5 NOTICE OF RACE FREMANTLE TO BALI and BANYUWANGI OCEAN CLASSIC Race Start 6 May hrs Preamble: The 2017 Fremantle to Bali and Banyuwangi Ocean Classic (FBBOC), will be conducted on the waters of the Indian Ocean and the Salat Badung. Those wishing to enter are required to register for the Bali Race on the terms and conditions of this Notice of Race. Organising Authority: The organising authority is the Fremantle Sailing Club (Inc).

6 1. RULES 1.1. General The race will be governed by: (a) The rules as defined in the Racing Rules of Sailing (RRS). (b) The IRC Rules Parts 1, 2 and 3 as amended. (c) The Prescriptions and Special Regulations of Yachting Australia. (d) Safety Categories: Bali Race - Category 1; (e) The Notice of Race (NoR) and the Sailing Instructions (SI). When conflict occurs between the Notice of Race and the Sailing Instructions, the rules of the Sailing Instructions shall prevail (Changes rule 63.7) Responsibility of Person in Charge The safety of a yacht and her crew is the sole and inescapable responsibility of the Person in Charge who shall do their best to ensure that the boat is fully found, thoroughly seaworthy and manned by an experienced crew who have undergone appropriate training and are physically fit to face bad weather. He must be satisfied as to the soundness of hull, spars, rigging, sails and all gear. He shall ensure that all safety equipment is properly maintained and stowed and that the crew knows where it is kept and how it is to be used. He shall also nominate a person to take over the responsibilities of the Person in Charge in the event of his incapacitation Neither the establishment of these Special Regulations, their use by race organizers, or the inspection of a yacht under these Special Regulations in any way limits or reduces the complete and unlimited responsibility of the Person in Charge The attention of every person is drawn to Special Regulation 1.02 and also to the importance of having suitable and adequate personal insurance. It is the responsibility of owners to ensure that this is drawn to the attention of their crew Decision to Race The responsibility for a yacht's decision to participate in this race or to continue to participate is hers alone - RRS Fundamental Rule Amendments to the Notice of Race. The Organising Authority reserves the right to amend this Notice of Race. Amendments will be published on the Official Notice Boards and the event website ( In addition, notices of amendments will also be sent via to all entrants Official Notice Boards Fremantle: The Official Notice Board is situated in the foyer of the clubhouse of the Fremantle Sailing Club Binding Nature of Documentation Attention is drawn to RRS 3 Acceptance of the Rules : 1.7. Sailing Instructions The Sailing Instructions will be distributed at, but may be available prior to, the official race briefing. Thereafter, the Sailing Instructions will be available on request and will be published on the event website.

7 2. CHANGES TO CLASS RULES AND RRS 2.1. Changes to the IRC Rules IRC Rule (e): A spare mainsail may be carried as a bona fide replacement for a mainsail damaged during the race IRC Rule (b): In accordance with a prescription by Yachting Australia, a boat in the IRC Handicap Category may carry one more spinnaker than shown on the boat s IRC Certificate without an increase of rating IRC Rule shall not apply. There will be no limitations on crew number or weight except as required for boats rated as one design which shall comply with IRC Rule Changes to the Racing Rules of Sailing Between the hours of sunset and sunrise the RRS Part 2 are replaced with the right-of-way rules of the International Regulations for the Prevention of Collisions at Sea. When a boat cannot determine with certainty what tack another boat is on, she shall keep clear of that boat RRS 41: Whilst racing, a boat may retrieve data from any page of websites, the details of which will be provided in the Sailing Instructions, even if that page is not publicly available RRS 50.2 and 50.3: Fixed and retractable spinnaker poles and bowsprits will be permitted for the purpose of setting asymmetrical spinnakers RRS 51: A boat with movable ballast or variable ballast (within the meaning of those terms in the Special Regulations) may move that ballast for the purpose of changing trim or stability RRS 52: RRS 52 does not apply to: (a) the adjustment and operation of sails or to the adjustment of movable appendages on any boat; or (b) All boats in any division may use an auto pilot. (c) Boats sailing double handed must be fitted with a working auto pilot RRS 61.3Yachts intending to protest shall inform race control of their intention via radio before finishing and complete the form within three hours of finishing RRS 78.2: Valid rating/class certificates shall be produced by the due date specified in this Notice of Race.

