8 Bridge Officers Commander Frank E. Lingard Jr., SN Educational Officer Jerry Daly, AP Ass t Educational Officers Gerald Karush John Russo jrcrafts43@gmail.com Secretary Ernest A. LeBlanc, SN mmealeblanc@comcast.net Treasurer Werner Diekmann, AP wadiekmann@gmail.com Administration Officer Anne Burbine aburbine25@comcast.net View from the Bridge Spring is finally here and after a relatively mild winter, winter covers are being removed, boatyards are being re-populated, boat owners are starting to prep bottoms and buffing the topsides in preparation for an early spring launch. Boatyards have their docks back in position and the first boats are being launched. The familiar scent of bottom paint is filling the air, travel lifts are gingerly moved into position to load and splash the next vessel while masts are being re-stepped and tuned for yet another season of exploring the waters of Cape Cod and the islands. Yes, boatyards are alive and harbors are showing signs of life once again. This is the season we have all waited for because summer can-not be far away. So, if all this sounds enticing, let s make sure that our boats are seaworthy and all safety equipment is in good working order. That means inspecting all thru hulls before launching, making sure that all drain plugs are back in place, propulsion systems have been checked, engines and pumps have been serviced, zincs are replaced, hoses double are clamped, navigational lights are working, flares are up to date and all life jackets are back on board. Now is the time to check both the standing and running rigging for any wear before bending on the sails for the season. And most important, before leaving the security of your trailer or the travel-lift slings, check the bilge for any water! Good maintenance and a thorough inspection of your vessel will help insure a safe and fun boating season. Need another set of eyes? The Buzzards Bay Sail & Power Squadron s vessel safety examiners are prepared to give you a hand by conducting a routine, voluntary safety inspection. The examiner will check to make sure all required safety equipment is aboard and in good working order. They will check to make sure all navigational lights are working, all flares are current, fire extinguishers are aboard, horns are working, will check for PFDs and among other things will check to make sure your registration paperwork and decals are up to date. The Vessel Safety Checks are free of charge and only take a few minutes to complete. Upon completion, the examiners will affix a VSC decal to your vessel so that all local, state and federal regulators will know that your vessel has already passed the 2016 annual safety inspection. If you are ready for your 2016 Vessel Safety Check, contact BBS&PS vessel examiners John Scavotto at or John Rossi at to schedule a convenient time and place to complete the inspection of your boat. Good sailing, Frank Lingard 8

9 Do you need an Automated Identification System (AIS)? Lillie M. Shortridge-Baggett Cape Cod Sail and Power Squadron P/V/C Bob Sweet, SN Buzzards Bay Sail and Power Squadron You may be hearing a lot about the Automated Identification System (AIS) being a near-essential tool for recreational boats. It s not just for commercial vessels and ocean-going vessels. AIS may be the single biggest advance in collision avoidance since radar. Even with all the latest tools such as chartplotters, digital radar, and VHF radio with Digital Selective Calling (DSC), AIS gives you something the rest do not IDENTITY and position of other vessels. In order to do that, AIS uses beacons on vessels which transmit information about their identity and provide frequent updates on position, course, and speed. These beacons transmit information on two VHF channels from those vessels carrying AIS transceivers. Beyond typical radar, the greatest advantage to using AIS beyond positive identity of objects that appear on your radar, with AIS you can see around corners, over islands, and through sea clutter that would obscure a radar return. AIS also gives you specific vessel name and its Maritime Mobile Service Identity (MMSI) to hail on the VHF radio. You will be answered much more quickly and be sure the vessel answering is the correct vessel if you hail it by name rather than if you call with just a location of a vessel. See below for a comparison of the features of radar and AIS. RADAR AIS - Active (you) - Active (other ships) - Senses other boats - Receives signal from them - Plots position - Plots position - No identification - Positive identification - All targets in view - Only those with beacon - Can calculate - Direct readout - Other vessel - Other vessel course, course, speed speed,... AIS comes in multiple classes. What would you want on your boat? There are two classes of AIS transceivers. Class A transceivers transmit greater power and are required on vessels over 300 tons due to