1 SAIL NOUMEA 2018 THE BRISBANE TO NOUMEA OCEAN YACHT RACE Friday 1 June 2018 Division 2 Saturday 2 June 2018 Division 1 & Multihulls NOTICE OF RACE Owners and charterers of eligible monohull and multihull boats are invited to enter the Brisbane to Noumea Ocean Race. This race is organised and conducted by the Royal Queensland Yacht Squadron with the co-operation of Cercle Nautique Caledonien 1 RACE 1.1 The warning signal for the race will be signalled at 1255 hours (Australian Eastern Standard Time) on Friday 1 June 2018 for Division 2 and Saturday 2 June 2018 for Division 1 and multis. 1.2 The start of the race will be approximately two (2) nautical miles east of Lockyer Beacon, Moreton Bay, Queensland and the finish will be at Noumea, New Caledonia. 2 RULES 2.1 GENERAL The races will be governed by the current versions of: a. The rules, as defined in the current Racing Rules of Sailing ( RRS ) of World Sailing (WS) b. The current IRC Rules Parts A, B and C as at the 1 of May 2018 c. The prescriptions and special regulations of Australian Sailing ( Special Regulations ) as at the 1 of May d. This Notice of Race ( NoR ) including any subsequent amendments, except as are modified by the Sailing Instructions. 2.2 SAILING INSTRUCTIONS The Sailing Instructions will be issued at, and may be available prior to, the race briefing The Sailing Instructions will also be published on the event website. 3 CHANGES TO RULES 3.1 The Racing Rules will be changed in accordance with RRS 86 as follows: a. RRS 51 is amended to allow boats with movable ballast or variable ballast (within the meaning of those terms in the Special Regulations) to move that ballast for the purpose of changing trim or stability. b. RRS 52 is deleted for boats over 14.5 metres LOA. c. RRS 41 is changed to allow outside assistance for repairs as specified in clause The IRC rules will be changed as follows: a. IRC Rule : a spare mainsail may be carried as a bona fide replacement for a mainsail damaged during the race. b. As per Rule 2.6: Australian Sailing prescribes that a boat may carry one more spinnaker than shown of her current IRC certificate.

ELIGIBILTY 4.1 ELIGIBILITY OF A BOAT The race is open to all sailing boats monohull and multihull whose owners or persons chartering are financial members of a club recognised by the competitor s national authority A boat shall: a. be built in accordance with the Special Regulations Part 1, Section ; Multihulls shall comply with the variations for multihulls approved by Australian Sailing. b. have an overall length (LOA) not less than 10.0 metres. c. comply with the Special Regulations Part 1 for Race Category 1. d. be an Australian registered ship, or for overseas entrants an equivalent registration. e. Further Boat requirements will be detailed in the full Notice-of-Race. 4.2 ELIGIBILITY OF CREW a. The minimum number of crew on any boat in Fully Crewed Category is four. b. The maximum number of crew on any boat in Short-Handed Category is three. c. The minimum age of the majority of the crew of any boat is 18 years. d. It is recommended that the skipper or sailing master have a recognised Australian Sailing certificate (or equivalent) of at least an Offshore Skipper certification. e. Further crew requirements will be detailed in the full Notice-of-Race. 4.3 QUALIFYING VOYAGE Prospective skippers are required to declare their 'in charge' cruising or racing miles aboard the nominated boat over the 24 months prior to the start highlighting any significant non-stop passages. Such logs must be capable of verification to the Yacht Club s satisfaction The organising authority at its sole discretion can require the prospective skipper in charge and at least one member of the boat's crew to perform a non-stop qualifying race or cruise of not less than 250 nm in open water in the nominated boat. 5. ENTRY 5.1 Entry shall be submitted online through the race entry system at CATEGORY & CLASS Fully Crewed (IRC, ORCi & PHS) Short-Handed (IRC & PHS) Late Entry Fee (NoR 5.7) Late Documentation Fee (per document) FEE AUD$ $50.00 per crew AUD$1200 AUD$ AUD$ The Organising Authority may exclude any boat or person for whatever reason. 5.3 Entries shall be submitted to the Organising Authority by 1700 hours on 11 May CATEGORIES & CLASSES 6.1 Brisbane to Noumea Ocean Yacht Race 2018 shall be conducted in three Categories; a. Fully Crewed Monohull b. Short-Handed Monohull c. Fully Crewed Multihull 6.2 There shall be three Classes Results Groups within each Monohull division; a. IRC Rating b. ORCi Rating c. Performance Handicap System (PHS) 6.3 There shall be two Classes for Multihull; a. Offshore Multihull Rule (OMR) b. Performance Handicap System (PHS) 6.4 Boats entering the IRC Classes shall have a current, valid IRC Certificate. 6.5 Boats entering the ORCi Classes shall have a current, valid ORCi Certificate. 6.6 Boats entered in OMR shall have a current OMR rating. 6.7 The Handicap Committee will evaluate boats in the PHS Class and issue a time correction factor handicap for each boat. 6.8 The organising authority may alter, amalgamate or divide any class and may add classes as required. 6.9 The organising authority may cancel any class if fewer than six entries have been received by the closing date. In this event, boats that have entered will have the option of transferring to another class (if eligible) or having their entry fee refunded. 7 SCHEDULE OF EVENTS 7.1 Close of entries: 1700 hours on 11 May 2018.
