your home. Check you MMSI registration at or at MMSI@boatus.com 10
