8 B1 GENERAL B1.1 The Organising Authority is KC, with a non-affiliated Race Committee, provided by a Third Party. B1.2 Times shown in these Sailing Instructions are British Summer Time (UTC +1 hour). B1.3 A minimum of two boats shall start for a race to be valid. B1.4 Official boats will be identified by sail numbers being in the list of participating regatta boats. This list will be issued as an addendum to these instructions as and when it becomes available. No regatta pennant shall be displayed B1.5 All references in these Sailing Instructions to a paragraph number refer to the Sailing Instructions document unless specified otherwise. B1.6 These sailing instructions cover the following classes: Sunsail Sunfast 37 KABESTAN SAILING AND ACHT CLUB

9 B2 RULES & SAFET REGULATIONS B2.1 Racing will be governed by the rules as defined in The ISAF Racing Rules of Sailing. B2.2 Corrected times for boats racing under a rating system will be calculated to the nearest whole second. B2.3 No anchor shall be carried on deck forward of the stem or with any part outboard (if possible). B2.4 Personal flotation devices (this changes RRS 40) (a) If the wearing of personal flotation devices is to be mandatory, then code flag may be displayed on the appropriate committee boat prior to the warning signal. This prescription will also be communicated to the skippers on the regatta channel by the Head Boat or Committee Boat, or at skipper s briefing. Failure to display flag shall not be grounds for redress, nor does this rule absolve the skipper from responsibility to institute the use of personal buoyancy devices and/or harnesses should he/she see the need. The recommendation of the organising authority is to always wear life-jackets while at sea. (b) If code flag has been displayed as described in B2.5(a), or this instruction communicated to skippers as described in B2.5, then personal flotation devices shall be worn by all crew members while on deck or in the cockpit, in such a way as to be clearly visible to other competitors. Penalty for not complying with the request is 10% on first warning and RETIREMENT on the second. (c) This rule in no way alters the fundamental principle that the skipper of a boat is responsible at all times for the safety of his or her crew. (d) All major incidents (groundings, MOB, non-trivial injuries) must be reported to the Head Boat at first opportunity. Failure to comply with this rule will result in the skipper being disqualified from all future races without a hearing. However, this does not absolve the skipper from the responsibility of taking appropriate action with regard to informing the Coast Guard on channel 16 or issue of Distress or Pan Pan signals or anything else required by the situation. Race Organisers, Head Boat or any other Third Party involved in the organisation of the regatta are not deemed to be a rescue service, see B27. KABESTAN SAILING AND ACHT CLUB

10 (e) When a boat is sailing at an angle off the wind which is greater or equal to 150 degrees on a leg that requires the sails to be set up as such for longer than 1 mile (or alternatively estimated 20 minutes or longer), a preventer must be rigged. If a preventer is not rigged and a boat is continuously breaking this rule, the penalty for not complying with the request is 10% on finish time on first warning and RETIREMENT on the second warning. The recommendation of the Organising Authority - always rig a preventer. (f) The skipper is entirely responsible for the rules governing consumption of alcohol aboard the yacht. The general rule is No alcohol on the boat while sailing and all skippers and crew are requested to moderate their alcohol intake ashore. B2.5 Reefing When instructed by the Committee Boat, the Head Boat or Organising Authority, all boats without exception must take required reefs on the main sail and required number of turns on the head sail, or change to a required smaller trisail/head sail. This requirement will be communicated verbally at the skipper s meeting on the day, or broadcast on VHF regatta channel or backup channel at any time. Failure to receive such instructions will not be grounds for redress. Failure to act upon the request at the first convenient opportunity, and within a 20 minutes time limit from the time of broadcast, will result in retirement from the race without a hearing. B2.6 Skipper s briefing Skippers are required to attend a briefing by the Organising Authority. This is very important and must be observed. Skippers of yachts who have not attended the briefing will not be allowed to race. This shall not be grounds for redress. KABESTAN SAILING AND ACHT CLUB