3 7.2 Inspection: All boats shall be in Brisbane at either RQYS or Rivergate Marina from 0900 hours 29 May Boats shall have a current Category 1 Special Regulations Audit Certificate and be available for inspection by Australian Sailing accredited auditor during the above dates. Boats failing to pass inspection will be notified and will be free to either remedy the defects and request a further inspection, or accept disqualification. 7.3 Briefing: Thursday 31 May 2018, RQYS at 1800 hours. It is mandatory that all skippers and navigators shall attend this briefing. 7.4 Meet at Crew Function: Friday 25 May 2018, RQYS 1830 hours 7.5 Farewell Function: Thursday 31 May 2018, RQYS 1900 hours 7.6 Arrival and Presentations: Friday 9 June at 1800 NCT at CNC or as varied. 7.7 Tri-nation Fun Race: Saturday 10 June, starting signal 1100 NCT. 8 COURSE 8.1 Start in Moreton Bay, QLD, leaving via the North-Western Channel to the finish at Noumea, New Caledonia. 8.2 Course length is approximately 820nm. 9 SCORING 9.1 IRC (Monohull Overall and all Divisions) Results will be calculated by the application of the IRC Time Corrector (TCC) as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. 9.2 ORCi (Monohull Overall and all Divisions) Results will be calculated by the application of the Time-on-Time (ToT) Simplified Scoring Option, using the ToT Offshore rating as printed on each boat s ORCi Certificate, as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. 9.3 OMR (Multihulls) Results will be calculated by the application of the OMR rating as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. 9.4 PHS (Monohull & Multihull Overall and all Divisions) Results will be calculated by the application of Time Correction Factors (TCF's) as a multiplier of elapsed time. A boat's TCF will be determined by the Race Committee. The TCF will not be subject to protest or dispute (amends RRS 60.1 and 62.1(a)). The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first. 10 NAVIGATION 10.1 The following paper charts are mandatory on board and considered necessary for safe navigation for the race: AUS 235 AUS 236 AUS4602 AUS 4902 BA Noumea Nov 2004, BA Canal Woodin to Passe de Vitoe July 2008, BA Ile des Pines to Canal Woodin Aug Other publications recommended: Admiralty Sailing Directions (AUS Pilot Book) 10.3 A boat may be required to carry a tracking device supplied by the Organising Authority. A boat on which such a unit fails or ceases to operate will be required to provide additional position reports by radio in accordance with the Sailing Instructions The organising authority may also place a camera on board any boat for media purposes Failure to carry and operate a tracking device or to carry a camera when required will lead to rejection of an application for entry, the cancellation of an entry or the disqualification of the boat from the race (refer RRS 76.1). 11 NAVIGATIONAL AIDS All forms of navigational aids, GPS, Internet, weather facsimiles, radar etc are permitted. GPS should be regarded as a navigational aid only. 12 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of AUD$10,000,000. Evidence of such insurance shall be provided with your entry. 13 PRIZES 13.1 Fully Crewed Categories 1st Line Honours Overall (elapsed time) 1st, 2nd, 3rd IRC Overall

Brisbane to Noumea 2018 Preliminary Notice of Race 14. DISCLAIMER All those taking part in RQYS races or any other sailing events controlled by the RQYS, as between the RQYS and each of those so taking part, do so at their own risk and responsibility and the RQYS has no liability for any damage, loss or any penalty suffered by any boat crew or any other person taking part in such events. The RQYS is not responsible for the sea-worthiness of a boat whose entry is accepted and/or the sufficiency and/or adequacy of its equipment or the competence of its skipper or crew. The RQYS may in its sole and uncontrolled discretion to refuse any entry (includes boat, skipper or crew).
