2 Goolwa Regatta Yacht Club, as directed by the South Australian Team Racing Committee and Australian Sailing, as the Organising Authority will conduct the 2018 South Australian Secondary Schools Team Sailing Championship at Goolwa Regatta Yacht Club, Barrage Road, Goolwa, South Australia 1. Rules The championship will be governed by, a. The rules as defined in the Racing Rules of Sailing b. The prescriptions and special regulations of Australian Sailing Part Two c. The Team Racing Rules [Appendix D of RRS] except as altered by Sailing Instructions. d. The Team Racing Rules in RRS Appendix L, Addendum B - Boats Provided by the Organising Authority e. Australian Sailing Code of Conduct f. Rules for Boat Handling [SI Attachment A] g. The Sailing Instructions h. The Notice of Race. Where there is conflict, the Sailing Instructions shall prevail over the Notice of Race. i. All races shall be umpired as per RRS Appendix D2 j. Advertising shall be in accordance with World Sailing Regulation 20. k. The Organising Authority have approval of a National Jury, and the denial of Right Of Appeal in accordance with rule Changes to Rules a. To comply with D2.2 of the RRS, a boat may protest another boat by clearly displaying a red flag on a side-stay, raised at least 50cm above the deck. A red flag at the bottom of the side-stay will be regarded as inactive. Once a penalty has been taken or the umpires have made a decision the flag shall be returned to its inactive position. b. A boat suffering a break down shall display a green or yellow flag on a side-stay, at least 50cm above the deck. This changes Appendix D5 of the RRS. c. RRS D1.1(d) is deleted. d. When flag AP is displayed ashore, 1 minute is replaced with not less than 15 minutes. e. RRS D2.4 is changed to include black flag or black and white flag. Sailing Instructions SASSTR 2018 Page 2

