ORCV Tel (03) Fax (03) Sponsor King Island Tourism Support Sponsor Cascade Premium Lager Invitation An invitation is extended to the owners of suitable yachts to compete in the 2003 King Island Tourism Melbourne to Grassy Yacht Race, starting off Queenscliff at 0015 hours ESST on Saturday 8 th March Eligibility The race is open to yachts of a thoroughly seaworthy nature, which are entered by a member of a yacht club recognised by a State Yachting Authority. Yachts shall have an LOA not less than 8.5 metres, a LWL not less than 8.0 metres and a displacement not less than kg. Rules The rules for the race shall be: The Racing Rules of Sailing (RRS) of the ISAF, together with the prescriptions and Special Regulations of the AYF. The Special Regulations of the ORCV Where applicable, the rules and regulations of the International Measurement System (IMS), the Australian Measurement System (AMS), and the International Rule-Club (IRC). The International Regulations for the Prevention of Collisions at Sea. all as amended by this Notice of Race and the Sailing Instructions for the race. RRS 52, Manual Power, shall be modified to allow self-steering equipment to be used by boats sailing Two-Handed. Classes and Handicapping Yachts may enter multiple divisions. Divisions offered are International Measurement System (IMS), Australian Measurement System (AMS), International Rule-Club (IRC), Performance Handicap (PHD) and Two Handed (THD). ORCV reserves the right to cancel any division with less than 5 entries. IMS Division yachts shall be handicapped using an appropriate Performance Curve Scoring applied to the Ocean racing Handicap. AMS and IRC Division yachts shall be scored using their respective handicaps. Performance Handicap and Two Handed Divisions shall be scored using TCF s determined by the Race Committee. Safety Regulations The Safety Regulations shall be those of the AYF, Special Regulations Addendum A, Part 1, Category 2. In addition to the requirements of the AYF Special Regulations, each competing yacht shall, as a minimum, carry the additional safety equipment and comply with the additional safety requirements of the ORCV as specified in the Safety Appendix attached to this Notice of Race. Each yacht must have been inspected after July 1, 2002, by a representative of the ORCV and must forward to the ORCV a signed copy of the Safety Compliance Form by 1200 hours on 26 th February Insurance All persons sailing on competing yachts must be covered by the current AYF Silver Membership personal accident insurance scheme. Entrants must notify the ORCV of the details of insurance coverage for every crew person. Satisfactory details will be the nomination on the crew list of each crew person s AYF Silver membership number. The owner of a boat entered in the race shall hold a valid public liability and third party property damage policy with respect to the boat for an amount of not less than AUD$10,000,000. Application for Entry Application may be made on the Entry Form attached and shall be lodged with the Ocean Racing Club of Victoria no later than 1200 hours Wednesday 19 th February Each yacht shall submit to ORCV no later than 1200 hours on Wednesday 26 th February 2003: A Crew List (with evidence of insurance coverage); & Safety Check List

3 Entry Fees For ORCV members and interstate entrants $ plus $40.00 for each additional division entered. For Victorian entries by non-orcv members $ plus $40.00 for each additional division entered. Crew Fees (Victorian Boats only) A crew fee of $40.00 is payable for each crewmember who is not a member of the ORCV. Trophies Line Honours; First, Second and Third in each division (subject to sufficient entries). 4 Safety Appendix Each yacht competing in the 2003 Melbourne to Grassy Yacht Race shall comply with the following requirements, which may be additional to the requirements of AYF Addendum A Part 1 Category 2. 1 Each yacht shall conform with stability requirements defined by the AYF Safety Regulation and shall meet stability requirements for Category 2. (Except that an IRC SSS numeral is not acceptable for stability purposes) Compliance may be demonstrated by any of the following means; IMS Certificate (may be lapsed) Certification by the designer Documentation from any national or international authority used for this purpose Different yachts from the same mould, class or type may be accepted on the basis of one yacht of that mould, class or type meeting one of these requirements. Owners or owners representatives of yachts presenting lapsed IMS certificates must sign a declaration to the effect that no changes have been made to the yacht s rig, sailing configuration, hull and /or appendages that affect stability as declared by the documented methods. Notwithstanding the above, the Race Committee reserves the right not to accept a yacht s entry in the event. 2 A serviceable HF marine transceiver shall be fitted, complying with the requirements of the AYF Safety Regulations but also capable of operating on the following frequencies: 2201kHz, 4426kHz and 4483kHz. 3 The yacht shall have a barometer fitted. 4 Storm jib and trysail shall have sheets sewn/spliced and permanently attached. 5 Each crewmember shall carry a personal strobe light and a personal dye marker. The owner or owner s representative must sign a declaration that each crewmember will have this equipment on board at the start of the race. Spot checks may be carried out before the race and at the finish. 6 Skipper or sailing master should hold an AYF Certificate appropriate to the race category, or shall otherwise satisfy the Race Committee of eligibility. 7 In accordance with AYF Safety Regulation 2.04, at least 50% of the crew (three persons if crew size is less than six) including the skipper and/or sailing master shall have sufficient experience, declared on the entry form and accepted as such by ORCV. For Two Handed Division, both crew members must be accepted by ORCV as sufficiently experienced. 8 At least 50% of the crew shall have attended an AYF Yacht Safety and Survival Course or an ORCV approved equivalent. A copy of the qualification shall accompany the crew list. 9 An age limit of 18 years shall apply and no crew under that age will be eligible to participate. The race committee may give an exemption to this age limit if a competitor can show cause for such an exemption. In addition to the above compulsory requirements, the ORCV makes the following further safety recommendations: 1. Drogues, sea anchors or para anchors should be carried. 2. One waterproof Grab Bag should be carried on each yacht for each life-raft. Recommended contents include (but are not limited to) a handheld waterproof VHF, 121.5/243MHz EPIRB, waterproof torch, signalling mirror, knife, additional flares, strobe light(s), cyalume sticks, dye marker, harness tethers, duct tape. 3. Radios should be capable of operating on HF frequency 6215 khz or higher.
