1 1. Events The events include one (1) series organized by the Park City Sailing Association. 2. Rules The series will be governed by the rules as defined by the Racing Rules of Sailing except as any of these are changed by these Sailing Instructions, the Notice of Race, and the rules of the Jordanelle State Park All competitors must wear a Personal Flotation Device (PFD) while on the water in accordance with Jordanelle State Park and USCG rules. 3. Eligibility and Entry 3.1. Registration is required. All boats must be helmed by a Park City Sailing Association member in good standing The Thursday Night Elliott Series are open to Elliott class racing sailboats only. 4. Notices to Competitors Notices to competitors will be posted on the Park City Sailing Association website. In addition, notices may be posted on the storage area fence at the Personal Watercraft Ramp. 5. Changes in Sailing Instructions Any change to the sailing instructions will be posted at least one (1) hour before the first warning signal on the day it will take effect, except that any changes to the schedule of races will be posted by 1800 one week before it will take effect 6. Signals Made Ashore Signals made ashore will be displayed from the Race Committee boat The Race Committee will fly the L (Come within hail) at their discretion but it is not required, all competitors must stay within hailing distance to the R/C. 7. Schedule 7.1. There shall be no make-up races due to cancellations 7.2. Overall Series Champion: The overall series champion will be scored based upon a compilation of the race series with throw-out races taken into consideration. A perpetual and a keeper trophy will be awarded upon the conclusion of the series racing at the annual awards dinner The schedule for the 2018 season is in Appendix 1 12 July 2018 Page 1 of 5

2 8. Racing Area The racing area is the Jordanelle Reservoir. Starts will be in the immediate area to the South of the Personal Watercraft Ramp at the Jordanelle Reservoir, adjusting slightly for wind direction Restricted Areas: One may not sail inside or between any islands near the Beach House Cove. Specifically, the outer (southern most) no wake buoy off the islands must always be honored (not sailing between the island and the no wake buoy) Beach House Outermost (southern) No Wake Zone Buoy 12 July 2018 Page 2 of 5

3 9. Courses The racing course will be selected by the Race Committee from the available courses. The course shall be considered a one-lap race unless the Race Committee informs the participants of additional laps. Number of laps to sail will be indicated verbally by the race committee prior to the start of each race. (See charts below) 10. Marks Marks 1 through 3 are orange balls located to the South of the Personal Watercraft Ramp. RC can use 5mph buoys and channel marks for rounding buoys if the situation calls for it. 11. Starts The race committee may as a courtesy make a series of short sound signals before beginning the starting sequence A boat starting later than 3 minutes after her starting signal will be scored DNS. This changes rule A4 12. Start-Finish Line The start-finish shall be a line between an inflatable or fixed buoy and an orange flag on the race committee boat. The race committee may shorten the start-finish line. The start/finish line is not restricted, it is open to pass through during the race. 13. Protests Protests shall be in writing (forms are available from the Race Committee) and delivered to Race Committee within 30 minutes of the Race Committee s return to shore. 14. Kinetics RC may penalize a boat for kinetics (excessive rocking, pumping, fanning the sail for forward motion). If penalized boat must complete a 720 degree turn at the first reasonable opportunity to exonerate. Repeated violations can result in DSQ without a protest hearing. 15. Scoring The Low Point Scoring System in Appendix A will be used with the modifications stated in these Sailing Instructions. Series will be scored on a Low-Point Average Scoring per US Sailings recommendation for scoring season long series Appendix A is modified so that for every 4 races in the series, each boat will throw-out one race Appendix A 4.2 is modified as follows: DNF = number of registered plus DNS, OCS, DNC = number of registered plus DSQ = total number of boats registered in the series plus RC = average of all series finishes after throw outs (if any) rounded down The scoring is based upon a registered sailor or their designated substitute (who must be a skipper approved by PCSA) racing under the registered sailor's authority.
