3 THE GREAT TITAN LIFESAVING SPORTS FESTIVAL (TGT 2012) 9-16 April 2012, Negros Occidental, Philippines BACKGROUND The Great Titan Lifesaving Sports Festival is a multi-lifesaving activity all water based program organized by Philippine Life Saving Society to promote International Lifesaving Sports and Water Safety to Local Government Units in the Philippines. TGT also aims to campaign for Drowning Prevention and advocates implementation of Life Guarding and Water Rescue Standards in the country. The Great Titan 2012 featured the following: 1. Drowning Prevention Campaign (Lifesaving Carnival with Active Family Games and FREE Swim & Survive Clinic to children 5-14 Years Old). 2. International Life Saving Sports Training, Demonstration and Competition. 3. Water Safety Conferences for Resort Owners, LGUs and NGOs. 4. Bronze Medallion Certification, Competency Assessment and Induction of Drowning Prevention Volunteers 5. Lifesaving Projects : Signage Installation, Coastal Cleanup, Mangrove Planting and Bahanka Making Contest. TGT 2012 was hosted by the Province of Negros Occidental in celebration of the annual 2012 Panaad Sa Negros Festival. Dubbed as Festival of Festivals, Panaad (Hiligaynon dialect for a Vow and its Fulfillment) is a colorful and jubilant presentation of individual festivals of 13 cities and 19 municipalities of Negros Occidental. The festival attracts most of the 2.6 million-strong Negrenses, their relatives abroad and friends, who get a glimpse of the best offerings of the towns and cities, as well as in cultural presentations and friendly competitions such as in sports. Panaad had advocated awareness on Drowning Prevention, Water Safety and Lifesaving to keep the Negrenses resilient during unforeseen calamity. The Great Titan 2012 also served as a qualifying event to the first ever participation of Philippines to the RESCUE 2012 Lifesaving Sports World Championships in Adelaide, Australia this November.
4 DROWNING PREVENTION / LIFESAVING CARNIVAL The Great Titan 2012 launched the Lifesaving Carnival for Drowning Prevention in two (2) separate venues: Bacolod City at Panaad Swimming Complex for drownproofing in the Pool and Sipalay City for the Beach Setting. Along with Drowning Prevention Volunteers of Philippine Life Saving, the Royal Life Saving Society of Australia (RLSSA) and Lifesaving Society Korea (LSK) shared with us their expertise in teaching Applied Water Safety and help children gained vital Knowledge and water Skills to avoid the risks of drowning. Collaboration made with the Provincial Government of Negros Occidental, media partners The Negros Press Club and local school volunteers during the 5-day lifesaving carnival had gathered 452 Children whom all had completed the required activities stationed such as confidently doing the Water Entries and Exits, use of PFDs, Noncontact rescues, sculling and body orientation skills, water safety and survival techniques. The parents and guardians of participating children were also sent at CPR station and learned the Drowning Resuscitation and Emergency Care. THE GREAT TITAN LIFESAVING SPORTS 2012 To encourage community participation in Lifesaving Sports leading towards the moulding of a Culture in Drowning Prevention, TGT 2012 had advocated various sports related developmental programs aside from the highlighted lifesaving competitions as the basis of qualifying lifesavers to the Rescue 2012 Lifesaving World Championships in Adelaide, Australia this November. The Great Titan 2012 is honoured to announce the following accomplishments at Lifesaving Sport: Lifesaving Sports Technical Officials and Coaches were trained and duly inducted by Roz Grey of RLSSA last 9-10 April Lifesavers / Athletes qualified PH cut to the Rescue 2012 Lifesaving World Championships in Adelaide, Australia New PH Lifesaving Sports Records were established breaking previous national record at TGT st International Tri-Nation Friendship Games (ITFG 2012) was opened benchmarking Lifesaving Sports performances between Australia, Korea and Philippines. 5. Related Sports Demonstration in Finswimming and CMAS Scuba Diving.
