The final decision on all submissions is the ISAF Council. Where an opinion to reject or approve is shown against a submission in the minutes this is only the opinion of the ISAF Classes Committee (ICC). The final decision by the ISAF Council may be different from the ICC after hearing the opinions of other committees. 1. MINUTES OF THE PREVIOUS MEETING Minutes The minutes of the lsaf Classes Committee meeting of 4 November 2006 (circulated and approved after the meeting) were noted. 2 Minutes matters arising There were no matters arising not otherwise covered on the agenda. 2. REGULATION 6 RACING RULES COMMITTEE MEMBERSHIP Submission was noted from the Royal Spanish Sailing Federation proposing that membership of the Racing Rules Committee include a representative of the ISAF Classes Committee. 3. REGULATION NOTICE OF RACE Submission was noted from the Chairman of the Racing Rules Committee 4. REGULATION 20 ADVERTISING CODE Submission was noted from the International 49er Class Association regarding Class Association advertising. Philip Tolhurst spoke as Chairman of a working party on the advertising code. His working party were aiming to simplify the code. He requested any proposals be sent in by 1 st February in order that a paper can be prepared for the Mid-Year meeting. Bearing in mind the on-going review of the code, he proposed that submission be deferred. Malav Shroff spoke on behalf of the submission. He noted that the 49er class association had secured a class sponsor and that the perceived concerns of conflicts with MNA sponsors was not in fact a problem, as he had only received three MNA complaints, two of which had been resolved by an and one by a half hour meeting. Helen-Mary Wilkes felt that the Advertising Code was a mess, making it difficult to find a worldwide sponsor for a class. Stephen Parry proposed that the submission should apply to all classes and not just Olympic classes. Henri Samuel noted that class association advertising was a battle that was lost at the creation of the current advertising code. David Sprague noted that dinghies don t have a big bow on which to display advertising, class advertising would help the sailors as a group to have better sailing. On a proposal by Malav Shroff, seconded by Helen Mary Wilkes the submission as amended was unanimously approved with two abstentions. with the following amendment: Delete (ii) and (iii) and insert the following: "(ii) On 10% of the mainsail and/or 10% of the jib, but not combined on one sail." There followed a further discussion about the advertising code. Philip Tolhurst raised some issues: Should sailors at a class AGM be able to hi-jack the sponsorship of a whole international class association? The percentage area measurement could cause problems. Some sailors don t want to carry a lot of advertising on their boats. Malav Shroff felt that the class association AGM belonged to all the sailors and was self policing. The class needs money to pay for race officers etc. The Working Party were urged to maximise the money for the sport, space for Page 2 of 8 Last updated: 21/01/2008
3 ISAF should be on every boat. 5. REGULATIONS - DEFINITIONS Submission was noted from the Chairman of the Constitution Committee regarding kite-surfing and the definition of boat and class. It was noted that definition of boat in RRS includes the crew and in ERS does not include the crew. 6. EQUIPMENT RULES OF SAILING Submission was noted from the Chairman of the Equipment Committee regarding amendments to the ERS for Henri Samuel noted that boat length was an important item for class status requirements in the ISAF regulations and that C.6.4 should clarify whether the term includes transom hung rudders and the bowsprit extended. Peter Hinrichsen wanted to discuss F.2.3 spinnaker hoist height. Opinion: No Recommendation Refer to the Equipment Control Sub-Committee 7. CLASS RULES (c) Equipment Rules of Sailing - Definition C3.1 and Title to C3 On a proposal by David Sprague, seconded by Heln Mary Wilkes the submission was rejected. Opinion: Reject Propose a working party with Dina Kowalyshyn as Chair to determine a workable solution to this issue Submission was noted from the Chairman of the Racing Rules Committee regarding Class Rules and Championship Rules. Michael Grandfield explained that the issue was to assure conditions of competition for ISAF ranked events. Class events were not a problem, the problem was when the class was not the organising authority. Henri Samuel was in favour of the submission and felt that the class rules should mention whether there are any class championship rules, and that class championship rules should not be regulated by ISAF. David Sprague was strongly against the submission and felt that the class rules define the culture of the class. It was concluded that the issue required further investigation. Opinion: Reject See submission and Submission was noted from the Chairman of the ISAF Classes Committee regarding Class Rule changes. Georg Tallberg, Chairman of the Class Rules Sub-Committee explained that he was refining a procedures document to help class associations with their rule change proposals. He noted that the Sub-Committee in the last year had Page 3 of 8 Last updated: 21/01/2008
