RULES 1.1 The Regatta will be governed by the rules as defined in The Racing Rules of Sailing , including Appendix D (Team Racing Rules). 1.2 Rule D2.5 (Two Flag Protest Procedure) will be in effect for this regatta. 1.3 Racing Rule 44.1 will be changed as follows: A boat taking a penalty that includes a tack shall have her spinnaker head below the main boom gooseneck from the first time she passes head to wind until the time she has completed her penalty and is on a close hauled course. 1.4 Appendix S Sound Signal Starting System will apply. 1.5 This regatta will be umpired. 1.6 Rules for Handling the Boats (SI Addendum A), add to RRS D2.3 Penalties Initiated by Umpires. (a) 2.21: The use of the shrouds above the turnbuckles to facilitate tacking or gybing, or to aid (b) the projection of a crewmember outboard is prohibited. 2.22: When hiking, the crew shall sit in such a way that the buttocks are in contact with the deck or gunwale edge. The use of lazy (non working) sheets and control lines for hiking is prohibited. 1.7 When the race umpires decide that a boat has broken RRS 14 and damage resulted, they may impose a race win penalty without a hearing. The competitor shall be informed of the penalty as soon as practicable and, at the time of being so informed, may request a hearing. The protest committee shall then proceed under RRS D2.3. Any penalty decided by the protest committee may be more than the penalty imposed by the umpires. When the umpires decide that a penalty greater than one point is appropriate, they shall act under RRS D The US Sailing Prescriptions to do not apply, except for: (a) RRS Rule (b) Appendix R. (c) The prescriptions to RRS 40, 67, 70.5(a) and Where there is a conflict between the Sailing Instructions and the Notice of Race, the Sailing Instructions shall prevail. This changes RRS SKIPPER & CREW 2.1 Each club team will consist of 3 boats, each with 3 or 4 crew (including the skipper) in all races with a MINIMUM combined weight of 400 pounds per boat and a MAXIMUM combined weight of 600 pounds per boat. 2.2 Crew weigh in will occur at registration. 2.3 Crew to be weighed while wearing at least shorts and shirt. 2.4 Each skipper must be a member of US Sailing or other national authority, as appropriate, at the time of the event. 2 2.5 The OA reserves the right to make reasonable exceptions to the eligibility requirements on a case by case basis. 3. BOATS AND SAILS 3.1 The event will be sailed in Governor s Cup 21 (GC21) boats provided by the OA. 3.2 All sails and rigging will be provided. 3.3 Boats will be allocated by draw. Boats will be drawn at the start of the round robin. 3.4 While all reasonable steps are taken to equalize the boats, variations will not be grounds for redress. This changes RRS Red and yellow flags will be provided and shall remain with the boats. 3.6 The Race Committee shall monitor the wind prior to the start of all racing sequences such that if the wind is averaging a speed of 18kts or higher during the 4 minutes prior to the start of any race, the Race Committee with fly the Code G Flag from the Race Committee Boat, which flag shall indicate that no spinnaker use shall be allowed for that race, and any subsequent races until the G Flag is lowered. The Race Committee has the discretion to lower the G Flag once it believes that wind conditions have dropped below 18kts on a sustained basis. It will be at the sole discretion of the Race Committee to determine if they wish to release the current race from the restriction by the proper notification of the racers currently on the course at the next available mark. 3.7 In the event that the wind speed averages 23kts or greater on a sustained basis during the time preceding the start or during the start sequence of any race, racing will cease until the R/C determines that the wind has reduced, and will in all likelihood remain at a speed that is below 23kts. 4. COMMUNICATION WITH COMPETITORS 4.1 Notices to competitors will be posted on the official notice board near the flag pole on the BYC Flag Deck. 4.2 Signals made ashore will be displayed on the BYC Race Tower flagpole. 4.3 Any change in the schedule of races will be posted by 1900 hours the day before it takes effect. 4.4 Any other change in the Sailing Instructions will be communicated verbally on the water or in writing ashore before the race in which it takes effect. Code flag Third Repeater will be displayed from the race committee signal boat, and changes may be communicated by the umpires. 