11 B2.7 Safety brief on board Skippers are required to conduct a full safety briefing of the crew prior to leaving the berth. By taking part in the regatta, the skipper agrees that he or she will conduct such a briefing. This should include, but not be limited to: (a) Use of VHF radio to issue a Distress transmission. Skipper should also emphasise, that the radio is to be used only with the express permission of the skipper and only for relevant communication purposes. It is not to be abused. (b) Operation of all of the relevant boat devices, including bilge pumps, seacocks and starting the engine and use of GPS to obtain boat s position. (c) Use of cleats, mooring lines, running and standing rigging. Use and set up of preventers and dangers of accidental gybe. (d) Correct and safe use of winches and sheets. (e) Personal safety and flotation devices and use policy, i.e. when to wear one. Organising authority strongly advises to instruct the crew to always wear a lifejacket, when on deck or cockpit. Lifelines and jackstays must be used when moving about on deck in winds of 15 knots and more or when the skipper instructs them to. Limit of 15 knots is totally arbitrary and does not relieve the skipper from the responsibility of requesting jackstays and lifelines to be used as well as life jackets as required. (e) Emergency tiller must be located, as well as bolt cutters (f) Use of flares and evacuation procedures (g) Medical equipment on board the yacht B3 REGISTRATION B3.1 All entrants (or their representatives) shall complete registration on the Club s website before the regatta deadline KABESTAN SAILING AND ACHT CLUB

12 B4 ADVERTISING Please refer to the Notice of Race for advertising guideline B5 CREW LIMITATIONS AND CREW LISTS B5.1 Emergency contact and crew lists (a) Before the first race sailed, all entrants are required to supply to KC and Charter Company, in writing, the name and contact details of a person who can be contacted in an emergency and who will not be sailing on the boat. Appropriate forms for this will be issued to the skippers at the time of boat checkout. (b) The KC/Charter company person shall have and maintain full details of all crew members racing on board the boat each day. (c) Additionally, all boats shall lodge on the Official Website a crew-list of all the people expected to race on the boat together with their addresses that shall, so far as possible, be up to date and complete at the start of the regatta. B5.2 There shall be no restrictions on crew numbers or crew changes during the regatta, as far as follows: (a) Accredited journalists, photographers or cameramen, who are not regular crew members may join and/or leave a boat at any time and by any means so long as their doing so does not directly affect another competitor and they play no part in the racing of the boat. 13 B6 RADIO B6.1 VHF channel 72 or back up channel, if active, may be used by competitors to signal retirement. B6.2 The Race Committee will use the following VHF channels: (a) VHF 72 as the main working channel (b) VHF 77 as a backup channel (c) Call sign of the Head Boat - Kabestan Head Boat (d) Call sign of the Race Committee - Kabestan Race Committee (c) Announcements about course shortening, time limit extensions, safety messages etc will be made on the main working channel, unless a back up channel is active, with a call sign of Kabestan Head Boat or Kabestan Race Committee B6.3 There will be no separate time checks. If required, skipper may request a time check to synchronise time with the Head Boat watch. KABESTAN SAILING AND ACHT CLUB

14 B7 PENALT SSTEM B7.1 RRS 44 will not apply. A boat that may have broken a rule of Part 2 of the RRS, or RRS 31 or any part of SI B17 while racing may take a time penalty unless she gained a significant advantage in the race or series, or caused serious damage to another boat that is racing, in which case she shall retire. The penalty for infringements of B17.1 shall be 2 penalty turns. 2 penalty turns for all other infringements. B7.1.1 Should a protested boat that has not accepted a protest be found guilty at a hearing or by the Committee Boat or by the Head Boat, or by the Organising Authority, shift-down of 2 places will be awarded. B7.2 When in the same incident a boat has broken both a rule of Part 2 and touched a mark, she need take one penalty only. B7.3 A boat taking a time penalty in accordance with B7.1 shall either: (a) Display code flag Q (yellow flag) from the first reasonable opportunity after the incident continuously until 5 minutes after finishing and draw attention to the flag as she is finishing. (c) OR Report her acknowledgement on the Regatta Channel and identify the boat infringed against (or mark touched or navigation restriction infringed) to the Head Boat or Race Committee (if present) before finishing and receive confirmation. B7.4 When one boat in a protest, which has not already accepted a penalty in accordance with B7.1, acknowledges prior to the hearing an infringement of a rule of Part 2 of the RRS or RRS 31 or SI B17, she will receive a penalty of 3% of her elapsed time except that for infringements of B17.1 the penalty shall be 5%. If no time for the course is available, a penalty of 1 place shift-down will be awarded. B7.5 A boat that accepts a time penalty may protest with respect to the same incident, but her penalty will not be affected. B7.6 A boat that takes a penalty shall not be penalised further with respect to the same incident unless she failed to retire when B7.1 required her to do so. B7.7 The application of a time penalty shall not cause a boat to be scored as having finished outside the time limit. B7.8 The level of penalties (other than those time penalties specifically defined in these Sailing Instructions) for infringements of rules shall be at the discretion of the Race Committee, if present, and KC representative otherwise, and may be either disqualification, a time penalty or KABESTAN SAILING AND ACHT CLUB

