Project Scope This project will rehabilitate railroad track at the rthwest Railway Museum in Snoqualmie- rth Bend. The rehabilitation scope of work will include the in-kind replacement of approximately 2,000 wood cross ties, placement of more than 2,000 tons of ballast (crushed rock), installation of perforated drainage pipe, replacement of two railroad crossings, like-renewal of approximately 2,400 linear feet of rail, incidental replacement of missing or damaged hardware including anchors and plates, and the surface, line and dress (make the track level again) of more than five miles of track. Rehabilitation will follow the Secretary of the Interior Standards for the Treatment of Historic Properties, and preserve the character of this historic railroad, with the exception of railroad/highway crossings. (Crossings will be rebuilt using modern standards to assure the highest level of safety and longevity as wood planking is no longer practicable for this application.)

2 This historic resource is unique in the region, and represents a surviving segment of the original Seattle, Lake Shore and Eastern Railway. Eligible for listing on the National Register, this historic transportation system is the backbone of museum programming and local tourism in the upper Snoqualmie Valley, and is the anchor attraction in historic downtown Snoqualmie. After almost 40 years of programming and more than 1 million passenger guests, rehabilitation of the track is required for trains to continue operating without interruption or encumbrance. This project will bring the track to a minimum Federal Railroad Administration class 2 standard. This segment of rail line was constructed in 1889 and extends between Snoqualmie Falls and rth Bend. It was an attempt by Seattle business interests to secure their own rail connection to the east so they could better compete with Tacoma, but after completing the line to Tanner, just east of rth Bend, the consortium turned their attention to a rail connection north to meet the Canadian Pacific at Sumas. Changing needs and freight railroad consolidation placed this segment of line in decline; the Museum acquired title in of 7 The project will directly interface with the downtown Snoqualmie infrastructure project, the Puget Sound Energy hydro power museum at Snoqualmie Falls, and the downtown rth Bend plaza project. The crossing replacements will enhance pedestrian access to park and recreation facilities, and the railroad will continue to host important historical resources including the National Register-listed Snoqualmie Depot and chapel car 5 Messenger of Peace. This railroad also hosts a number of King County and City of Snoqualmie Landmarks including rthern Pacific Railway steam locomotive 924 and rthern Pacific rotary snow plow Project Justification, Need, or Purpose The intent of this project is to rehabilitate the railroad track at the rthwest Railway Museum to ensure that rail history programs that rely on the operation of this historic transportation system may continue for the next twenty years. The desired outcome is to upgrade track from class one to class two, which is essential for sustainable safe and efficient operation. Project Location 1. 3 Support for Centers 3 of 7 1. Describe the relationship of the project to the center(s) it is intended to support. For example, is it located within a designated regional, countywide or local center, or is it located along a corridor connecting to one of these areas? This project will rehabilitate the railroad that connects two rural town centers, historic downtown Snoqualmie and historic downtown rth Bend. It is located along the SR 202 corridor and a regional trail has been constructed adjacent to the railroad. 2. Describe how the project supports existing and/or planned population/employment activity in the center. The railroad and museum is the anchor attraction in the center of both rural town centers. The project supports existing and expanded employment opportunities in Snoqualmie and rth Bend, and will facilitate expanded tourism opportunities that is the basis of many local retail businesses. 3. Describe how the project helps the center develop in a manner consistent with the adopted policies and plans for the center. The railroad and museum along with the Snoqualmie Depot is in the center of historic downtown Snoqualmie. It is the primary reason travelers stop in the historic district and will play an expanding role in attracting a new and broader audience to this rural town center. Other Comprehensive Plan policies support the Museum in historic downtown: Policy Work with the rthwest Railway Museum to enhance the tourism draw of their facilities and collection, as recommended in the Economic Development, Branding and Marketing Plan. Policy Support the preservation of Snoqualmie Valley history and culture by working with and supporting the efforts of heritage organizations and facilities such as the Snoqualmie Valley Historical Society and Museum, the rthwest Railway Museum, King County, Native American tribal organizations, and other local, state and national preservation agencies. Criteria: Historic Resources Projects 1. Describe the current or former transportation use of the facility. The railroad was built in 1889 for the Seattle, Lake Shore and Eastern Railway ("SLS&E"). It was an attempt by Seattle business interests to break Tacoma's apparent railroad monopoly because the rthern Pacific chose that city as its terminus. Originally chartered to the Dakotas, the railroad circled the north end of Lake Washington (today's Burke Gilman Trail), traveled east to Woodinville, south to Redmond, further south to Issaquah, then to Snoqualmie until it reached Tanner - just beyond rth Bend - and then stopped. At that point its management instead chose to construct a line to Sumas at the Canadian border where it planned to interchange with the Canadian Pacific. The SLS&E had a short but profound impact on the development of transportation in the region as other railroads