5 APPENDIX A STABILITY REQUIREMENTS General A determination by the Organising Authority or the Race Committee as to the suitability of supplied documentation in demonstrating a boat s compliance with the stability requirements, as to whether there is a satisfactory margin as required by this appendix or as to a boat s compliance with the stability requirement is final and binding. Resistance to Capsize A monohull boat shall provide evidence as follows to demonstrate that it achieves not less than: An ORCi Stability Index of 115 for the configuration in which the boat proposes to sail; or International Standard ISO Design Category A except that the STIX Number shall be increased to a minimum of 35. Boat holding current, valid ORCi Certificate A boat with a current, valid ORCi Certificate shall supply that certificate, including the Stability and Hydrostatics Datasheet. Boat previously holding valid ORCi Certificate A boat without a current, valid ORCi Certificate but with a previously valid (but not current) such certificate shall supply its most recent previously valid (but not current) certificate, including the Stability and Hydrostatic Datasheet, with a stability index with a satisfactory margin to the Minimum Stability Index for Category 1 events for the configuration in which the boat proposes to sail, accompanied by a completed Stability Declaration supplied by the Organising Authority. Special Regulations Appendix B 3.3 shall apply. Boat achieving ISO Design Category A A boat with a current, valid certificate demonstrating that it achieves International Standard ISO Design Category A with a STIX value increased to a minimum of 35 shall supply that certificate. In the calculation of stability data: The hydrostatics and stability demonstrating the yacht s compliance with ISO Category A shall be derived from measurement of the freeboards and righting moment of the actual yacht by a qualified source (i.e. an inclination test or qualified Naval Architect) Deck and other enclosed volume above the sheerline may be taken into account, in which case offsetting cockpit volume shall also be taken into account. Mass shall be taken as Minimum Operating Mass as defined by ISO , paragraph A GZ curve shall be submitted as part of the ISO statement. In the assessment of ISO category for yachts fitted with moveable and/or variable ballast, ISO , paragraph b) shall not apply. Boats shall comply with paragraphs 6.2.3, and 6.4. Calculations shall be for the ballast condition that results in the most adverse result when considering each individual stability requirement. ISO Annex C, paragraph C.3.3, first sentence, the word may is replaced with shall. ISO Annex C, paragraph C.3.4 shall not be used in the calculation of righting lever. BOATS WITH MOVABLE OR VARIABLE BALLAST: Boat achieving stability by ISO Design Category A A boat with movable or variable ballast shall provide evidence that it achieves not less than a Knockdown Recovery Factor of 0.9 under International Standard ISO , calculated in accordance with ISO paragraph with the lesser of FKR90 and FKR-90 used. Special Regulations Appendix B shall apply. Boat achieving stability by ORCi Certificate A boat with movable or variable ballast shall provide evidence that it achieves not less than a Ballast Leeward Recovery Index of 0.9. Special Regulations Appendix B shall apply.
6 APPENDIX B ADDITIONAL REQUIREMENTS General The following requirements add to the requirements of Special Regulations Part 1 for Category 1 Races. International entrants will be provided with a copy of the Australian Sailing prescriptions and regulations on request. These regulations vary in some minor respects from the ORC special regulations. Radios Boats are required to have a permanently installed VHF radio in accordance with AS SR Part Additionally, all boats shall carry a permanently installed HF radio in accordance with AS SR Part and and a satellite phone (recommended the satphone be hard wired with a stabilised antenna). Installation Boats shall be capable of transmitting/receiving, as a minimum, on the following frequencies: VHF - International Channels 16, 72, 73, 80 and 81 HF/SSB , 2182, 4125, 4146, 4417, 4483, 6215, 6224, 8291, 8297 and such other frequencies as the Organising Authority may determine Emergency aerials are required to have their mounting brackets and cabling permanently installed. Boats shall provide a Radio Inspection Certificate dated after 2 nd June 2017 with the entry when a current certificate is not already held by the Organising Authority. The Radio Inspection Certificate is to be completed by an accredited radio technician to verify the adequacy of the installation and operation of the radios. Pre-race radio check Boats shall carry out a radio check with Charleville Radio on 6224kHz and 4483 khz between 0800 hrs 14 May 2018 and 1200 hours on 24 May Charleville Radio will monitor these frequencies between 0800 hours and 1800 hours (AEST) during that period. Radio checks will not be approved outside of these hours. It is requested that initial contact should be made with Marine Rescue Southport on 6224 khz. Boats not recorded by Charleville Radio as having adequate radio signal strength will not be eligible to start. Operation For radio communications, a boat s name may be limited to not more than two words. The Race Committee may alter names where appropriate.