15 no penalty. This changes RRS 64.1(a). B7.9 Where these Sailing Instructions allow the Race Committee, Head Boat or Protest Committee to penalise a boat without a hearing, the competitor shall be entitled to a hearing upon request, at the discretion of the Organising Authority. 16 B9 NOTICES TO COMPETITORS B9.1 Notices to competitors will be communicated verbally to the skippers at skipper s morning breefings. B10 SIGNALS MADE ASHORE B10.1 No signals are planned to be made ashore by the Head Boat or Race Committee B11 CHANGES TO SAILING INSTRUCTIONS OR SCHEDULE B11.1 Changes to the Sailing Instructions or schedule of races will be made not later than 0830 each day. B11.2 Signals will be communicated verbally during the regatta and via prior to the start of the regatta. B11.3 It is the responsibility of competitors to make sure that amendments are fully understood B11.4 New amendments may be broadcast on the regatta channel. The failure of the competitors to receive these broadcasts shall not be grounds for redress. B12 SCHEDULE OF RACES, START TIMES & STARTING LINES B12.1 The schedule of races together with the start times and starting lines for each day is detailed in this document and communicated verbally prior to the start of the race B13 CLASS & BOAT IDENTIFICATION B13.1 All boats shall fly a class flag from their backstay at least 1.5m above the deck or from the leech of their mainsail within 2.0 metres of the clew if no backstay is fitted. Class flags shall be of at least 30cm x 23cm if they are alphabetical or naval numeral flags or 61cm x 15cm if they are numeral pennants. B13.2 A boat may not be protested by another boat for an infringement of any part of B13 but may be penalized by the Race Committee without a hearing by the imposition of a time penalty KABESTAN SAILING AND ACHT CLUB

17 of 1% of her elapsed time. This changes RRS 60 & B14 SPONSOR DECALS AND FLAGS B14.1 All boats may be provided with Official Decals representing an event sponsor, or a sponsor pennant or flag (a) If so provided, competitors will be required to display the decals for the duration of the regatta on each side of the hull in the forward 20% area (RRS Advertising Code Regulation 20 refers). (b) If so provided, competitors will be required to fly the Pennants or flags from their backstay or left shroud (or from an ensign staff at the stern if no backstay is fitted) for the duration of the regatta. B14.2 Competitors may not apply for dispensation not to display the Official Decals. B14.3 Advertising other than the Official Decals described in B14.1 shall not be placed on the hull in the forward 20% area and will be subject to KC approval. B14.4 Protests for infringements of B14 may be brought only by the Race Committee or KC. This changes RRS 60. B15 RACING AREA B15.1 The short races area is between Poole to the west and Nab Tower to the east. B15.2 Admiralty Small Craft Chart Folio SC5600 (and/or Admiralty Tough Charts of the Solent and of Weymouth to the Needles) are recommended for navigation. B15.3 The laminated chartlet issued at registration is purely diagrammatic and should not be used for navigation. While every effort is made to ensure that buoys are depicted in their proper places, no responsibility is taken for any errors thereon. KABESTAN SAILING AND ACHT CLUB

18 B16 COURSES B16.1 The marks listed in this document have been allocated the 2-digit numbers as shown. B16.2 The course to be sailed will be announced by the Race Committee on VHF (see B6.2 for VHF channels) after the warning signal and may be repeated after the preparatory signal. It may also be given at any time prior to the race. This changes RRS B16.3 Changes to the course (a) Course may be changed by the Race Committee or the Organising Authority at any time B16.4 Marks, each identified by their allocated number and their required side, will be announced in the order in which they are to be rounded or passed. B16.5 All marks are to be rounded unless the VHF announcement (or verbal instruction) specifically identifies them as passing marks (see RRS 28.1). B16.6 The Race Committee/Organising Authority may set courses that do not permit boats to sail rhumb line courses between marks. This shall not be grounds for redress. KABESTAN SAILING AND ACHT CLUB