8 3. ELIGIBILITY OF BOATS 3.1. General Requirements (A) Boats in the race shall: (a) be single hulled and self-righting; (b) satisfy the stability criteria specified in Appendix A. (c) be built in accordance with the Special Regulations Part 1, Amendment 7; (d) have an overall length (LOA) not less than 9.0 meters (e) have a waterline length (LWL) not less than 7.3 meters; (f) comply with Special Regulations Part 1 for Race Category 1; and (g) have a crew that satisfies the requirements of Notice of Race, Sections Insurance Each boat shall hold a valid third party liability insurance policy with a minimum cover of A$10 million for any one incident. The insurance policy shall be valid for the entire voyage. Comprehensive insurance is recommended IRC Boats A boat may only be entered in the IRC Handicap Category if the boat: (a) has a current, valid IRC Certificate, being an Endorsed Certificate in accordance with IRC rule 8.5.; (b) complies with all of the current IRC Rules and Regulations, save to the extent they are specifically amended or excluded in this Notice of Race or the Sailing Instructions (refer RRS 78.1) Safety Audits Unless special dispensation is granted by the Organising Authority a boat shall be berthed at Fremantle Sailing Club Success Harbour not less than 7 days prior to the race A boat in the race is required to have a Yachting Western Australia Equipment Compliance Certificate for Category 1 audited by a Fremantle Sailing Club Safety Officer The Organising Authority may accept compliance certificates audited to the ISAF ORC Special Regulations from international entries in either Division. The Organising Authority reserves the right to determine whether a boat is truly international Qualifying Race or Ocean Passage A boat in the race shall substantially complete a qualifying race of not less than 200 nautical miles not more than nine months before the start of the race, OR A boat may, with the prior approval of the Organising Authority (to be sought in writing), obtain dispensation from the requirement to substantially complete a qualifying race by completing a non-stop ocean passage of not less than 36 hours, not more than six months before the start of the race. A boat that is granted dispensation shall submit a detailed log of the passage on a form that can be obtained from the Organising Authority upon request The skipper and at least 50% of the crew that will crew the boat in the Bali Race must be on board during the qualifying race or passage.

9 3.5.4 Dispensation from the requirements of this paragraph 3.5 may be requested in writing to the Organising Authority Re-Measurement The Organizing Authority may require re-measurement of any boat prior to the boat racing Eligibility of Crew (a) All crew shall be a member of a club affiliated with state MYA or a club Affiliated with ISAF. (b) The minimum number of crew on all other boats is 6 however Double Handed entries may be considered for the Racing division based on recent long-distance sailing experience. (c) The minimum age of all crew on a boat is 18 unless special dispensation is granted by the Organising Authority. (d) At least 50% of the crew on a boat shall have completed a Category 2 race or an equivalent passage. Particulars shall be supplied on the Declaration of Crew Experience to be provided under paragraph 4.1 For Double Handed both crew members must comply. (e) At least 50% of the crew on a boat shall have completed a Yachting Australia Safety and Sea Survival Course or an approved equivalent. Copies of the crew members current Certificates of Competence, or equivalent, shall be provided under paragraph 4.1 (refer Special Regulations Part 1, Section 6.01). For Double Handed both crew members must comply. (f) At least two crew members on a boat shall hold a Senior First Aid Certificate or equivalent qualification, or be a practicing medical practitioner. Copies of the crew members Certificate or other qualification shall be provided under paragraph 4.1 (refer Special Regulations Part 1, Section ). (g) At least two crew members on a boat shall hold a Restricted Operators Certificate of Proficiency in Radio Telephony or higher qualification issued by a relevant authority. (h) Copies of the crew members Certificate or other qualification shall be provided under paragraph 4.1 (amends Special Regulations Part 1, Section ). (i) It is recommended that the skipper or sailing master have a recognized Yachting Australia certificate (or equivalent) of at least an Offshore Skipper certification Determination of Eligibility A decision of the Organizing Authority or the Race Committee as to any matter under this NOR, including as to whether a boat and her crew meet the eligibility criteria for entry in the race, is final and binding and shall not be grounds for a request for redress. (refer RRS 76.1) Inspections In accordance with the Special Regulations Part 1, all safety equipment shall be on board and available for inspection. On request by the Race Committee, boats shall be made available for spot inspections to audit safety regulation compliance. Spot checks may be carried out at any time prior to the warning signal and may be carried out after a boat finishes.