5. SCHEDULE Boats will be available for practice sailing on Thursday, February 26 th, 2015, beginning at Attendance is strongly encouraged. FORMAT 6.1 The intended format is as follows: (a) The first series will be one round robin amongst all teams. (b) The second series will be a split fleet round robin amongst the top four teams (Gold) and the bottom four teams (Silver), with points carrying over from the first round robin. (i) The winning team of the Silver round robin shall take the place of the bottom ranked team in the Gold round robin. (c) The third series will be a Gold knockout series based on the end of the second series. There may be a championship knockout series and a consolation knockout series. The number or races required in the knockout series shall be weather and schedule dependent. 6.2 For teams not competing in the third series knockout, all race wins count for a team s final score, except that if only the split fleet round robin is completed in the second series, Gold teams will be ranked ahead of Silver team for the final regatta ranking. 6.3 Refer to SI Addendum D for rotation sheets. 6.4 The OA may change the format or terminate any round, when conditions do not permit the completion of the intended format. 7. RACING AREA 7.1 The racing area will be the waters of the Pacific Ocean off Newport Beach, or within Newport Harbor, California. 7.2 Race course location shall be determined at the discretion of the PRO and competitors shall be notified in the Daily Competitors Briefing. 8. COURSES 8.1 The course will be a rectangular or box course with marks to be left to port. Sailing Instructions 2015 Balboa Yacht Club Team Race Invitational Page 3 of 11

4 9. MARKS 9.1 Marks will be orange or red inflatable marks. 10. UMPIRES 10.1 It is the intension for the regatta to be umpired in accordance with RSS Appendix D, as modified by the Sailing Instructions Teams may be asked to provide a competitor(s) to assist the umpires when their team is not racing at the discretion of the chief umpire, and shall not be considered interested parties while serving in this role. 11. LIFE JACKETS 11.1 All competitors shall wear a PFD approved by either the U.S. Coast Guard or the competitor s national authority at all times while on the water, except while actively adding or removing clothing or when safely aboard a spectator/rotation boat. Competitors shall provide their own PFDs. Bibs supplied by each team shall be worn while racing. 12. THE START 12.1 Races will be started using RRS Appendix S Sound Signal Starting System The race committee will display flags of the color of the fleets paired for that start The starting line will be between an orange flag on the race committee signal boat and an orange flag at the port end. 13. RECALLS 13.1 The race committee will hail boats that are OCS. This changes RRS App. S In addition to the provision of RRS App. S7, the order or timing of the hail shall not be grounds for redress. This changes RRS THE FINISH 14.1 The finishing line will be between an orange flag on the race committee signal boat and an orange flag at the port end. 15. TIME LIMIT 15.1 If no boat has finished within forty minutes of the start, the race will be abandoned No race shall start after 1630 each day. 16. BREAKDOWN 16.1 Breakdowns will comply with RRS D Any condition on the boat ascertainable prior to the warning signal, and/or any abuse, in the sole discretion of the race committee, shall not be grounds for redress. This changes RRS 62.1 and RRS D SCORING 17.1 Scoring will be in accordance with Appendix D4, except that if the round robin is terminated before completion, the highest score shall be determined as the average points scored per match sailed by each competitor, unless one or more competitors has completed less than one third of the scheduled races when the entire round robin shall be disregarded the event declared void. This changes Appendix D SAFETY 18.1 All competitors shall wear a US Coast Guard approved life jacket at all times while on the water, except while actively changing clothing. 19. PRIZES 19.1 The Balboa Yacht Club Invitational Captain Strang Bell Trophy shall be awarded to the winning team on Sunday, March 1 st, 2015, immediately following racing. 5 20. CONDUCT 20.1 The skipper shall be responsible for all actions of his or her crew or guests. Competitors shall handle the boats and equipment with proper care and seamanship. In the event of a breach of conduct, underage drinking, sportsmanship, destruction of property or failure to comply with the request of any race officer, committee member or agent of the Balboa Yacht Club, the skipper will be held responsible. 21. DISCLAIMER OF LIABILITY 21.1 Competitors participate in this regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta. 6 SI ADDENDUM A RULES FOR HANDLING THE BOATS Governor s Cup GENERAL While all reasonable steps are taken to equalize the boats variations will not be grounds for redress. This changes RRS PROHIBITED ITEMS and ACTIONS Except in an emergency or in order to prevent damage or injury, or when directed by an umpire otherwise, the following are prohibited: 2.1 Any additions, omissions or alterations to the equipment supplied. 