4 2008 Jubilee Kids First Race A fun race open to all participants in the JYC Thursday Night Series, JYC members and friends of JYC. When: Sunday, August 10, 2008 Entry Fee: It s free! Skippers Meeting: No meeting First Gun: 1100 hours Starting line: Vicinity of Curtis Point G13. Just show up before the first gun. Handicaps: 2008 MBSA Cruising Handicaps will be used Classes: Will be determined by the RC before first gun depending on number of entries and announced over ch. 72. Rules: As per RRS and 2008 Mass Bay Sailing Yearbook except as modified here. No spinnakers. Multiple crew permitted but only 1 parent and 1 child (age 18 or under) may sail the boat at any given moment. Radio & Safety: The RC will monitors ch. 72. You should too! Protests: What? 5 Jubilee Yacht Club 2008 Sailing Instructions 1. Rules 1.1. The JYC Thursday Night Series will be governed by the 'rules' as defined in the Racing Rules of Sailing The appropriate sections of the current Mass Bay Sailing Association (MBSA) Yearbook except as modified herein, and these Sailing Instructions will apply. 2. Notice(s) to Competitors 2.1. Notices to competitors will be posted on the official notice board located in the lower hallway of the JYC. 3. Entries 3.1. Eligible boats may be entered in the entire Thursday Night Series, the Spring or Summer series separately, or for any individual Thursday Night race by completing registration with the JYC RC. The entry fee, payable to the JYC Regatta Committee, must accompany the Entry Form. No refunds will be made if an entry is withdrawn after the start of a series or individual race. The JYC RC, at its discretion, may charge an additional fee for late entries Ratings to be used shall be Performance Handicap Racing Fleet (PHRF-NE) Each boat entering shall provide the JYC RC with a valid copy of the appropriate rating certificate. Boats not in compliance with this instruction will not have their race(s) scored Single race entries will not be scored for series standings 4. Changes to Sailing Instructions 4.1. Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect. 5. Signals Made Ashore 5.1. Signals made ashore will be displayed from the JYC yardarm Skippers may call the JYC after 5PM on race day at (978) to inquire (if) signals have been made ashore When flag AP is displayed ashore, 1 minute is replaced with not less than 25 minutes in race signal AP 6. Schedule of Races 6.1. The Thursday Night Series will consist of two separately scored series of races The Spring Series will consist of ten races commencing on Thursday, May 15, 2008 and conclude after the tenth race on Thursday, July 17, 2008 Jubilee Yacht Club 2008 Sailing Instructions Page 5
6 The Summer Series will commence with the first race on Thursday, July 24, 2008 and conclude after the tenth race on Thursday, September 25, The scheduled time of the warning signal for the first race each day is Classes and Class Flags 7.1. Each boat shall display, from her backstay or a stern staff, the class flag for the class in which she is competing prior to her warning signal until she finishes Each boat that intends to fly a spinnaker shall display, from her backstay or a stern staff, the 'S' flag prior to her warning signal until she finishes Boats intending to fly a spinnaker must declare so for an entire series (Spring or Summer) and will be scored using their PHRF-NE 'racing' rating, whether or not a spinnaker is used within a particular race Boats not intending to fly spinnakers, do not display the S flag and will be scored using their PHRF-NE 'cruising' rating The classes (i.e. fleet breaks) for the Thursday Night series will be announced at the Skippers' meeting in May and will be determined by the number and ratings of boats signing up. The classes will remain in place for both the Spring and Summer Series. The classes will be approximately as follows: Fleet Rating Flag J105 J105 Class TBA A Below 110 A (Alpha) B 110 through 149 B (Bravo) J J24 Class J (Juliet) C 150 through 184 C (Charlie) D 185 and over D (Delta) 7.4. Any boat may elect to move up one race fleet above that determined by the rating splits (e.g., from C to B). This election must be declared for the series. The boat will be scored in the fleet in which it starts. There will be no further handicap adjustment for taking this option. This option shall not be available to boats racing in one design fleets. 8. Racing Area 8.1. The location of the racing area will be, more or less, the area known as Salem Sound and represented approximately, by the area shown in appendix A. Page Sailing Instructions Jubilee Yacht Club
7 9. Courses 9.1. Courses will be determined using one of the following methods: 10. Marks Variable Course - The course(s) will be signaled and marks will be rounded in accordance with MBSA General Sailing Instruction 11. A variable course will be signaled by letters or numbers displayed by the committee boat, either in a rack or by code flags. Marks shall be rounded in the order displayed, reading from top to bottom Variable course mark listing includes provision for the use of portable marks. When a portable mark is used, distance and bearing to the mark will be displayed from the committee boat A red placard displayed in the rack of the committee boat signals that all marks are to be rounded to port MBSA Standard Courses as provided by rule 11.C.ii Competitors are hereby reminded of the MBSA General Sailing Instructions foul ground restrictions with respect to Coney Ledge Can 5 and the area surrounding Baker s Island For Variable Courses, marks will be as listed in appendix A. 11. The Start Races will be started using RRS The starting line will be between a yellow or orange flag displayed on the race committee boat and a nearby mark Starts will usually be in the vicinity of Curtis Point; however, the committee boat may elect to start from any one of the marks listed in Appendix B The starting order of the classes is J105, A, B, J, C, D. 12. Recalls The Race Committee will attempt to hail premature starters in all fleets on VHF channel 72. The failure to hail premature starters, the hail of some, but not all premature starters, or the untimely hail of premature starters shall not be grounds for redress (changes RRS 62.1(a)). 