5 SYMPOSIUM ON DROWNING PREVENTION Drowning Prevention Symposium happened at two (2) sites : 12 April 2012 at Bacolod Pavillon Hotel, Bacolod City with participants from various Local Government Units particularly the Health and Tourism Sector in the Province of Negros Occidental and in 14 April 2012 at La Veranda Hall, Sipalay Suites, Sipalay City which was participated by Resort Owners and Life Guarding practitioners. Well said at the Symposium that Drowning is tragically evident mostly affecting children in the community either in daily living or in disaster. Opinion on teaching survival swimming to children and campaigns for drowning prevention in the barangays (Smallest local community) arrived at a consensus among participants. Provincial Tourism sector also acknowledged the importance of implementing international best practices and standard in Water Safety. The Province of Negros Occidental had launched their first ever Drowning Prevention Plan envisioning Safe Waters in Negros Occidental. The Great Titan 2012 Conference Organizing Committee was grateful for the invaluable contribution made by the following Resource Speakers at the Drowning Prevention Symposium : Dr. Krishnan Rajam MD, FRCP - WPRO, World Health Organization, Shayne Baker, RLSSA, Larry S. Alag, Secretary General of Philippine Life Saving, Roger Bound, Philippine Life Saving Director- Zambales Province, Christine C. Mansinares, Provincial Tourism Officer, Negros Occidental, Oliver C. Dondonay, Provincial Tourism Consultant, Ma. Lina P. Sanogal, PPDC of Negros Occidental and Lawrence Ledesma, Provincial Planning and Development Officer and Presenter of Negros Occidental Drowning Prevention Plan DROWNING PREVENTION VOLUNTEERS WORKSHOP AND INDUCTION The need has come that Drowning Prevention Volunteers in the Philippines be organized, equipped and readied to dedicatedly advocate Drowning Prevention Awareness in times of tranquillity and offer charitable involvement for Drowning Prevention, Water Safety, Rescue and lifesaving either in times of calamity or where risk of drowning is happening particularly on children of the community and recreation industry.
6 On 11 April 2012, Induction of 390 Start up Drowning Prevention Volunteers happened at the pool of Panaad Swimming Complex and followed by commissioning for duty (Note: Refer to the Roll of Drowning Prevention Volunteers herein attached). All were subjected to Workshops, Practical Activities and Competency Assessments to ensure comprehensive review and certification of water safety and lifesaving skills based on the Bronze Medallion Rescue Program by the RLSSA. Orientation sessions were also made by designated mentors to intensify understanding on the critical role of Drowning Prevention Volunteers to Community, Recreation industry and lifesaving in the country. Specific tasks of Drowning Prevention Volunteers for Philippine communities: 1. Junior Lifesavers (175 Volunteers) will perform house-to-house campaign on drowning prevention in the community specifically on advocating awareness to parents, guardians, community leaders and Barangay Officials on the four (4) Keep Watch Program Key Messages: Supervise your Child. Restrict your child s access to water, familiarize your child with waters and learn resuscitation. Most of these volunteers are college students and still hoping to get promotion to Senior Lifesaver Volunteer Rank. 2. Senior Lifesaver (196 Volunteers) will instruct drownproofing clinics to children under 14 years old with the supervision of Bronze Medallion Volunteers at the community. 3. Bronze Medallion Volunteers / Pool Lifeguard (18 Volunteers) will be dispatched to conduct Lifeguarding duties to privately owned pools as well as the pools owned by the government on voluntary capacity either paid or unpaid basis. This will provide good opportunity for practicum of all lifesaving training certifications earned. Bronze Medallion Volunteers are required to conduct mentoring job to Senior Lifesavers. 4. Bronze Cross Volunteers / Still Water & Beach Lifeguards (1 Volunteer) will be deployed to conduct lifeguarding duties at River, lakes and Beach Resorts on voluntary capacity paid or un-paid basis. This will also provide opportunity for practicum of all lifesaving training certifications earned particularly for beach lifeguarding. Bronze Cross Volunteers are required to conduct mentoring job to Bronze Medallion Volunteers.
7 To further inspire the Drowning Prevention Volunteers as an Institution for Drowning Risk Reduction in the Philippines, follow up programs are lined up to enhance headcount growth and volunteers capability. The Philippine Life Saving Society had scheduled a series of certification training and competency assessments for volunteers to avail opportunity of becoming Bronze Medallion Awardees. As token of appreciation, a Volunteers Fellowship Night was celebrated on 14 April 2012 at La Veranda, Sipalay Suites, Sipalay City. Philippine Life Saving Society is thankful to the International Life Saving Federation (ILS) and the Royal Life Saving Society Australia (RLSSA) for greatly supporting the Drowning Prevention Volunteers Program in the Philippines. LIFESAVING PROJECTS Listed projects such as Signage Installation, Mangrove Planting, Coastal Cleanup, Bahanka Making Contest and Lifesaving Photo Exhibits were considered a portion of The Great Titan Extension Program for implementation this last months of Realignments were made cum the enactment of the Provincial Drowning Prevention Plan of Negros Occidental, strategically the move will impact greater Drowning Prevention Awareness to Filipino People across Philippine regions.