10 4. DOCUMENTATION TO BE LODGED FOLLOWING ENTRY 4.1. Entry shall be made on-line on the website Entry shall be made in the format supplied by the Organising Authority, with the following items attached: (a) Entry fee(s) (Notice of Race 6) (b) Audited Special Regulations Form for Category 1 (Racing) (c) Life Raft Inspection Certificate(s) (d) Record of satisfactory contact with approved stations) and/or proof of Sat phone in working order (e) 406 EPIRB Certificate(s) (f) Documentation required to obtain CAIT and clearances for Indonesia (g) Verification of stability (Notice of Race Appendix A) (h) Verification of construction requirements In the case that a boat relies on compliance with ABS, the boat s IMS Rating Certificate recording an ABS plan approval or, alternatively, written statements signed by the designer and builder which confirm that they have respectively designed and built the boat in accordance with the ABS Guide In the case that a boat relies on compliance with ISO Category A, a certificate demonstrating that compliance, with written statements signed by the designer and builder which confirm that they have respectively designed and built the boat in accordance with that ISO standard In the case that a boat has an age or series date on or after 1 July 2010, a certificate of building plan review from a notified body recognised by ISAF and a declaration signed and dated by the builder to confirm the boat is built in accordance with the plans reviewed by the notified body. (a) Verification of down flooding analysis for boats with an Age or Series date of 7/2010 (Special Regulation (c) refers) (b) Declaration of Crew Experience (online through the Fremantle Sailing Club web site) (Notice of Race 3.7). Double Handed crew must supply extensive documentation as proof of experience with at least one Ocean/ Open water crossing of at least 2 days duration. (c) A colour photograph of the boat under sail, no older than 12 months and suitable for search and rescue purposes. This shall be a digital photo with a resolution not less than 600 DPI and a file size of at least 2mb Pre-start Documentation Subject to acceptance of an entry by the Organizing Authority, the following additional items shall be lodged with the Organizing Authority: (a) Class, Measurement and Rating Certificates, as required. (b) Certificate of Currency of Insurance, in English, with details of the cover and the insurer. (c) Verification of qualifying race or ocean passage (Notice of Race 3.5) (d) Yachting Australia Safety and Sea Survival Course Certificates or acceptable equivalent (Notice of Race 3.7)

11 (e) Senior First Aid Certificates or acceptable equivalent (Notice of Race 3.7) (f) Restricted Operators Certificates of Proficiency in Radio Telephony or acceptable higher qualification (Notice of Race 3.7) (g) Crew list to be completed online through FSC web site. (h) Disclaimer and acknowledgment of rights form, as supplied by the Organising Authority, signed by each crew member (Notice of Race 14 and 15) The items specified above (4.1 & 4.2) shall be received by the Organising Authority by 1700 hours on or before 17 April 2017 with the exception of the disclaimer and acknowledgement of rights form, which form shall be received by the Organising Authority on or before 1700 hours on 24 April The additional items may be accepted after that date at the discretion of the Organising Authority, subject to a request for late acceptance being made to the Organising Authority in writing, accompanied by the specified late documentation fee The Organising Authority is not obliged to accept an entry. In accordance with RRS 76.1 the Organising Authority will reject or cancel the entry of a boat that does not comply with the conditions of this Notice of Race Privacy Note: Personal information about crew members is obtained in crew lists. That information is obtained for use in search and rescue situations and for media purposes. The information will be given to search and rescue authorities and organisations, the Water Police, Volunteer Coastal Stations and media representatives, and may be passed on by them to other organisations. A condition of entry is that crew members are to be informed of this and advised that they may obtain access to the information held about them by contacting the Organising Authority.

12 5. CHANGES TO SUPPLIED DOCUMENTATION 5.1 Documentation supplied to or held by the Organising Authority under this Notice of Race (other than crew lists and rating certificates) shall not be changed (except to correct errors or after protest) after 1200 hours on 5 th May A boat s rating certificate shall not be changed after 1700 hours on 5 th May 2017 except as a result of a rating protest or to correct a rating office error. 5.3 A boat s crew list may be amended to correct errors, or changed to allow for late crew changes or after protest, but shall not be changed later than forty eight (48) hours prior to the starting signal. Any replacement crew member must have been processed on the original CAIT documentation. 5.3 After any change to a crew list, the boat shall still satisfy the general requirements of Section Changes to the crew or details of any crew member shall be notified in the format available from the Organising Authority. 6. FEES The following fees shall be paid via the online registration form by Paypal login or by credit card. All fees include Australian Goods and Services Tax (a tax invoice will be issued on request) Vessel registration Fee $600.00, INCLUDES: (a) English speaking ground support as you cross Indonesia plus entry and exit support, (b) Visa Sponsorship Letters for Visa(s) Application and Temporary Import and Exit documentation. (c) NOT INCLUDED in Entry Fee are any costs for Indonesian Visas, Visa Extensions, Departure Taxes, Port Charges, Additional Tours, On Shore Accommodation or Marina Fees Skipper/Individual Crew $150.00, INCLUDES: (a) (b) Farewell party Ticket to Bali Prize Giving Ceremony & Function 6.3 Non AYF Crew Member If not a member of an AYF affiliated club then an additional fee of $60 for a three month FSC crew membership will be charged. See membership details on the FSC web site, this will give crew person a YA Silver Card. Alternative the crew person should join another club of their choice. 6.4 Late Fees (a) (b) Additional Late Entry Fee from 17 th April 2017: A$ Additional Late Documentation Fee from 17 th April 2017: A$500.00

