2 PORT SHELTER LASER REGATTA 2011 SAILING INSTRUCTIONS 1 ORGANIZING AUTHORITY The Organizing Authority is the Hong Kong Laser Class Association (HKLCA), in conjunction with Hebe Haven Yacht Club (HHYC). 2 RULES 2.1 The championships will be governed by the rules as defined in The Racing Rules of Sailing (RRS) ( ). The Notice of Race and these Sailing Instructions have been written in accordance with ISAF racing Rule Appendices K&L. 2.2 In the case of conflict in the documentation, the order of precedence is: the Racing Rules of Sailing (RRS), the Notice of Race, these Sailing Instructions, and the rules and by-laws of the International Laser Class Association 2.3 Rule Appendix P will apply. This is addition to the Notice of Race. 2.4 Personal Flotation Devices (PFDs) shall be worn at all times whilst afloat. Such devices shall be in good condition and in accordance with the specifications issued or approved by a national authority or standards organization and branded in the country of origin or manufacture. Attention is drawn to RRS Fundamental Rule Sails shall have the full sail number in accordance with the Class Rules and Racing Rules of Sailing. Sails with incorrect numbers or boats with sails not matching their hull number shall be identified to the Organising Authority not later than 1 hour before the first start. This is in addition to the Notice of Race. 2.6 All sails must be genuine class legal Laser sails, failing which entrants will be excluded from the Championships. 3. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located at the HHYC Clubhouse. 4. CHANGES IN SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect. 5. SIGNALS MADE ASHORE 5.1 Signals made ashore will be displayed from the flagpole located at the HHYC Clubhouse. 5.2 IC Flag AP with two sound signals The race is postponed. The first warning signal will be made not less than 45 minutes after Flag AP is lowered (with one sound signal). This changes RRS Race Signals. 6. PROGRAMME AND SCHEDULE OF RACES 6.1 The schedule is as follows: 19 February Saturday, Registration & Measurement: Competitors Briefing: 10:30 Racing, first start warning signal: 11:55 20 February Sunday, Competitors Briefing: 09:30 Racing, first start warning signal: 10:55 Latest possible start: A maximum of SIX races is scheduled and THREE races are scheduled to be raced each day. The starts for each day s subsequent races will follow as soon as possible after completion of the previous race. Notwithstanding the foregoing, the race committee may attempt to complete additional races on any of the days to try to ensure a maximum of races are completed. Boats should not leave the racing area until they have been advised by the race committee that there will be no further races on the day. 2

3 6.3 A minimum of THREE races is required to be completed to constitute the Championships. 6.4 Any race for which the warning signal has not been made by 1530 hours on the last day of the regatta will be abandoned and not re-sailed. 6.5 The Race Officer shall not start any race unless the wind is consistently 5 knots or more. 7. CLASS FLAGS The class flags for competing classes will be as listed hereunder. Classes will start in the order that their class flags are hoisted. Class Class Flags Laser (Standard) A Red flag Laser Radial A Green flag Laser 4.7 A Yellow flag 8. RACING AREAS 8.1 Racing will take place in the general area between HHYC and Shelter Island, although the area outside Shelter Island may be used at the sole discretion of the Regatta Race Officer. 9. THE COURSES Courses will be chosen from those listed at Attachment A. 10. THE START AND THE FINISH 10.1 Races will be started by using Rule 26 signals, with the warning signal given five minutes before the starting signal. The warning signal for the succeeding class will be made as soon as practicable after the starting signal of the preceding class The starting line and finishing line will be between a signal mast displaying an orange shape on the race committee boat at the starboard end and an orange buoy laid as an Outer Distance Mark (ODM) at the port end of the line. Another orange buoy may also be laid as an Inner Distance Mark (IDM) on the line near the committee boat and, if laid, boats shall start, and finish, by passing between the IDM and ODM, leaving the ODM to port At the finishing line, the race committee boat will hoist a blue flag or shape as the leading boat approaches from the last mark Starting sequence will be at the discretion of the Race Officer A boat starting later than 4 minutes after her starting signal will be scored Did Not Start (DNS). This changes Rule A TIME LIMIT The time limit for each race will be 60 minutes for the first boat in her fleet to finish. Boats finishing more than 15 minutes after the first boat in her fleet finishes will be scored Did Not Finish (DNF). This changes Rule PROTESTS 12.1 Protests shall be delivered to the race office within 60 minutes after the last boat in her fleet has finished the last race of the day. Protest forms will be available in the office The protest period time limit and a list of protests received will be posted on the HHYC Clubhouse notice board. Hearings will be held as soon as possible after racing each day in the HHYC Clubhouse. It is the responsibility of competitors to ascertain whether or not they are parties to a protest. If a protest has been hailed against a competitor on the race course, which is disputed, it is the responsibility of all parties to the protest to promptly report to the HHYC Clubhouse at the conclusion of racing for the day for the hearing of the protest. In the event that any party to a protest hearing does not attend within 10 minutes 3