4 dealt with over 400 rule changes from 37 classes. Colin Smith felt that the submission proposal b) regarding seriously disadvantaging a number of existing owners was not neccessarily appropriate for a development class. with the following amendment In delete the last sentence and replace with "Any such rejection shall be by majority vote" and delete part b. In add "or earlier" to the end of the first sentence. Add a new part d to read as follows: " are technically not enforceable." Delete "shall transmit" from and replace with "shall publish". 8. ISAF WORLD CUP Submission from the Executive Committee was noted regarding withdrawing the concept of an ISAF World Cup of Sailing. It was noted that the Olympic Classes Sub Committee supported the submission. 9. REGULATION ISAF SAILING WORLD CHAMPIONSHIP Submission was noted from the Executive Committee regarding holding the ISAF Sailing World Championship every two years. Subject to concerns over the following issues being clarified: a, quality of venues b, the quality of organisation c, the class funding and finances d, Star Class qualification issues e, the opportunity for smaller venues to host championship events Submission was noted from Fédération Française de Voile regarding holding the ISAF Sailing World Championship every two years. 10. REGULATION 18.3 ADDITIONAL WORLD CHAMPIONSHIPS Submission was noted from the International 470 Class regarding a women s youth world championship title. 11. REGULATION WORLD CHAMPIONSHIP PARTICIPATION Submission was noted from the International Formula Windsurfing Class regarding minimum participation requirements for windsurfing. 5 12. ISAF RANKING LIST Submission was noted from the Chairman of the ISAF Classes Committee regarding amending the ISAF Ranking List. Olympic class representatives to go to the Sail Rankings Sub-Committee meeting to assist. 13. SUBMISSIONS REVIEW (c) Submissions were reviewed which are not on the ISAF Classes Agenda relevant to ISAF Classes ISAF Regulations - Nationality Criteria - Regulations and Opinion: Reject Oceanic Sub-Committee - Disbanding the Committee - Regulation Opinion: Did not discuss Oceanic Sub-Committee - Constituting the Committee - Regulation Opinion: Did not discuss (d) ISAF Sailor Classification Code - Preamble - Regulation 22 (e) ISAF Sailor Classification Code - Definitions - Regulation 22 (f) ISAF Sailor Classification Code - Competitor Classifications - Regulation 22 Colin Smith expressed concern that a sailor might place advertising on his International 14 for a nominal fee and then be classified as a Group 3 sailor in a class using the Classification Code. (g) ISAF Sailor Classification Code - Classification Procedures - Regulation 22 (h) ISAF Sailor Classification Code - Event Procedures - Regulation (i) ISAF Sailor Classification Code - Protest Grounds and Procedures - Regulation (j) ISAF Events - ISAF Sailing World Cup Final - Page 5 of 8 Last updated: 21/01/2008
6 (k) It was noted that the Olympic Classes Sub Committee supported the submission ISAF Regulations - Definitions - Class Rules Opinion: Did not discuss (l) Equipment for the Olympic Sailing Competition and Regional Games - Elimination of Restrictions It was noted that the Laser 4.7 was used in the African Games. On a proposal by Rich Jeffries the submission was unanimously approved. (m) Racing Rules of Sailing - Definition Class Rules (New), Definition Rule (d) Rule J2.1(9) and Appendix L, Instruction 4.3 (n) Opinion: Reject As with submissions and , this should be refered to the working party to resolve issues with Championship Rules Racing Rules of Sailing - Rules 87 (new), J1.2(9) and J2.2(7) Appendix K, Paragraph 1.5 and Appendix L, Instruction 1.5 William Suddell highlighted this submission and recommended approval. 14. OLYMPIC CLASSES SUB-COMMITTEE The recommendations from the Olympic Classes Sub-Committee were considered throughout the meeting at the relevant submission. 15. REVIEW OF ISAF CLASSES It was noted that the class annual reports are on the ISAF website. ( 16. STRATEGIC PLAN - FUTURE ISSUES FOR ISAF CLASSES MEETING The Chairman introduced this topic for issues where classes could help ISAF and ISAF could help the classes. Topics were identified and members appointed to prepare papers on the following topics: Training of Class Officials Peter Galloway It was felt a paper should be produced giving guidance to Class Officials, taking the form of a Class Operations Manual. Time line of class obligations to ISAF. Insurance for outside your country Ceri Williams Issues include : Individual sailors, regatta liability insurance, class named as organising authority, finding out the extent of an organising authorities insurance cover, regions where there is no insurance culture. Michael Grandfield noted that US Tornados ship all boats globally and don t have to notify individual movements. There is a risk pool and claims get settled immediately. Classes are Organisers too Henri Samuel Sponsorship and training of class officers. Advertising and Sponsorship Malav Schroff It was felt Malav has good insight into the history of lost sports sponsorship opportunities. Value of International Status It was felt we should build the value of being an International Class and look into how ISAF Classes can be differentiated from other classes. Technical Support Mike Grandfield Utilizing resources an information paper on what is available and working better with the Equipment Rules of Sailing. ISAF Focus on Olympics Jeff Martin Technical Role of Equipment Committee and Sub Committees Peter Hinrichsen Class Records Database on ISAF website give up autonomy? (Note: Ken Kershaw gave a brief outline of a prototype website database being developed for the management on line of Measurement Certification.) Role of ISAF Sailor Corrinne Rolland-McKenzie Potentially this system can be very helpful, being an integration of a data base but the view was it had not progressed. The Laser Class use it for on-line entry though the recent change to the ISAF website had created some issues. MNA support of ISAF Classes and visa versa.- Henri Samuel Responsibilities of National Class Associations? Organisation of Major Events Stephen Parry Henri Samuel highlighted the influence of money. Professional organisers are accepted and work alongside volunteers. Larger events with larger budgets still expect volunteers to know how to perform. ANY OTHER BUSINESS Connect to Sailing The Chairman highlighted the Connect to Sailing Seminar which would be held at these meetings which aimed to foster ISAF and the marine industry working together at grass roots level. ISAF Class Committee representative on Equipment Committee The Chairman noted that Darren Dunkley-Smith had originally been appointed to represent this committee at the Equipment Committee. As Darren was no longer attending the meetings it was agreed to appoint a temporary replacement. There were two nominations.
