2 PROGRAMME S PURPOSE Capacity building for flood response through establishment of national teams/multi-national CPMs for flood response - FRB LLs A. Develop and equip national teams & CPMs for FRB COM implementing Decision UCPM E. Exercise staff of CPMs B. Develop SOPs (teams/cpms) EU Guidelines on SOPs for CPMs D. Train staff od CPMs C. Develop BC/HNS protocols EU Guidelines on HNS

3 Concept of multinational CPMs Self-sufficient combination of at 4 national teams from Beneficiaries (staff & tech. means) Interoperability (in the context of international disaster assistance) Based on national teams (fully operational, autonomous for interventions on local and national level) Basis for development: - EU requirements - Lessons learned from recent flood emergencies in the region - Outcomes from other relevant initiatives (WASAR project, BaltFlood Combat multinational module, JERU project, etc.) 3

4 FRB - Organization Concept idea: In each country a team of up to 11 persons will be established with a structure, which is fully autonomous and operational, and can be used internally (locally or nationally). - Description of the team/module organization - Description of different positions/functions - Preparation of the minimum FRB module members prerequisites Must fulfill all requirements of their home organization / must possess all required certificates Identification of the teams - Existing emergency responder Functional English (team management) Sufficient knowledge of available techniques and tactics FRB Personnel Concept FRB team leader FRB chief of operations FRB logistics and boat technician experts FRB boat operators FRB rescuer
