1 EVENTS COMMITTEE A MEETING WAS HELD AT HOURS ON THURSDAY 22 MAY AND HOURS FRIDAY 23 MAY 2003 AT THE HOLMENKOLLEN PARK HOTEL RICA, OSLO, NORWAY Please refer to the ISAF Council minutes for the final Council decision on all Recommendations to Council contained within these minutes. MINUTES OF PREVIOUS MEETING The Committee noted the minutes of the Events Committee meeting of 13 November The following matters were raised: (a) Submission It was noted that with regard to submission the Council decided that the Executive Committee was to appoint a working party to deal with the Olympic Classes Contract. The Events Committee recommended in November that this Working Party should be appointed by the Events Committee. The Committee is disappointed with the level of involvement of the Events Committee in the Executive Committee Working Party. (b) Item 4, Working Party Membership The correct working party members are Chris Atkins (Chair), Sadi Claeys, David Sprague, Hal Haenel, and Adrienne Greenwood. 2. TEAM RACING SUB-COMMITTEE (a) 2003 Championship The Committee received a report of the 2003 ISAF Team Racing World Championship by the ISAF Technical Delegate. On a point of clarification it was explained that the ISAF Technical Delegate meets with the race committee but is not a part of the race committee. The Events Committee thanked the Technical Delegate, Craig Mitchell, for the excellent report Page 1 of 8

2 and congratulated the New Zealand Team Racing Association and Yachting New Zealand on the success of the event. (b) Submission The Committee reconsidered submission from the International 470 Class Association regarding Team Racing at major multi-class events (deferred by the Events Committee and Council in November 2002). The Committee s recommendation to Council is to defer the submission to the 2004 mid year meeting and requests the 470 Class and Team Racing Sub-Committee to report on the subject. Vote: 16 in favour, 2 against (c) 2005 ISAF Team Racing World Championship The Committee considered the venue for the 2005 ISAF Team Racing World Championship and received a recommendation from the Team Racing Sub-Committee. The Events Committee considered the recommendation from the Team Racing Sub-Committee and recommends to Council that the bid from US Sailing for the Championship to be hosted by the New York Yacht Club, Harbour Court, Newport Rhode Island, is accepted subject to contract and agreement on the detailed arrangements for the Championship. Vote: 16 in favour, 2 abstentions 3. YOUTH WORLD SAILING CHAMPIONSHIP SUB-COMMITTEE (a) Submission The Committee reconsidered submission from the Chairman of the Events Committee regarding the ISAF Youth Sailing World Championship and noted the proposed amendments to the submission from the Sub-Committee and the Constitution Committee. The Committee supported the principle of the proposal but some improvements for clarification were put forward. It was mentioned that the dates of the Championship in the year 2005 may need reconsidering. The Committee further noted that the Youth Multihull class may need to be replaced pending the outcome of the multihull equipment trials. Also the board will definitely need to be re-considered after 2004 as it has already been decided that the Mistral One-Design will not continue to be used as Olympic equipment. The Events Committee considered and proposes some further changes to paper 7(q)(ii). The recommendation to Council is to accept the revised submission (Council paper 7(q)(ii)) with the following amendments: Classes listed in Regulation shall not hold a World or Continental Championship that clashes with the dates of the Championship Only Classes listed in Regulation shall be selected for the ISAF Youth Sailing World Championship. Member National Authorities applying to host a Championship shall indicate their intended classes in their bid document Boats, sails and equipment shall be provided for the competitors, free of charge. However, windsurfing competitors may be required to bring their own equipment. Such a requirement will be stated in the Notice of Race The Classes for the ISAF Youth Sailing World Championship are: Page 2 of 8