2.2 The use of any equipment for a purpose other than that intended. 2.3 The replacement of any equipment without the sanction of the Race Committee. 2.4 Sailing the boat in a manner that it is reasonable to predict that significant further damage would result. 2.5 Moving equipment from its normal stowage position except when being used. 2.6 Boarding a boat without prior permission. 2.7 Taking a boat from its berth or mooring without having paid the required damage deposit or having permission from the RC, or, on race days, while "AP" is displayed ashore. 2.8 Hauling out a boat or laying a boat on its side using any means including the rigging. 2.9 Attaching lines to the fabric of spinnakers Perforating sails, even to attach tell tales The use of Duct Tape anywhere on the boat Radio transmission (including mobile telephones), except to report damage or in response to a request from the Race Committee Climbing or hanging from the standing rigging or altering the rigging at any time Adjusting or altering the tension or nomenclature of any standing rigging (excluding the backstay within the preset adjustment limits) Using a winch or other purchase means not provided or authorized to adjust the mainsheet, backstay or boom vang (kicker) Omitting any headsail car or turning block before sheeting onto a winch or cleat The use of electronic instruments other than compass and watches Marking directly on the hull or deck with permanent ink Spare 2.20 The boats may not be side tied to any other boat for docking purposes The use of the shrouds above the turnbuckles to facilitate tacking or gybing, or to aid the projection of a crewmember outboard is prohibited When hiking, the crew shall sit in such a way that the buttocks are in contact with the deck or gunwale edge. The use of lazy (nor working) sheets and control lines for hiking is prohibited Boats sailed to or from the race course meaning to the regatta race area and returning to the yacht club at the end of racing for each day are not allowed to sail with the spinnaker Consuming alcoholic beverages or controlled substances while aboard at any time. 3. PERMITTED ITEMS and ACTIONS The following are permitted: 3.1 Taking on board the following equipment: (a) basic hand tools (b) electrical tape (c) line (elastic or otherwise) of 4mm diameter or less (d) marking pens (e) tell tale material Sailing Instructions 2015 Balboa Yacht Club Team Race Invitational Page 6 of 11

7 (f) watch, timers and hand held compass (g) shackles and clevis pins 3.2 Using the contents of the bag/bucket to: (a) prevent fouling of lines, sails and sheets (b) attach tell tales (c) prevent sails being damaged or falling overboard (d) mark control settings (e) make minor repairs 3.3 Fixing a spinnaker sheet catcher at the bow, providing that it does not extend the length of the boat more than 100 mm and does not require any repair after removal. 3.4 Changing the number of mainsheet purchases. 3.5 It will be permissible to clean the bottom of the boats daily, with a provided sponge only. No wet sanding will be allowed. No underwater breathing apparatus may be used. 4. MANDATORY ITEMS and ACTIONS The following are mandatory: 4.1 The completion of a written damage report before leaving a boat and submitting it to the RC, even if no damage or loss is recorded. Reports shall include any evidence of matters which could cause damage or disadvantage to the boat in future matches. 4.2 At the end of each sailing day: (a) folding/rolling, bagging and placement of the sails as directed (b) leaving the boat in the same state of cleanliness as when first boarded that day. (c) ensuring that all gear and rigging are on their boat for the next days sailing. (d) ensuring that the bilges are free of standing water. 4.3 At the end of the final day for a particular boat, cleaning the boat (cabin and decks), removing all trash and removing all tape and marks. 4.4 Any request to alter, in any way, the equipment on a boat shall be in writing and worded to permit a yes/no answer. 4.5 Complying with any regulations, including speed restrictions and navigation marks, while leaving or returning to the berth or mooring. 4.7 A breach of items 4.2 and 4.3 will be considered as damage and the cost of rectification will be deducted from the damage deposit. 5. TOWING of the BOATS The following are mandatory: 5.1 When towing the boats, the following must be strictly adhered to: (a) The supplied 30 foot painter to be attached to the mid foredeck pad eye and led through the stem fitting pad eye. PAINTERS ARE NOT TO BE TIED TO THE MAST AT ANY TIME! (b) If the boats tie off to a drag line, each boat must use a different loop. (c) If multiple boats must attach to each other, only two (2) boats may be tied to each other; the first boat from the foredeck fitting to the tow boat, the second boat may be tied to either one of the fittings for the aft spinnaker blocks. 