3 3. Eligibility The championship will be open to teams, who comply with the following criterion: a. All team members shall be bona fide students from one South Australian school. (School Team) (A or B applies) b. All team members shall be bona fide students from two South Australian school. (Composite Team) (A or B applies) c. The Organising Authority may issue an invitation to interstate teams. However should they attend, they will not be eligible to win any prizes, nor be eligible to compete in the final series. d. All team members shall be a minimum 12 years of age and less than 19 years of age on 31st December 2018 e. A team shall consist of six to eight members. f. Team members are interchangeable providing all requirements are met. g. Team members shall be nominated in writing no later than registration. h. All Team members shall hold a current valid Australian Sailing Number i. To be eligible for the overall state champion, all team members shall be from one South Australian School j. Helm/crew combinations shall be a minimum of 110kg (a maximum of 15kg of corrector weights may be carried if required) 4. Weight a) Helm/crew combinations shall be a minimum of 110kg including up to 15kg of corrector weight. b) Teams are responsible for providing corrector weights [using water only in sealed containers] which shall be secured at the base of the mast whilst racing. c) Competitors shall be weighed in shorts and t-shirt at registration. d) Competitors and their correctors may be randomly weighed at the discretion of Race Management to ensure minimum weight is maintained. 5. Advertising Advertising Category C shall apply in accordance with World Sailing Regulation Notices to Competitors Notices to competitors will be posted on the Official Notice Board located in the window adjacent the main entrance of the Goolwa Regatta Yacht Club 7. Changes to the Sailing Instructions Any changes to the sailing instructions will be posted on the Official Notice Board not less than fifteen (15) minutes before the first race to which it applies. 4 8. Signals Made Ashore Signals made ashore will be displayed from the official club flagpole. 9. Championship Format a. The championship will be sailed as 3 boat Vs 3 boat teams. b. Following a breakdown, races may be completed in 2 boat vs 2 boat format until repairs are completed. Boats selected shall be at the discretion of the race officer. c. The championship will be sailed as an open event using a common Swiss League. See SI Scoring Attachment 1. Teams will be initially allocated to the Swiss League through random draw conducted by the Organising Authority. Teams will not be matched if they have met within, Day One (4), Day Two (3), Day Three (2) rounds of the round being scheduled. d. No round of Swiss League will commence after 12pm on the final day or earlier at the discretion of Race Committee. e. At the conclusion of the common Swiss League the top four school teams and top two all-female teams will proceed to the Semi Final and Final Series. The OA will decide which fleet(s) of boats shall be used. Semi Final Series Flight 1 The team who finished 3rd (with boat choice) will sail against the team who finished 4th with the first team to score two race wins progressing to Flight 3. The loser of this Flight will be eliminated, and placed 4th in the overall placings. Flight 2 The team who finished 1st (with boat choice) will sail against the team who finished 2nd with the first team to score two race wins progressing to the Final. The loser of this Flight will progress to Flight 3. Please note: Races in Flights 1 and 2 will be interleaved with each other. There will be no boat changes during a flight unless there is damage. Flight 3 The winner of Flight 1 will sail against the loser of Flight 2 (with boat choice) with the first team to score two race wins progressing to the Final The loser of this Flight will be eliminated, and placed 3rd in the overall placings. Final Series All Female Final Using placing s from the common swiss league, the top placed all female team (with boat choice) will sail against the second highest placed all female team, with the first team to score two race wins being declared the winner of the all-female championship. 5 Open Final The winner of Flight 2 (with boat choice) will sail against the winner of Flight 3 with the first team to score three race wins being declared the winner of the championship. Should it not be possible to complete Flight 1 the first three places in the competition will be determined by the results of the common swiss league. If Flight 2 is not completed, the first three places in the competition will be determined by the respective placing s in the common swiss league of the three teams not eliminated after Flight 1. If Flight 3 is not completed, the competition winner will be the winner of Flight 2. The loser of Flight 2 will be placed 2nd and the winner of Flight 1 will be placed 3rd. If the Semi Final Series has been completed, but it is not possible to complete the Final Series, the competition winner will be the winner of Flight 2. The winner of Flight 3 will be placed 2nd and the loser of Flight 3 will be placed 3rd. f. During the finals series the Race Committee may display flags from the finish boat to signify which team has won the flight. Failure to do so shall not be grounds for redress. A White flag with a Black Circle - The ODD number fleet has won the flight. A Black flag with a White Circle The EVEN number fleet has won the flight. 10. Schedule of Events Wednesday 18/04/ to 1730 Practice 1400 to 1700 Registration and weigh in at Goolwa Regatta Yacht Club 1800 Welcome Dinner at Goolwa Regatta Yacht Club 1900 Welcome, Team Introductions & Competitor Briefing at Goolwa Regatta Yacht Club Thursday 19/04/18 Race Day Warning Signal for first race Umpire Debrief at Goolwa Regatta Yacht Club 2. 6 3. Saturday 21/04/18 Race Day Warning Signal for first race No New Round will start after 1200 No Warning Signal after Dinner and Presentation at South Lakes Golf Club a. Racing will commence from 0900 and will continue until approximately 1630 each day subject to conditions and at the sole discretion of the Race Officer in consultation with the Organising Authority. b. The Race Program showing schedule of races, results, team roster and boat allocations will be displayed online. c. It is the sole responsibility of each team to report to the beach marshal and be available on the beach ready for changeover prior to their scheduled race. The Race Committee may display the number of the next race to enter changeover, failure to do so shall not be grounds for redress. Teams not available at the time of changeover shall be scored a loss for that race without a hearing. This changes RRS Teams who sail in the incorrect boats shall have no grounds for redress. 11. Boats a. Teams will be allocated Pacers for the duration of the event in accordance with a roster supplied by the race committee and posted on the official notice board. Teams are responsible for rigging prior to racing, cleaning and unrigging boats at the conclusion of each day/s sailing and for the loading/storage of boats at the end of the competition. b. Pacer type dinghies will be supplied by the Organising Authority in accordance with Appendix L, Addendum B of the RRS. c. Boats and equipment may only be changed in accordance with Rules for Boat Handling [SI Attachment A] d. The total cost of damage to any boat or equipment may be charged to the team deemed responsible where the damage is considered the result of intentional or negligent action by a competitor[s] or occurs during a practice session. e. Charges for all other damage will be equally allocated across all teams. Australian Sailing & Goolwa Regatta Yacht Club reserve the right to invoice schools equally for damage as required. By entering this event schools and teams agree to be bound by this requirement. Sailing Instructions SASSTR 2018 Page 6