such as the Great rthern maneuvered for a gateway into Seattle. Its lasting impact was to drive tourism to Snoqualmie Falls, and to make what was to become the largest lumber mill in the Pacific rthwest economically viable by providing cost-effective transportation for forest products from the Snoqualmie Falls Lumber Company. In the short term it shipped coal from a mine near today's 1-90 exit 27, cut stone from the Snoqualmie Mill Company, and countless million board feet of lumber from a myriad of smaller mills and timber companies. And, ironically, by 1901, it became a subdivision of former arch rival rthern Pacific Railway. Soon it was one of the top grossing branch lines on the entire railroad. With the Burlington rthern merger of 1971 came an agreement to operate on another railroad via Maple Valley. The Snoqualmie Branch was expensive to maintain so by 1975 the line to Snoqualmie Falls was abandoned for freight. In 1976 the line became the focus of the rthwest Railway Museum's museum programs and excursion trains between Snoqualmie Falls and rth Bend began. 2. Describe the historic significance of the facility. The railroad is eligible for listing on the National Register of Historic Places, as well as the City of Snoqualmie and King County Landmark Register. The railroad hosts a variety of historic properties including chapel car 5 Messenger of Peace and the Snoqualmie Depot, both listed on the National Register of Historic Places. City of Snoqualmie and King County Landmarks hosted here include rthern Pacific steam locomotive 924 and steam rotary snow plow 10. Properties listed on the National Register are also listed on the State Heritage Register. This historic transportation system is unique in the State of Washington. It is surviving portion of original railroad that operates much as it did in the early 20th Century. It illustrates the role railroads played in the settlement and development of Washington State, and it an example of how the location of railroads determined settlement patterns which can been seen to this

Describe the planned use of the facility and the project's relationship to the transportation system. The facility will continue to operate as an historic transportation system using early 20th Century coaches. The railroad operates as a museum program but principally offers transportation to/from downtown rth Bend, the museum campus on Stone Quarry Road, downtown Snoqualmie, and the hydro power museum at Snoqualmie Falls. 4. Describe how the project is part of a larger historic preservation plan. The railroad is the basis for the entire railroad museum operation in Snoqualmie rth Bend. This railroad is used to demonstrate antique locomotives and car, provide an authentic prewar excursion experience, and house/host a variety of rail heritage resources. 4 of 7 tably, it hosts important historical resources including properties listed on the National Register of Historic Places, the Washington Heritage Register, and the King County and City of Snoqualmie Landmark Registers. Of further significance is how the well-being of the railroad line affects preservation of the cars and locomotives it hosts. With the new rail history exhibit building and the Conservation and Restoration Center for cars and locomotives hosted on the railroad, this rehabilitation project really is the key to preservation of the entire collection. Without the operating railroad, the Museum will largely cease to exist. 5. Describe the level of public access to the project, including access for those groups identified in the President's Order for Environmental Justice, seniors, people with disabilities, those located in highly impacted communities and/or areas experiencing high levels of unemployment or chronic underemployment. The Museum and railroad are accessible to all visitor, including reasonable accommodation for those with disabilities. The Museum provides free and reduced tickets to underserved populations using agencies such as Encompass. In 2016 the Museum served more than 138,000 visitors. 6. Discuss whether the resource is threatened, and if there will be a loss of opportunity if this project is not funded. The railroad is more than 125 years old. When the railroad was the backbone of a commercial freight operation, there were significant annual capital investments. As an historic transportation system intended to appeal to a broad cross section of the public, it cannot reasonably recover the cost of capital. The potential lost opportunity will be the continued decline of the physical plant consisting of rail, ties, and ballast which if unchecked will result in a suspension of service. 7. Describe the long-term preservation and/or maintenance plans for the facility. This museum railroad is maintained by the museum's staff, volunteers, prison trustees, and contractors. Museum admissions recover the operating and basic maintenance costs but cannot make the cost of capital. The Museum has for more than 25 years successfully maintained the railroad in a condition safe and suitable for operation, and will continue to do so after rehabilitation. The rthwest Railway Museum allocates not less than $150,000 per annum for capital infrastructure projects. Funding is derived from the operation budget and, as shown in the attached comparative budgets for 2016 and 2017, has been more than $300,000 in each of the last two years. The funding source is earned income from retail sales and program admissions fees. Please note that government-sourced funding identified in the attached budget is restrictive funding for specific programs and is not the funding source(s) for "retained earnings" that are invested in capitalized projects. The Museum maintains a broad public dimension and receives regular comments regarding the interpretive rail program, the Snoqualmie Valley Railroad. Most negative comments concern whistle and bell use at public railroad crossings. Positive comments usually praise the preservation of the rail line. 3. Final documents