13 7 HANDICAP CATEGORIES 7.1 Handicap Categories The Fremantle to Bali and Banyuwangi Ocean Classic will be conducted with the following handicap categories: (a) IRC Boats (b) Performance Handicap System (PHS) Boats (c) Such other categories as may be determined by the Organising Authority having regard to interest expressed by entrants. Boats that wish to nominate an additional handicap category should do so in writing. Where less than 6 entries are received for a handicap category, the Race Committee reserves the right to reallocate those boats to another handicap category. The Organising Authority s determination as to whether an additional handicap category will be accepted is final and binding. 7.2 Entries A boat may enter any handicap category for which it is eligible A boat may not enter or participate in line honours only. A boat that is eligible for, and competes in, the race in a handicap category will also be scored in line honours. 8 SCORING 8.1 IRC (Overall and all Divisions) Results will be calculated by the application of the IRC Time Corrector (TCC) as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. 8.2 PHS (Overall and all Divisions) Results will be calculated by the application of Time Correction Factors (TCF's) as a multiplier of elapsed time A boat's TCF will be determined by the Race Committee or its nominee. The TCF will not be subject to protest or dispute (amends RRS 60.1 and 62.1(a)) The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. 8.3 Other Handicap Categories The Organising Authority will announce the scoring system for any other Handicap Category determined under paragraph 7.1 when announcing that additional Handicap Category. 9 BRIEFINGS 9.1 Compulsory Race Briefing A compulsory race briefing will be held at the Fremantle Sailing Club during the evening of Thursday 4 th May 2017 Additional (non-compulsory) race event briefings may be held.

14 9.1.2 The venue and time for the briefing will be advised at a later date Four members of the crew intending to compete in the race shall attend the whole of the compulsory race briefing It is mandatory that the skipper and the navigator attend. 10 EVENT CLASSIFICATION AND ADVERTISING 10.1 General Advertising on a boat shall comply with ISAF Regulation 20 (ISAF Advertising Code). The Organising Authority may decline to accept an application for entry of a boat which, in its opinion, is carrying advertising which conflicts with governmental regulations or event sponsors. In any case of doubt, the Organising Authority should be consulted as soon as practicable An application for entry shall contain brief details of all advertising that a boat intends to carry. The Organising Authority shall be advised of all changes to that advertising A boat shall display the sponsor s bow decals and backstay flags in accordance with this Notice of Race and the Sailing Instructions (ISAF Regulation ) Prior to leaving the dock immediately prior to starting, and after finishing, the boat shall display the event flag. Bow decals and backstay and event flags may be supplied by the Organising Authority The advertising rules apply from 0700 hours on 6 th May 2017 until completion of final presentation in Bali Tracking devices and cameras A boat may be required to carry a tracking device supplied by the Organizing Authority A boat on which such a unit fails or ceases to operate will be required to provide with additional position reports by radio or approved satellite telephone in accordance with the Sailing Instructions The Organizing Authority also reserves the right to place a camera on board any boat for media purposes Failure to carry and operate a tracking device or to carry a camera when required will lead to rejection of an application for entry, the cancellation of an entry or the disqualification of the boat from the race 10.3 Trademark Restriction "Fremantle to Bali and Banyuwangi Ocean Classic" is a trademark of the Fremantle Sailing Club and the use of the trademark is absolutely restricted and limited to use by or with the consent of the Organising Authority.