3 (b) (c) Single-handed Dinghy boys Laser or Laser Radial Single-handed Dinghy girls Laser Radial or Byte Double-handed Dinghy boys 420 or 29er Double-handed Dinghy girls 420 or 29er Windsurfing boys Mistral Windsurfing girls Mistral Multihull Open Hobie 16 Vote: 16 in favour, 2 abstentions 2003 and 2004 Championships The Committee received a progress report on the preparations for the 2003 and 2004 ISAF Youth Sailing World Championship by the Chairman of the Youth World Sailing Championship Sub-Committee. It was noted that decisions on Notice of Race and selection of equipment were still behind schedule as proposed in submission , but that as organizers are now lined up until 2006, this will soon be rectified. Decision The Notice of Race for the 2004 Championship should be approved by the Championship Sub-Committee before 1 August Championship The Committee considered the venue and classes for the 2005 ISAF Youth Sailing World Championship and received a recommendation from the Youth World Sailing Championship Sub-Committee. The Events Committee recommends that Council accept the bid from Pusan, Korea to host the 2005 ISAF Youth Worlds subject to contract and a formal site visit/meeting with the organizing Committee and a final report to the Youth Championship Sub-Committee. The Committee further recommends that the time paths for decisions regarding future Championships, is followed as detailed in the new revised submission Vote: 16 in favour, 2 abstentions (d) Submission The Committee reconsidered submission from the Royal Yachting Association regarding their proposal to host the ISAF Youth Sailing World Championship 2005 or 2006 (item deferred from November 2002). The Committee recommends to Council that the 2006 Championship be hosted in Weymouth, Great Britain, subject to receiving a formal bid document from the RYA. Vote: 17 in favour, 1 abstention (e) Youth Mutihull Equipment Trials The Committee noted the announcement of the Youth Multihull equipment trials for possible inclusion at the ISAF Youth Sailing World Championship. 4. OLYMPIC REGATTA EVALUATION EQUIPMENT AND EVENTS, SYDNEY 2000 The Committee received a report from the Olympic Equipment Selection Working Party. The working party has the following members: Chris Atkins (Chair), Sadi Claeys, Adrienne Greenwood, Hal Haenel and David Sprague. The purpose of this review was to provide the Events Committee and Council members with an objective appraisal of how well the Events, and the Equipment used for each Event, Page 3 of 8

4 met the ISAF criteria for selection of Olympic Events and Equipment. It was noted that this report was in line with the new regulation dealing with the procedure for the selection of equipment for the Olympic regatta. As this is a new regulation that only recently came into force, this paper has only limited value as it was prepared 2 years after the 2000 Olympic Games. The Committee agreed that it was appropriate for the Events Committee to evaluate other components of the Olympic Games, for example, the format and number of events. 5. ISAF EVENTS The Committee received a report from the Chairman of the ISAF Events Working Party. The working party was congratulated on the excellent presentation. A copy of the report will be circulated to members of the Committee. Decision The Events Committee supports the report of the working party entirely and request the working party to develop draft regulations in line with the agreed principles. 6. WORLD AND CONTINENTAL CHAMPIONSHIPS ISAF REGULATION 18 (a) Submission The Events Committee reconsidered submission from the Executive Committee regarding the World Championship titles in sailing. The Committee reconfirms their recommendation to Council, as stated in November 2002, that this submission be rejected. The Committee further recommends that a working party of the Events Committee should consider developing criteria for World Championship titles. Vote: 16 in favour, 1 abstention (b) 2002 Championships Reports The Committee received a report regarding the 2002 World Championships based on information received from the classes as per Regulation Decision A working party was appointed with the following members: Phil Jones (Chair), Axel Guepner, David Sprague and Zvi Ziblat. The working party is requested to review the regulation asking for information regarding World Championships (regulation ) in order to be able to judge the relevance of World Championship titles and to consider the introduction of minimum requirements for World Championship titles to be included in the ISAF regulations. Criteria suggested were number of nations, number of continents and number of competitors. Vote: 16 in favour, 1 against (c) Submission The Events Committee reconsidered submission from the President regarding approval of Continental Championships. The Committee reconfirms their recommendation to Council as stated in November 2002, that this submission be rejected. 7. DETECTION OF OCS The Committee received a presentation regarding an electronic system for GPS tracking and detection of OCS. Page 4 of 8

5 OLYMPIC REGATTA SELECTION OF EVENTS (a) Report from the Olympic Equipment Selection Working Party The Committee received a presentation from the Chairman of the Olympic Equipment Selection Working Party. A copy of the presentation will be circulated to all members of the Committee. (b) IOC Press Release The Committee noted the IOC press release Olympic Programme Decisions by the IOC on Disciplines and Events, Objectives and Timetable'. (c) Submission The Committee reconsidered submission from the Chairman of the Events Committee. The Events Committee reconsidered submission from the Chairman of the Events Committee proposing that mixed sailing be included as a gender category in the list of Olympic Events. The Committee reconfirms their recommendation to Council as stated in November 2002, that this submission be rejected. Vote: 15 in favour, 2 abstentions (d) 2008 Olympic Regatta list of events The Events Committee considered and discussed the list of possible Events for the 2008 Olympic Regatta. The Committee recommends the following: - The current (2004) male/female split (at least 66/34 ratio) should be retained; Vote: 18 in favour, 1 abstention - All events should remain Fleet Racing; Vote: 16 in favour, 4 abstentions - The number of events should be the same: Windsurfer 2 Single-handed Dinghy 3 Double-handed Dingy 3 Keelboat 2 Multihull 1 Vote: 16 in favour, 4 abstentions It was further recommended that new criteria be introduced to differentiate between the two men s single-handed dinghies and between the two men s double-handed dinghies. Vote: 15 in favour, 1 against, 3 abstentions The Events Committee Working Party will develop appropriate submissions to be submitted by the Chairman for the November 2003 meetings. (e) Windsurfing Equipment Trials The Committee received the announcement of the windsurfing equipment trials. The Committee expressed great concerns that the emphasis on a One-Design concept is not the way the industry perceives the future of Olympic Windsurfing and it was felt that the criteria for the trials needs to be revised. Some Committee members were concerned that the postponement of the trials until after November 2003 would make it more difficult to make an informed decision about inclusion of the Page 5 of 8