19 B17 NAVIGATION RESTRICTIONS B17.1 Boats shall: (a) observe the Associated British Ports Southampton Harbour Byelaws 2003 (see page 11) at all times during the regatta and must be careful to avoid any close quarters situation with any large commercial shipping. Particular note should be made of Byelaws 10 & 11 and Associated British Ports Southampton Notice to Mariners No. 3 of 2010 giving details of a moving prohibited zone, which ranks as an obstruction for the purposes of RRS 19 and 20. (b) observe the Gosport Borough Council byelaws relating to the bathing area off Stokes Bay B17.2 Boats shall: (a) not pass to the north of Horse Sand Fort or west of Bembridge Ledge Buoy (b) not pass to the north of the piled beacon at the outer end of the obstruction of the row of iron piles off Durns Point, east of Lymington. (c) pass to the north of the yacht mooring buoys marking the outer row of yacht moorings to the east of Cowes harbour entrance. (d) pass to the north of the yacht mooring buoys marking the outer row of yacht moorings to the west of armouth harbour entrance. B17.3 Boats shall not anchor or kedge within: (a) the area defined by the two lines denoting power & gas cables between Stone Point and Gurnard Bay (shown on the laminated chartlet). (b) the area of Cowes Fairway bounded by No.1 harbour buoy and Alpha to the west and No.2 harbour buoy and Trinity House buoy to the east (c) the mining ground north east of Ryde Sand. B17.4 Commercial shipping (a) In order to avoid the risk of collision with commercial shipping that is under way, a boat may use her engine, or any other means of propulsion, without retiring. Such use shall be reported to the Race Committee or Organising Authority, who shall decide what, if any, penalty to award. KABESTAN SAILING AND ACHT CLUB

20 (b) All competitors are advised to take extreme care when anchoring in deep water since this may hamper commercial shipping. B17.5 Keeping clear at the start All boats whose warning signal has not been made shall keep clear of the starting area (precourse and course sides of the starting lines and their extensions) and of all boats whose preparatory signal has been made. B17.6 Keeping clear after finishing After finishing boats shall keep clear of boats that are racing and of all finishing lines. B17.7 Accepting a penalty If a boat realises that she has infringed any part of B17 while racing then she may take a time penalty as described in B7. B18 THE START B18.1 Allocation of starting line (a) There are several possible starting lines for the fleet. This will be communicated to the skippers as soon as practicably possible B18.2 Timing of starting signals will normally be as in the table below. This changes RRS 26. (a) 10 minutes before starting signal Warning signal (b) 5 minutes before starting signal Preparatory signal (c) 1 minute before starting signal One-minute signal B18.3 For the avoidance of doubt, if a committee boat is used, all flag signals will be made on the committee boat at one end of the line. If no committee boat is used, all instructions will be broadcast by the head boat on the regatta channel. Failure to receive or understand visual or verbal instructions shall not make grounds for redress. B18.4 Starting sequence will be in accordance with B18.2 B18.5 Individual recalls: (a) After an individual recall, the boat in question shall be informed on the regatta channel. 21 (b) The Race Committee/Organising Authority may maintain a video record of the starting sequence. This is for the sole and exclusive use of the Race Committee so that they can verify in a timely manner the boats that are scored OCS. B18.6 After a general recall, a new warning signal will not be given. This changes RRS B18.7 Position of start (a) The proposed location of the Committee Boat Line will be announced on the VHF regatta channel (b) Once a probable location for the start has been decided, the nearest racing mark to the start area will be signalled by broadcasting its allocated 2-digit number (c) If a later change to the start area is required then this will be announced at frequent intervals on VHF channel 72. Boats are advised to monitor this VHF channel continuously at all times while sailing. B18.8 Starting signals on the Committee Boat Line will be made visually as detailed in RRS 26 and may also be broadcast on the regatta channel B18.9 Boats starting on the Committee Boat Line shall start within 15 minutes of their valid start signal otherwise they may be scored DNS. B18.10 Individual recalls will be signalled in accordance with RRS B18.11 After a general recall, a new warning signal will not be given. The preparatory signal for a new start for the recalled class will be made one minute after the general recall. This changes RRS B18.12 The starting line for the Russian Round the Island Race will be the following marks in transit: (a) Snowden (71) (b) Prince Consort (60) Boats are required to pass the transit of these marks in the East to West direction. If the line was first passed from the West to East direction, the boat must cross the line back, go around either one of the marks and then cross from the correct side. B19 SHORTENING or CHANGING COURSE KABESTAN SAILING AND ACHT CLUB

