18 Search and Rescue New Rescue Fleet 1 Multipurpose salvage vessel «BALTIKA», 7 MW P (Rescue tug, Icebreaker6) Multipurpose salvage vessel with a total capacity of 7.5 MW at the shafts is a combination of the icebreaker and the vessel for oil spill combating. Performance of icebreaking operations in port waters, as well as in non-freezing arctic seas. Providing icebreaker assistance for vessels in level ice with thickness up to 60 cm, with the creation of free navigation channel of a width not less than 50 m in the mode of movement at an angle to the center plane. Emergency towage of vessels and objects to the place of refuge, as well as marine towage of vessels, floating objects and structures in ice and clean water. Oil Spill Response (OSR), extinguishing burning oil on water surface, including with a flashpoint above 60 C. Extinguishing external fires in accordance with the symbol of firefighting vessel and environmental monitoring ECO. Patrolling, rescue duty in the areas of shipping, fisheries, offshore oil and gas fields. Providing technical support and assistance in areas dangerous for navigation and seafood production, servicing of terminal transport operations. Search and assistance to vessels in distress. Search, rescue, evacuation and accommodation of people, first aid. Refloating of damaged vessels, pumping out flooded compartments of these vessels. Assistance to vessels and rescue operations in ice and open water. Supply of ships, marine facilities, drilling rigs and oil platforms offshore. Ensuring takeoff and landing helicopter operations.

41 Navigational support Ice forecasts Long-term ice forecasts for the Arctic seas on the first half of navigation (June-August), 2016 The predictive bulletin includes general information about the expected ice conditions in the Russian Arctic seas in the first half of navigation (June-August) For an assessment of intensity of the expected development of ice conditions, the forecast is compared to mean annual values (the norm calculated from 1970 for 2010).

42 Long-term ice forecasts November 30 Navigational support Ice forecasts Specification of long-term forecast of terms of stable ice formation in the south-west part of Kara Sea in the autumn, 2016 At the beginning of October the forecast of conditions of freezing of a southwest part of the Kara Sea in the fall of 2016 has been made. The real specification corrects this forecast and considers results of monitoring of the environment till third decade of November. Temperature conditions in the Kara Sea in the fall of 2016 (till November inclusive) develop by very warm option; steady and long temperature anomalies are observed. According to the long-term meteorological forecast of AARI, in November- December preservation of earlier developed natural tendencies and air temperature above norm is expected. As of the end of November young autumn ices are observed on the periphery of a northeast part of the Kara Sea, to Ob- Yeniseisk the region of a southwest part of the Kara Sea, and also in shallow water of Baidarata Bay. In the forecast from the beginning of October moderately late option of freezing was expected (after norm approximately for 1 decade). However extremely warm October and November forces to introduce amendments in earlier made forecast. As a result, in the real specification very late option of freezing of a southwest part of the Kara Sea is expected; terms of a steady forming of ice for about 3-4 decades after norm are predicted. It is expected that the most part in the southwest of the sea will freeze within December; the termination a forming of ice is expected at the end of December near Novozemelsky passages. It is predicted that freezing of the current year will take place approximately as well as previous 2015, with some lateness. The present ice forecast means terms of a steady forming of ice and doesn't consider a possibility of formation of daily ice which can appear approximately for several days before terms of a steady forming of ice. The forecast of situation is steady ledoobrazovaniye in a southwest part of the Kara Sea in the fall of 2016 is shown below on the scheme. Specification of the forecast is made on November 30.