9 SI ADDENDUM C PENALTIES FOR DAMAGE RESULTING FROM CONTACT BETWEEN BOATS 1. GENERAL Appendix D2.3, D3.1 and SI 1.7 permits the umpires or protest committee to decide the penalty when a boat breaks RRS 14. This document explains how damage will be assessed and gives general guidance on the appropriate penalty. When the protest committee has good reason to do so, it may apply a different penalty. 2. DAMAGE Damage will be divided into 3 levels: Level Extent Effect Does not significantly affect the value, general appearance or normal operation of the boat. Level A Minor Damage Boat may race without repair although some minor surface work may be required after the event. Repairs should not normally require more than 1 hour of work. Level B Damage Affects the value and/or general appearance of the boat. The damage does not affect the normal operation of the boat in that race but may need some (temporary) work before racing again. Requires more than 1 hour of work but should not normally require more than 3 hours of work. Level C Major Damage The normal operation of the boat is compromised and its structural integrity may be impaired. The boat will need some repair work before racing again. Requires more than 3 hours of work. 3. POINT PENALTIES Point Penalties to be applied without a hearing (this amends Appendix C8.6); Level Round Robin Knock Outs A None None B One half of a race win Three quarters of a race win C One race win One race win When both boats break RRS 14, they should both receive a points penalty. If a competitor requests a hearing after a points penalty has been imposed, the protest committee may decide (in the hearing) to give a greater penalty. 4. DEDUCTIONS FROM DAMAGE DEPOSITS The assessment of damage level is only for the purpose of race win penalties, and is not linked to any deductions from the competitor s damage deposits. Monetary deductions are assessed separately after closer inspection by the OA boat person, and all damage costs are deducted from damage deposits irrespective of any penalty (or none) imposed under this system. NOTES TO UMPIRES Explanation of the Damage Procedure: There are a number of things we are trying to achieve with points penalties for damage: Minimize damage to keep costs down and to avoid delays while boats are repaired. Ensure that penalties fit the breach. Ensure there is no advantage to well financed teams Avoid delays with hearings. This becomes increasingly important at the later stages when there is a greater number of spectators and sponsors. Provide consistent penalties for damage. Application: As soon as possible after contact the umpires will inform the race committee by radio giving details of the contact. The race committee will log the report and contact the person responsible for the boats. The responsible person will inspect the boats as soon as possible after finishing and make a report to the umpires. Based on the information available at that time the umpires will decide whether the damage should be classified as level A, B or C. When level A is assessed there will be no further action by the umpires. When level B or C is assessed a penalty in accordance with the table above will be imposed on any boat judged to have broken RRS 14. The umpires will inform the boat(s). When level C is assessed the umpires may also initiate a hearing. Hearings when point penalties are imposed under this procedure: In order to minimize the number hearings, all point penalty deductions will be imposed by the umpires without a hearing. Should a competitor request a hearing he should be advised that the protest committee may impose a greater penalty. Penalties in a Round Robin Series: All penalties are deducted from the skipper s total round robin score. This means that a skipper is penalized for causing level B or C damage even when he loses the relevant match. Half point penalties often only have the effect of breaking scores that would otherwise be tied. Penalties in a Knock Out Series In a knock out series half point penalties are not ideal. Having one half point penalty has a similar effect as two half point penalties because the boat only has to win one race to make up for the half point or two half point penalties. Therefore a three quarter point penalty is given for level B damage. A full point penalty is given for level C damage. All penalties are deducted from the total score for the stage in which the damage happened. If the penalties create the need for additional races and there is time available, such races will be sailed. However, if the additional races will put the program at risk, the stage may be terminated and any ties resolved using the tie break system provided in Appendix D.