15 11 SAIL IDENTIFICATION 11.1 A boat shall comply with YA prescriptions to RRS Appendix G, Identification on Sails An Australian boat chartered or borrowed by an international entrant may carry on the mainsail the national letters of the country represented, but may have local sail numbers on other sails (amends RRS Appendix G). 12 IDENTIFICATION The Organising Authority may supply: (a) Bow stickers that shall be attached to each boat as directed by the Organising Authority (refer Special Regulations Part 1, Section ). (b) A backstay flag that shall be flown from 0800 hours on the day of the race start until past Fairway Buoy, and again for 2 hours before the boat finishes. 13 ALTERNATIVE PENALTIES 13.1 RRS 44.1 The Two Turns Penalty will apply for breaking a rule of RRS, will only apply until 30 minutes after a boat s starting signal. This changes rule RRS 44.1 A scoring Penalty as per RRS 44.3 will apply for breaking a rule of RRS, Part 2 from 30 minutes after a boat s starting signal. The number of places penalty will be stated in the sailing Instruction. This changes rule RRS 64.1 Scoring Penalties may be applied at the discretion of the Protest Committee The scoring penalties will be applied in accordance with the Sailing Instructions. 14 MEDIA RIGHTS AND RESTRICTIONS The conditions of entry include: A requirement that the owner or charterer of the boat and all crew members: (a) Acknowledge that the Organising Authority owns all media rights to the Fremantle to Bali and Banyuwangi Ocean Classic and may exercise those rights as it sees fit; (b) grant the Organising Authority and the Indonesian Ministry of Culture and Tourism the unconditional, perpetual right and authority to publish and broadcast anywhere in the world, for any purpose and in any media, the names, images and biographical information relating to the crew and photographs, video footage and audio recordings taken of the boat and its crew prior to, during and after the race. (c) Crew members of boats may, prior to, during and after the race, speak or provide material to any media representatives accredited by the Organising Authority, regarding the race and the prospects, performance or strategy of boats entered or participating in the race, subject to any comments and material not undermining or interfering with, or having a detrimental impact on, the Organising Authority and its officers and employees, the Race Committee, the Protest Committee, measurers or

16 current or former sponsors of the Organising Authority. This approval may be revoked by the Organising Authority in respect of a boat or media representative at any time. (d) Entrants must acknowledge and accept the media restrictions referred to in this Notice of Race 14. on the entry. Crew members must grant the rights referred to in this Notice of Race 14. by signing a disclaimer and acknowledgment of rights form, as supplied by the Organising Authority. (e) Any breach of these conditions may, at the discretion of the Organising Authority or the Race Committee, lead to the rejection of an entry, the cancellation of an entry or the disqualification of a boat (refer RRS 76.1). This does not limit the right of the Fremantle to Bali and Banyuwangi Ocean Classic Organising Authority to take any other action it sees fit to enforce compliance with these conditions. 15 DISCLAIMER All those taking part in the race do so at their own risk and responsibility. Crew members must acknowledge this, and release the Organising Authority, the Indonesian Ministry of Culture and Tourism and their respective officers, employees, volunteers and members, from all liability by signing a disclaimer and acknowledgment of rights form, as supplied by the Organising Authority. Specific attention is drawn to RRS Fundamental Rule 4, which states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone 16 TROPHY PRESENTATIONS The overall winner and divisional winners and line honours winners will be announced and presented with trophies at a presentation ceremony in Bali after boats arrive. 17 APPENDIX A - STABILITY REQUIREMENTS 1. General The requirements specified in this appendix apply to all boats intending to enter regardless of the division or handicap category in which they intend to enter Falsifying Documentation COMPETITORS FOUND TO BE FALSIFYING DOCUMENTATION, DELIBERATELY INVALIDATING CERTIFICATES OR OTHERWISE MISLEADING THE RACE COMMITTEE WITH REGARD TO STABILITY OF THEIR BOAT ARE SUBJECT TO ACTION UNDER RRS IF FOUND GUILTY THE PENALTY COULD INCLUDE DISQUALIFICATION FROM THE FREMANTLE TO BALI AND BANYUWANGI OCEAN CLASSIC. THE INCIDENT WOULD ALSO BE REPORTED TO YACHTING AUSTRALIA. A determination by the Organizing Authority or the Race Committee as to the suitability of supplied documentation in demonstrating a boat s compliance with the stability requirements, as to whether there is a satisfactory margin as required by this appendix or as to a boat s compliance with the stability requirements is final and binding Ballast Boats with moveable or variable ballast or both shall comply with Yachting Australia Special Regulations and and Amendment No Resistance to capsize for Monohulls. A boat shall comply with YWA Sailing Special Regulations Part 1 Appendix B for monohulls 1.4. Boats holding current, valid ORCi Certificates A boat with a current valid ORCi Certificate shall supply a copy of the certificate, including the measurement inventory Boat previously holding valid IMS Rating Certificate or ORCi Certificate A boat with an expired IMS Rating Certificate or ORCi Certificate may supply a copy including the measurement inventory to demonstrate the required stability if: a) The boat still has the same owner as shown on the certificate b) The boat has not been modified c) The certificate has been expired for less than six (6) years. d) Current freeboard measurements have been confirmed as being consistent with the certificate The boat may be required to undergo an inclination 1.6. All boats Other than in the case of a boat that submits a current, valid ORCi Certificate, the Organizing Authority may elect to obtain technical advice as to a boat s eligibility and the data and documentation supplied, at the cost of the entrant concerned. The entrant will be consulted prior to this occurring.

