2 WHAT IS IT AND WHY DO I NEED ONE EAP-Emergency Action Plan is a prepared plan for emergencies Why do I need one? Accidents happen

3 The purpose of the contingency plan is to prevent an emergency situation from becoming a catastrophic event! An EAP can help protect the health and welfare of employees and the community, minimize environmental damage. And protect you a$% from Liability.

4 OSHA 29 CFR Part States that the employer should assess the workplace to determine if hazards are present, or are likely to be present, which necessitate the use of PPE Workplace means not just the base for operations, but includes off-site locations. Not just pesticides but includes all hazards, i.e. electrical, trip hazards, etc.

5 Some emergencies require professional assistance (fire fighters, police, ambulance, environmental contractors) while many can be handled by properly trained employees.

7 An EAP is only as good as the information it conveys to employees and emergency responders. Its essential that every employee and emergency responders know your plan.

8 WHAT DOES AN EAP INCLUDE: Emergency phone numbers Persons/agencies that should be notified Maps (note any ditches, storm drains) Types of pesticides (Labels & MSDS) Inventories Locations of emergency supplies Action plan for an emergency such as fire or spill

13 Boundary County Weed Department Emergency Action Plan Boundary County Noxious Weed Department 6447 Kootenai St Bonners Ferry, ID This spill or fire plan is designed to handle the requirements for this department associated with hazardous substances. This plan will be updated if the hazardous substance inventory changes. SPILL PREVENTION: The following are general requirements for any hazardous substances stored or used by the weed department. Ensure all hazardous substances are properly stored and labeled. Store, dispense, and/or use hazardous substances in a way that prevents releases. Maintain good housekeeping practices for all chemical materials at storage facility Routine daily checks in the hazardous substance storage area. SPILL CONTAINMENT: The general spill response procedure for this department is to stop the source of the spill, contain the spill, and clean up the spill in a timely manner to prevent accidental injury or other damage. Small spills will be contained by the site personnel if they are able to do so without risking injury. Spill kits are located outside the building storage facility and on board vehicles. MSDS and labels will be kept in vehicles at all times.

14 EMERGENCY PROCEDURES: Immediately call 911 in the event of injury, fire or potential fire, or spill of a hazardous substance that gives rise to an emergency situation. If a spill has occurred, contact the following persons immediately: Dave Wenk (primary) office work cell home personnel cell Mike Meier (secondary) Idaho DEQ In the event of a large spill, a properly trained employee should: Assess the area for any immediate dangers to health or safety(i.e. wrecked car on fire). If any dangers are present, move away from area and call 911. Notify the primary and/or secondary contact from list above and then continue with your spill response if personnel can safely do so. The primary contact should assess additional notification requirements (i.e. notify road and bridge, DEQ). Retrieve the spill kit from the closest location. Asses the size of leak and any immediate threats of the spill from reaching drains, ditches, water sources, or permeable surfaces. If there are immediate threats but no safety concerns, attempt to block the spill from coming in contact with drains, ditches, water sources, and permeable surfaces. Attempt to use absorbent and/or sock booms or rags to stop the spill from getting into drains, ditches, water sources, or any permeable surface.

15 If spill can be contained with absorbent booms, deploy them around the spill. Use booms to direct the spill away from immediate hazards(i.e. wrecked vehicle). If there is no immediate threat to drains, ditches, water sources, or after controlling the spill, try to plug or stop the leak, if possible. If applicable put on protective gear (PPE) and plug the leak. Once the spill has been contained and any immediate threat to drains, ditches, water sources has been minimized, clean area with clean up procedures. SPILL REPORTING: IF A HAZARDOUS SUBSTANCE SPILL EXCEEDS 25 GALLONS OR ANY AMOUNT HAS BEEN RELEASED TO SURFACE WATER OR DRAINS NOTIFY THE FOLLOWING AGENCIES: Idaho Bureau of Homeland Security DEQ FIRE AT STORAGE FACILITY: Closest fire hydrant is.2 miles on Swift Drive by Badger Building Supply. Electric shut off is behind storage facility on utility pole. No natural gas or propane at storage facility. Overhead power lines are in close proximity behind storage facility along county road. Chemtrec can be reached 24/7 for medical or product info at Poison Control Center MSDS and labels will be given to Northbench Fire Department. A Facility inspection will be conducted by fire department and Boundary County Emergency Management. Facility access, utility shut off, and fire hydrants are located on site map.

16 Control the spill: BOUNDARY COUNTY WEED DEPARTMENT SPILL RESPONSE Act quickly! The sooner the spill is controlled the less damage it can cause. Always use PPE. Spills smaller than 10 gallons can be placed in a larger container. Use spill kit tub to place containers that are leaking. If a spill is larger or dangerous, have someone or yourself get help. CALL 911. Do not leave the scene. Use contact list on EAP to notify appropriate agencies. Do not wash down the spill. Isolate the spill area. Keep people back at least 30 feet. Avoid contact with any drift or fumes. Do not use road flares. Safety cones should be used. Tarps can be used to make drip pan. ALWAYS USE APPROAPIATE PPE! Contain the spill or leak: At the same time the leak is being controlled, contain the spill in as small as space as possible, keep it from spreading. Use absorbents in spill kit. Use booms in spill kit to keep it from spreading. Be sure to keep spill from getting into any bodies of water, including storm drains, ditches, creeks, ponds. If spill enters bodies of water advise Boundary County Emergency Management ALWAYS WEAR PPE! Clean up the spill: Be sure to wear PPE.

17 If absorbent has not been placed on spill, it must now be spread over the spill area. Sweep up absorbent and place in plastic bags and place in drum. Keep adding absorbent until all liquid is adsorbed. Once spill has been cleaned up, activated charcoal may be necessary to neutralize the area. See instructions for applying activated charcoal. Contact Idaho DEQ to determine how to dispose of contaminated absorbent.

19 The plan covers both aspects; PREVENTION REACTION Make sure new employees know the plan and document. Review plan to make sure nothing has changed. If changes are made deliver updated plan to first responders and Emergency Management Director. Invite first responders to visit the site. Make sure employees know where written plan is located.