7 12. Course The course will be an S 13. Marks Marks 1 and 2 will be Yellow. Marks 3 and 4 will be Pink. The start mark will be Orange. The finish mark will be Blue. 14. Start/Finish Line a. Start Line The Start Line will be between the start mark and an orange flag on the start boat. b. Finish Line The Finish Line will be between the finish mark and a blue flag on the finish boat. 8 15. Starting Procedure a. The starting procedure shall be as below. This changes Rule 26. In the event that the start system is not operational the race committee will revert to a three minute sequence with one sound at each minute. b. Rule 29.1 is changed to read, Flag X will be promptly displayed from the RC boat with one sound and the sail number[s] of infringing boat[s] hailed. Sail number[s] may also be displayed. This changes rules 29.1 and 62.1[a] so that failure of a boat to see or hear her number shall not be grounds for redress. c. A boat that starts later than one [1] minute after her starting signal shall be considered DNS and scored as per D.3.1[a]. (This does not apply to a boat signalled as OCS and returning to start nor to a boat issued a penalty by an umpire in the process of starting) d. Should a start sequence need to be postponed, the Committee Vessel will display the Answering Pennant with two sound signals. The start sequence will then recommence as soon as practical, one minute after dropping the Answering Pennant e. Should a race need to be abandoned the Committee Vessel will display Code Flag N with three sound signals. The start sequence will then recommence as soon as practical one minute after dropping Code Flag N f. The Race Committee may display the race number from the start boat for the information of competitors. Failure to do so shall not be grounds for redress. Sailing Instructions SASSTR 2018 Page 8

9 16. Warning Signals a. The warning signal for the BSYC fleet shall be Green b. The warning signal for the Victor Harbor fleet shall be Pink c. The warning signal for the St Peters fleet shall be White d. The warning signal for the Ocean View Fleet shall be Purple 17. Time Limits a. Any boat finishing more than five [5] minutes after the first boat will be considered DNF and scored points as per D3.1[a]. This changes rule 35. b. Where the first boat does not reach the first mark in five [5] minutes the RO may abandon the race. c. No race will be shortened. 18. Protests a. Boats intending to protest or seek redress other than under rule D2.2 shall notify the RO or the Umpires of their intent immediately on completion of that race, giving the boat number(s) being protested or the form of redress being sought and by lodging with the Beach Marshal a written request within 30 minutes of the incident. b. Applications for redress which relate to scoring shall be lodged within ten [10] minutes of the posting of the results of that race. c. Boats intending to protest or seek redress under Sailing Instruction 18, shall notify the RO or Umpires of their intent immediately on completion of that race, giving a full description of the alleged infringement and the type of redress sought. d. Penalties for infringement of items with Attachment 1 shall be at the discretion of the protest committee or Umpires. e. For any protest or request for redress hearing outcome that changes a result of a race, that will not change the make-up of any future draw that has already been published. f. The Organising Authority have approval of a National Jury, and the denial of Right Of Appeal in accordance with rule 70.5 Sailing Instructions SASSTR 2018 Page 9

10 19. Communication & Support Personnel a. Team managers, coaches, team members and supporters shall not communicate in any way with competitors from the preparatory signal until all boats have finished or the Race Officer signals a postponement, general recall or abandonment. b. A competitor shall neither make radio transmissions while racing nor receive radio communications. This restriction also applies to mobile phones. 20. Scoring the Series a. Appendix D3 [scoring a race] and D4 [scoring a series] shall apply unless altered by these sailing instructions or SI scoring attachment 1. b. Ties shall be broken in accordance with Appendix D4 except where changed by SI scoring attachment 1. c. Where a complete round of races cannot be completed no results will be scored. d. At the conclusion of the swiss league a final series shall be sailed as detailed in SI 9 e. Where a race or match has been won by a team the umpires may then award places to boats still racing in the order they are situated and stop the race at that point. 21. Organising Authority a. The Organising Authority / Race Committee shall comprise Regatta Director or Delegate Principal Race Officer Chief Umpire or delegate Chair, South Australian Schools Team Sailing Committee or delegate South East Regional Delegates x 2 b. The Regatta Director or delegate shall be responsible for all official communication and enquires that mangers/coaches may have during the championships. Sailing Instructions SASSTR 2018 Page 10