22 B19.1 Shortening course (a) Courses may be shortened at any mark in accordance with RRS 32. B19.2 A committee boat used for finishing may hold position using her engines. This shall not be grounds for redress. B19.3 Changing course to the finish (changing RRS 31 and Race Signals): (a) A committee boat or Head Boat will broadcast the new finishing line B19.4 In accordance with the RRS, the Race Committee, Organising Authority or Head Boat may announce the shortening or change of course on VHF regatta channel at any time. Failure to receive such an announcement shall not be grounds for redress. B20 GENERAL POSTPONEMENT (Adding to RRS 27.3 and Race Signals) B20.1 Any postponement will be broadcast by the Race Committee or Head Boat B21 ABANDONMENT (Changing RRS Race Signals) B21.1 The Race Committee or Head Boat may abandon all racing for the day and request all boats to return to safe harbour. B21.2 An abandoned race will not be re-sailed, unless instructed otherwise. B22 TIME LIMIT (Changing RRS 35) B22.1 The basic time limit will be: (a) 1800 for all training/races within the Solent area on Saturday (b) 2000 for the Russian Round the Island Race on Sunday (b) 1430 for all races on Monday B22.2 In each class, unless at least one boat that appears to have sailed the course as required by RRS 28.1 finishes within the basic time limit, the race for that class will be abandoned. B22.3 Time limit extension KABESTAN SAILING AND ACHT CLUB

23 (a) In each class, if the first boat that appears to have sailed the course as required by RRS 28.1 finishes during the hour prior to the basic time limit, then the time limit for that class will be extended by one hour. This rule will not apply for Monday race. (b) Time limit may also be extended no later than 2 hours before the scheduled current time limit (b) If the time limit has been extended, the class flag may be displayed at the finishing line for that class until either the end of the extended time limit or until all boats in that class have finished. Announcements may be made on the regatta channel. Failure to display class flags and/or to receive radio announcements shall not be grounds for redress. B22.4 Inability to finish within time limit extension (a) All boats that are unable to finish within the extended time limit shall be scored DNF if one of the boats has finished. If no boats have finished at all, the race will be abandoned. B23 THE FINISH B23.1 Finish Line The finishing line for the Russian Round the Island Race will be the following marks in transit: (a) Snowden (71) (b) Prince Consort (60) B Every boat when finishing shall ensure that all forms of identification (sail number/class numerals as detailed in B13) are clearly visible to the Race Committee. B If no Committee boat is present, the boat finishing shall declare via VHF regatta channel and await acknowledgement from the Head Boat. Declaration should include time of finish, sail number, sail number of boat in front and sail number of boat behind, if possible. B24 RETIREMENT B24.1 A boat that retires from a race shall inform the Race Committee as soon as possible, either on VHF regatta channel or by telephone to the Head Boat on Protests for infringements of this Sailing Instruction may be brought only by the Race KABESTAN SAILING AND ACHT CLUB