13. The Finish The finishing line will be between a yellow or orange flag displayed on the race committee boat and a nearby mark of the course When approaching the finishing line, each boat shall hail the committee boat and identify herself Each boat is responsible for taking her own time and if possible, the name and sail numbers of the boats immediately ahead and astern. This information shall be provided to the race committee upon request. Jubilee Yacht Club 2008 Sailing Instructions Page 7
8 14. Retiring If a boat retires for any reason, from any race, she must call the race committee on channel 72, or otherwise inform the race committee of their intention to retire as soon as practicable. Boats failing to inform the race committee of their retirement will be scored as DNS. 15. Penalties The Scoring Penalty, RRS 44.3 will apply The 720 Rule, RRS 44.2 applies to the J105 and J24 Fleets for protests within those fleets only. For infractions between the J105 or J24 fleets and any other fleet, RRS 44.3 will apply, as in The first place boat in each fleet will have ten (10) points subtracted from their PHRF- NE handicap for the race on the next calendar week. This penalty will not be carried between the Spring and Summer series. This penalty does not apply to the J105 or J24 fleets. 16. Time Limits The time in which the first boat in any class must finish in order to qualify the race as a valid race for that class, is two (2) hours after her starting signal All other boats in a class must finish within two (2) hours and thirty (30) minutes of her starting signal. Boats that do not finish within this time will be scored DNF. 17. Protests Protest forms must be filed with the RC no later than 30 minutes after the committee boat has docked Protests pending will be posted on the notice board in the lower hallway of the JYC Participants in the hearings must be available within 30 minutes of the expiration of the protest deadline All JYC protest hearings are open. Open hearings are subject to the following rules: 18. Scoring The hearing may be closed at the discretion of the protest committee or JYC Regatta Committee All observers must maintain absolute silence Witnesses who will be called by a party to the protest will not be allowed in the hearing room except when they are called to witness. Once a person enters the hearing as an observer, they are disqualified from serving as a witness. Skippers are to ensure that their witnesses are kept outside during the hearing The protest committee may elect to confer in private in making their findings. After their findings are complete, the hearing will be reopened for the final decision. Page Sailing Instructions Jubilee Yacht Club
9 18.1. Races will be scored using a Time-on-Distance method, in which the handicap is multiplied, by the distance of the race, resulting in a time adjustment to the finishing time. A valid PHRF-NE certificate will determine handicaps used during both series The results for either the Spring or Summer Series will be based on the highest point total for the best qualifying races for each series. Points are awarded using the Mass Bay Sailing Offshore Scoring System (Rinderle B Table) as applied to the final results of each race. To qualify, a yacht must sail in at least the minimum qualifiers according to the table below. DNF is scored as 5 points, and DSQ is scored as 0 points. The number of qualifiers are based on the number of races sailed by a given fleet for the series based on the following table: Races Sailed by Fleet Qualifiers Required No Series 1 No Series JYC Race Committee members whose boats do not race on the night the member has RC duty will receive a scoring adjustment at the end of each series. The race(s) will be scored as the average of that boat s completed races during that particular series. 19. Safety The committee boat will monitor VHF radio channel The JYC Race Committee limits its radio operations to closely follow the recommendations of US Sailing under the Racing Rules of Sailing. At times of busy activity (e.g. course selection, starts and finishes), the committee boat may be restricted in its ability to respond to VHF hails. Boats are requested to limit their calls to the committee boats during times of busy activity to emergency communications only. 20. Prizes Prizes for each race of a series will be as follows and are presented after each race: First place trophy for each class with 1, 2, or 3 boats First and Second place trophy for each class with 4 boats First, Second, and Third place trophies for each class with 5 or more boats Trophies for the Spring Series and the Summer Series overall winners are presented annually at the JYC Awards banquet. 10 21. Disclaimer of Liability Competitors participate in the races and the series entirely at their own risk. See rule 4, Decision to Race. The JYC Regatta Committee, and the JYC, will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.