11 22. Prizes a. Perpetual trophies may be awarded as follows -The first place team shall be awarded the South Australian Secondary Schools Team Sailing Championship perpetual trophy -The first place composite team shall be awarded the Division B (Porteous Family) Trophy. -The first place all female team shall be awarded division C trophy -The Chairmans Trophy shall be awarded to a team chosen by the umpires b. Individual medallions for competitors will be awarded as follows, 1st & 2nd placed teams overall - (Medallions) 1 st All Female Team 1 st Composite Team Chairmans Award c. Certificates of participation will be presented to all other competitors 23. Other Requirements a. All sailors are advised to wear appropriate footwear at all times, particularly on the beach below the high water mark and in the car park areas. b. As detailed in SI 11 teams will be allocated boats via a roster for rigging and derigging etc. c. Teams may be required to supply volunteer staff to assist in the running of the event. This will be communicated via a roster at registration. d. Penalties for breaches of SI 23 shall be at the sole discretion of the protest committee. 24. Liability a. All those taking part in the Championship do so at their own risk and responsibility [see rule 4, Decision to Race]. The Organising Authority, Australian Sailing, South Australian Team Racing Committee, South East Region, Goolwa Regatta Yacht Club and their officers disclaim any and every responsibility for loss, damage, injury or any inconvenience that might occur to persons and things both ashore and at sea as a consequence of participation in any way in it. 12 ATTACHMENT A - RULES FOR BOAT HANDLING A. General a. While all reasonable steps are taken to equalise boats, variations will not be grounds for redress (amends rule 62). b. Competitors shall inspect assigned boats before each race for possible breakdown and missing equipment. Discrepancies shall be reported to the Beach Manager. c. Competitors shall report any damage or loss of equipment however slight as soon as possible the Beach Manager. d. Competitors must comply with any request from the Beach Managers regarding the berthing or hauling out of boats. B. Handover of boats a. Handover of boats between races shall be completed without delay. b. After finishing competitors shall sail directly to the changeover area, without interfering with any races in progress. c. Competitors must leave the boat in the same state of repair and cleanliness as when first boarded and as empty of water as is possible. C. Prohibited Items & Actions a. Except in an emergency or in order to prevent damage or injury, or when directed by an race official or umpire, the following are prohibited: Perforating sails Cleaning or washing hulls, or foils with anything other than water. Adjusting or altering standing rigging, halyards and main sail batten tension. Removing purchases on the mainsheet. Marking of the hull or equipment other than by removable adhesive tape. The use of equipment or fittings for the purpose other than that intended. Intentional damage/tampering with boats Any additions to or alterations of equipment supplied. D. Permitted Items & Actions a. All equipment provided with the boat shall be carried while afloat. b. It is permissible to take on board, Sunscreen Drinking Water Bailing bucket & sponge Yarn or thread Easily removable adhesive tape Line [elastic or otherwise of 3mm diameter or less] that may be used for making minor repairs and preventing further damage Sailing Instructions SASSTR 2018 Page 12

13 Tell-tails may be attached to sails with sail tape and shall then not be removed. Wind indicators [yarn, thread, audio-tape or similar material] may be tied or taped to the side stays and shall then not be removed. c. All fittings or equipment designated to be adjusted may be adjusted except those items listed in Item C. d. Any fitting may be taped with electrical tape or similar to prevent injury, but this shall not prevent the normal action or use of that fitting. E. Mandatory Items And Actions Competitors must supply their own bailing bucket of at least 1 litre. Sailing Instructions SASSTR 2018 Page 13

14 Computer-generated Swiss League Scoring Attachment 1 1. The round robin will be a computer-generated Swiss League. 2. A draw as described in SI 9.c will determine the first round. 3. The second round will be, using the order of the original draw, the first winner against the second winner and so on except the first loser will sail the last loser or the last winner. 4. Rounds will then be scheduled at the conclusion of a round for the next round but one by ordering the teams, using the tie-breakers below, and then matching them, as far as possible, in order of their places (the first team will sail the second team and so on) except that teams will not be matched if they have met within two rounds of the round being scheduled. 5. If the final round cannot be completed its results will be ignored. 6. Races that cannot be sailed in order or for which results are not entered or complete will be ignored for scheduling purposes. Subsequently corrected or altered results will not affect a published schedule. 7. Resails will be sailed at the end of the next available round. Race committee decisions on resails will be final, changing rule 60.1 (b) (redress). Tie-breakers Rule D4.3 is deleted and replaced with Ties will be broken, in order of precedence, in favour of the team(s) that has: 1. if the tie is between two teams only, won the last race between them. 2. sailed more races against teams that have a higher place. 3. sailed fewer races against teams that have a lower place. 4. the lowest sum of the places of the teams the tied teams have beaten. 5. the lowest sum of the places of the teams to which the tied teams have lost. 6. beaten the highest-placed team the tied teams have individually beaten. 7. not been beaten by the lowest-placed team to which the tied teams have individually lost. Step 1 will be applied whenever a step leaves a tie between two teams. Steps 2 to 7 will be repeated until no more ties can be broken when remaining ties will be broken: 8. by the draw for the first round; ties in odd-numbered rounds will use the draw, ties in even-numbered rounds will use the draw inverted.