24 Committee. This changes RRS B24.2 A boat that intends to retire shall not sail across her finish line. B24.3 Boats are asked to wear an ensign only upon retirement or when not racing. B25 PROTESTS B25.1 Protests may be lodged at the Head Boat or Committee Boat at the end of racing. (a) there is a time limit of 1 hour of boat entering port B25.2 Rating protests shall be lodged within 24 hours of the reason for the protest becoming known to the protestor. B25.3 This Sailing Instruction does not relieve protestors from their obligations under RRS 61.1(a) and protestees from responding properly to being informed. B26 DECLARATIONS B26.1 At the conclusion of each race, every entrant or duly authorised representative shall submit a declaration of rules compliance, record of their finishing time and when feasible, the identity of the boat immediately ahead and astern (irrespective of class). This shall be done on VHF regatta channel or by text on if no Acknowledgement received by VHF regatta channel. B26.2 Declarations shall be submitted before the boat s protest time limit (see B25.1 (a)). The Race Committee/Organising Authority may extend this time if there is good reason to do so. 25 B27 DISCLAIMER OF LIABILIT B27.1 A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing, whether in the Notice of Regatta or Sailing Instructions or anywhere else, reduces this responsibility. It is for the boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching or going to sea, the boat confirms that she is fit for these conditions and her crew is competent to sail and compete in them. B27.2 The boat is responsible to ensure that she is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and that the crew knows how to use it. The fact that the Race Committee conducts inspections of a boat does not reduce the responsibilities of the boat set out in this paragraph. B27.3 The boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least 2,000,000 sterling. B27.4 Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it might have occurred, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the race and the event, and include the Organising Authority, the Race Committee, the race officers, patrol boats, beachmasters and sponsors jointly and severally. 27 Relevant RA Prescriptions to the Racing Rules of Sailing Rule 68 - Damages 1 Any claim for damages arising from an incident while a boat is bound by the Racing Rules of Sailing shall be subject to the jurisdiction of the courts and not considered by a protest committee. 2 A boat that takes a penalty or retires does not thereby admit liability for damages or that she has broken a rule. Rule 78 - Compliance with class rules The Race Committee may inspect or measure any boat, as defined in the Equipment Rules of Sailing C.6.1, or personal equipment, as defined in the Equipment Rules of Sailing C.5.3, at any time. Notices to Mariners and local byelaws Sharing our waters in safety The Solent is home to two of the nation s major ports, Southampton, which is operated by Associated British Ports (ABP). and Portsmouth, which as a Naval Port is controlled by the Queen s Harbour Master (QHM), and of course Cowes Harbour itself which is managed by the Cowes Harbour Commission (CHC). The Solent sees virtually any size of vessel and it is important that each one can make its way up the Solent safely and with the minimum of disruption to the regatta competitors. In a logistical feat not unlike that of an air traffic control centre, the Vessel Traffic Services (VTS) staff monitors every craft within Southampton Water and its approaches, liaising with patrol launches and pilots. The daunting sight of a massive bulk carrier should not interrupt good sailing as long as the rules of the road are adhered to. Southampton VTS makes succint Traffic Information Broadcasts on channel 14 on the hour, from 0600 to These broadcasts are preceded by an announcement on channel 12 and contain details of current and expected movements of large vessels as well as navigation warnings in force and other safety information. 28 Precautionary Area (Thorn Channel) a) All vessels navigating within the Port of Southampton shall ensure that a vessel greater than 220m shall be given a clear channel between the Hook Buoy and the Prince Consort Buoy, hereinafter referred to as The Precautionary Area. b) When navigating within the Precautionary Area referred to above, all vessels over 150m in length are automatically allocated a Moving Prohibited Zone (MPZ). The MPZ is an area extending 1000 metres ahead and 100 metres either side of any vessel of over 150 metres in length overall whilst it is navigatiing within The Precautionary Area. c) The master of a small vessel (less than 20 metres in length or a sailing vessel) shall ensure that the vessel does not enter an MPZ. d) For the purpose of indicating the presence of the MPZ, the master of any vessel of over 150 metres length overall shall display on the vessel, where it can best be seen, by day: a black cylinder, and by night: 3 all round red lights in a vertical line. e) When operationally possible the Southampton Harbour Patrol Launch (VHF Call Sign SP watching Channel 12) will precede these vessels within The Precautionary Area showing, in addition to the normal steaming lights, an all round blue light. The absence of the patrol launch will not invalidate the implementation of the MPZ. When yachts with VHF radio are racing in the vicinity of commercial vessels under escort of the Southampton Harbour Master s patrol launch (call-sign SP ), they are advised to listen in on channel 12 to the intentions of the Pilot regarding the commercial vessel s movements. The hull of the patrol vessel is dark blue in colour with very distinctive yellow chevrons on the bows. 31 Recreational Safety - Lee on Solent and Stokes Bay a) There have been a number of incidents off the beach at Stokes Bay involving yachts and small craft being driven or sailed without due care and attention or reasonable consideration for other persons, particularly bathers in the immediate vicinity of the beach. The attention of all mariners is drawn to the following precis from the appropriate Borough of Gosport Byelaw: Boats shall not be sailed in a manner likely to be dangerous to or without reasonable consideration for swimmers and other water users between the western end of the sea wall at Lee-on-the-Solent to a point opposite the junction of Dolphin Way with the sea wall at Royal Naval Hospital Haslar. b) Additionally, Stokes Bay acht Club has laid a line of ten yellow buoys between the Gosport Inshore Rescue Services Headquarters (Posn N: W) and the outfall (Posn N: W) at a distance of 50 yards from the shore. Unless transiting to or from a beach launch site or helping those in danger, no vessel should pass within 50 yards of the shoreline or within the lines of yellow buoys. This location provides the shortest route to the casualty unit at St Mary s Hospital, Newport, and normally allows easy access for vehicles. Do not land casualties at the Island Sailing Club pontoon.