greater hull speed and slower maneuverability. These units update position, course and speed every 10 seconds at 3 knots speed and as quickly as every 2 seconds above 23 knots. Class B transceivers were specifically designed to be used on recreational vessels. They transmit at lower power with updates of course and speed once every 30 seconds or longer depending upon AIS communications traffic. For those not wishing to transmit their position, lower cost AIS receiver-only units provide identity, position, course and speed for those who do possess AIS transceivers. Since you may be using a vessel in areas with lots of other boats, you can use some special features which highlight those other vessels that may represent a potential collision. For example, you can sort and display vessels by projected Closest Point of Approach (CPA), Time to the Closest Point of Approach (TCPA), and Target speed of other vessels. Your next question might be what equipment you need to have. An AIS transceiver will need its own VHF antenna separate from your radio. A receiver-only unit can be inserted between your existing VHF antenna and receiver. All units have receivers which should be connected with your radar and chartplotter to plot vessel positions for you. See Figure 1 for AIS Receiver on your boat and Figure 2 for AIS Transceiver. 9

10 AIS will become increasingly important as the Coast Guard is in the process of providing AIS reports for navigation aids which can be transmitted from the shore and its identity will show up on your radar screen at their aid s correct position. Additionally, they are looking to create virtual aids where no physical aid exists to provide relevant information for those who possess AIS on board. One note of caution for those who do have AIS on board, the positions of vessels, particularly recreational boats reported by AIS may lag behind their respective radar returns due to the time interval between AIS updates. Use your radar as the more accurate indicator of actual position. Nonetheless, AIS provides accurate identity where none existed before. References Sweet, B. (2015). Using Marine Radar. 11 SOS DISTRESS FLARE The only alternative to traditional flares The SOS Distress Light is the newest innovation in safety equipment and the ONLY electronic flare to qualify as a U.S. Coast Guard compliant Visual Distress Signal for night use. And, when used in conjunction with a daytime distress signal flag, the electronic flare becomes USCG compliant for both day and night use. Introduced at the 2016 Miami Boat Show, the SOS Distress Flare and its manufacturer Weems & Plath received the prestigious Innovation Award recognizing excellence in Consumer Safety Equipment from the National Marine Manufacturer s Association and the Boating Writers International. Visual distress flares are required safety equipment but they have a three year shelf life, can be dangerous to use, and the expired flares can be difficult to dispose of. The SOS Distress Flare offers the only safe and approved choice to the traditional flares! The SOS Distress Flare is an alternative or back-up to the traditional flares and has the potential to change the habits of millions of recreational boaters. The electronic flare is safer and easier to use than the traditional flare, and is reliable and potentially less expensive when considering the cost of upgrading the traditional flares every three years. How is the electronic flare different from traditional flares? USCG compliant for day and night use when used in conjunction with a daytime distress signal flag (included), Coast Guard Code 33 CFR LED light flashes the SOS sequence signal up to 60 hours on a fully charged set of 3 C-cell batteries (up to six hours at peak performance) Signal is visible for up to 10 nautical miles Can be operated unattended or placed on the cabin top or secured in the rigging so crew members can attend to other duties The unit floats with lens up, is waterproof and submersible Lens projects both horizontal and vertical beams so boats and aircraft can spot the signal No Expiration date and no hazardous disposal issues. SAFE to operate - no hot flames or burning waste to damage decks or inflatable life rafts Easy to test, Easy to turn on - Simply twist the lens to operate Designed and patented by Sirius Systems - Made in the U.S.A. by Weems & Plath Next time you are buying new or replacement flares, consider purchasing the SOS Distress Flare as either your primary flare or your back-up to traditional flares. You will never again have to worry about expired flares during your next Vessel Safety Check or during a routine safety inspection. United States Power Squadron members can purchase the SOS Distress Flare directly from Weems & Plath, or at and ask about the USPS member discount. The SOS Distress Flare retails for $ 99.99, before the USPS discount. USPS membership has it s privileges! 11