6 windsurfing events in the 2008 Olympic Regatta. This decision shall be made at the next Council meeting in November 2003 on a recommendation from the Events Committee. It was also noted that the format of the event in the Olympic Games would greatly affect the decision for the equipment for windsurfing. President Paul Henderson explained the reasons for having the trials in the spring of 2004 and a demonstration event in He further explained that it is up to the windsurfing world to demonstrate the relevance of windsurfing s inclusion in the 2008 Olympic programme. It is not ISAF s responsibility to re-invent Olympic windsurfing in order to rescue the sport. It was agreed that the criteria for the evaluation trial should be amended to allow for concepts and designs now popular within the sport. The involvement of more than one manufacturer in the production and marketing of the new equipment is preferable to a monopoly situation. It was noted that the Executive Committee would appoint a new evaluation panel with two representatives of the Events Committee. The ISAF MNAs are invited to send sailors to the trials. The Events Committee endorses the Windsurfing Equipment Evaluation trial announcement with the following observations: - The September event should be structured and reported as such that it will assist ISAF in making decisions regarding the events for the 2008 Olympic Regatta; - The Spring 2004 event should be structured and reported on before the 2004 Mid Year meeting to assist in the decision process regarding the selection of equipment for the 2008 Olympic Regatta; - The One-Design requirement should be consistent with the windsurfing industry developments. Vote: 18 in favour, 1 against (f) Submission The Committee did not reconsider submission from the Hong Kong Yachting Association regarding Windsurfing men s and women s events in the Olympic Games. The submission was further deferred to the November 2003 Meeting. 9. OLYMPIC CLASSES (a) Draft Contract The Committee received a draft contract for the classes seeking selection as equipment for the Olympic sailing events. The Events Committee noted that in the draft contract the title of the ISAF World Championships had been changed to ISAF World Cup. The strategy for ISAF events is a major area of concern for the Events Committee and it was felt that this change should be re-considered by the Events Committee. Some members of the Committee felt that the title 'ISAF World Cup' may not be the most appropriate name. The Events Committee considered the draft Olympic Classes contract and recommends that Council adopt the contract. Vote: 17 in favour, 2 abstentions Page 6 of 8

7 (b) Submission The Committee reconsidered submission from the Royal Spanish Sailing Federation regarding the format and entry to Olympic Classes events. It was felt that several of the suggestions and ideas raised by the submission have now been addressed by the Olympic Classes Contract. However, it was noted that not all parts of the submission could be achieved at this time and that therefore the submission should not be approved as it is written. The recommendation to Council is to reject this submission, as the issues have been dealt with by accepting the Olympic Classes Contract. Vote: 16 in favour, 2 against, 1 abstention (c) Submission The Committee noted submission , approved by Council in November 2002 regarding World and Continental Championships and grade 1 events. The Events Committee reconsidered submission from the President regarding World and Continental Championships and grade 1 events. The recommendation to Council is to reject the submission as the issues have been dealt with by the acceptance of the Olympic Classes Contract. However, it was noted that the requirement for approval of the Notice of Race is not currently dealt with in the Olympic Classes Contract. The Committee therefore recommends to Council that this particular issue should be incorporated into the contract. Vote: 18 in favour, 1 against WORLD SAILING GAMES The Committee received a presentation from representatives of the Austrian Sailing Federation regarding a possible bid for the 2006 World Sailing Games. The presentation introduced new ideas for the title, concept and format for this event. As the Austrian Sailing Federation needs some indication whether to proceed with the bid, the Chairman of the Events Committee will continue discussions regarding the concept of the event with the Austrian Sailing Federation ISAF SAILING WORLD CHAMPIONSHIPS The Committee received a short verbal progress report by the ISAF Technical Delegate. 12. ICE SAILING The Committee received a verbal presentation by Tomasz Holc and Thomas Gross. The Committee was challenged to think about ways to further integrate ice sailing into the organisation of ISAF and the integration of ice sailing activities in the ISAF Member National Authorities. It was noted that ice sailing (International DN Ice Yacht Racing Association) is an affiliated member of ISAF. 13. RECOMMENDATIONS The Chairman was authorised to finalise: (a) Recommendations to Council based on submissions received. b) Recommendations to Council not based on submissions received, which are either pending from previous committee meetings or new items, deemed urgent and requiring an immediate Council decision.