18 APPENDIX B - ADDITIONAL REQUIREMENTS 1. General The following requirements add to the requirements of Special Regulations Part 1 for Category 1 Races: International applicants for entry will be provided with a copy of Yachting Australia prescriptions and regulations on request. These regulations vary in some respects from the ISAF special regulations. International boats that have been audited to the ISAF Special Regulations will be accepted subject to them adding the items specified below. The Organising Authority reserves the right to determine whether a boat is truly international. 2. Communication Race Fleet communication: Communication between all Race boats and Race Control will be by HF Radio. It is recommended that all Race boats carry a Sat phone. VHF Radio Boats shall be equipped with a VHF radio complying with YA Special Regulations Part 1, Section Boats shall be capable of transmitting/receiving, at a minimum, on the following channels:- International Channels 6, 16, 67, 72, 73, 77, 81 and 82. Emergency aerials are required to have their mounting brackets and cabling permanently installed. Boat shall conduct a VHF radio check morning of the race. Details will be given in the Sailing Instructions. HF/SSB Radio Race Boats are required to be equipped with HF/SSB radios which shall have as a minimum, 4146 khz, 6227 khz, 8294 khz, khz, 4125 khz, 6215 khz khz, and 8291 khz and such other frequencies as the Organising Authority may determine. Boats shall provide a Radio Inspection Certificate with the entry form. The Radio Inspection Certificate is to be completed by an accredited radio technician to verify the adequacy of the installation and operation of the radios. HF/SSB Pre-race radio check Boats with HF/SSB radios shall carry out a radio check on 4125, 4146 and 6227 with ACRM Base in Capel AND, frequencies 6215 and 8291 shall be checked with Wiluna radio base before 10 th April 2017.

19 Contacts details for the above radio bases will be published on the FSC website prior to 31 December Boats not recorded as having adequate radio signal strength will not be eligible to start. Sat phone pre-race check Sat phones will need to demonstrate that they can both transmit and receive SMS and voice calls. Details of the checking procedure will be published on the event website prior to 31 st March Operation Boats shall maintain a 24 hour listening watch for the duration of their race on VHF Channels 16 and 72 and HF For radio communications, a boat s name may be limited to not more than two words. The Race Committee may alter names where appropriate. For radio communications, Race Control will be known as Fremantle Race Control at FSC or Bali Race Control in Bali. The Sailing Instructions will require that boats report by radio when reach 22 degrees South Latitude and make a declaration confirming their time of passing as well as the following: (a) HF Radio is operational (b) Life raft(s) are on board (c) Engine is operational and the batteries charged (d) Boat and crew are in a satisfactory condition to continue (e) The skipper has comprehensively considered the most current weather forecast and the boat crew are fully prepared for the conditions forecast. (f) The boat has on board ample water and fuel to satisfy Parts 3 and 4 below. Boats which are not recorded as having met the reporting requirements above shall be disqualified without a hearing (amends RRS 63.1). Boats that make a false report will be subject to action by the Race Committee in accordance with RRS 60.2(c). Boats which proceed beyond North West Cape without fully compliant communications equipment may be subject to action under RRS Fuel Systems (a) The propulsion engine shall have a minimum amount of fuel which shall be sufficient to meet the charging requirements for the duration of the race and to motor at the minimum speed specified in Special Regulations (a) for at least 72 hours. (b) A flexible diesel fuel tank may be permitted if contained in a suitably constructed compartment; subject to permission being granted by the Organising Authority 4. Water (a) All boats shall carry a minimum of 3 liters per crew member per day of fresh drinking water.