4 of the scheduled hearing time (i) where the absent party is the protesting competitor, the protest will be dismissed; and (ii) where the absent party is the protested party, the protest hearing will proceed in that competitor s absence Except for a protest relating to breaches of rules of Part 2 of RRS, the protest committee s decision after a hearing may be to impose no penalty or a penalty less than disqualification, at its discretion On the last day of the regatta, a request for reopening a hearing shall be delivered no later than 30 minutes after the party requesting reopening was informed of the decision or the results of the protest are posted on the HHYC Clubhouse notice board (whichever is earlier) on that day. 13. SUPPORT BOATS Support boats shall, from the first warning signal for a race until all boats in that race have finished, remain at least 100 metres outside the area bounding the entire course, unless carrying out rescue duties at the request of the Race Committee. 14. SCORING The Low Point Scoring System of RRS Appendix A will apply except for the changes to RRS A2 as stated hereunder. (a) When fewer than five races have been completed, a boat s series score will be the total of her race scores. (b) When from five to six races have been completed, a boat s series scores will be the total of her race scores excluding her worst score. 15. PRIZES Prizes will be given in the following categories, provided such category has a minimum of 5 entries. DISCLAIMER OF LIABILITY Competitors participate in this championship entirely at their own risk. The Hong Kong Laser Class Association, HHYC, their members, officers, race officials, committees and all others involved the management and conduct of this championship accepts no liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after this championships. Attention is drawn to RRS Fundamental Rule INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a racing cover considered by their insurer as adequate for the risks involved. Certificates of insurance may be inspected at registration and any competitor not found to have such insurance will not be eligible to compete in the championship. 18. ON THE WATER JUDGING On the Water Judging may be undertaken in accordance with Racing Rule Appendix P. 19. MANDATORY SIGN ON/OFF 19.1 All entrants shall sign on before leaving the shore and sign off as soon as practicable after returning to shore at the completion of racing for both days of the Regatta, failing which they may be scored a DSQ for all races held on that particular day, without a protest hearing All entrants rigging their boats at the HHYC Clubhouse shall sign on and off at the sign on/off board to be located at or nearby where the competitors briefing is to be held. 4

5 19.3 For other entrants rigging their boats at places other than the HHYC Clubhouse, the following procedures will apply: A representative (eg coach) may separately arrange for a sign on and off sheet to be completed at that location(s) and arrange for delivery of that completed sheet to the Race Officer at least 30 minutes prior to the first start warning signal each day, and as soon as practical after the completion of racing each day For any other non-youth entrants not from ABC, RHKYC or Sea School, they will be permitted with the prior permission of the Organizing Authority to sign on and off to the Committee Boat at the commencement and completion of racing for each day of the Regatta. Such permission must be obtained from the HKLCA on or before the competitor briefing scheduled for Sat, 19 February, 2011 at 10:30 a.m. Please note, such permission will not be granted to any Youth sailors. 20. GPS devices 20.1 Competitors are permitted to have GPS devices fitted to their boats provided it does not have on board a digital readout. 5
