3 Regulations for Transport of Flammables in Singapore The Fire Safety Act (FSA) regulates the transportation of petroleum and flammable materials. 1. Transportation vehicle used must be certified. 2. Transportation Emergency Response Plan must be approved. 3. Drivers of road vehicles transporting any class of petroleum and flammable materials to hold a Hazardous Material Transportation Driver Permit (HTDP). 4. Transportation of petroleum and flammable materials is to be carried out within approved hours and along approved routes. S/N Type of Hazmat Approved hours 1 General P&FM hrs Exemption for Transport License 1. Petroleum a. Less than 130kg (gross weight) in not more than 2 cylinders b. Less than 20 litres of Class I petroleum; or c. Less than 200 litres of Class II and Class III petroleum. 2. Flammable Materials a. Less than 130 kg (gross weight) in not more than 2 cylinders of flammable gases; b. Less than 20 litres of flammable liquids; or c. Less than 10 kg of flammable solids. 2 P&FM in tube trailers hrs 3 P&FM transportation in Jurong Island, Tuas industrial estate and Jurong Industrial estate No restriction 3

6 Regulations for Transport of Flammables in Singapore The vehicles used to transport flammables (total net quantity 3 metric tonnesor more) needs to be installed with: - Tracking device - Immobilizers - Orange colored licence plate. Astrata Certificate for Annual Inspection 6
7 Regulations for Transport of Flammables in Singapore Acknowledgement letter for the Transport Emergency Response Plan (TERP) Drivers will need to attend the Hazardous Materials Transport Driver Course and possess a copy of the Hazardous Materials Transport Driver Permit (HTDP) to drive. The Standard Transportation Emergency Response Plan Format can be downloaded from the SCDF website at: mplates%20for%20for%20package%20terp_0.d oc The permit is valid for 2 years and the drivers have to take the re-certification test to renew the HTDP. 7
8 Regulations for Transport of Flammables in Singapore Petroleum and Flammable Materials Transportation Licence PENALTY Anyone engaged in petroleum storage, dispensing or transportation without license may face a maximum fine of $10,000/= and/or imprisonment of six months 8
9 Regulations for Transport of Flammables in Singapore Classification Of Dangerous Goods Class 2: Flammable Gases Gases which at 20 o C and a standard pressure of kpa; 1. Are ignitable when mixture of 13% or less by volume with air; or 2. Have a flammable range with air of at least 12 percentage points regardless of the lower flammable limit. Flammability shall be determined by tests or calculation in accordance with methods adopted by ISO. Where insufficient data are available to use these methods, tests by a comparable method recognized by a national competent authority may be used. 9
10 Regulations for Transport of Flammables in Singapore Classification Of Dangerous Goods Class 3: Flammable Liquids Flammable liquids are liquids or mixtures of liquid, or liquids containing solids in solution or suspension which gives off a flammable vapourat or below 60 o C closed cup test, normally referred to as flashpoint. Liquid Desensitized explosives are explosive substances, which are dissolved or suspended in water or other liquid substances, to form a homogenous liquid mixture to suppress their explosive properties. Flashpoint of a flammable liquid is the lowest temperature of the liquid at which its vapourforms an ignitable mixture in air. 10

Cylinders toppling over or moving around on the vehicle introduces two hazards: i) The cylinder handwheel valves can knock against something which opens the valve. This allow the gas to escape and can result in a fire or an explosion. ii) If the driver brakes hard for any reason, the cylinders can be propelled forward and cause severe damage or injury. 13
14 Safe Transport Of Flammable Gas Cylinders Secure it. Cylinders toppling over or moving around on the vehicle introduces two hazards: i) The cylinder handwheel valves can knock against something which opens the valve. This allow the gas to escape and can result in a fire or an explosion. ii) If the driver brakes hard for any reason, the cylinders can be propelled forward and cause severe damage or injury. Cylinder Delivery Pallets (CDP) can be used to safely restrain the cylinders during transportation. Some points to note about using CDPs. 1. CDPs protectthe cylinders from external damage. 2. Do not attempt to overpack the CDP. 3. Always secure the retainer bar and the ratchet belt. 14
15 Safe Transport Of Flammable Gas Cylinders Secure it. 1. Use suitable restraints that is in goodworking condition. 2. DO NOTuse the following materials as a restraint: a. Elastic straps b. Rope c. Duct tape 3. NEVERtransport flammable gas cylinders horizontally. 4. Flat beds or trucks without side boards should not be used to transport flammable gas cylinders. 15
16 Safe Transport Of Flammable Gas Cylinders Ventilate it. Ventilationis the KEYto reducing the risk of fire or explosion in the transportation of flammable gas cylinders. In an unventilated vehicle, should there be a leak, the flammable gas can build up in the vehicle, no matter how small the leak is. A firemight break out or worse, an explosion. The risks escalatesover prolonged storage periods. For instance, mobile workers once they have finished their day s work sometimes leave the cylinders in their unventilated vehicles overnight. This gives gas leaks a chance to build up over time. 16

18 Safe Transport Of Flammable Gas Cylinders Respect it. - Transport the cylinders in the correct type of vehicle, one which isdedicatedto the safe transport of the flammable gas cylinders - Know the characteristics of the flammable gas that is in the cylinder. - Handle all flammable gas cylinders with careand caution. - Understand that other than fire risks, other risks exist (pressure, mechanical, etc) - Always close the cylinder valve prior to transportation of the cylinder. DO NOTuse a regulator attached to the cylinder to isolate the cylinder. - Use a cylinder valve guard where possible. - Be aware of the location of emergency equipment. - No smoking during transportation. 18
19 Safe Transport Of Flammable Gas Cylinders In the event that there is a leak on a flammable gas cylinder during transportation, - If possible and safe, try to move the vehicle to an isolated location - Minimise potential ignition sources - Ventilate your vehicle, open all doors - Do not try to enter vehicle or turn on ignition - If safe, try to close any valves that may be open. - Try to keep members of the public away. - Call emergency service, provide exact location of the vehicle, the number of cylinders and the type of flammable gas involved. 19

21 Safe Transport Of Flammable Gas Cylinders 1. Ensure that the vehicles are approved for transport of flammables. 2. Restrain the cylinders with proper equipment on the vehicle. 3. Ensure that the cylinders are transported in a well-ventilated vehicle and upright. 4. Know the flammable gases that is being transported. 5. Regulators or any other attachments are removed from the cylinders prior to transport. 6. Cylinders valves are closed prior to transport. 7. No smoking or naked flames during transportation. 8. Use cylinder valve guard where possible. 9. DO NOT leave the cylinders in an unventilated vehicle. 10.Ensure that the driver s are competent and has a valid HTDP. DriveSafely.ArriveSafely. 21
